New! from APWAAxioms and Outlooks on Public Service 128 pp • 2010 • APWA • John ostrowskione of his friends describes public works management expert John ostrowski as the “leading public works philosopher of this day and time” and cautions we shouldn’t let the fact that he’s our only philosopher “detract from his greatness.” is it any wonder you’ll find this collection of essays—previously known only to APWA’s Washington state chapter—as irreverent and biting as you’ll find it insightful and on target? John’s thought processes travel from the ridiculous to the sublime (and sometimes back again), but he always gives his readers something to think about. Get your copy now. Why should Washington have all the fun? Pb.A133 • member $15 /non $20

Recovery Operations Field Manual 80 pp • 2010 • APWA • emergency management committee • cD-romthe recovery process is the longest, hardest and costliest part of any emergency response, and the failure to properly prepare and plan for it will be what the public remembers of the event. no one course or book can provide the magic bullet to avoid the perils following every serious event, but this publication is a quick guide and reference document to assist the public works professional in preparing, planning and developing efficient response activities and written plans—while maintaining continuity of government, as well as of operations, and focusing on elements of internal and external communication. the companion cD-rom contains 18 sample interactive FemA Public Assistance forms.Pb.A135 • member $30 /non $40

Historical Essay #29: Public Works and Potomac River Pollution: The New Deal and the Blue Plains Advanced Wastewater Treatment Plant80 pp • 2010 • APWA • James W. moeller, esq.the blue Plains wastewater treatment plant project epitomizes the tension felt in the early 1930s between the new Deal dilemma of the need for immediate work relief and well-planned public works projects—reminiscent of the debate surrounding the 2009 American recovery and reinvestment Act. Washington lawyer James moeller brings readers a story of the bureaucratic rivalries and political drama surrounding blue Plains. but it’s a story with a happy ending, as the largest sewage treatment plant in the world transformed the Potomac river from an open sewer to the pride of the Washington region.Pb. Accreditation Resources

the purpose of accreditation is to promote and recognize excellence in the operations and management of a public works agency. it is a commitment to continuous

improvement in the delivery of public works operations and services.

What have accredited agencies gained? each agency would tell you something different, in all likelihood. However, each would also share some similar experiences. one of those is the improved understanding and appreciation for what each division and employee brings to the agency.

What is self assessment?self assessment using the Public Works Management Practices Manual is a valuable tool for determining how an agency’s policies, procedures, and practices compare to recommended practices identified by nationally-recognized experts in the field of public works. Agencies can use the suggested practices contained in this manual as models for developing, reviewing, or improving existing practices, and for enhancing performance, increasing productivity, and strengthening employee morale.

What is public works accreditation?the purpose of the accreditation program is to provide a means of formally verifying and recog-nizing public works agencies for compliance with the recommended practices set forth in the Pub-lic Works Management Practices Manual. it is a voluntary, self-motivated approach to objectively evaluate, verify, and recognize compliance with recommended management practices. estab-lished within APWA, this program is recognized by national organizations and groups that affect the public works field or are notable for their contributions to the field.

benefits of conducting a self assessment and achieving accreditation:

• improves public works performance and the provision of services

• Potentially lowers insurance premiums• Provides formal recognition of a well-run

agency• reduces liability• Provides a mechanism to evaluate the orga-

nization• increases professionalism• Furnishes a target for improving operations• instills pride among agency staff, elected of-

What Is Public Works?16 pp • 2008 • APWAAs a public works professional, you accept that your job is multi-faceted, but when you’re asked to define “public works,” do you find yourself at a loss for words? because of its diverse nature, there just doesn’t seem to be one definition complete enough for everyone to accept. that’s why APWA has developed this new outreach booklet. Hand it out to your city council, citizens’ groups or to new employees to help them understand the scope and importance of public works.Pb.A853 • member $6 /non $8

Updated! The Hole Story: Facts and Fallacies of Potholes20 pp • 2010 • APWA • David bergner and michael HaleFor public works personnel and motorists, “pothole” has two alternate spell-ings: “n-u-i-s-a-n-c-e” and “e-x-p-e-n-s-i-v-e.” the math is simple: 240 million registered vehicles + 3 trillion travel miles + 4 million miles of road-ways = opportunity for millions of large and small potholes. When potholes form, everybody pays—$67 million a year in extra vehicle repairs and operating costs for motorists and multi-millions of dollars for mu-nicipalities spent in personnel, equipment, and materials. this updated booklet outlines how potholes form, what the issues are surrounding them, and how to repair them. use it with your workforce, constituents, and elected officials to help them see the “whole story.”Bulk discounts available.

Intro to MicroPAVER™ Training CD-ROM

microPAVer™ is a pavement management system (Pms) currently being used by over 600 cities, counties, airports and private consulting firms. microPAVer™’s Pavement condition index (Pci) methodology meets the American society for testing and materials (Astm) standards D6433-09 and D5340-10, which makes microPAVer™’s Pci the truly objective stan-dard for describing the condition of all pavement uses.recommended by the national Association of county engineers as the system for counties to use, microPAVer™ is also the pavement manage-ment system adopted by the FAA, us Army, us Air Force, us navy, and Air national Guard. Feedback on performance and requests for enhance-ments from these users form the basis for an ongoing process of program modification. As these modifications are released for general distribution, they are provided to users’ Group members at no additional cost. user support and response to requests for software modifications/en-hancements is the most critical element in the long-term success of a Pms. one of the primary strengths of microPAVer™ lies in the long-term durability of corps of engineers and APWA involvement in supporting user software, information, and training needs.this version contains wizards for the more difficult tasks of inspection data entry, work entry, and last construction date calculation.
