www.efquel.org
Where do they fit?
• We have already covered strategic and pedagogical levels
• We do not have the mandate to realistically propose national standards
Status of these guidelines:• Suggested pre-requisites for well
functioning national framework based on experience
www.efquel.org
Objectives of National QA System
• Mainstream quality culture throughout all institutions
• Guarantee minimum standards across the VET-community (quality control)
• Providing for transparency and recognition of qualifications
www.efquel.org
Objectives of National QA System
Quality system must function while:• Maintaining institutional autonomy• Not hampering innovation• Not disrupting operations
www.efquel.org
Specific Features of ICT-enabled VET-Provision
• More international• Poorly recognised• More distance provision
then in ‚traditional‘ courses
www.efquel.org
Sources of QA Criteria
• European Standards and Guidelines for Quality Assurance (ENQA, EUA, ESU, EURASHE)
• EQAVET (EC)• REVIVE-VET Framework of Guidelines
www.efquel.org
Sources of QA-Inspiration
• European Standards and Guidelines for Quality Assurance (ENQA, EUA, ESU, EURASHE)
• EQAVET (EC)• REVIVE-VET Framework of Guidelines
www.efquel.org
ESGs
• Used for institutional, programme and external QA agency criteria in most countries in Europe
• Does not set out procedures, but basic principles of QA – as such, many of the principles transferable to VET

Areas Requiring Coverage
• Governance & Jursidiction• Types of Award• Quality Control Procedures• Indicators
www.efquel.org
Governance
Main issues:• set clear definition of VET providers• governance must be of entirety of
institutions‘ activities• independence and accountability of
governance of instititutions• stakeholder involvement in
leadership and governance
www.efquel.org
Jurisdiction
NationalProvision
International Provision
Suggestion to Coverall permutations
www.efquel.org
Why?
No real centralised European QA structure, especially in VET
www.efquel.org
Award-Type
Awards must be for:
FULL EQUIVALENCE
• ideally mode should be indistinguishable
• suggest total-ban on pseudo-equivalence
www.efquel.org
Quality Control
Elements:
• Transparency of review procedures
• Logistical Issues• Realistic tools for Quality
improvements
www.efquel.org
Quality Control - Transparency
• Full publication of all procedures• Publication of quality reports• Enhanced with:
– Blacklists or whitelists– Centralised verification of certifications
www.efquel.org
Quality Control – Logistical
• Composition of Review Team• Elements of Review, Criteria to
be Used• Specific Powers and Composition
of Awarding Body (stakeholders, independence)
• Appeal Procedure
www.efquel.org
Quality Control – Tools
• intermediate certifcation apart from certified/not-certified allows for continued improvement
• Procedure for ‚emergency‘ review in extreme circumstances
• Link to funding, especially development funding
www.efquel.org
Indicators
EQAVET Recommendation suggests selection of:
1. Relevance of quality assurance systems for VET providers2. Investment in training of teachers and trainers3. Participation rate in VET programmes4. Completion rate in VET programmes5. Placement rate in VET programmes6. Utilisation of acquired skills at the workplace7. Unemployment rate8. Prevalence of vulnerable groups9. Mechanisms to identify training needs in the labour
