Greetings to everyone!

Summer is upon us and it is my hope everyone is planning some time for themselves and family. In conversation with many, it is apparent everyone has had a busy year so take time to refresh and enjoy.

The Conference in May at Harrison Hot Springs was very successful according to the feedback our members and presenters offered which is very valuable for evaluation, planning and development purposes. The event was especially valuable to myself as it provided an opportunity for me to touch base with many of our recreation professionals and listen to the various perspectives about their challenges and issues. During these discussions we also discussed possible opportunities to address those challenges and how our association could further develop and provide an effective role in assisting the membership and their communities. The challenges discussed in those conversations included, but was not limited to, topics concerning regulatory requirements, financial commitments, staff succession and recruitment, and development of additional educational sessions. During the Conference we hosted a networking discussion with a few of our provincial partners which included representatives from Alberta -AARFP, Ontario -ORFA, Recreation New Brunswick, and RFA of Nova Scotia. The session was very informative, and the sharing of ideas and information will be continuing as the associations all face many similar challenges as we do in the province of BC.

The need to further develop and enhance our relationship with Technical Safety BC and WorkSafe BC was quite apparent and that further support to inform and support our members as engaged stakeholders in the recreation sector is required. I believe that we have made many strides in this past year and we appreciate the support and communication which has been very positive from those agencies. However, we realize that to be successful we need to work continuously together to improve upon our relationships with our partners.

Recently the Association developed opportunities for our members in regard to Arena Ice Making, Recreation Facility Asset Management, and provided educational workshops relating to address the WSBC and TSBC ammonia initiatives. Our team of instructors and staff are continuing to roll out educational courses across the province and we are in the process of reviewing potential opportunities as they relate to front line operations and programs, events and activities in our facilities. Planning discussions are underway to organize our Conference for May

2020 which will be hosted in Parksville at Tigh Na Mara Resort and Oceanside Place and if anyone is interested in becoming involved in the Conference organizing committee please let Dwayne know at the office.

The board and office personnel have been very busy in 2018-19 and we foresee the same for the next year. While we are busy, communication is valuable, so please contact the office when you need information or wish to discuss or comment on a challenge or opportunity. If you would like to “bend my ear” from time to time, please contact me at your convenience. I enjoy the opportunity to touch base with you wherever possible. Thank you to everyone for your commitment and involvement over the past year to ensure your

facilities, operations and programs are safely enjoyed by the community. We look forward to “Facing the Future Together” as we move towards the next season.

Dwayne KalynchukAnother successful conference is now behind us. A more detailed article on the conference is in this issue. In conjunction with the conference we welcomed our colleagues from like associations in New Brunswick, Nova Scotia, Ontario and Alberta for a day of information sharing. Likewise, John Tarantino from Marmak Information Technologies also joined us to provide an update on the Recreation Facility Asset Management Software, which most of us are now offering to our membership.

Speaking of asset management, the RFABC in conjunction with Marmak Information Technologies is now providing a free asset management inventory program to our members. Additional modules are available at a small price for maintenance management inspections, work orders and electronic warehouse. Please check out the websites noted in the RFAM ad in this publication.

Staff are busy with several new initiatives in addition to our busy course offerings through the summer. Our present

registration system for courses, memberships and the conference will be shut down at year end. We are examining new systems which should provide easier registration and member interaction than what is available today. We are in the process of launching our new Arena Ice Making Course and a Chorine Handling Course, so check out our education listing if you are interested.

We continue to meet regularly with the BCRPA to assure the tasks defined in our joint MOU are undertaken. We are potentially planning a joint

reception between the two boards this fall in conjunction with our fall board meetings which will be held in Vancouver.

Planning is now underway for our 2020 Conference at Tigh-th thNa-Mara in Parksville May 11 thru 14 .

This past Spring the RFABC instructional staff having been working hard to support the recreation sector with new training opportunities that ensure the safe and efficient operation of our public facilities. At our Spring conference, RFABC partnered with the Ammonia Safety and Training Institute to offer an “Ice Rink Ammonia Simulation and Appropriate Response “workshop. The feedback was positive, and we will continue to explore more training with ASTI.

The recent licencing agreement with BC Water & Waste Association, has allowed RFABC to deliver a pool specific Chlorine Safe Handling program This course will provide the participants with information to properly operate and maintain a variety of Swimming Pool disinfection processes which use chlorine and hypochlorite products. Participants will also be provided with information

in regulations, safety, procedures, and best practices used. This knowledge will assist participants in the development and maintenance of their own operation.

Finally, the long awaited re engineering of the Arena Ice Maker course is completed The two-day course has been rewritten and provides training for ice installation, all basic building maintenance and preparation leading up to the ice in. It is hands on for ¾ of the course and ¼ classroom time. We are endeavoring to give the students enough training so that they can

manage an ice installation in their own facility.

A Spotlight On Conferences

BCRPA and RFABC over the past few years have work to ensure our services to our members are complementary, collaborative, and contribute to the strength of the sector. We both focus much of our work on education.

We each host our hallmark event in the Spring – BCRPA's 3-day Symposium always kicks off on the last Wednesday of April (or first Wednesday of May as was the case this year). Over the past few years, our organizations both invite a Board member from the other Association to provide an update at a plenary session. This year was the most encouraging of messages as we make significant advances in our collaborations.

Did you know that BCPRA also hosts four additional specialized conferences throughout the year?

Our annual fitness conference, BCFit, is mid-September. It is the premier provincial Fitness Conference for our registered fitness leaders that upholds and advances the national standard in the fitness industry. This year we return to the state-of-the-art Delbrook Community Centre in North Vancouver with its gorgeous pool and park-like setting.

Ripple Effects, held in November, is the cornerstone of professional development for the aquatics sector. The only provincial conference for the aquatics practitioners from life guards to program Directors, Ripple Effects offers a dynamic range of high-level presentations - from National Olympians to international aquatic professionals. We present the conference bi-annually in cooperation with valued agency partners, Canadian Red Cross and the Lifesaving Society of BC & Yukon.

Parks and Grounds Spring Training is held every February. This two-day provincial event brings together our parks members to learn about advances and trends in everything parks related.

Our youth leader conference rounds out our five conferences; Empower YOUth is a unique bi-annual provincial event that leads the discussion of youth engagement, safe environments, and trending program successes.

At our annual hallmark conference, Symposium we, like RFABC, showcase the exceptional leadership

within the sector through awards. BCRPA's Provincial Excellence Awards are in 3 categories: programs, parks, facilities. We think RFABC members may be most interested in the latter category. This year we were pleased to present the Facility Excellence award to the City of Trail for its Trail Riverfront Centre, housing cultural, literacy, and heritage services including the library and museum. It is a project that clearly reflects outstanding design and cutting-edge innovation that provides this remarkable small interior town an integrated recreation, historical and cultural experience.

Watch for news this coming year on initiatives RFABC and BCRPA will be working on together to support the sector. Dwayne and I are meeting quarterly, and our Boards are planning a joint social in November. Good things are coming.

Aldergrove Credit Union Community Centre

Project Description

Aldergrove Credit Union Community Centre is located within the historic centre of the Township of Langley along Fraser Highway, which is a busy commercial route linking several municipalities within Greater Vancouver. The site had at one time been the home of a school and is surrounded on three sides by mixed residential/commercial and retail development representing a broad spectrum of social-economic strata. The project replaces the existing arena and outdoor pool, enhancing the community recreation amenities and provides new and engaging opportunities to reanimate the site.

The objective of the project was to create a community hub through assembly of five primary components:

New ice arena to replace a nearby much beloved but aging facilityYear round aquatics opportunities via covered leisure and competition poolsSeasonal waterpark attraction creating an engaging and dynamic experience for all agesDedicated fitness centre and studio allowing flexibility in useOutdoor dry adventure playground to create a well-rounded experience at the facility

Site Strategy

Functional Planning

Site organization begins with the arena component located at the northern edge facing Fraser Highway. This creates a noise buffer from the busy commercial transport route and gives the building (and complex) high visibility. The water park is located to the south and enclosed by a residential style of wood fencing that provides acoustic separation and helps the project to blend into the surrounding residential neighbourhood. Parking and bike racks are located immediately to the west of the

water park with easy access from Fraser Highway or the residential neighbourhoods.

With the arena to the north and aquatics water park to the south, the programs logically converge in the middle with community centre amenities and primary facility entry and plaza. Upon arrival in the plaza, visitors proceed intuitively into the community centre building or through the outdoor point of sales kiosk for the waterpark and associated playground.

Inside the building, visitors are greeted by lobby and reception, food concession, warm viewing and accesses to the swimming pool change lockers, arena dressing rooms, and vertical transportation to upper floor program spaces.

Upstairs the community space includes a large running track that surrounds the ice sheet (and provides access to the 600 plus capacity arena seating), multi-purpose room, dance studio and fitness centre. The latter three spaces all have views to the 25m lap pool, leisure pool and hot tub in the waterpark creating a dynamic visual link.

The arena is organized so non participants have easy access to a warm viewing gallery at the south end of the arena or upstairs arena seating. Public skating lobby and dressing rooms are to the north of the lobby. Additional features in the arena include figure skating and minor hockey association offices, while the east side of the arena features home team amenities for the local Junior Hockey Team, the Aldergrove Kodiaks.

This project has a unique approach to the aquatics programming season (especially for a project in Canada) that bears note. The water park site is designed with moveable themed fencing to allow for two seasons of operations. From May until early October fencing is positioned to allow access to all leisure water park features and conventional pools to operate in unison while also providing access to the playground for all paying attendees. With a concession truck area, grassed family zone, and various other seating and gathering spaces the park design facilitates day-long family activity.

From October through April, the fencing configuration changes to close the water park areas and shift focus to the year round operation of the lap and leisure pools. The deck of the pools is heated to avoid ice build-up. Finally, the conversion includes making the dry playground features

accessible as a free neighbourhood park in this operations mode.

The largest component of the project is the outdoor water park that consists of three zones: year round pools, seasonal pools, and an outdoor dry playground. A six lane 25m pool facilitates competition, swim club training, lap swimming, diving and rope swings, and is partnered with a heated family friendly leisure pool and lessons pool. Hot tub, sauna, and steam room features complement the year round program. South of the year round pools is the water park that consists of a three slide tower complex, large current channel, water spray features play area, tidal pool with a movie screen, a grassed family area

and dry playground. The project is bounded by a bathhouse at the south end that is used during the summer season as a convenient change space for water park users. A roof top patio adds a unique user gathering space.

This project was delivered through a design build process for the Township of Langley whose other recreation facilities include a series of tilt up concrete buildings that the Township likes for the durability. The design team's challenge was to develop an approach to the arena/community centre building that could still achieve the presence of a welcoming public building that the community could be proud of. A key asset in this assignment was that the design team was able to re-use some glu-laminated beams and bricks that were salvaged when the old school that originally occupied the site was demolished.

Contextual Significance

Use of Wood

The interior of the project focuses on durability and is referential to the old school through a brick veneer at the entry that acknowledges its historical importance. The arena is completed in a neutral palette that is highlighted with spectator seating that represents home team colors.

While the salvaged glu-lams from the old school no longer had sufficient structural capacity to bear load, the beams were used in concert with the tilt up panel system to create a building identifiable as a civic facility. This strategy is

implemented in several places in the building, notably on the Fraser Highway elevation where a combination of glu-lam and metal mesh is used to create screening elements to screen noisy arena equipment behind as well as enclosing exit stairs from the arena concourse. This helps balance the massing of the overall arena building resulting in an evocative street elevation that helps give the project street presence and appropriate scale. At the main entry at the west side, glu-lam and Nail Laminated Timber panels have been used to create entry canopies and building accents. This wood expression culminates in the bold use of DLT for the roof canopy that covers the 25m and leisure outdoor pools.

Choosing the Right Accessibility Liftfor Your Public Pool

With the variety of brands and different kinds of lifts available, choosing the best one for your facility is a project. There are several factors to consider. Things like: deck space, gutter style, budget, deck and gutter materials, weight rating and mobility limitations of intended users.

There are:

Manually operated lifts, battery operated lifts and hydraulic (water pressure) operated lifts. Portable lifts that can be moved, and some that are permanently installed with either a single anchor embedded in the pool deck or a bolting system (Hilti) through a baseplate. Lifts that have a long reach arm system for a wide gutter span or for lifting up and over a finger wall or other obstruction to enter the pool.

If your pool hosts swim meets or other program classes that require use of the same deck space where you would use your lift, a portable lift would be a good choice. If you require a weight rating of over 300lbs, then an anchored lift is a good choice. If you need both, then a more customized approach should be considered. An anchored lift, but one that has an accompanying transport cart to safely move your unit out of the way.

All accessibility lift companies should supply a measure guide prompting you to supply information about your pool and the intended location of use. This completed measure guide is verified by the manufacturer.

This is a verification system recommended to ensure the chosen lift will work safely and effectively in your facility.

2019 Conference Recap

Our 2019 Conference hosted 139 delegates and was held in ththe beautiful setting of Harrison Hot Springs from May 13 to

th16 . The conference theme was “Facing the Future Together”

and

This caused delegates to not only consider the challenges and

opportunities we face in our field, but more importantly how

we are stronger together. Apart from the RFABC membership

from all corners of the province, the diverse representation

included guests from sister facility organizations in Alberta,

Ontario, New Brunswick, and Nova Scotia, along with BCRPA

representatives. For the first time we were also pleased to

have representatives from Curl BC in attendance.

The week kicked off with a sold out preconference session on

Live Ammonia Release led by the Ammonia Safety Training

Institute (ASTI) and sponsored by Accent Refrigeration. Our

conference keynote speakers Gayle Hallgren-Rezac & Judy

Thomson from Shepa Learning led us off with the benefits of

positive networking and their message definitely resonated

throughout the conference as we engaged with our

colleagues, friends, and new faces. Our plenary session by

Mike Hartnett from Solaris Fatigue Management presented a

thought provoking presentation on sleep and fatigue, which

brought hard science, current research and some age-old

truths together to explain the important relationship between

sleep and brain health to us. We had a broad range of

conference session topics from three program streams that

were well attended and provided topical information to

delegates. Many thanks to all of our session presenters who

volunteered their time and efforts to make the conference the

success it was. As always, our Bull Sessions for Arena,

Aquatics, and Programming were a hit. Carol Sheridan also

led a World Café Session that posed three thought provoking

questions to delegates that will help guide us in future

conferences and Board deliberations.

development has never been higher. Facing the future will

need us to find new partnerships, connections and alliances”.

Other highlights were the Trade Show which was once

again sold out with 42 booths representing a wide swath

of technical suppliers in the industry. We certainly

appreciate the great support from our Associate

Members. As always, our Awards Banquet is the icing on

the cake and after a fine meal and the awards were

presented, we were treated to entertainment from John

Cullen a comedian with strong recreation roots in curling.

Like many smaller B.C. communities the local community & youth in particular are reliant on recreational facilities: not only for sports & recreation but also as meeting places: bringing communities closer together.

As a result, when engineers recommended closure*of the 44-year-old arena in Skenna B.C several years ago, the impact of the inevitable closure was immediate: the Minor Hockey Association found themselves utilizing the parking lot for their award ceremonies & other users also needed to seek alternatives.

(* Not unexpected as the arena had been slated for eventual decommissioning.)

Collaborative fundraising efforts, with initiative provided by local stakeholders & agencies, local councils & other interested parties eventually made the realization of what began as a vision - a reality.

, spearheading the fundraising campaign, gave credit to the Hazleton Mayor, Alice Maitland & emphasized the importance recreation facilities for the health & well-being of the community while stressing the educational & cultural benefits to the region.

The principle of the firm, John Hemsworth reports that utilizing BC wood products was well suited for the demanding indoor environments for arena applications. (Engineered wood is durable & economical, serving as an effective solution to predicted snow loads.)

The Upper Skeena Region is blessed with spectacular scenery and a magnificent natural setting, but over the years has had serious significant social issues to contend with.

Health, and educational outcomes, are not what they should be. The community has also coped with serious economic hardship.

Seven years ago the mayor of the village of Hazleton, Alice Maitland, an advocate and visionary for the Upper Skeena community won recognition that a 50 year old volunteer built arena had to be replaced. A partnership developed including two municipalities, the regional district, and Gitxsan hereditary and elected chiefs, and with participation of the federal, provincial governments and private donors, raised sufficient funds to build a new recreation centre.

might be referring to Heart of the Hazeltons', which is the fundraising arm of our Owners Partnership Committee. Specific to challenges, would be the complications of building a large state of the art building in a rural northern community. I don't know how familiar you are with the demographics of our community but “the Hazeltons'” is a very socio-economically depressed area. First Nations make up about 85% of the population of the area. The span of our service area is enormous, from Gitanyow to Moricetown and Kispiox to South Hazelton. Transportation has always been a challenge in our communities so getting people to and from our center will be a huge issue. Specifically getting the students home in the evening after the school busses have gone. There has been a group from SCARP at UBC who have done a lengthy report on the state of transportation in our community. The good news. This undertaking has brought many local governance groups together including the First Nations. In a community where 85% of its residents are First Nations, this center may open the door to reconciliation. Sports has always been big in this community and now we have a stunning building that we hope will function as a community hub to bring all of the communities in our region together. Delta Planet Ice Completes Full LED RetrofitBy Rob Campbell, Lumalex

Delta Planet Ice is a four-arena complex which includes a

restaurant / bar, offices, gym, physio, large concession and

retail store.

Lumalex has just completed the lighting change over for the entire complex, including all interior lighting, ice surfaces, dressing rooms, exterior building lighting and the parking lot. Old Metal halide, incandescent and fluorescent lighting was replaced with new high efficiency LED.

With the change over, we have reduced their energy usage by 60% and increased the light levels by more than double. The arenas were upgraded to 200w LED Hi Bay fixtures which has completely changed the look of the building. Players, coaches and spectators have commented on how well the ice surfaces look. There are no dark shadows or hot spots and they can track the puck with ease. Another benefit is, the light now bounces off the ice surface and completely lights the interior walls, thus the comments about the 'complete different look' of the building.

The dressing rooms and hallways were upgraded to our new low profile 60-watt LED linear style fixtures, which again has added considerably more light to each of these areas. The large concession was changed from the traditional style round 250-watt metal halide, to 150-watt linear style hi bay.

The offices were changed from four tube fluorescent style fixtures to our new 2' x 4' flat panel LED. No more ballasts or tubes to change.

The exterior of the building had all new wall pack fixtures installed. We replace the old-style halogen 250-watt lights with 70-watt high output LED which now properly wall wash all the way to the ground and provide the security they need in the back of the building. The parking lot lighting was changed from 450-watt Metal Halide, to 180-watt high output LED. Many of the people using the facilities, especially mothers taking their kids to hockey early in the morning or in the evenings, have commented on how well they can see and how much safer they feel walking to their vehicles. Overall, ownership as well as everyone using this facility, are very pleased with the changes made!

Duraflex Diving Board Maintenance

Your Duraflex board and stand requires consistent inspection and periodic maintenance.

The surface of the board should be examined to ensure that the non-slip coating is intact. If not, the board should be taken out of service until it is refinished. Use the dive board resurface kit # 16 12 24. You should also carefully check for cracks and corrosion. Lift the board up to expose the rubber strips along the ribs at the fulcrum point. If possible, peel back one strip to expose the rib itself. As the board ages, black cracks will run from the rib into the surrounding metal. If there are many cracks, then consider replacement as metal fatigue will eventually cause the board to fail.

The following parts are considered wearing parts that should be assessed and/or replaced every year.

You can either disassemble the roller block and hinge to replace wearing parts or you can purchase complete new assemblies for a full replacement.

Check that the main bolts holding the stand to the deck are tight, as well as the carriage bolts holding the board to the hinges. Look for excess corrosion and remedy. Any cracks or chips in the epoxy coat of the frame should be repaired, or at a minimum (for temporary fix) smearing with silicone

lubricant. The underlying aluminum is very susceptible to corrosion.

Check the roller clamp lock nuts (SF533) and the anti-rattle bolt & nut are snug. Reminder: the roller clamp can be overtightened, which would cause the fulcrum to be stuck in position. Tighten just enough to allow movement of the fulcrum wheel with some

force applied. Apply thin penetrating oil into the hinge assembly hole every two weeks to prolong lift of nyliners.

When it comes to the stainless-steel hand rails, any rust or "tea stains" can be cleaned with Spectra System 1 or 2 and sealed with Spectra Shield. Contact our office for more information on the stainless-steel cleaning system for this and any steel around your facility.

Hose off board with fresh water

Scrub with detergent or chlorine hot water and a soft bristle brush to remove dirt and oils, rinse well with fresh non-chlorinated water. Dilute muriatic acid maybe used to remove algae or stains, be sure to rinse thoroughly afterwards with fresh water.

A SMART Approach to Refrigeration Safety

Anyone involved in the recreational ice industry can tell you that safety for both workers and the public has always been a top priority. In recent years, this has become the driving force for anyone managing a facility with a refrigeration plant. Although ammonia refrigeration systems have been the primary focus, all types of refrigeration systems have dangers associated with them.

With recent changes in enforcement of the B52 refrigeration code, as well as new safety directives, facilities have been struggling to fill operator shifts. Finding qualified personnel with their operator's ticket has been difficult, not to mention the financial strain created by an increase in the number of staff. New employees can often get caught up in the whirlwind of the on-boarding and safety training process. It can take time for someone to feel comfortable with the correct procedures and responses in emergency situations. That being said, even a seasoned veteran operator can make the wrong decision when faced with the stress and pressure of a crisis situation.

What can facilities do to improve their odds so that an emergency situation can be dealt with correctly? Specifically, how can facilities address a refrigerant leak and prevent human error from becoming a contributing factor?

It's important that every facility schedules drills and refresher courses for employees, including staff that may not be directly involved with the refrigeration plant. It is just as important that staff at front desk understand how to respond to an alarm or evacuation.

Simply having 9-1-1 listed on your response plan is not enough. Many smaller communities do not have the capabilities of responding to a refrigerant leak without the assistance of a trained Hazmat contractor. Knowing whether or not your community has the ability to respond to a refrigerant leak can make a significant difference in the outcome of an incident. Staff should be aware of the

capabilities of their local emergency services and understand the correct procedure for emergency calls.

This can be achieved by using the correct PPE, maintaining your equipment to the manufacturer's specifications, and ultimately the overall design of your refrigeration system. It is important that

your facility is taking full advantage of the latest options available for health and safety. Recent advances in technology and innovations in the industry have made it easier to mitigate the risks involved with refrigeration systems, particularly with automation and alarm systems removing much of the risk associated with human intervention.

A SMART Approach to Refrigeration Safety

The SMART Transfer is a permanent fixture in your facility, requiring only a few modifications to your existing refrigeration system. During a refrigerant leak, the advanced gas detection monitor will activate the SMART Transfer pump-out protocol. This will remove all refrigerant from your leaking system and store it safely in the on-board containment vessel. Once the leak is repaired, the refrigerant can then be transferred back to your refrigeration system. There is no need for intervention from facility operators or emergency services, as the process can be monitored remotely. Not only does this eliminate exposure to harmful refrigerants, but it eliminates the need for facility staff (veteran or new-hires) to make difficult decisions in an emergency situation.
