Excelsior Correspondent JAMMU, Sept 21: Interna- tional Centre for Cross Cultural Research and Human Resource Management (ICccR & HRM), University of Jammu, today organized a case based interac- tive workshop for the students, research scholars and faculty members from across the Faculty of Business Studies, JU. Professor Manoj Anand from Management Development Institute (MDI), Gurgaon, was the resource person for the workshop. This workshop had been organised with the objec- tive to train the participants who wish to engage themselves in research and case writing, which is a fundamental tool for learn- ing through doing. Professor Manoj Anand, during the workshop, discussed an array of case-studies ranging from corporate ethics to project management and encouraged divergent thinking amongst the participants. The participants also indulged in immense brain- storming and elucidated their perspectives about the cases. Professor Manoj highlighted that by the adoption of case- based methodology in a class- room setup, higher level of cog- nitive learning is observed and participants move beyond the recall of knowledge to analysis, evaluation and application. He encouraged the students to understand the significance of case based teaching methodolo- gy as a facilitator to interdisci- plinary learning and a tool to establish the connect between specific academic topics and real-world societal issues and phenomena. JU Vice-Chancellor Profes- sor R D Sharma, who was also present there, expressed satisfac- tion with the kind of initiatives that are undertaken at the International Centre towards the holistic development of the stu- dents. He appreciated the contri- butions of Professor Neelu Rohmetra, Founder former Director, ICccR & HRM and currently Director, IIM, Sirmaur for bringing the true internation- al orientation of the department. He also lauded the efforts of Professor Deepak Raj Gupta, Director, ICccR & HRM, for ensuring quality, professional- ism and value creation through such endeavours. Earlier, Professor Deepak Raj Gupta, during his address, discussed the need for holding such a workshop at ICccR & HRM, JU. He said that the case- based approach not only acti- vates the thinking process but enables in bridging the gap between theory and practice. Excelsior Correspondent KATRA, Sept 21: Pilgrims and devotees from across India converged at Shri Mata Vaishno Devi shrine's base camp to be part of the annual Navratra festival which began here today amid reli- gious fervour. The holy town donned a fes- tive look as tableaus depicting spiritual and cultural heritage of the State passed through its ever- busy roads. The beautifully decked up Jhankis depicted the nine forms of Maa Durga. Minister for PHE, Irrigation and Flood Control Sham Lal Choudhary inaugurated this year's Navratra festival by taking part in the Shobha Yatra from Asia Crossing. Minister of State for Tourism Priya Sethi and Minister of State for Finance Ajay Nanda also participated in the Shobha Yatra which culminated at Bus Stand. During nine day festival, the visiting devotees would witness series of Shobha Yatras, Prabhat Pheris, Mata ki Kahani, Ramleela, All India Devotional Song Competition, poetic event Guldasta, wrestling competition, folk festival and cultural pro- grammes. In his address, Sham Choudhary said that Government would make every effort to attract maximum pilgrim tourists for this mega event. "For improved facili- ties and adding more festivity to the event, this year the Government has increased the budget for the festival to Rs 70 lakh", he added. He said taking the tourists to other potential places of Jammu region would remain the main focus of the Government, adding that border tourism is also being promoted at Suchetgarh in a big way. While addressing the gather- ing, Priya Sethi said that this year's festival would lay special focus on diverting the visitors to other spots of Jammu region. "To this end, the Tourism Department has formulated a cali- brated package to woo the pil- grims to other spots of Jammu which offer captivating natural beauty, attractions for adventure lovers, water sports like rafting and many other attractions," she asserted. She said Mansar, Surinsar, Patnitop, Sanasar and numerous historical shrines in the adjoining districts have huge potential. These are being showcased for the tourists under this package, she added. She said the thrust has also been laid on to present the diverse and rich cultural heritage of the State to the visitors through series of events. She said the tourism being the mainstay of State's econ- omy is receiving special focus of the Chief Minister, particularly in making Jammu as an independent tourism destination. Ajay Nanda said that Navratra festival has emerged as a major event of north India and witnesses footfall from across the world. He said the Government has laid spe- cial focus on development of amenities in the holy town of Katra for the convenience of lakhs of pilgrims coming here every year. Excelsior Correspondent UDHAMPUR, Sept 21: BJP held a meeting at its office here, today in which MLC Ashok Khajuria who has also been appointed, incharge of the Udhampur Legislative Assem- bly was the chief guest. Hundreds of BJP workers, all five mandal heads, Morcha presidents, State general secre- tary Pawan Khajuria and other workers were present in the meeting. Ashok Khajuria, in his address announced release of Rs 30 lakh from his CDF for the development of Udhampur Assembly, saying that while today there is a Coalition Government with the PDP in the State and BJP has no Legislator from Udhampur Assembly Segment but he will always be ready for development of this constituency and provide the funds whenever it is needed. “I will release the funds from time to time from my CDF for the development of the con- stituency’’, he said. He further said that under the leadership of Prime Minister, Narendra Modi , the country is proceeding on the path of progress. It is good for the country as well as the State. He said that he wants the devel- opment work which has been stopped at Udhampur should resume. Excelsior Correspondent SRINAGAR, Sept 21: In a move towards the digitization of judiciary, the first paperless e-court in the State was inau- gurated today at High Court here. The court will start func- tioning from Monday and will use digitized case records thereby bringing down paper and space required to maintain the records. Chief Justice of J&K High Court, Justice Badar Durrez Ahmed, while inaugurating the e-court project said it will help litigants as well as advocates to know the status of different cases speedily. Justice Durrez thanked Chief Secretary, B B Vyas for the quick response and provid- ing timely funds for the com- pletion of the project; which took only four months to accomplish. The e-court would provide an electronic case list (e-case list) before the presiding judge to make digital noting on a computer that has electronic case records. The case records and notings would be synchro- nized in the available database. "Digitization of records will help to keep our records up to date as well as the records will not vanish because of natural disasters like we wit- nessed earlier in 2014 floods," he said. On the occasion, Justice Alok Aradhe, informed the par- ticipants that 3.25 crore of pages are in progress to be dig- itized. Justice Ali Mohammad Magrey presented the vote of thanks at the end of the func- tion. The function was attended by Justice M K Hanjura, Chief Secretary B.B. CCBL initiates recovery from defaulters Excelsior Correspondent JAMMU, Sept 21: The Citizens Cooperative Bank Ltd., Jammu, has initiated to proceed against its defaulters and recov- er the loans outstanding against them. In this regard a well fur- nished house constructed over a piece of land measuring 5 mar- las, at Barnai, North Jammu, was seized by the Tehsildar Recovery Jammu. The owner of the house, namely Naresh Kumar, had taken a housing loan of Rs 7.50 lakh from CCBL Branch office Vinaik Bazar and there was an out- standing of Rs.1589201.00 ( Rs. fifteen lakhs eighty nine thou- sands two hundred one only) against him as on 18.09.2017. After passing of Award against the party, Tehsildar Recovery Jammu was requested by the bank to take action against the defaulter under Land Revenue Act. Tehsildar Recovery took possession of the property in presence of concerned Naib Tehsildar of area, Police Authorities, Branch Manager and other staff. The CCBL is also going to proceed against the defaulters under SRFAESI Act. Number of Dengue cases in Jammu region reaches 88 Excelsior Correspondent JAMMU, Sept 21: The total number of Dengue cases in Jammu region has reached to 88 with maximum number of 77 people affected with this vector- borne disease only in Jammu dis- trict. According to official sources as on today, a total of 778 patients were tested for Dengue out of which 88 cases were found to be positive and reports of 450 were found negative while result of 240 samples are still awaited. “No death has been reported due to Dengue so far”, they added. Elaborating more, sources said that out of 88 Dengue cases, maximum 77 have been reported in Jammu district, two each in Samba, Kathua, Rajouri and Udhampur districts and one each in Poonch, Kishtwar and Doda districts. They further revealed that out of these 88 dengue patients, 63 were adults (37 males and 26 females) and 25 were children (13 males and 12 females). They said that so far Dengue has not claimed any life in Jammu region and most of the patients affected with the disease have returned to their home after successful treatment in various hospitals. The sources said that Health Department is taking all neces- sary measures to prevent the spread of Dengue. “The main cause of Dengue is stagnant water and the department is spreading awareness among the masses to prevent stagnation of water. The department has also sensitized its staff and Asha workers to combat the disease”, they added. Conversion of whole time PhD scholar to part time HC issues notices to VC JU, others in contempt petition Excelsior Correspondent JAMMU, Sept 21: High Court today issued notices to Prof R D Sharma, Vice- Chancellor, University of Jammu, Dr Meenakshi Kilam, Registrar and Prof Jigar Mohammad, Dean Research Studies (DRS) in a contempt petition filed by a PhD Scholar in the discipline of Sociology namely Juhie Mohan asking them to file statement of facts before next date of hearing. When the contempt petition filed by Juhie Mohan came up for hearing Advocate Sheikh Shakeel Ahmed appearing for the petitioner submitted that on July 26, 2017 the High Court had quashed Agenda Item No.12 dated November 18, 2014 and the decision of Dean Research Studies dated November 8, 2016 whereby the claim of the peti- tioner for change of her status from whole time PhD Scholar to part time PhD Scholar was rejected. "The court after threadbare adjudication in the matter had concluded that the case of the petitioner Juhie Mohan deserves consideration under proviso to Statute 13 of the Statutes govern- ing PhD and it was also held that the fresh orders with regard to the petitioner be passed on the analogy of two similarly situated scholars namely Asha Rani and Usha Sharma", Advocate Ahmed said, adding "a specific finding was returned vide Judgment dated July 26, 2017 that Statute 8(a)(iv) of Statutes governing PhD has no applicability to the case of the petitioner". He argued that despite allow- ing of the writ petition, the Dean Research Studies University of Jammu vide order No.RA/17/2642-44 dated August 28, 2017 rejected the claim of the petitioner on the ground that the case does not fall in any of the categories as envisaged under Statute 8(a)(iv) and also on the ground that the case of the peti- tioner Juhie Mohan is distin- guishable to other two scholars namely Asha Rani and Usha Sharma. "Dean Research Studies has overreached the directions of the court and despite clear cut find- ings has rejected the claim of the petitioner for change of her status from whole time PhD scholar to part time PhD scholar on the same grounds when Jammu University had earlier vide order No.RA/16/4678-82 dated November 8, 2016 rejected the claim of the petitioner", the counsel for the petitioner said. After considering the sub- missions of Advocate S S Ahmed, Justice B S Walia issued notices to Prof R D Sharma, Vice-Chancellor, University of Jammu, Dr Meenakshi Kilam, Registrar and Prof Jigar Mohammad, Dean Research Studies (DRS) requiring them to file their statement of facts. Dovchuk, President, Cameco called on Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Perso- nnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh here and discussed with him various aspects of nuclear and atomic energy collaboration with India. The members of delegation pointed out that ever since the process of Uranium supply to India began over two years ago, there has been a mutual rein- forcement of collaboration and the Canadian authorities were keen to put forward certain pro- posals for value addition in this collaboration. They acknowl- edged and complimented the Department of Atomic Energy, Government of India for having distinguished itself as an inter- nationally known Uranium and nuclear / atomic energy estab- lishment. He said, not only is the nuclear energy emerging as one of the most important and clean sources to meet the rising energy needs of India, but is now also being utilized for other socially relevant purposes like, for example irradiation of agricultural and food products, etc. Prison Deptt starts e-Prison Management System Excelsior Correspondent SRINAGAR, Sept 21: In a bid to digitize the data related to inmates, e-Prison Management System has been started in all the jails of the State. The development happened after meeting of representatives of NIC, JakeGA, Superint-endent Jails of the Valley and senior offi- cers of the Prisons Directorate was held under the chairmanship of DGP Prisons S.K. Mishra. During the meeting various issues in the operationalization of the software were discussed threadbare. DGP informed that the software will computerize and integrate all activities related to prison and prisoners management in the first phase and in the sec- ond phase sharing of information regarding the prisoners amongst various jails and other components of Criminal Justice System will be taken up. DGP stressed on proper training of prison staff in handling the software. He also asked JaKeGA to cover newly commissioned Special Jail (Correctional Home) at Pulwama and ICS Mishriwalla Jammu. Various suggestions were made by the Superintendents for cus- tomization of the software for J&K State. Army pays homage to jawan killed in ceasefire violation Excelsior Correspondent SRINAGAR, Sept 21: Army today paid tribute to a soldier killed when Pakistani troops opened fire on an army patrol along the Line of Control (LoC) in Keran sector. A day after rifleman Rajesh Khatri (27) was killed, represen- tatives and officials of the Government and other security agencies also joined the Army to pay tribute to the martyr in a solemn ceremony at Badam- ibagh Cantonment, a defence spokesman said. Cabinet Ministers Altaf Bukhari and Chander Parkash Ganga joined Chinar Corps Commander Lieutenant General J S Sandhu in paying their last respects. The spokesman said Khatri suffered bullet injuries in cross- border firing while he was deployed at a forward post in Keran sector. He was provided immediate first aid and evacuat- ed from the post but he suc- cumbed to the injuries. The soldier had joined the Army in 2011 and was from Torayan village in Dailekh, Nepal. He is survived by his wife, parents and an elder broth- er, the spokesman said. He said the mortal remains of Khatri were flown to Varanasi, UP, for last rites and would be laid to rest with full military honours. In this hour of grief, the Army stands in solidarity with the bereaved family of the mar- tyr and remains committed to their dignity and well being, the spokesman said. SRINAGAR, Sept 21: In amove towards the digitizationof judiciary, the first paperlesse-court in the State was inau-gurated today at High Courthere.

The court will start func-

tioning from Monday and willuse digitized case recordsthereby bringing down paperand space required to maintainthe records.

Chief Justice of J&K HighCourt, Justice Badar DurrezAhmed, while inaugurating thee-court project said it will helplitigants as well as advocates toknow the status of differentcases speedily.

Justice Durrez thankedChief Secretary, B B Vyas forthe quick response and provid-ing timely funds for the com-pletion of the project; whichtook only four months toaccomplish.

The e-court would provide

an electronic case list (e-caselist) before the presiding judgeto make digital noting on acomputer that has electroniccase records. The case recordsand notings would be synchro-nized in the available database.

"Digitization of recordswill help to keep our records

up to date as well as therecords will not vanish becauseof natural disasters like we wit-nessed earlier in 2014 floods,"he said.

On the occasion, JusticeAlok Aradhe, informed the par-ticipants that 3.25 crore ofpages are in progress to be dig-itized.

Justice Ali MohammadMagrey presented the vote ofthanks at the end of the func-tion.

Number of Dengue cases inJammu region reaches 88

JAMMU, Sept 21: The totalnumber of Dengue cases inJammu region has reached to 88with maximum number of 77people affected with this vector-borne disease only in Jammu dis-trict.

According to official sourcesas on today, a total of 778patients were tested for Dengueout of which 88 cases were foundto be positive and reports of 450were found negative while resultof 240 samples are still awaited.“No death has been reported dueto Dengue so far”, they added.

Elaborating more, sourcessaid that out of 88 Dengue cases,maximum 77 have been reportedin Jammu district, two each inSamba, Kathua, Rajouri andUdhampur districts and one eachin Poonch, Kishtwar and Doda

districts. They further revealedthat out of these 88 denguepatients, 63 were adults (37males and 26 females) and 25were children (13 males and 12females).

They said that so far Denguehas not claimed any life inJammu region and most of thepatients affected with the diseasehave returned to their home aftersuccessful treatment in varioushospitals.

The sources said that HealthDepartment is taking all neces-sary measures to prevent thespread of Dengue. “The maincause of Dengue is stagnantwater and the department isspreading awareness among themasses to prevent stagnation ofwater. The department has alsosensitized its staff and Ashaworkers to combat the disease”,they added.

JAMMU, Sept 21: HighCourt today issued notices toProf R D Sharma, Vice-Chancellor, University ofJammu, Dr Meenakshi Kilam,Registrar and Prof JigarMohammad, Dean ResearchStudies (DRS) in a contemptpetition filed by a PhD Scholar inthe discipline of Sociologynamely Juhie Mohan askingthem to file statement of factsbefore next date of hearing.

When the contempt petitionfiled by Juhie Mohan came upfor hearing Advocate SheikhShakeel Ahmed appearing for thepetitioner submitted that on July26, 2017 the High Court hadquashed Agenda Item No.12dated November 18, 2014 andthe decision of Dean ResearchStudies dated November 8, 2016whereby the claim of the peti-tioner for change of her statusfrom whole time PhD Scholar topart time PhD Scholar wasrejected.

"The court after threadbareadjudication in the matter hadconcluded that the case of thepetitioner Juhie Mohan deservesconsideration under proviso toStatute 13 of the Statutes govern-ing PhD and it was also held thatthe fresh orders with regard tothe petitioner be passed on theanalogy of two similarly situatedscholars namely Asha Rani andUsha Sharma", Advocate Ahmedsaid, adding "a specific findingwas returned vide Judgmentdated July 26, 2017 that Statute

8(a)(iv) of Statutes governingPhD has no applicability to thecase of the petitioner".

He argued that despite allow-ing of the writ petition, the DeanResearch Studies University ofJammu vide orderNo.RA/17/2642-44 dated August28, 2017 rejected the claim of thepetitioner on the ground that thecase does not fall in any of thecategories as envisaged underStatute 8(a)(iv) and also on theground that the case of the peti-tioner Juhie Mohan is distin-guishable to other two scholarsnamely Asha Rani and UshaSharma.

"Dean Research Studies hasoverreached the directions of thecourt and despite clear cut find-ings has rejected the claim of thepetitioner for change of her statusfrom whole time PhD scholar topart time PhD scholar on thesame grounds when JammuUniversity had earlier vide orderNo.RA/16/4678-82 datedNovember 8, 2016 rejected theclaim of the petitioner", thecounsel for the petitioner said.

After considering the sub-missions of Advocate S SAhmed, Justice B S Walia issuednotices to Prof R D Sharma,Vice-Chancellor, University ofJammu, Dr Meenakshi Kilam,Registrar and Prof JigarMohammad, Dean ResearchStudies (DRS) requiring them tofile their statement of facts.

Prison Deptt starts e-PrisonManagement System

SRINAGAR, Sept 21: In a bid to digitize the data related toinmates, e-Prison Management System has been started in all thejails of the State.

The development happened after meeting of representatives ofNIC, JakeGA, Superint-endent Jails of the Valley and senior offi-cers of the Prisons Directorate was held under the chairmanship ofDGP Prisons S.K. Mishra.

During the meeting various issues in the operationalization ofthe software were discussed threadbare. DGP informed that thesoftware will computerize and integrate all activities related toprison and prisoners management in the first phase and in the sec-ond phase sharing of information regarding the prisoners amongstvarious jails and other components of Criminal Justice System willbe taken up.

DGP stressed on proper training of prison staff in handling thesoftware. He also asked JaKeGA to cover newly commissionedSpecial Jail (Correctional Home) at Pulwama and ICS MishriwallaJammu.

Various suggestions were made by the Superintendents for cus-tomization of the software for J&K State.

SRINAGAR, Sept 21: Armytoday paid tribute to a soldierkilled when Pakistani troopsopened fire on an army patrolalong the Line of Control (LoC)in Keran sector.

A day after rifleman RajeshKhatri (27) was killed, represen-tatives and officials of theGovernment and other securityagencies also joined the Army topay tribute to the martyr in asolemn ceremony at Badam-ibagh Cantonment, a defencespokesman said.

Cabinet Ministers AltafBukhari and Chander ParkashGanga joined Chinar CorpsCommander Lieutenant GeneralJ S Sandhu in paying their lastrespects.

The spokesman said Khatrisuffered bullet injuries in cross-border firing while he wasdeployed at a forward post inKeran sector. He was providedimmediate first aid and evacuat-ed from the post but he suc-cumbed to the injuries.

The soldier had joined theArmy in 2011 and was fromTorayan village in Dailekh,Nepal. He is survived by hiswife, parents and an elder broth-er, the spokesman said.

He said the mortal remains ofKhatri were flown to Varanasi,UP, for last rites and would belaid to rest with full militaryhonours.

In this hour of grief, theArmy stands in solidarity withthe bereaved family of the mar-tyr and remains committed totheir dignity and well being, thespokesman said.
