DHS Pandemic Influenza Regions Pandemic Regions are a Federal organizational structure that

promotes the overall effectiveness of Federal incident management and assistance activities.

Each Pandemic Region represents overarching structure for two FEMA Regions, each which retains its traditional functions

Pandemic Regions leverage existing FEMA Regional coordination structures

Retains existing relationships with states, territories, and tribes

Pandemic Regions led by Regional Coordination Team under direction of Regional Team Leader

RCT – Regional Coordination Team

•Secretary’s representative in the field•Assist FEMA Regional Administrators and ensures FCOs remain unencumbered•Assist DHS components and Federal partners in coordination and collaboration•Focused on the 22 components of DHS along with Interagency concerns

Facilitates the coordination of Federal support to the established incident command structure.

Ensures integration and coordination of federal assistance activities

Provides support in an unusually complex operating environment

DHS Secretary’s Missions for the RCTs

Support execution of the DHS Secretary’s direction in the field as regional conduit between federal partners;

Identify and respond to the DHS Secretary’s critical information requirements and decision points;

Serves as the DHS Secretary’s source of field situational awareness; Identify and help reconcile regional conflicts; Assist FEMA Regional Administrators and ensure FCOs remain

unencumbered to execute Stafford Act responsibilities; Assist DHS components and Federal partners in coordination and

collaboration to achieve nationally directed strategic objectives; Coordinate with Safety and Health Officials in protecting our federal

workforce

Regional Coordination Teams Led by a Regional Team Leader (RTL) with two Deputies (DRTLs)

Represents the DHS Secretary

Ensures integration and coordination of activities – uniformity across Pandemic Region

Comprised of key federal representatives with strong skill sets to tailored to the threat: Health, Emergency Management, DoD, IP, LE

Supports FEMA officers (e.g. Regional Administrators and Federal Coordinating Officers) and other Federal officials to include Senior Health Official

Leverage the FEMA regional coordination structures and established incident management architecture as outlined in National Response Framework

Teams now partially activated, not to exceed 15 days per month

Region E considerations

Many jurisdictions in Region E are remote, including the Pacific Islands and Alaska

Region E has a complicated Department of Defense presence, including two Combatant Commands (NORTHCOM and PACOM) and multiple Joint Task Forces

The Federated States of Micronesia (FSM) and the Republic of the Marshall Islands are supported by United States Agency for International Development and not FEMA directly

Region E encompasses 8 time zones

Region E experienced larger number of cases in previous wave of H1N1

Summary

To the greatest extent possible, Region E will use the existing Region IX and X relationships and operational structures to interact with states and territories

The Regional Coordination Team structure is a Federal organizational tool that should have minimal impact on state and territory operations

Our role is to support HHS and our state and territorial partners
