Congratulations on your orders to Strike Fighter Squadron 94 (VFA-94), “The Mighty

Shrikes” onboard Naval Air Station Lemoore. It is a pleasure to welcome you and your family to the “Hobos”. Whether this is your first tour, or you have several tours under your belt, this is going to be one of the most exciting and unique experiences of your career. We are a mighty team of over 200 military members. Our mission is precision strikes from the sea as directed, in support and defense of our nation, and we execute our duties proudly and professionally. We operate at a high tempo, no matter your paygrade, top performance is the expectation. Everyone is obligated to contribute in order for us to smoothly operate as a team. I am positive that you are up for the challenge and I will do my best to ensure your transition here is as smooth as possible.

Lemoore is beautiful in its own way with a rich and interesting history. Lemoore is the hub of the Central Valley, about three hours from Los Angeles. Transportation is one of our largest challenges and the base does its best to provide maximum recreational opportunities and accessibility for personnel to capitalize on available experiences.

THE HISTORY OF STRIKE FIGHTER SQUADRON NINE FOUR

The MIGHTY SHRIKES’ heritage begins on July 1, 1943, with the establishment of Bombing Squadron

99 in San Diego, CA. VB-99 initially flew the Douglas SBD-5 Dauntless, was re-designated VB-20 on

October 15, and began flying the SB2C-1C Helldiver on November 15.

VB-20 deployed for their first combat cruise in 1944 from August 16 through November 23 with Carrier

Air Group 20 aboard the USS ENTERPRISE (CV-6). VB-20’s first combat action was an August 31

attack on the Bonin Islands. During this cruise they also participated in pre-invasion strikes on Palau, air

support for landings on Peleliu, air strikes against Okinawa, Formosa and Luzon, the Battle for Leyte

Gulf, and several attacks on Japanese surface vessels. VB-20 contributed to the sinking of four Japanese

carriers and the Musashi, one of the two largest battleships in the world at the time.

On August 12, 1948, the squadron was re-designated Attack Squadron 94, where they received the AD-2

Douglas Skyraider. VA-94 was disestablished on November 30, 1949.

Fighter Squadron 94 was established at NAS Alameda, California in 1952. While not officially a

reestablishment of VA-94, they claimed VA-94 as part of their heritage by adopting their “Tough Kitty”

patch. Nicknamed the MIGHTY SHRIKES, VF-94 was named after a small carnivorous bird of prey that

impales its victim on sharp thorns.

The MIGHTY SHRIKES began flying the F4U Corsair but quickly transitioned to jet aircraft. For the next

five years, the squadron received and flew the F7U-7, FJ-3, F9F-8, F8U-1, F11F-1 Tiger, and FJ-4.

The MIGHTY SHRIKES were re-designated as Light Attack Squadron 94 in 1958 and moved to NAS

Lemoore, California in 1962. VA-94 aviators flew all models of the A-4 Skyhawk before transitioning to

the A-7 Corsair II in February 1971.

The MIGHTY SHRIKES then had several combat deployments on different carriers to include the USS

RANGER (CVA-61), USS ENTERPRISE (CVN-65), USS BONHOMME RICHARD (CV-31), USS

HANCOCK (CV-19), and the USS CORAL SEA (CV-43).

In 1973, the squadron deployed on its first peacetime cruise for more than a decade, again with Carrier Air

Wing FIFTEEN aboard USS CORAL SEA. This was followed by several more cruises with the A-7

Corsair II before receiving the first F/A-18C or “Charlie” in 1990

Over the years as an F/A-18C squadron, VFA-94 had several more deployments to include Operations

ENDURING FREEDOM and IRAQI FREEDOM before being moved to Iwakuni Japan as part of the

Marine Corps UDP program.

The MIGHTY SHRIKES then participated in several joint training operations with the USMC and the

Japanese Air Self Defense Force before deploying to the Korean Peninsula as a part of Operation FOAL

EAGLE.

In 2014 the MIGHTY SHRIKES were attached to Carrier Air Wing SEVENTEEN and the USS CARL

VINSON (CVN-71). While embarked, VFA - 94 participated in Operation INHERENT RESOLVE in Iraq

and Syria dropping over 100,000 pounds of ordnance in non-traditional surveillance strikes and close air

support missions.

The Mighty Shrikes began their transition from the F/A-18C Hornet to the F/A-18F Super Hornet in

September of 2015, completing transition in January 2016. In October 2017, the MIGHTY SHRIKES,

deploying onboard the USS THEODORE ROOSEVELT once again as part of Carrier Air Wing

SEVENTEEN, supported combat operations in Iraq, Syria, and Afghanistan in support of Operations

INHERENT RESOLVE and FREEDOM’S SENTINEL. In addition to presence operations in the Western

Pacific area of operations, and returned to NAS Lemoore in May 2018. In November 2018 the Mighty

Shrikes began their transition from F/A-18F Super Hornet lot 25 to lot 33+, completing the transition in

March 2019.

is based ashore at Naval Air Station Lemoore, California where we maintain and operate 10 F/A-

18F Super Hornets as a striking arm of Carrier Air Wing SEVENTEEN. Congratulations on

LOCATION

The command is based in the center of California’s San Joaquin Valley. One of the nation’s

richest agricultural areas, the farmland of the valley produces a major portion of the world’s food

supply. In this small town atmosphere you will find a community deeply supportive of the

military members and their families. Growing to meet the needs of the Navy, NAS Lemoore has

gone through many changes in recent years, including a new hospital, gym, commissary and

Navy Exchange as well as considerable new housing construction. Additionally, NAS Lemoore

is centrally located close to many points of interest such as Los Angeles, San Francisco,

Monterey, the Sequoia and Yosemite National Parks and the Pacific Ocean.

UPON ARRIVAL

If you are arriving via air transportation, the Fresno Air Terminal is located 40 miles north of

NAS Lemoore. The TPD duty driver is available for transportation to NAS Lemoore which can

be arranged by calling (559) 707-9402 to coordinate a pick up. Additionally, commercial

transportation is available 24 hours a day. As a general guide, a taxi from the air terminal to

NASL costs between 50 and 90 dollars. Be sure to obtain a receipt in order to file a claim for

reimbursement.

REPORTING

Ashore: To check in to VFA-94, you must first obtain a red Flight Line Badge. This will allow

you to get past the Operations Gate and make your way to the command. Present your ID and

orders to Security in Bldg. 782(see map pg. 39) and a badge will be created for you. Operating

hours are 0700-1100, Mon - Thurs. Please report to the VFA-94 Duty Office located on the NAS

Lemoore Operations side of the base in Hangar 3, Module 5. Check-in uniform is the

appropriate Service Dress Uniform.

Afloat: When reporting to NAS Lemoore during normal working hours (0800-1700), you will

report to the Transient Personnel Detachment located to NAS Lemoore Admin side to coordinate

your travel to the ship. Ensure you contact them prior to arrival at (559) 998-2015. If you arrive

after working hours, proceed to Building 700 Quarterdeck and they will stamp your orders and

help arrange billeting for you. While travelling to the ship, ensure you have a full sea bag and

enough money to pay for any temporary lodging and meals enroute.

Rachal Ryan and it is my honor to serve you as the Command Ombudsman. I

have years of experience as a military spouse and I am accustomed to the ups

and downs that come with being part of the Navy family. Along with the

command, I look forward to providing any assistance you might need during

your time with the Mighty Shrikes.

For those of you not familiar with the Ombudsman Program, an ombudsman is

an official volunteer representative of the command, appointed by the

Commanding Officer, and serves two important roles as both a liaison between the service member’s

family and the command, and as a professionally trained information and referral specialist. I work under

the guidance of the Commanding Officer, Executive Officer, and Command Master Chief. Our motto is,

“Hobos help Hobos” and we do our very best to live by this.

Ombudsman Family Information

The family information sheet is a form which I, ombudsman, request all of the sailors (or family

members) complete and return to me. It provides me with basic information on the family members and

emergency contact information. I receive and document this information; it never goes through the

command.

I ask for this information for a few different reasons. Firstly, and most importantly, it gives me a contact

sheet so when a family member calls me, I know who their sailor is and I know that I am able to share

information with that family member. Without the sheet, I cannot verify that the sailor is in the command

nor provide any command specific information.

Secondly, the completed form is useful as I can get an idea of the ages of the children as well as the

general areas that families live in. This then allows me to provide more information that is relevant to

you (resources and information in the newsletter for example).

Thirdly, it is important for me to have emergency contact information. If there is an emergency and we

need to get hold of someone, it is a good back-up source for finding emergency contacts.

The information that you provide on the sheets is CONFIDENTIAL at all times.

TEMPORARY QUARTERS

Single service members will be assigned quarters in the squadron barracks in Barracks 9 and

given muster information for the next working day. Married couples may receive up to 10 days

Temporary Lodging Allowance and may make reservations in advance at the Navy Lodge by

calling (559) 998-5791 or Combined Bachelor Housing by calling (559) 998-4609. There are

many other local hotels in the surrounding area.

BASE TRANSPORTATION

The Naval Air Station Lemoore operates a station bus service that makes scheduled morning and

afternoon runs between the Administration Area (where the BEQs and BOQs are located) and

the Operations Area (where hangars are located). There is no on-base bus service on Saturdays

and Federal Holidays or evenings. Times and stop locations are available from Public Works

Transportation. The on base bus can be reached at (559) 998-4196.

RELOCATION ASSISTANCE

The Fleet and Family Support Center is an invaluable resource during your move to Lemoore.

They will provide a copy of Lemoore’s Standard Information Transfer Exchange Service

(SITES) package, which contains information concerning the air station and the surrounding

RELOCATION

Being in the Navy is an opportunity and a proud tradition of more than 200 years of service. It is

also a challenge as single and married Navy and Marine Corps members juggle their military

duties, personal and financial obligations, and the demands of an immediate or extended family.

Navy personnel and their families are envied for the variety of their experiences and the number

of places they travel and live. To make this attractive, mobile life possible, a great amount of

planning and preparation is necessary.

Relocation is a way of life in the Navy and it can be stressful. Decisions must be made and the

choices can have significant effects on your life. Where will I live? What will my housing costs

be? What about my pet? Where will my children go to school?

You need accurate, timely information to make these important decisions. Contact your

Relocation Counselor at your present duty station to prepare for your move - and contact your

Relocation Counselor at your new duty station to help you and your family make these important

decisions.

Relocation assistance can be found at a variety of resources to guide you through your change in

environment. Military Homefront at www.militaryhomefront.dod.mil provides specific information

on all Marine Corps, Navy, Air Force and Army installations both in the United States and Overseas

and has taken place of "Welcome Aboard Packages".

Additionally, a variety of workshops are offered on a continuous basis including Set Your Sails

MILITARY MOVES

Permanent Change of Station (PCS) orders mean you'll be moving to Naval Air Station Lemoore

soon.

Relocation is a part of military life, but planning ahead can mean a smooth move for you and

your family. Why is relocation so important? Relocation helps keep the United States military at

the peak of its ability. Personnel are consistently being moved to where they can be the most

effective. The military also tries to rotate personnel so that no one remains at one assignment for

too long. As you are trained, your new skills may mean new opportunities and a new assignment.

Moving can be a positive experience. Moving to NAS Lemoore brings many exciting

possibilities but it can also be very stressful. You can minimize problems if you start planning as

soon as you are notified you have received orders. Preparation and a positive attitude are the

keys to a smooth transition.

The Fleet & Family Support Center's Work/Life Specialist (Relocation) has many programs that

can provide information about the central valley, housing, education, employment, travel

reimbursement and more, but be prepared to do a lot of work and make a lot of decisions. The

military may not cover all your costs. Remember, you are responsible for the care and welfare of

your family before, during and after the move.

MOVING PREPARATION

Personal Property: National P.P Office 855-444-6683; NASL P.P Office 559-998-2624. Get User ID

and Password from DPS site. Go to www.move.mil, select First Time User, and follow instructions (see

the NAVSUP website with Guides. As soon as you have orders, you can do your “Self Counseling”,

which is where you actually schedule your move. Once you complete that, you will print out two

documents. Click Submit on the website but bring those two documents to Personal Property. Make sure

you have a single-side printed copy of your orders with you.

Summer is when many military families transfer from one base to another. Yet some will spend

too much time enjoying the fresh air and not enough on basic planning that will help avoid the

potential financial pitfalls of a PCS.

For a PCS (Permanent Change of Station) move, you have three choices of how to transport your

household goods: commercial movers hired by the military, a PPM (Personally Procured Move –

Formerly DITY), or a partial PPM (a combination). The military will pay for your move based

on the estimated weight of your household items, not to exceed the weight allowance determined

by your pay grade.

Talk to a counselor at the personal property office or transportation office (the name varies

according to the branch of service) to help determine whether a commercial, PPM or some

combination is best for you. When considering expenses such as a one-way rental truck and

storage until your new housing is ready, a PPM may not prove as profitable as you expect.

Use this master relocation checklist as you prepare your move:

12 weeks to go: Upon receiving orders, contact your personal property office and schedule a

counseling session to submit paperwork. Begin a file to track moving and house-hunting

expenses. Whatever is not covered by allowances is tax deductible. Identify your "sponsor" at

your new command so you know whom to ask questions. Begin researching housing and kids'

schools in your new city. Search for child care. If you own your home and wish to sell, contact a

realtor to put it on the market.

11 weeks to go: Compile an inventory of household possessions and valuables, including photos

and serial numbers. Meet with the counselor to submit paperwork and provide an estimated

weight of household goods. If you exceed the weight allowance, get an estimate from your

movers and start saving now to pay for the extra amount.

10 weeks to go: Receive moving dates from the personal property office. Call movers to

schedule a pre-move meeting. If you have decided on a PPM, reserve a rental truck. Meet with a

counselor to obtain an estimate of how much dislocation and travel allowances you will receive.

Begin to plot a budget and a timeline for travel.

9 weeks to go: Spouses, update your resume! Start your job search now. Review family records

(legal, medical, insurance, birth certificates) and set them aside in a group. Get checkups, if

needed, and obtain copies of medical records. Notify homeowners', renters' andauto insurance of

your address change and make sure you are covered in transit. Check to see if your bank is

located in your new hometown or sign up for a national bank.

8 weeks to go: Clean out your closets and garage. Hold a yard sale or donate items for the tax

deduction. If you plan to live off base, go house hunting now and try to sign a rental contract. If

you will live on base, contact the housing office and ask to sign up for the waiting list.

7 weeks to go: Check school schedules and transfer the children's records. Have fun planning

your travel; turn it into a vacation!

6 weeks to go: Take pets to the vet and obtain health certifications and medical records. Give

one month's notice to your employer and get a letter of referral. Use the remaining two weeks to

plan your move.

5 weeks to go: This is the drop-dead date for obtaining housing in your new hometown. Notify

your current property owner as required by your lease. Discuss a time to review your home and

get a refund of your security deposit.

4 weeks to go: Obtain a change of address kit from the post office. Send change of address

cards to family, friends, magazine subscriptions, etc.

3 weeks to go: Contact utility companies to cut off service and obtain letters of referral. Notify

them of your forwarding address to pay final bills and get refunds of any security deposits. Get a

list of utilities in new hometown from your property owner or real estate agent and contact them

to set up service.

2 weeks to go: Make reservations for overnight stays during your last night in town and, if

appropriate, for your travel. If you plan to drive, have your car serviced. If shipping your car,

have it picked up.

1 week to go: Notify credit card companies of your address change. You will need to use the

new address when verifying any purchases.

HOUSING AND LODGING

Prior to any PCS, every military family considers housing for Naval Air Station, Lemoore. The

Housing Office and Relocation Assistance Program Specialist can provide information and guidance

regarding on-base housing options as well as the local real estate market.

Once you arrive with your family members, you will receive up to 10 days Temporary Lodging

Expenses (TLE). Ensure you make arrangements with the Navy Lodge by calling (559) 998-5791 or

Combine Bachelor Housing by calling (559) 998-4609 prior to your arrival.

Temporary Housing, Bachelors Quarters, Rental Partnership Programs, Local Rental Properties,

On-Base versus Off-Base Living, Local requirements such as military clauses, security clauses,

and utilities.

GOVERNMENT HOUSING

There are currently 1,388 family housing units consisting of 110 khaki and 1,278 enlisted. Housing

is open to all active duty military personnel.

Availability—Housing is available to all pay grades. The waiting list varies less than one month to

more than six months, depending on the size of the family and the service member’s pay grade. The

Navy Housing Office determines eligibility and manages the waiting list. Application and Eligibility-

-Housing is allocated based upon eligibility and date of application. The Housing Early Application

Tool (HEAT) provides the opportunity for all active duty military personnel or their spouses to apply

for housing at one or multiple locations before or after receiving permanent change of station (PCS)

orders. While this tool will allow Sailors to receive housing information much earlier in the PCS

process, it will not affect their placement on the waitlist. Housing customers will be able to submit

applications online, at any time, to multiple installations, in order to receive information about

available housing and to begin the qualification process for Navy housing. Instructions on the use of

NON-GOVERNMENT HOUSING

Housing Referral Office-(HRO) --The HRO is your contact for problems you may encounter such

as discrimination complaints, tenant/landlord disputes, and any questions or problems about off-

base housing. The HRO will provide you a list of rentals with corresponding locator maps and give

you information regarding the communities in which the rentals are located. All renters should

carry renters insurance against fire, theft and other damages. The property owner's insurance will

cover the property but not the renter’s personal property. Transfer coverage after you arrive. Ask

about the availability of a Rental Partnership Program if you are planning to rent. Service

members who plan to live off the installation should still check in with the housing office for

advice and assistance in house hunting.

TEMPORARY LODGING FACILITY

The Combined Bachelor Housing (CBH) Division provides permanent party and transient

unaccompanied housing.

Availability. There are 20 permanent party barracks for all ranks with 1300 rooms and 2200

beds. Permanent party rooms are fully furnished to include a microwave and refrigerator. Our

transient quarters consist of 4 buildings with 197 beds. These rooms have all the required

amenities.

Rates. Transient room daily charges are $20 for a shared room, $30 for a private room, $40 for a

suite, and $54 for a DV suite.

Check In/Check Out. Check-in and check-out for all permanent party and transient customers is

at Desk Services, which is open 24 hours a day, 7 days a week.

MOVING THE PETS

Whether moving to the next state or halfway around the world, pets may be a concern. The decision to

relocate your pet should be based on:

• Type of pet

• Age and Health

• Climate and living conditions at NAS Lemoore

• Quarantine regulations

• Installation and housing requirements

TRANSPORTATION

Pets are usually transported by air or in your personal motor vehicle.

If traveling by air, consider the following:

• Air Mobility Command will transport a dog or cat. This is not an entitlement and service

members will be required to pay the cost of transportation.

• Most commercial airlines do not transport pets during summer months.

• FAA-approved kennels are usually required to travel.

• Airlines reserve the right to refuse travel of any animal for any reason. Contact your airline

for additional information.

If traveling by car, considering the following:

• Take your pet on a few trial trips to see how they do.

• Ask your vet about pet carriers and the possibility of a mild sedative to relax your pet

during the move.

• Ensure that your pet has the basic essentials such as water, treats, dishes, favorite toys,

leash, bedding, a scooper, and plastic bags.

• Take several stretch breaks and relief breaks along the way. Provide fresh water and

reward your pet with treats for being such a good traveler.

• Do not leave your pet unattended in the vehicle, especially in hot weather.

• Book pet-friendly lodging if you will require overnight accommodations.

SHOULD YOU DECIDE TO RELOCATE YOUR PET, BE SURE TO:

• Have pet checked by a veterinarian.

• Get all necessary health records and certificates.

• Ensure that all vaccinations and shots are up to date.

• Obtain, health and rabies certificates, a list of all inoculations, a statement describing your pet,

and that the animal is free from infectious diseases. A rabies vaccination certificate must be

issued at least 30 days prior to departure, but cannot be more than one year old. A veterinary

health certificate must be issued within 10 days of your departure.

• Have sufficient medications for pet on hand for first period of settling in (60 days minimum).

• Obtain and securely attach pet identification tags with pet's name, your name, address,

telephone number, cell phone number, destination address and telephone number.

• Create a file with a picture of your pet, pet's name, license number, old and new veterinarians’

contact information, health condition, necessary medication, and complete description.

Pet Policies

Requirements for pet registration on base - All cats and dogs residing on NAS Lemoore are required to be registered through the Veterinary Treatment Facility. This helps ensure that lost pets will be

returned to owners, and that pets receive a standard minimum of preventive medical care. The current

requirement includes: Proof of current rabies vaccine - this is the rabies certificate (not the tag worn on

the collar) identifying the animal, the date of vaccination, expiration date, vaccine serial number, etc.

Rabies vaccine can only be given by a licensed veterinarian. In California, puppies must be at least 4

months old, and kittens 3 months old, to receive this vaccine. The first vaccination is valid for one year.

Laws vary for other states, so be sure to check in with your veterinarian when you PCS. Current

booster vaccines include the yearly distemper/parvovirus combination shots for dogs, and a yearly

distemper combination shot for cats. Puppies and kittens should have received a series of vaccines as

part of their examinations. Call the Naval Air Station, Lemoore - Vet Clinic at (559) 998-2753 if you

are uncertain about your pet's vaccine history.

Veterinary Service

Vet Clinic located on 780 Franklin Avenue - Telephone (559) 998-2753. Services include

immunizations, examinations and minor sick call. Cosmetic and elective surgery is not available at this

time. Over the counter sales of flea and tick control products, shampoos, sprays, nutritional

supplements and vitamins are also available.

MICROCHIP IDENTIFICATION

This is a tiny device, about the length of two grains of rice that is injected under the skin, over the

shoulders. No incisions or anesthetic are necessary, and the procedure takes a few seconds. It is a

permanent identification method used world-wide by both civilian and military, to assist in returning

lost pets to their families. An electronic scanner is waved over the pet's shoulder and if a chip is

present, that animal's unique number appears. This number can be reported to the Vet Clinic, which

keeps track of all pets registered on base. Either way, the pet's owner can be located as long as

information is kept current. A medical record is kept at the Veterinary Treatment Facility. Owners are

welcome to utilize any veterinarian to provide their pets' care, as long as a record of the current

vaccines is kept at the VTF while the animal resides on base. All animals on base must be spayed or

neutered.

KINGS COUNTY LICENSE

Dogs are required to have a county license, which can be obtained by taking your dog's current rabies

vaccine certificate to the County Clerk's office next to the library in Lemoore. For additional

information, call (559) 998-2753.

VEHICLE REGISTRATION

Registration & Licensing Requirements California State law requires you to have sufficient liability insurance and a valid driver’s license in

order to operate a vehicle. The term “vehicle” generally includes automobiles, motorcycles, vans,

trailers and boats regularly parked or garaged overnight. Further, your vehicle must be properly

registered. Even though you are in the Military, you may be required to register your vehicle in-state

and obtain an in-state license within a few months of moving. Access complete information on

insurance, driver’s licensing, and where and how to register your vehicle by visiting the California

State Department of Motor Vehicles at www.dmv.ca.gov.

State Laws

You and your passengers must always wear seatbelts while driving, you will be ticketed and issued

heavy fines if seatbelts are not secured. State law requires that all children under 6 years of age be

properly restrained in child seats. Some states also require younger, smaller children to sit in the back

seat.

Motorcycles and their operators are subject to special laws. If you own and operate a motorcycle, you

must comply with those laws. Visit the State Department of Motor Vehicles website for more

information.

Many States and local jurisdictions have strict laws about the use of cell phones and other digital

devices while driving. NAS LEMOORE DOES NOT ALLOW USE OF CELL PHONES while

driving on-base. Research these laws on the State Department of Motor Vehicles website. Tickets will

be issued and fines assessed for violating these laws. Play it safe and always use a “hands free” device

if you must use a cell phone or other PDA while driving. Hands-free devices must be used while

operating a motor vehicle on ALL military installations worldwide.

Driver's License

All drivers in the state must have either a current California license or a current license from their home

of record.

Dependents, over age 16 but under age 18, must either (1) apply for and obtain a California drivers

license within 10 days of entry to California, or (2) maintain their valid out of state license until the

expiration date provided they apply for a California "Nonresident Minor's Certificate" and submit proof

of financial responsibility (Form SR22/Proof of Insurance).

Registering Vehicles in California

Nonresident military personnel may either register their automobile in California or operate their

automobile with a current registration from their home of record. Vehicle registration from the last

duty station is valid for one year, or the expiration date, whichever comes first. The vehicle

registration may be renewed in the home state or California before the end of the registration

period. California provides a reduced rate of fees for military personnel, but the vehicle must be

registered to the military member.

The following items are needed to register the vehicle:

• Completed Application for Registration (DMV for REG343) and out-of-state title

• Last issued out-of-state registration card (required if no title submitted)

• Verification of Vehicle by DMV or law enforcement (DMV for REG31)

• Smog certification (motor vehicles only)

• Weight certificate for commercial vehicles and trailers only.

• Appropriate DMV fees (includes registration, transfer fees and use tax if due.

• Odometer Mileage Disclosure statement completed.

• Registering Vehicles on Base

You are required to register all motorized vehicles, including mopeds and motorcycles, that will be

driven on station. Proof of ownership or current vehicle registration, insurance and a valid driver's

license are required for each vehicle at the time of registration. If you have a car registered out of state

it will need to pass a smog certification. Autos five years old and older also require a smog check.

Minimum insurance requirements are $15/30,000 public liability and $5,000 property damage,

although we recommend you carry more for your own protection. If you do not own the vehicle and are

not a member of the owner's family, you must present notarized permission from the owner to drive the

vehicle. Vehicles must pass annual safety inspections and motorcyclists must wear over the ankle foot

wear, long sleeve during day, reflective at night and helmets and must pass basic Rider Course prior to

operating any motorcycle.

Registering Vehicles on Base

Vehicle registration is available in the Pass and Decal Office located just outside the main gate. A valid

vehicle registration, driver's license, military ID card and proof of insurance are required to register

vehicles. While a physical decal is not required, vehicles should be registered at the Pass and Decal

office to facilitate vehicle issues. Pass and Decal hours are: Monday - Friday 6 a.m. to 4:30 pm,

Saturday 8 a.m. to noon, Sunday and all federal holidays are closed. For additional information, call

Child Care Program

YOUTH CENTER

The Youth Services Center is CSPs newest facility. This state of the art building was opened in January

2005 and was designed from the ground up to support one of the largest youth programs in the Navy.

The facility was designed to support youth from 5 to 18 years of age and features an indoor gym, a

computer/homework center with 14 Internet capable computers, a larger teen center space, snack bar

and six class/activity rooms.

Currently, the School Age Care (SAC) program supports approximately 180 children during the school

year and is accredited by the National After School Association. The daily average teen attendance is at

105, while over 1000 children participate in the Youth Sports Program. To meet growing community

demand for youth programs, the old Youth Center Bldg. 970 was reopened in Oct 07 to serve as our

primary Teen Center for high school age youth.

During the summer months the Youth Center provides a weekly summer camp program. Parents may

choose which weeks to sign their children up with out obligating for the entire summer. Each week

includes an off base field trip to local site and attractions such as the Fresno Zoo or the big water park

in Clovis, and includes many on base activities such a swimming, bowling, and the theater. All such

activities are included in the weekly fee. For more information on the Youth Center and their programs

Child Development Center

The Child Development Center (CDC) offers full time care for children ages 6 weeks to 5 years of

age. This center also provides a part-day program and a pre-school program during the school year.

CDC staff is highly trained in early childhood programs, activities, motor development skills,

language development and creativity. All programs are developmental in nature to meet the social,

physical, emotional and cognitive needs of the children. The CDC also holds accreditation from

the National Association for the Education of Young Children (NAEYC).

The CDC has a capacity of approximately 270 and follows the USDA Child Care Food Program.

Children are provided breakfast, lunch and an afternoon snack daily. In addition a wide variety of

holiday and special events are programmed for the children throughout the year.

The demand for child care continues to grow, which unfortunately has resulted in waiting lists. It is

recommended that all personnel requiring childcare services register their children as soon as they

receive orders to NAS Lemoore or as soon as the need has been identified (newborns). For more

Child Development Homes Program

The Child Development Homes (CDH) Program is comprised of approximately 85 homes that offer

home based child care for full-time, part time, shift work and drop in care needs. CDH providers are

qualified professionals operating as independent businesses within the NAS Lemoore housing

community and supervised by the CDH Program through meetings, home inspections, and printed

operational guidelines. The CDH Program recruit, trains, certifies and closely monitors Home Care

Providers to ensure outstanding quality in childcare services.

School and Education The Kings County school population is comprised of 33,701 students. There are over 2,000

elementary and 535 high school students within the educational system that are connected with the

military. Worthy of note is that the dropout rate is 9.8% which is low in comparison to the state's

average.

State law requires a child to be five years of age on or before December 2nd to start kindergarten

and six years of age to start first grade at the beginning of the school year. (After December 2nd,

children who become five may enroll in school at that time at the discretion of the school

principal.) HOWEVER, THE DISTRICT RETAINS THE RIGHT TO DETERMINE THE

CHILD'S PLACEMENT FOR THE YEAR FOLLOWING ADMISSION TO KINDERGARTEN.

If the child has not attended school before, it is MANDATORY that the parent brings the child's

birth certificate. For admission to other grades, the child should have a transfer and/or a report card

from the previous school.

State law makes it MANDATORY for parents to present sufficient evidence that the child has been

protected against polio, diphtheria, pertussis, tetanus, red measles (rubella) and tuberculosis (PPD

Mantoux). Children will not be allowed to start school until necessary immunizations have been

obtained and actual dates have been provided to the school. Since the 1997-1998 school year, two new

immunization requirements have taken effect: a Hepatitis B series and a second dose of Measles,

Mumps and Rubella.

Public schools normally start the third week in August and run through the first week in June with

the standard holidays being observed.

Some elementary schools in the Hanford area are on the year-round track schedule.

Private schools in the area generally follow the same start/vacation schedule as the public school

system. There are no DOD schools at NAS Lemoore. However, there are two schools located

onboard the Naval Air Station serving children from kindergarten through the eighth grade.

Depending on where you live on base determines which school your child will attend.

High School age children residing onboard the Air Station are bused into Lemoore (7 miles east)

and attend Lemoore High School. Lemoore High school is considered by many to be one of the top

schools in the valley. It is a comprehensive high school whose curriculum offers an extensive

variety of advanced placement, honors, and college prep courses as well as a broad choice of

vocational education courses.

Many good private schools are available in the Hanford/Lemoore area. No state funds are

expended on their operation. Most private schools have a religious affiliation or relationship. With

the schools constantly changing their tuition and material fees, and sometimes changing their

characteristics, it is our goal to provide only basic information about the private schools in the

area. Tuition ranges from $1250.00 to $4,000/year depending upon the school, grade attending,

whether books or fees are included in the comprehensive fee. Additional fees such as music, art,

uniforms, books, registration, deposits and transportation should be taken into consideration.

There are many elementary schools throughout Kings County that offer a wide range of programs.

Most have a GATE program, a Resource Specialist and sports programs for students. In addition to the

public school system there are several private schools in the Hanford/Lemoore area. Go to the Kings

County Office of Education at www.kings.k12.ca.us to find out about the schools in the District.

CONTINUING EDUCATION

Lemoore Adult School provides members of the community with opportunities to acquire values,

skills and knowledge necessary to improve basic performance, employability, citizenship and

quality of life.

The Lemoore High School Diploma completion plan was established at NAS Lemoore in 1987, to offer

active duty personnel and members of their families an opportunity to earn a high school diploma. In

addition to the high school diploma, Lemoore Adult School offers an adult diploma and the GED test is

offered monthly, September through May, at no charge. Adult Basic Education (ABE) classes and

classes in citizenship and English as a second language (ESL) are offered at the Lemoore Campus.

COLLEGE

NAS Lemoore has one of the finest and most comprehensive voluntary education programs in the

Navy. The Navy College Program encompasses the Navy College Office and academic centers

from Lemoore Adult School, West Hills Community College, Embry-Riddle Aeronautical

University, Chapman University and Columbia College, as well as the computer based Navy

College Learning Center.

The Navy College Office (NCO) has overall responsibility for voluntary education and provides a

broad range of programs and services. Basic services include Tuition Assistance (TA), academic

information, advising, counseling and testing. Additionally, the NCO processes Graduate Education

(GEVs), Sailor/Marine ACE Registry Transcripts (SMART) and external degree packages. NCO staff

also provides assistance with the United Services Military Apprentice Program (US-MAP) and Service

member’s Opportunity College Navy or SOCNAV.

RECREATION AND FITNESS

LIBERTY CENTER

The newly renovated Liberty Center provides various leisure time activities and programs for the

single and unaccompanied sailors and marines stationed on board NAS Lemoore. The center boasts a

computer center with 23 computer stations, all with free Internet access, the latest in electronic

gaming, free Wi-Fi access throughout, a big screen TV lounge area and access to more than 1000

movies, billiards, darts, outdoor BBQ and patio, and a limited snack bar. The Liberty program also

organizes many trips in their 15 passenger van to areas such as local shopping & sight seeing trips,

free concerts, and skiing trips and much more. Liberty Center staff is very responsive to the Sailors

and will organize just about any trip requested if there is sufficient interest. Liberty is a recreation

program at NASL authorized for single/unaccompanied enlisted military personnel only. Call 559-

GYM AND FITNESS CENTER

Opened in 2002, the main side Gym and Fitness Center is 66,000 Sq. Ft. of contemporary designed

spaces serving approximately 1,000 patrons daily. The facility is fully equipped with a full range of

cardio equipment and free weights. The facility also boasts two indoor basketball courts, four

racquetball courts, training rooms, snack bar, and full service locker rooms with saunas. The staff

provides a very comprehensive fitness program and coordinates a wide range of sporting activities to

include intramural, varsity and open league competitions for both team and individual sports. Located

close to the gym are four outdoor tennis courts, four basketball courts, a volleyball court, a 2.5 mile

fitness trail, and an all weather oval running track. The Ops side gym provides free weights and a

comprehensive selection of cardio equipment. Daily locker rooms are available. Located just outside

are a full size outdoor basketball court, sand volleyball, and picnic area. This facility is operated

Monday through Friday 5am-6:30pm.

OUTDOOR ADVENTURE CENTER

The OAC offers an outstanding outdoor recreation program. The center rents a variety of equipment

from camping trailers and boats, to tents and sleeping bags. In addition to the rental program, the

center offers a variety of outdoor adventure programs including seasonal white water rafting,

kayaking, skydiving, scuba, and a small resale area.

VILLAGE RECREATION CENTER

The Village Recreation Center is a fun place to just hang out. This recreation facility has a Cyber

Center with 11 computers with Internet access and also has Wi-Fi. You are able to print out

documents for a small fee. The Village Recreation Center has a wide variety of entertainment: arcade

games, table tennis, billiards, and table soccer. It is located right next to Spud's Restaurant, Bar &

Coffee Shop.
