• The GDS agreed that the EPWP ‘can provide poverty and income relief through temporary work for the unemployed to carry out socially useful activities. The EPWP will be designed to equip participants with a modicum of training and work experience, which should enhance their ability to earn a living in the future.’ The GDS specified that the EPWP must be “large enough to have a substantial impact on employment and social cohesion, especially for young people, women and the rural poor” .

• A further 17% should be considered for capacity upgrading, and are congested during peak hours

• Congested roads contributing to maintenance problems (e.g. use of gravel road shoulders) and road safety problems

• Heavily congested roads are generally the older roads which needs rehabilitation
