2 HUAWEI CLOUD Partner Network

2.1 What Is a Partner Program?A partner program is a set of partner policies designed for a certain type ofpartners. The policies include the dimensions of qualification requirements, rightsdesign, revenue statistics collection, and incentive rules. A partner program is thepolicy basis for HUAWEI CLOUD E2E to manage partners and is the core conceptthroughout the entire partner ecosystem.

2.2 What Is a Partner Program Tier?When applying to join a partner program, an enterprise user can select a partnerprogram tier based on its qualification. Partner program tiers are classified intothe following ones: standard, advanced, premier, and strategic. Differentrequirements and benefits are set for each tier.

2.3 What Are the Benefits for a Partner Program Tier?HUAWEI CLOUD provides support for partners in training, technology, marketing,and sales for each partner program tier.

2.4 What Is the Requirements of a Partner ProgramTier?

A partner can apply to join a partner program of a specific tier only when thepartner meets the specified requirements on revenue, number of customers, andcertification status.

2.5 How Do I Choose Between the HUAWEI CLOUDPartner Network (HCPN) Consulting Partner andTechnology Partner?

You can choose an appropriate type as you need.

● Consulting partnersConsulting partners are professional services firms that help customers of allsizes to design, architect, migrate, or build new applications on HUAWEICLOUD. Consulting partners include system integrators (SIs), strategicconsultancies, resellers, agents, managed service providers (MSPs), value-added resellers (VARs), and carriers.If you are one of the above, register to become a consulting partner.

● Technology partnersTechnology partners are commercial software companies providing softwaresolutions that are either hosted on or integrated with HUAWEI CLOUD.Technology partners include independent software vendors (ISVs), SaaS, PaaS,developer tools, management, and security vendors.If you are one of the above, register to become a technology partner.If you are not sure about which to choose, contact HUAWEI CLOUDecosystem manager for support.

2.6 How Do I Meet the Revenue Requirements WhenApplying for Joining HCPN Without any Revenue forthe First Time?

When you join HCPN as a new partner, you will be granted the standard tier inadvance without considering your revenue so that you can carry out businesses.

2.7 Must a Consulting Partner Join the Service PartnerProgram to Upgrade to the Advanced or Premier Tier?

Yes. To upgrade to the advanced or premier tier, a consulting partner must join theservice partner program. Consulting partners of the standard tier are advised tojoin the service partner program as soon as possible based on the requirements ofthe program.

2.8 How Is the Revenue of a Technology PartnerMeasured and Where Does the Revenue Come from?

The revenue of technology partners includes the direct and indirect revenue.Technology partners need to provide evidence for the indirect revenue.

For example, an SaaS partner uses HUAWEI CLOUD services when providing SaaSservices. HUAWEI CLOUD services consumed by the SaaS partner generate thedirect revenue.

Yes. Special policies for partners won back from competitors are as follows:

3 Solution Partners

3.1 Partner Policies

3.1.1 What Is the Solution Partner Program?Designed for system integrators (SIs), strategic consulting firms, resellers, agents,managed service providers (MSPs), value-added resellers (VARs), and carrierpartners, the solution partner program can use HUAWEI CLOUD products as aportion of its differentiated solution and resell these products to end customers.

3.1.2 What Are the Requirements for Joining the SolutionPartner Program?

Partners must comply with the performance and investment requirements forHCPN consulting partners. The requirements vary depending on partner's tier.

3.1.3 What Are the Benefits of Joining the Solution PartnerProgram?

In addition to the rights and interests of HCPN consulting partners, there areadditional benefits such as performance-based sales incentives, additional POCtest coupons, and project opportunity sharing.

3.1.4 What Is the Solution Partner Revenue? How Do ICalculate the Revenue?

If a partner resells HUAWEI CLOUD to a customer or indirectly drives the sales ofHUAWEI CLOUD, the payment of the resources used by the customer on HUAWEICLOUD is the revenue calculation basis. The cash revenue generated from thedirect or indirect sales of HUAWEI CLOUD for a partner will be counted into thepartner's revenue, which is an important metric for determining the partner'sincentives.

3.1.5 What Are Solution Partner Incentives?Huawei gives incentives to solution partners based on their revenues and value-added contributions. Incentives provided by HUAWEI CLOUD include performance-based basic rebates and special incentives that meet certain requirements.

3.1.6 Are Cloud Resources Used by Solution PartnersThemselves Included in the Sales Revenue?

Solution partner accounts cannot purchase cloud resources. To purchase cloudresources, a partner can use a new HUAWEI CLOUD account registered using thesame company as that for registering a solution partner account and thenassociate the HUAWEI CLOUD account to the solution account. Then, the cashexpenditures generated by this HUAWEI CLOUD account are counted intopartner's sales revenue.

3.1.7 Is the Consumption Using Coupons Issued by HUAWEICLOUD Included in Sales Revenue?

This part is not counted.

3.1.8 Is Customers' Consumption for New ResourcesDifferentiated from That for Renewal in Partners' Revenue?

No. The two parts are not differentiated.

3.1.9 How Can Partners Apply for Additional POC TestCoupons?

Contact the local HUAWEI CLOUD ecosystem manager.

3.1.10 How Are Incentive Earnings Distributed?For incentive earnings generated from referral customers and monthly distributed,partners can choose Transfer to bank account (the incentive amount over USD2000), Top up HUAWEI CLOUD account, or Exchange for a coupon. 3.1.11 How Long Is the Validity Period of the Referral andReseller Models?

Only one model can be selected for a customer. The model is permanently validafter the customer is associated.

3.1.12 What Is the Transaction Mode for the Referral andReseller Model?

Referral model: A customer signs a contract with HUAWEI CLOUD. HUAWEICLOUD is responsible for the customer's contracts, billing, and invoices, and the

customer pays to HUAWEI CLOUD. The customer needs to bind a credit card topurchase cloud services, and the partner takes the incentive.

Reseller model: A customer transacts with a partner, and the partner transactswith HUAWEI CLOUD. The partner is responsible for the customer's budgetsetting, contracts, billing, and invoices. The customer does not need to bind acredit card. The bills and payment of the customer are paid by the partner.

3.1.13 How Do Partners Set Discounts for Customers?Agent Mode: Partners can select a customer in the Partner Center and set adiscount within the authorized scope set by HUAWEI CLOUD for the customer.

Resell Mode: HUAWEI CLOUD does not control the transaction price betweenpartners and customers. Therefore, discounts cannot be set in the Partner Center.

3.1.14 What Does the Account Information, Amount Due, andAccount Balance of the Partner Center Mean?

Amount Due: indicates the expenses that a partner should pay to Huawei(summarizes the cloud resource usage of the customers associated with thepartner and the consumption calculated based on the settlement price betweenthe partner and HUAWEI CLOUD).

Account Balance: indicates the balance of a partner's account. HUAWEI CLOUDdeducts fees from the Account Balance after the monthly partner Amount Due iscalculated.

3.1.15 Does a Solution Partner Need Product Authorization toSell HUAWEI CLOUD Products and Services?

No, the solution partner does not need product authorization. HUAWEI CLOUDsolution partners can sell all products listed on the official website of the HUAWEICLOUD (international site) in any regions around the world.

3.1.16 Does Each Country Has One HUAWEI CLOUD PartnerPolicy Designed?

No. There are only two types of HUAWEI CLOUD partner policies: one type is forthe Chinese mainland, and the other type is for markets outside Chinese mainland.

Partners can register and certify on HUAWEI CLOUD in any place, and sellHUAWEI CLOUD global resources based on the partner policy of the registrationplace. The settlement price, discount, and rebate are subject to the pricing policyof the region.

3.1.17 Do Solution Partners Need to Make Payment toHUAWEI CLOUD in Advance for Overstock?

Solution partners do not need to make payment to HUAWEI CLOUD in advancefor overstock. HUAWEI CLOUD has different annual revenue requirements fordifferent tiers of solution partners. The solution partners will be upgraded ordowngraded when their annual revenue meets the corresponding requirements.

HUAWEI CLOUD customers outside the Chinese mainland use the postpaid mode.HUAWEI CLOUD grants credits to partners based on their customers' conditions.

3.1.18 Does a Partner Need to Provide Services for CustomersAssociated in Referral Model?

If a customer associates with a partner in referral mode, the partner needs toprovide support service for the customer.

3.1.19 Does HUAWEI CLOUD Set Budgets for Partners? WhatIs the Relationship Between This Function and Budget Settingby Partners for Reseller Customers?

● HUAWEI CLOUD sets budgets for a partner based on the partner tier. Thisfunction is not available yet. The credits granted by HUAWEI CLOUD to thepartner do not relate to the budget set by the partner for its customers. If thepartner's consumption exceeds the budget set by HUAWEI CLOUD, thepartner needs to repay the money immediately. HUAWEI CLOUD will monitorand notifies the partner, but will not perform any operations on the cloudservices used by the reseller customers of the partner.

● A partner sets the monthly budget for its reseller customers is to manage thecloud resource usage of the customers. HUAWEI CLOUD compares thecustomer's expenditure at the official price with the monthly budget. If thecustomer's expenditure exceeds a certain proportion of the budget, thepartner will receive a notification. The partner can adjust the monthly budgetfor the customer or freeze the customer account. After the customer accountis frozen, the customer cannot purchase, renew the subscription to, or changecloud services, or properly use resources. Pay-per-use services that have beenprovisioned are not affected. The customer budget will restore in next month.

3.2 Registration and Authentication

3.2.1 How Do Organization Members Created by a PartnerChange Their Passwords?

An organization's members can change their passwords using either of thefollowing methods:

● In the Partner Center, click Change Password in the drop-down list of theaccount name. For details about how to change the password, see ChangingYour Password.

● On the IAM user login page, do the following:

In principle, the registration place is not limited. However, due to the restrictionsof commercial, legal, and financial tax regulations of each country, partners aregenerally allowed to register as HUAWEI CLOUD Solution Partner in the countrywhere their companies are registered to support HUAWEI CLOUD sales andtrading.

3.2.15 Why Cannot I Bind a Credit Card to My Account If IWant to Become a Solution Partner?

After a partner becomes a solution partner, its original HUAWEI CLOUD accountbecomes a Solution Partner account. A Solution Partner account cannot be used topurchase or use cloud resources. Therefore, if the partner's account has beenbound to a credit card and has cloud resources provisioned, the partner can applyto become a solution partner only after all the resources are disabled andunsubscribed from.

To disable and unsubscribe from the cloud services, the partner needs to submit aservice ticket. For certain cloud services, such as DNS, SMN, and some services inthe OBT stage, it takes one to two days to disable the services after the serviceticket is submitted. Therefore, it will take long time for the partner to disable theprovisioned cloud services. To avoid these situations, the partner cannot bind acredit card to its account if it wants to become a solution partner.

3.2.16 Can I Bind a Bank Card of Country B to an AccountRegistered in Country A?

Yes, you can bind a bank card of country B to an account registered in country A.

3.3 Association and Disassociation

3.3.1 What Are the Precautions for Associating a Customerwith a Partner?

● Each customer can be associated with only one partner.● A HUAWEI CLOUD account in arrears cannot associate with a partner.● A customer cannot be associated with a partner if the customer has signed a

special contract with HUAWEI CLOUD, such as an offline directly-signedcontract, authorized telemarketing contract with discounts, and directly-signed special offer contract.

● The account to be associated cannot be a consulting partner account in use orpending approval.

● A HUAWEI CLOUD account that has been registered for more than seven dayscannot be associated with a partner.

● A HUAWEI CLOUD account that has consumption records cannot beassociated with a partner by reseller model.

● Failed to associate with the partner by reseller model because the customerhas its enterprise member account associated with the enterprise masteraccount. To associate with the partner by reseller model, disassociate from theenterprise master account.

● Failed to associate with the partner by reseller model because the customerhas its enterprise master account.

● A customer with an internal HUAWEI CLOUD account cannot be associatedwith any partner.

● If the signing entity of the customer is different from that of the partner, thecustomer cannot be associated with the partner by referral model.

● If the registration country of the customer is different from that of thepartner, the customer cannot be associated with the partner by referralmodel.

● HUAWEI CLOUD customers whose reserved instances are not expired cannotbe associated with any partner by reseller model.

A customer who does not meet the preceding requirements can contact thecustomer service or submit a service ticket to request to associate with a partnerby reseller model.

3.3.2 How Can I Change the Association Type for MyCustomers?

You can submit a service ticket or contact the ecosystem manager to change theassociation type.

3.3.3 How Does a Partner Send Invitation Links?A partner can pre-register potential customers first, and then send invitation linksto them using either of the following methods:

3.3.6 What Can I Do If I Fail to Pre-register a Customer? If IPre-register a Customer Successfully, Is the CustomerSuccessfully Associated with Me?

● If you and the potential customer are in the same country, customer pre-registration is not mandatory for you to associate with the customer. You candirectly send an invitation link or QR code to the potential customer.

● The customer pre-registration is to ensure that the potential customer will notbe associated with other partners in a certain period of time. After you pre-register the potential customer, other partners cannot pre-register or associatewith the customer within 15 days, unless the customer uses a new emailaddress. During this period, if the customer accepts the invitation from you,the customer is associated with you successfully.

● After a customer is successfully pre-registered by a partner, the customerneeds to be associated with the partner. HUAWEI CLOUD only recognizes thatcustomers associated with a partner belong to the partner.

3.3.7 Do HUAWEI CLOUD Solution Partners Need to Pre-Register Customer Projects When Developing Customers?

HUAWEI CLOUD determines the revenue rebates and project ownership onlybased on the customer account bound to the project. Therefore, solution partnersdo not need to pre-register customer projects when developing customers.

3.3.8 What Should I Enter for HUAWEI CLOUD BD When IRegister an Opportunity?

When an ecosystem manager register an opportunity, enter the ecosystemmanager employee ID for the HUAWEI CLOUD BD field. The HUAWEI CLOUDEcosystem Manager and HUAWEI CLOUD SA fields are optional. If you specifythese two fields, the target personnel can view the opportunity in the CRMsystem.

A partner can setthe application scope of cash coupons when they issue cash coupons to customers.

3.4.3 After a Customer Associates with a Partner, Can theCustomer's Account Balance Still Be Used?

● Yes. The account balance can be used regardless of whether the customer isassociated by Referral or Resell.

● When a customer is associated by Resell, the customer can withdraw thebalance of top-up account by submitting a service ticket or contactingcustomer service.

3.4.4 Can a Partner Modify the Face Value, Application Scope,and Validity Period of a Coupon Issued to Customers?

After a coupon is issued to a customer, the coupon information cannot bemodified. If the coupon has not been used by the customer, the partner canwithdraw the coupon and reissue another one if needed.

11 Partner Market Development Fund

11.1 What Is the Maximum MDF Amount?For reference:

● Consulting partners: The maximum amount is US$ 8 thousand for theadvanced partners, US$ 15 thousand for the premier partners, and US$ 30thousand for the strategic partners.

● Technical partners: The maximum amount is US$ 5 thousand for theadvanced partners and US$ 10 thousand for the premier partners.

The Global Partner Business Dept will approve the amount based on the actualsituation. For details, see the partner rights described in the Huawei partnerprograms released on the official website of HUAWEI CLOUD.

11.2 Can I Start an Activity and then Submit theApplication?

No.Approval must be obtained before the activity execution, and the activity mustbe accepted according to strict standards. Regional owner for MDF managementmanages the MDF applications and monitors the activity execution. All the MDFactivities cannot be paid or reimbursed if they are not approved in advance oraccepted according to the acceptance requirements.

If key information such as the time, location, object, and form changes, submit theactivity application again before the activity is executed. If the activity budgetchanges, obtain the approval from the authorized approver and then submit theactivity application again.

11.3 Which Activities of Partners Can Use MDF?HUAWEI CLOUD partners need to plan marketing activities based on the MDFactivity type if they plan to apply for MDF for hosting marketing activities. MDFcannot be applied for marketing activities which do not meet the MDF's definitionor its application requirements.

2. MDF cannot be used for gift procurement irreverent with specific activities.3. It is prohibited for partners to develop several orders for one marketing

activity, repeatedly enjoy incentives in multiple incentive plans, or falselyreport expenses. Once a violation occurs, Huawei will cancel the partner'squalification for MDF application in the current year and give penalties.

12.1 Can Partners Print the Huawei Logo on TheirBusiness Cards?

No. However, certified partners can use the HCPN partner logo that meets the VIspecifications.

12.2 How Press Releases Involving HUAWEI CLOUD AreEvaluated?

If partners need to organize press releases, media interviews, and joint newsconferences involving HUAWEI CLOUD, they must report to Huawei for review. Fordetails, see the Guide to Evaluating Press Releases Involving HUAWEI CLOUD(V03.00).

12.3 How Can the Compliance Be Assured When UsingPartners' Cases in Marketing Activities?

We can use partners' cases only after obtaining authorization from theircustomers. Sometimes, we cannot obtain authorization because we are not sureabout the details. 12.4 Can Partners Use the Huawei HCPN Logo forMarketing Promotion?

13 Partner Incentive Settlement

13.1 What Are Partners' Income, Revenue, andIncentives?

● Income– In yearly/monthly billing mode, the income equals to average daily

payment (total payment/number of days of the validity period).– In pay-per-use billing mode, the income equals to the daily payment. For

one-off purchase orders (for offline products such as CloudCommunications), the income equals to the payment of the day. Inreseller model, the income generated by the payment of the customersusing credits is counted in on the third day of next month.

● RevenueIndicates the cash consumption generated when a solution partner and itsassociated customers purchase HUAWEI CLOUD products and services,including the consumption paid using the prepaid account, credit account,flexi-purchase coupons, and stored value cards and excluding theconsumption on Marketplace.

● IncentivesIndicates the incentives provided by HUAWEI CLOUD for solution partners,including performance-based basic rebates and special incentives that meetcertain requirements.

13.2 When Does Huawei Start Reconciliation andSettle Incentives After Customers Purchase CloudServices?

HUAWEI CLOUD provides incentives for partners by month, quarter, or yearaccording to partner policies. Take the monthly rebate as an example. Theperformance incentive reconciliation with partners is initiated within five workdays of the next month after the subscription. Partners are notified of issuinginvoices to Huawei within five work days after the reconciliation if partners choose

Transfer to back account or Top up HUAWEI CLOUD account. Huaweicompletes the payment within 30 calendar days after receiving the invoices. Ifpartners choose Exchange for a coupon, Huawei completes the payment withinfive work days after the reconciliation.

13.3 Where Can I View My Incentive Data?Partners can log in to the Partner Center and choose Financial Information >Incentive Management to view the incentive data. The incentive data of theprevious month is generated at the beginning of this month. On the ConfirmIncentives tab, partners can view the details online, or export the bills to the local.

13.4 What Are the Differences Between Incentivesfrom Reseller Customers and Incentives from ReferralCustomers?

According to HUAWEI CLOUD partner incentive policies, incentives from referralcustomers can be paid by month or quarter, and incentives from resellercustomers can be paid by quarter only. Partners can check the performance fromreseller customers of each month, but the incentives are 0. The quarterlyperformance data from reseller customers will be displayed if the data reaches thequarterly rebate threshold, and the according incentives will be paid to thepartners.

13.5 How Can I Confirm My Incentives? How Do I Mapthe Data to the Policies That I Enjoy?

● Confirming incentives from referral customers: Check the rebate type in theDetails pane (rebate for list-price products or rebate for discounted products)and determine the formula used to calculate the rebate. Then, check the listprice in the Incentive Details pane and calculate the rebate percentage basedon the customer discount. The rebate amount is equal to the list pricemultiplies the customer discount. Partners can check whether the displayeddata is correct.

● Confirming incentives from reseller customers: The monthly performance datais provided for check. The quarterly rebate data is generated only when thequarterly performance reaches the threshold. The monthly performance isequal to the list price multiplied by the settlement discount for resellercustomers (excluding the consumptions paid by coupons), that is, the actualbilled amount for reseller customers.

● After HUAWEI CLOUD notifies partners of reconciliation, partners can viewdetailed performance and incentive data in the partner center. If partners findthat the data is incorrect before the reconciliation deadline, they can rejectthe reconciliation request, and the operations manager will follow up thisrejected request. If partners have no doubt, the bill confirmation isautomatically completed when the reconciliation period ends. If partners haveany questions, they can contact the customer service or the ecosystemmanager. If the operation is rejected, the settlement may be delayed.

13.6 How Does HUAWEI CLOUD Distribute (or Pay) theIncentive Earnings?

HUAWEI CLOUD provides three incentive distribution (or payment) methods,including Transfer to bank account, Top up HUAWEI CLOUD account, andExchange for a coupon.

● Transfer to bank account: Incentive earnings (including the tax) will betransferred to your bank account.

● Top up HUAWEI CLOUD account: Incentive earnings (including the tax) willbe credited into your top-up account instead of your bank account.

● Exchange for a coupon: Incentive earnings (not including the tax) can beexchanged for coupons and added to your coupon balance.

13.7 When Do Partners Need to Issue Invoices toHUAWEI CLOUD?

Partners must issue invoices to HUAWEI CLOUD if they choose Transfer to bankaccount or Top up HUAWEI CLOUD account.

13.8 Why Cannot I View the Billing List Page?The Billing List page can be viewed only after your payment information isauthenticated and your payment application is successfully submitted to Huawei'spayment system. Some partners submit payment information authentication afterthey are notified of incentives earnings, and apply for incentive earningdistribution after their payment information is authenticated. The paymentapplication fails because the payment system needs time to synchronize data andcannot identify that the authentication is successful. Partners can see view theBilling List page on the next day after the payment information passes theauthentication.

13.9 Where Do I Mail the Invoices? What Else IsRequired in Addition to the Invoices?

You can obtain the mail address in the billing notification email or on the BillingList page. In addition to the invoices, you need to also mail the billing list.

13.10 What Are the Incentive Invoice Requirements?HUAWEI CLOUD provides an invoice template for reference. The format can bemodified, but the items listed in the following table must be contained, includingthe company name, amount-related information, invoice-related information,settlement period, and payment requisition form number.

The financial department of Huawei will submit the incentive earning transferapplication to your bank or top up your HUAWEI CLOUD account within 30calendar days after receiving your qualified invoices. After Huawei submits theincentive earning transfer application to your bank, normally your bank accountwill receive your incentive earnings 1 to 3 working days, which depends on youraccount processing efficiency.

14 Partner Commercial InformationCertification

14.1 What Is the Relationship Between the Country/Region Specified When the Partner Account IsRegistered and the Registered Country/Region of thePartner Legal Entity? Can They Be Different?

They must be consistent. For example, if a company is registered as a legal entityin Hong Kong, China, you must specify the registered country/region to HongKong. This parameter associates with the tax and bank information, and thereforemust be consistent. If not, errors may occur.

14.2 Can I Enter My Company Name in a LanguageOther Than Chinese or English During BusinessInformation Certification?

HUAWEI CLOUD supports company names only in Chinese or English in businessinformation certification. If you enter a Chinese company name and want to settleyour incentives in US dollars, ensure that your bank account is in English.

14.3 Do All Solution Partners Need BusinessInformation Certification?

Yes. All solution partners need business information certification.

14.4 What Are the Differences Between SolutionPartner Certification and Payment InformationAuthentication?

HUAWEI CLOUD provides two types of partner certification: solution partnercertification and payment information authentication. The latter requires partnersto provide bank and tax affairs information. Partners can gain their incentiveearnings only after they complete both the types of certification. Partners canapply for the both types of certification together or separately.

14.5 How Can I Choose the Tax Rate for PaymentInformation Authentication in the HUAWEI CLOUDPartner Center?

Partners can choose the tax rate based on the tax regulations in their country.Specifically, the tax rate must be the value-added tax (VAT) rate that the partnersuse in applying for the service invoices from HUAWEI CLOUD. The service invoicesare used for HUAWEI CLOUD distribute the partners' incentive earnings. The initialincentive data does not include the tax. After the partner selects the correct taxrate, HUAWEI CLOUD will calculate the total (original incentives plus tax) andpays it to the partner.

14.6 What Should Partners Do If Payment InformationAuthentication Failed When Bank Information IsCorrect?

This may be because the bank information provided by partners is not in thecountry where the bank supported in the current version is located. In this case,partners can consult HUAWEI CLOUD customer service or the ecosystem managerand contact support personnel to handle the problem offline. (Partners need toprovide a bank confirmation letter.)

14.7 What Can I Do If the Bank Information Is Incorrector Has Changed?

Partners need to specify correct bank information. If the bank information isincorrect, payment may fail. You need to modify or update the bank informationand submit it to the system again. After the information is updated, payment canbe continued.

14.8 Why Is the Associated Information QuestionnaireIs Required During Accreditation?

Huawei needs this information to better manage partners and suppliers. Partnersshould fill in the questionnaire honestly.

14.9 Why Is Payment Information AuthenticationDelayed?

Partners are certified as suppliers because they have cooperated with Huawei inprocurement, and their information, which is different from the paymentinformation submitted to CBC, exists in the Huawei ERP system. After Huaweiprocurement personnel add related information to the ERP system, the paymentinformation authentication will pass. It takes about one to two weeks for approvalafter procurement personnel add the information.

14.10 Can a Solution Partner Change Its RegistrationCountry?

In principle, the registered country cannot be changed. In special cases, you canspecify the reason and submit a service ticket. If your account has not beenauthenticated or used to consume any resources, you are advised to deregister theaccount and register a new account again. Changing the registration countryinvolves changes in the database and multiple systems. You are not advised toapply for changing the registration country unless otherwise required.

15 Partner Cash Coupon Quota

15.1 What Is a Cash Coupon Quota and How Do I UseIt?

Solution partners obtain their cash coupon quota from HUAWEI CLOUD, while thecash coupon quota for resellers of Huawei Cloud Partner Service Provider is issuedby the partner service center.

Partners must deliver cash coupon quotas to customers for use.

Partners can view cash coupon quotas by choosing Customer Business > CouponManagement at Partner Center, and issue cash coupons to better developcustomers. Customers can use these cash coupons to buy HUAWEI CLOUDresources.

● When purchasing a yearly/monthly product, a customer can directly use cashcoupons for payment.

● Coupons will be deducted before the bill of the customer's pay-per-useproduct fees is generated at the end of a month. For example, the cashcoupons issued on January 15 can be deducted to pay for pay-per-useconsumption of January, including the consumption from January 1 to January14.

A partner has the right to reclaim cash coupons that have been issued to itscustomers in case of errors or other special cases. After a cash coupon isreclaimed, customer's consumption generated in the current month cannot bededucted using the cash coupon. Exercise caution when performing this operation.

16 Partner Test Cash Coupon

16.1 What Is Test Coupon? What Are the ApplicationScenarios?

Test coupons are the discounts offered to partners and customers of HUAWEICLOUD. They can be used to deduct payments when purchasing HUAWEI CLOUDservices. Partners and customers can use test coupons to pay for experience andevaluation on HUAWEI CLOUD products in their first purchase and for PoC testsbefore service deployment.

16.2 What Type of Partners Can Apply for TestCoupons?

Both HUAWEI CLOUD Partner Network (HCPN) Consulting Partners andTechnology Partners can apply for test coupons. Partners joining the HCPNSolution Partner Program can not only obtain test coupons offered to the HCPNConsulting Partners, but also certain coupons for their customers based onprojects.

16.3 What Are the Usage Principles?1. Test coupons cannot be used together with promotion discounts, discount

coupons, commercial authorization discounts, and partner discounts. Cloudservice fees are paid based on prices on the official website.

2. Test coupons can be used for pay-per-use instances and are not applicable toreserved instances, spot instances, support services, or trainings. In transitionperiods, test coupons can be used to buy pay-per-use resources or monthlypackages, and cannot be used to buy cloud resource packages with one-yearor longer validity period. No reserved instances or cloud service packages withone year or more can be purchased.

3. Test coupons are valid for no more than three months and become invalidautomatically upon expiration.

16.4 Is the Consumption Generated by Test CouponsCounted into Partner Revenue?

No. Test coupons can only be used for function and service tests.

16.5 Can Test Coupons Be Used to PurchaseMarketplace Products and Services?

No.

16.6 How Can Partners Apply for Test Coupons?After a partner joins the HCPN, the ecosystem manager of the representativeoffice submits a test coupon application based on the partner tier. After theapplication is approved, the coupon is issued to the partner's account.

16.7 How Can Solution Partners Apply for TestCoupons?

In addition to test coupons included in the benefits for the HCPN ConsultingPartners, solution partners can submit applications to ecosystem managers of therepresentative offices based on specific projects. The ecosystem managers willapply for test coupons for them. Solution partners need to provide the followinginformation to the ecosystem manager: project background, cloud resourceconfiguration, test duration, and expected order date and amount.

16.8 What Are the Differences Between Test CouponsProvided for Solution Partners and Those forCustomers?

1. Test coupons for solution partners are included in the benefits for the HCPNConsulting Partners. They are mainly for self-operated business tests andevaluation as well as personnel learning and experiencing.

2. Test coupons applied by partners for specific projects are used for theircustomers to experience services. Test coupons for customers can be issueddirectly by HUAWEI CLOUD or through partners.

16.9 Can Solution Partners Apply for Test Coupons forthe Same Customer Multiple Times?

Generally, partners can apply for test coupons for a customer only once, unless thecustomer develops new service platforms or systems on the cloud.

16.10 How Can Carrier Partners Apply for TestCoupons?

Carrier partners can obtain test coupons included in the benefits for the HCPNConsulting Partners. As carrier partners are also certified as solution partners, theycan submit applications to ecosystem managers of the representative officesbased on projects to apply for test coupons.

16.11 Is There Any Limit on the Test Coupon Amount?The test coupon amount is defined in the HCPN partner benefits based ondifferent tiers. Solution partners can apply for extra amount if it is required incustomer projects.
