In 2005, in the wake of Hurricane Katrina, President George W. Bush established Octo-ber as National Code Compliance Month in acknowledgement of the importance and impact that code enforcement has on its communities.

Code enforcement officers are often asked to embody many roles within the context of their duties. In any given day, they may function as problem solvers, communicators, mediators, researchers, and educators, as well as performing a variety of functions re-lated to their role as public servants.

The most obvious function of code enforcement within communities is controlling the battle of blight. Code enforcement officers have a very visible role, supporting and en-hancing property values through effective enforcement of property standards, while working to keep aging build-ings, homes, and properties from deteriorating and becoming “eyesores.” All communities face struggles with vacant buildings, trash, tall grass and weeds, graffiti, and inoperable vehicles. Studies have shown that areas of blight and deteriorated properties may eventually see an increase in crime and a significant decrease in proper-ty values. Code enforcement officers provide the first line of action in making sure that these issues are managed in a responsible and effective way.

Code enforcement is more proactive than ever before. This approach involves addressing issues by notice, abate-ment, or referral to the court. The City of Riverside’s Code Enforcement Officer works hand and hand with nu-merous other governmental agencies including: Montgomery County Building Department, Montgomery County Utilities Department, Montgomery County Public Health, Ohio Environmental Protection Agency, and the Re-gional Air Pollution Control Agency.

Citizens are an integral part in the Code Enforcement process. The most efficient and effective method for the Code Enforcement Officer to accomplish resolution of any situation is to enlist the cooperation of the citizens. To report a violation or concern please call (937) 233-1801 or email [email protected].
