Summary:

This manufacturing facility consist of approximately 120,000 square feet of improvements including 4 manufacturing buildings, 1 warehouse, 1 executive office building, lay down and storage on 13.94 acres. It was designed and built for heavy manufacturing of carbon and alloy steel products and was formerly used for the manufacture of Cryogenic and Pressure Vessels.

The four manufacturing buildings total approximately 100,000 square feet of crane served manufacturing space with 16 overhead bridge cranes and 37 overhead rollup doors. Eave heights range from 26 to 32 feet and the overhead cranes range from 5 tons to 30 tons with up to 24 foot clear height under hook. Most of the bays in each manufacturing building are equipped with multiple power feeds of 110, 220 and 480 volt, compressed air, argon and nitrogen connections.

The facility is totally fenced, stabilized and has ample parking. It has two 480 volt power feeds with a total 1,050 amps. Each of the four manufacturing buildings are pipe for centrally located nitrogen and argon tanks (tanks are not included). Nitrogen compression units are located at three of the four buildings.

The executive office consist of approximately 5,300 square feet in a stand-along building. It has 15 offices, full kitchen, 3-restrooms and a large conference room. Each office overlooks a landscaped fish pond and the manufacturing area.

The facility is located just over one half mile north of I-10 off of Hwy 146 in the industrial district of Mont Belvieu. Mont Belvieu is known as the natural gas capital of the world and is home to many major petrochemical industrial facilities. Among others Chevron-Phillips, Enterprise Products, EXXON-Mobil, TARGA, Equistar, Cedar Bayou Fractionators and ONEOK are located within a 3-mile radius of the facility. Current and planned plant expansion within this area is well over $13 billion and will employ over 14,000 construction workers. This is the only major fabrication facility in this area.

Chevron Phillips Chemical Announces PAO Expansion Study at Cedar Bayou Plant

THE WOODLANDS, Texas (November 4, 2014) – Chevron Phillips Chemical Company LP (Chevron Phillips Chemical) announced today a study to expand its low viscosity polyalphaolefins (PAO) capacity by 10,000 metric tons per year of capacity at its Cedar Bayou plant in Baytown, Texas. Currently, its low viscosity PAO capacity at its Cedar Bayou plant is 48,000 metric tons per year.

Additionally, the company has filed the necessary environmental notifications with the Texas Commission on Environmental Quality (TCEQ). Final project approval would be sought in the second quarter of 2015, and project completion is targeted for 2016.

“This proposed expansion will help us to meet our increasing customer demand for sustainable products,” said Miles Oberton, global business manager of polyalphaolefins for Chevron Phillips Chemical. “PAOs provide energy efficient solutions to meet higher performance requirements, particularly in automotive and industrial applications.”

Chevron Phillips Chemical is a leader in the development and production of PAOs, marketed under the brand name Synfluid PAO, which includes both high and low viscosity PAOs. Synfluid PAOs are well-suited for a variety of automotive and industrial applications including gear oils, greases and automotive lubricants.

Chevron Phillips Chemical recently started construction of its 100,000 metric tons per year expansion of normal alpha olefins (NAO) capacity at its Cedar Bayou plant. The NAO project is expected to be complete in July 2015 and utilizes Chevron Phillips Chemical’s proprietary NAO technology. Normal alpha olefins are used as a feedstock for PAO production.

HOUSTON — Enterprise Product Partners said Monday it will build a new natural gas liquid fractionator at its complex in Mont Belvieu and has secured the permits for another.The first fractionator, which takes mixed NGL streams and turns them into products such as ethane, propane, normal butane, isobutane and natural gasoline, will be the ninth at Mont Belvieu when it begins operations as early as January 2016, Enterprise said in a statement.Rick Rainey, a spokesman for the Houston-based company, said no decisions had been made about whether to construct a now-permitted, tenth fractionator. Rainey added that the company usually obtains permits for its projects ahead of time.Enterprise did not disclose a price tag for the new fractionator. However, in 2005, the company announced it would be building a similarly sized facility in Hobbs, New Mexico for about $130 million.Enterprise owns an interest in 15 NGL fractionation facilities in Texas, Louisiana, and Ohio. The Mont Belvieu plant is the largest, with eight fractionators currently operating and a capacity of about 670,000 barrels per day. When the ninth fractionator is completed, the plant will have a fractionation capacity of 755,000 barrels per day, the company said in its announcement.In a separate announcement, Enterprise also announced it had completed construction on the first segment of the Aegis pipeline running from Mont Belvieu and Beaumont, Texas. The 60-mile pipeline will deliver ethane, a natural gas liquid, to petrochemical customers, the company said.The next segment of the Aegis pipeline will stretch from Beaumont to Lake Charles, Louisiana and is scheduled to be completed by the third quarter of 2015. The third and final segment will connect from Lake Charles to the Mississippi River and is expected to be completed by the end of 2015.

Lone Star begins construction on third Mont Belvieu frac unit HOUSTON, Nov. 6 11/06/2014 By OGJ editors

Lone Star NGL LLC, a joint venture of Energy Transfer Partners LP (70%) and Regency Energy Partners LP (30%), both of Dallas, has begun construction of a third 100,000-b/d NGL fractionation unit at Mont Belvieu, Tex.

The fractionator is fully subscribed by multiple long-term contracts and is necessary, Lone Star said, to handle the increasing NGLs delivered via ETP’s and Lone Star’s raw-make pipelines that gather NGLs from Permian, Eagle Ford, and North Texas production.

Estimated by the companies to cost $420-430 million, the fractionator is to be in operation by December 2015.

In addition, Lone Star said it continues to evaluate additional fractionation expansions at Mont Belvieu and in other areas.

The fractionator will combine with two other, 100,000-b/d units. Lone Star placed in service Lone Star Frac II fractionator in November 2013 (OGJ Online, Nov. 4, 2013), with the Frac I unit previously completed in 2012 (OGJ, May 7, 2012, p. 88; June 6, 2011, p. 88).

Both fractionators receive NGLs from production from the Permian basin, Eagle Ford shale, and other producing regions via several sources, including Lone Star’s West Texas NGL pipelines and ETP’s Justice NGL pipeline (OGJ, June 2, 2014, p. 86).

Lone Star NGL LLC, a unit of Dallas-based Energy Transfer Partners LP, will build a fourth NGL fractionation plant at Mont Belvieu, Tex., east of Houston, parent ETP has reported.

Estimated to cost about $450 million, the plant is to be operating by December 2016. ETP said the 120,000-b/d fractionator is “fully subscribed by multiple long-term contracts” and will be filled with flows through the new 533-mile, 24-in. and 30-in. Lone Star Express Pipeline.

That pipeline, currently under construction, will move up to 475,000 b/d, expandable to 705,000 b/d, of NGLs from the Permian’s Delaware and Midland basins to Mont Belvieu. Phases I and II of the pipeline, said the announcement, are on schedule for completion in second-quarter 2016 and fourth-quarter 2016, respectively.

In addition, Lone Star’s third Mont Belvieu fractionator, currently under construction, remains on schedule for completion in January 2016 (OGJ Online, Nov. 6, 2014; Nov. 4, 2013).

Abroker who acts as a subagent represents the owner incooperation with the listing broker. A broker who acts asa buyer's agent represents the buyer. A broker may act asan intermediary between the parties if the partiesconsent in writing. A broker can assist you in locating aproperty, preparing a contract or lease, or obtainingfinancing without representing you. A broker is obligatedby law to treat you honestly.

IF THE BROKER REPRESENTS THE OWNER:The broker becomes the owner's agent by entering into anagreement with the owner, usually through a written -listing agreement, or by agreeing to act as a subagent byaccepting an offer of subagency from the listing broker. Asubagent may work in a different real estate office. Alisting broker or subagent can assist the buyer but doesnot represent the buyer and must place the interests ofthe owner first. The buyer should not tell the owner'sagent anything the buyer would not want the owner toknow because an owner's agent must disclose to theowner any material information known to the agent.

IF THE BROKER REPRESENTS THE BUYER:The broker becomes the buyer's agent by entering into anagreement to represent the buyer, usually through awritten buyer representation agreement. A buyer's agentcan assist the owner but does not represent the ownerand must place the interests of the buyer first. The ownershould not tell a buyer's agent anything the owner wouldnot want the buyer to know because a buyer's agent mustdisclose to the buyer any material information known to theagent.

IF THE BROKER ACTS AS AN INTERMEDIARY:A broker may act as an intermediary between the partiesif the broker complies with The Texas Real Estate License

Act. The broker must obtain the written consent of eachparty to the transaction to act as an intermediary. Thewritten consent must state who will pay the broker and, inconspicuous bold or underlined print, set forth the broker'sobligations as an intermediary. The broker is required totreat each party honestly and fairly and to comply withThe Texas Real Estate License Act. A broker who actsas an intermediary in a transaction:

(1) shall treat all parties honestly;(2) may not disclose that the owner will accept a price less than the asking price unless authorized inwriting to do so by the owner;(3) may not disclose that the buyer will pay a price greater than the price submitted in a written offerunless authorized in writing to do so by the buyer; and(4) may not disclose any confidential information or any information that a party specifically instructs thebroker in writing not to disclose unless authorized inwriting to disclose the information or required to do soby The Texas Real Estate License Act or a courtorder or if the information materially relates to thecondition of the property.

With the parties' consent, a broker acting as anintermediary between the parties may appoint a person whois licensed under The Texas Real Estate License Actand associated with the broker to communicate with andcarry out instructions of one party and another person whois licensed under that Act and associated with the brokerto communicate with and carry out instructions of theother party.
