PLP 2016-17 NASIK 5 EXECUTIVE SUMMARY 1. Introduction Nasik is one of the most happening districts of Maharashtra in terms of Agriculture, Industries and Services sector. It is located between 18.33 degree and 20.53 degree North latitude and between 73.16 degree and 75.16 degree East Longitude at Northwest part of the Maharashtra state, at 565 meters above mean sea level. The North-South length of the district is 120 kms whereas East-West length is 200 kms. The total area of the District is 15530 sq kms. The largest block is Malegaon (12% of area) and the smallest is Peint block with 3.63% area. The total geographical area of the district is 1563000 ha and the net cultivable area is 864000 ha. The average kharif crop area of the district is 663200 ha whereas the average rabi crop area is 136500 ha. The district has a forest land to the tune of 340000 ha which account for 21.75 % of the total geographical area of the district. The district has great mythological background. Nasik is popular for historical & religious places like Trimbak, Vani, etc. Nasik is also known as mini-Maharashtra, because the climate and soil conditions of Surgana, Peth, Igatpuri resembles that of Konkan; Niphad, Sinnar, Dindori, Baglan blocks are like Western Maharashtra; Yeola, Nandgaon & Chandwad blocks are like Vidarbha Region. Nasik, Malegaon, Manmad, Sinnar and Igatpuri are some of the big cities situated in Nasik District. The district is well known for grapes and onion production. The district has also been identified for establishing ‘Wine Park’ and ‘Food Park’. There is a shift in cropping pattern with crops like sugarcane and pomegranate being replaced with maize due to issues like scarcity of water and inability of farmers to contain Bacterial blight (locally known as telya) on pomegranate. The district is also well known for its allied activities like Dairy, Poultry, Sheep and Goat Rearing, NABARD is presenting the Potential Linked Credit Plan (PLP) for the year 2016-17 keeping in view the new guidelines being issued by Reserve Bank of India during April 2015. The PLP is a structured and comprehensive plan document providing details of likely credit requirements for exploiting available potential in the district. The overall sector wise / sub- sector wise projections for the year 2016-17 for Nasik district have been estimated at ` 863453.70 lakh against the base PLP projection of ` 710811.00 lakh with an objective to keep the district economy on a dynamic path, taking into account the likely increase in the physical units, upward revision in Scale of Finance / Unit Costs, expansion of branch networking and infrastructure support, etc. 2.     EXECUTIVE SUMMARY

    2. Sector/ Sub-sector-wise Analysis

    A brief write-up on Sector/ Sub-sector-wise analysis is presented below :

    2.1 Crop Production, Maintenance and Marketing : Crop production is the most important activity with credit support projection of ` 3758.67 crore (43.53% of total projection). Critical interventions required for creating a definitive impact in crop loan are reassessment of actual number of farmers covered under KCC, adding new KCC accounts, ensuring availability of quality seeds and fertilizer, promoting water harvesting structures, JLGs financing, etc.

    2.2 Water Resources : Nasik district falls under medium rainfall area with normal annual rainfall of 1056 mm. The district has net irrigated area of 245471 ha. There are 13 major, 08 medium and 104 minor irrigation projects in the district. The irrigation potential for 1,03,098 ham is available for long term planning in the district. The projection of ` 469.16 crore has been estimated for MI activities as against the base PLP projection of ` 364.23 crore. The Agriculture Department may take initiatives like watershed development, implementation of Jal Yukta Shivar Abhiyan for repairing existing water harvesting structures, increasing its capacity through its deepening, etc. to create definitive impact in the sector.

    2.3 Farm Mechanization : Farm mechanization is an important sector as it leads to increased crop production and productivity, better utilization of irrigation potential, adoption of multiple cropping pattern, etc. besides minimizing cost, increasing income, reducing drudgery in operations, increasing in cropping intensity etc. An estimated projection for the sector is assessed at ` 140.44 crore. The initiatives like providing custom hiring facilities at the block level or cluster level, promotion of new and hi-tech agricultural equipments would be helpful in creating definitive impact in the sector.

    2.4 Plantation and Horticulture (including Sericulture) : Nasik is one of the prominent districts producing horticultural crops accounting for 18% of the total area under horticultural crops and 16.76% of the state production. The PLP projection of ` 572.92 crore (` 537.82 crore for Plantation and Horticulture and ` 35.10 crore for Sericulture) has been estimated for this sector against base PLP projection of ` 502.52 crore. The initiatives like promotion of shade net, polyhouse, tissue culture units, and Farmers’ Producers’ Companies (FPOs) with incentive from NHM/NHB and Agriculture Department would be helpful in boosting the credit under the sector.

    2.5 Forestry and Waste Land Development : Nasik district has the forest area of 312300 ha forming 17.28 % of the total geographical area of 15,53,000 ha. The area under reserved, protected and unclassified forest is 287100 ha, 24000 ha and 1200 ha respectively. The PLP projection for the sector is assessed at ` 15.34 crore as against the base PLP projection of ` 3.84 crore. The initiatives like promotion of social forestry, development of cultivable wasteland of 1,23,000 ha may be undertaken for enhancing the credit under the sector.

    2.6 Animal Husbandry - Dairy Development : Dairying has been recognized as an integral part of rural development process in India in general and it is more relevant to Maharashtra. There are 10 dairy Chilling plants with 2.65 lakh liter of capacity per day. The average collection of all Taluka Sanghs is 52817 liters per day. There are 653 milk producers’ cooperative societies of which only 80 are functioning. The PLP projection of ` 262.42 crore has been arrived at against the base PLP projection of ` 125.83 crore for the sector. The critical in interventions required for credit growth under this sector are setting up of breeding farms, revival of closed Dairy Cooperatives and promotion of Dairy Producers Companies for organized production and marketing in the district.

    2.7 Animal Husbandry - Poultry Development : Poultry farming is one of the important allied activities under AH Sector as good demand exists for eggs and poultry meat. The PLP projection is estimated at ` 35.56 crore against the base PLP projection of ` 24.64 crore for the poultry sector. The critical interventions required for boosting a credit growth in this sector are providing poultry feed at subsidised rate and encouraging private hatchries.

    2.8 Animal Husbandry - Sheep, Goat and Piggery Development : Sheep and goat farming are one of the important allied activities in rural areas as it provides supplementary source of income to a large number of rural masses. The agro-climatic conditions are conducive for these activities. Sheep rearing and piggery activities are popular in tribal areas. The estimated projection for this sector is assessed at ` 32.69 crore against the base PLP projection of ` 77.07 crore. The critical interventions like setting up of breeding farms, formation of Producer Companies of Sheep, Goat and Piggery and establishment of training centre for SC/ST population would have a definitive impact for the growth of this sector.

    2.9 Fisheries Development : Nasik is a land locked district and hence there is scope for inland fisheries only. The potential source of fisheries lies in reservoirs, farm ponds, village ponds, irrigation tanks and rivers. Inland fisheries are undertaken mostly in reservoirs of natural resources or natural water bodies. The fish production in the district is 3500 MT. The estimated projection for this sector is assessed at ` 7.18 crore against the base PLP projection of ` 6.08 crore. The initiatives such as training of fish culture in ponds will have a positive impact for credit growth under this sector.

    2.10 Others Activities : The activities covered under this sector are bullocks and bullock carts. There is huge requirement of bullocks and bullock carts in the district for which more and more people need to be covered under the Govt. Scheme for the purpose. The projection of ` 4.09 crore has been estimated against the base PLP projection of ` 3.53 crore under this sector.

    2.11 Storage Godowns / Market Yards : Agriculture sector is critical to India's development, for it contributes 14.1% to the nation's GDP and employs 52% of the total workforce. Indian agriculture sector, despite its high potential is constrained by supply chain inefficiencies and huge post-harvest losses arising out of inadequate storage. It is estimated that around 25% of the total agricultural produce is lost due to lack of adequate and appropriate storage facilities. Therefore, there is need to develop and strengthen supply chain for perishable farm produce to connect production, processing and consumption centres. The estimated PLP projection for the sector is assessed at ` 35.30 crore against base PLP projection ` 15.05 crore. The critical interventions such as popularizing pledge financing against NWR and modernization of APMCs would have a definitive impact for the development of this sector.

    2.12 Land Development : The district has 117549 ha of uncultivable wasteland which can be reclaimed for plantation/cultivation of crops. The district has 973000 ha of cultivable land. Further, the cultivated area under various crops is to the tune of 245500 ha which is only 27% against the total cultivable land, providing ample potential for land development activities to bring more and more land under cultivation. Implementation of watershed projects is a major activity in the district undertaken by various agencies. 6 watersheds were supported by NABARD on cluster basis. Banks may finance various activities in the completed watershed project areas. For land development, estimated projection is ` 71.28 crore, a slight increase over base PLP projection of ` 60.80 crore.

    2.13 Others (Tissue Culture, Agri Bio-Technology, Seed Production, Bio-pesticides / Fertilizers, Vermi-composting) : The plant tissue culture, agri-biotechnology, seed production, bio-pesticide, bio-fertilizer and vermin-composting have a great impact on the farm cultivation in Nasik district, particularly onion, grapes, tomato and vegetables. The estimated projection for this sector is assessed at ` 63.13 crore for the year 2016-17. The major thrust areas in Nasik are agri-biotech industry include tissue culture, bio-fertilizers and bio-pesticides.

    2.14 Food and Agro Processing : Nasik is well-known for horticulture crops like grape, pomegranate, guava, mango, tomato and cashew. Other crops like tur, paddy, cotton and groundnut are also cultivated due to which there are 21 rice mills, 18 dal mills, 45 oil mills, 8 tomato processing units, 3 mango and other fruits processing units, 2 onion processing units. Few cashew processing units also exists in the district. Raisin is made from grapes by many progressive farmers. The area under horticultural produce is continuously growing in the district. The conducive climate required for wine grape production in select blocks like Nasik, Dindori and Niphad has developed the wine industry in the last decade. Out of the 77 wineries in Maharashtra, 37 wineries are in Nasik district reflecting good potential for the

    agro processing sector in the district. The PLP projection is estimated at ` 82.14 crore against the base PLP projection of ` 40.53 crore for this sector.

    2.15 Others – Farmers’ Coop./ ACABC/ PACS/ FSS/ LAMPS/ MFIs : In terms of revised RBI guidelines on priority sector lending, loans up to ` 5 crore to co-operative societies of farmers for disposing of the produce of members, loans for setting up of Agri-Clinics and Agri-Business Centres, loans for Food and Agro-processing up to an aggregate sanctioned limit of ` 100 crore per borrower, bank loans to Primary Agricultural Credit Societies (PACS), Farmers’ Service Societies (FSS) and Large-sized Adivasi Multi-Purpose Societies (LAMPS) for on-lending to agriculture, loans sanctioned by banks to MFIs for on-lending to agriculture sector, are covered under this category. The PLP projection is estimated at ` 38.44 crore for this sector.

    2.16 Micro, Small and Medium Enterprises (Investment and Working Capital): Micro, small and medium enterprises are an important employment generating sector, especially in the backdrop of dwindling employment opportunities in the agriculture sector. Development of MSME helps in capital formation, growth of entrepreneurship among local people, reduced migration and ensures inclusive growth. Bank loans to micro and small enterprises in both manufacturing and service are eligible to be classified under priority sector. The estimated potential of ` 1564.25 crore is assessed under this sector which includes Investment Credit of ` 1251.40 crore and working capital of ` 312.85 crore.

    2.17 Export Credit : Exports play an important role in a country’s economy. A healthy balance between foreign trade and exchange reserves to maintain the country's export growth should be the constant endeavor. Nasik district has been leading in production and export of grapes along with other horticulture produce like pomegranates, guava, mangoes, etc. Grapes are exported from Nasik to European Union, UK and also to middle-east countries. The vegetable export to neighbouring and middle-east countries is also picking up in the district. In MSME Sector, many reputed and large companies like Mahindra & Mahindra, Siemens, Crompton Greaves, Kirloskar, Jindal, Brook Bond, L & T, Ceat, VIP, Garware, Samsonite, Glaxo India etc. have established their units in the district. These engineering, pharmaceutical and chemical companies have generated export potential of Nasik and export these products to other countries. The PLP projection is assessed at ` 122.00 crore for this sector.

    2.18 Education : Education is central to the human resources development and empowerment in any country. National and State level policies are framed to ensure that this basic need of the population is met through appropriate public and private sector initiatives. Knowledge and information would be the driving force for economic growth in the coming years. The current rate of economic growth of the country demands technically and professionally trained man power in large numbers. Cost of education has been going up in recent times and since the student has to bear most of the cost, there is a clear case for institutional funding in this area. In this backdrop, the PLP projection of ` 93.05 crore is assessed under this sector.

    2.19 Housing : Housing, as one of the three basic needs of life, always remains the top priority of any person, government and society at large. At present urban housing shortage is 18.8 million units of which 95.6 per cent is in economically weaker sections (EWS) / low income group (LIG) segments and requires huge financial investment to overcome. The housing industry of India is one of the fastest growing sectors. A large population base, rising income level and rapid urbanization leads to growth in this sector. Nasik, being a fastest growing city, has a dominant role in the sphere of economic and industrial activities in North Maharashtra. Many industrial set-ups have been established which gives potential for financing dwelling units. The PLP projection of ` 1098.68 crore is assessed under this sector.

    2.20 Renewable Sources of Energy and Waste Management : Renewable energy is generally defined as energy that comes from resources which are naturally replenished on a human timescale such as sunlight, wind, rain, tides, waves and geothermal heat. Renewable energy replaces conventional fuels in four distinct areas: electricity generation, air and water heating/cooling, motor fuels, and rural (off-grid) energy services. The contribution of renewable energy to the power sector has increased and is expected to increase in the future. MNRE is targeting a huge capacity of renewable energy in India and aims to add almost four times the present capacity by 2017. About 13 per cent of primary energy comes from renewable sources. The PLP projection for this sector is assessed at ` 26.90 crore against the base PLP projection of ` 3.15 crore. The critical interventions required are awareness creation and development of R&D centres to develop cost effective solutions under this sector.

    2.21 Others (Loans to SHGs, JLGs, Loans to distressed persons to prepay non-institutional lenders, PMJDY, Loans to State Sponsored Organizations for SC/ST) : The RBI has revised its guidelines on priority sector lending, vide its circular dated 23.04.2015, PLP projection under this sector is assessed at ` 85.22 crore for the year 2016-17.

    2.22 Social Infrastructure involving Bank Credit : The provisioning of drinking water, sanitation, education, and health defines the quality of life of an individual. These services affect day-to-day life of people and have long-term impact in terms of longevity and earning capacity. To keep the work force active and contributing to the GDP, delivery of health care, especially in the rural area has taken priority. Given the importance of social infrastructure for development and its impact on ultimate credit absorption in rural and urban areas, RBI has, in its latest Priority Sector Lending guidelines issued by RBI on 23 April 2015, stipulated that bank loans up to a limit of ` 5 crore per borrower for building social infrastructure for activities namely schools, health care facilities, drinking water facilities and sanitation facilities in Tier II to Tier VI centres have now been brought under the ambit of PSL norms and the potential for this sector through private investments.

    Hence, the PLP projection under this sector is assessed at ` 55.68 crore for the year 2016-17.
