The Final Assessment Questions 1 to 5 (pages 6 & 7) in the learner guide and the assessor guide (pages 15 to 17) have not been amended to state they are activities and/or research assignment. They are still listed incorrectly as questions.

The observation tool does not contain sufficient information for the student and/or assessor regarding the context of the simulated/workplace process/task to be completed by the student whilst being observed. Furthermore, the checklist does not confirm that all unit of competency requirements will be observed and assessed as there is an option for the assessor to check ‘N/A’ for each task.

The instructions for the student and/or assessor in the following assessment activities are unclear: o Assessment Activity 1

The instructions in the Learner Guide state “In this activity, you should plan a continuous improvement program for your team. You could either plan a continuous improvement program based on your current workplace and your team’s challenges and opportunities, or use the case study in Aspire Learner guide.” There are also a number of questions that the student must also address in relation to identifying the current issues, possible improvements, what continuous improvement process would be suitable, and how they will communicate, ensure cooperation, manage change and use mentoring and coaching to assist implementation. The tool requests the following to be included in the student’s portfolio:

Continuous improvement program plan

Feedback and input received from the team

Workplace document showing how the student manages ongoing change with their team

Evidence which shows how the student coaches and mentors team members. Points 2, 3 and 4 indicate that the plan must be implemented; however, the instructions at the beginning of the task indicate that the student must only plan the continuous improvement program based on their current workplace or a case study. There are no instructions to implement the plan. The instructions in the Assessor Guide do not mention implementing the plan.

o Assessment Activity 2 The instructions in the Learner Guide state “In this activity, you are required to create a performance review and monitoring plan based on your workplace or using the case study provided.” There are also a number of questions that the student must answer, which appear to be located in a different resource. The tool requests that the student includes the performance review related documents (performance review template, meeting minutes and video recording) and monitoring plan. The instructions in the Assessor Guide state “The learner should have created a performance review and monitoring plan using their own team or the case study information” and “In this activity, learner is required to conduct a performance review or similar. Learner will be assessed on whether he/she has communication skills to 1) coach and mentor team members and 2) gain the commitment of individuals and teams to continuously improve.” The instructions regarding the conduct of the review is not in the Learner Guide and no corresponding assessment tool for this part of the activity was provided.

The Record of role play does not provide sufficient information to the student and/or assessor on the following:

o the context of the task to be completed by the student whilst being observed

o the specific behaviours/task to be directly observed by the assessor to support consistent judgement between a variety of assessors and students, for example:

“The student uses appropriate communication skills taking the audiences background into consideration during the role play” – there is insufficient detail regarding what are the “appropriate” communication skills that must be demonstrated by the student whilst communicating with people from diverse cultural backgrounds, which is a requirement of the unit. Furthermore, there is no evidence to confirm that the context of the role play includes persons from various cultural backgrounds.

The evidence confirms that the assessment processes, tools and practices are systematically validated.

The application of the validation tool is ineffective as the assessment tools for BSBLED401A Develop

teams and individuals and BSBMGT403A Implement continuous improvement remain non-compliant for the

above-mentioned reasons.

Instructions to learners and assessors in activities 1 and 2 are now clear and consistent.

BSBSLED401A Develop teams and individuals

The assessment tasks address all of the unit of competency requirements.

Although the assessment tasks address all of the unit of competency requirements the assessment information includes minor discrepancies. For example:

o Part C of the project, including the Record of role play. The assessor guide states “Alternatively, you can summit a video record of a

workplace meeting where you have to negotiate with your team regarding learning and development opportunities.” The learner guide should reflect this option for this activity.

One observable task states “Did the student use open body language when communicating” The assessment tasks states that the assessment tasks can be conducted via phone conference or Skype.

The assessor information and the student information does not clearly state how the requirement to take religious beliefs into consideration has been addressed.

The validation tool is ensuring that the unit of competency requirements are addressed through assessment, however minor improvements are required as noted above to ensure that both the student and the assessor are provided clear and consistent information.

BACKGROUND

Mint Training Pty Ltd (Mint Training) began as a labour hire company in 1999. After being involved in traineeships in the hospitality industry and establishing relationships with a number of TAFEs and registered training organisations (RTOs), it became disillusioned by the quality of training on offer in the hospitality industry and decided to offer tailored onsite training. As a result, Mint Training commenced operations as an RTO on 14 October 2004, operating mainly as a private Group Training Organisation. It later branched out to provide training for other employers.

There is an arrangement in place with Academy Sofitel for the use and conduct of training in the kitchen and dining room area for the service of the Pantry restaurant. Mint Training control the delivery and assessment of the course including bookings of customers (public) for the restaurant.

Mint Training predominantly delivers nationally recognised training in the Transport and Hospitality sectors. It established the VTA Academy in consultation with the Victorian Transport Association and provides training for the Association. Mint Training has been operating in the hospitality industry for 15 years.

Mr Michael Arthur, the Director, is also an attendee of the Service Skills RTO Forum.

It also provides non-accredited training and has been delivering training and marketing the value of training throughout Australia, New Zealand and recently Papua New Guinea.

Mint Training’s strategy is to build a productive workforce. They are currently in the midst of hiring 2,500 people to embed into various workplaces to be trained by Mint Training with the aim of them eventually being employed by the workplace. Mint Training have had this arrangement in place for the previous 10 years with Crown Casino.

Mint Training leases premises in Perth and in Melbourne for administrative purposes however all training occurs on site in the workplace.

Fees are taken in advance with the bulk of students attracting government funding. 95% percent of arrangements are with employers who provide staged payments throughout the duration of the training.

The mapping of the trainer/assessor competencies provided no experience or detail related to the specific units he has attempted to demonstrate equivalence in vocational competence.

Assessment for this standalone unit of competency is not valid, reliable, sufficient, fair or authentic because: o Task 4 Part A does not allow authentic assessment to occur. Candidates are asked to

create an evaluation form to give to a mentoree however the sample evaluation form provided already contains nearly all the questions that would be required. As a result, this majority of the form is not the candidates own work and there is no test of knowledge in the creation of an evaluation form.

o Candidates are advised in the Participant Assessment Workbook of the 4 Assessment Tasks to be completed however they do not correlate to the information contained within the Trainer/Assessor Guide which includes additional assessment tasks e.g. 3

rd party

report and Practical Assessment (fairness). o Assessment instruments are incomplete. There is no assessment for skills based criteria

of the unit of competency.
