In order to speed up the traffic of radio-electrictransmissions, it would be particularly useful for the stations"of the international system to have very close relations witheach other. But, as some national stations also work in co-cpera-

. tion_with national systems, it is impossible to fix new hours fortransmission operations, without being informed of the periodsduring which these stations qan be placed at the disposal of the

In making a check-as to whether payment had been madeof our dues in the above commission for the fiscal year 1947, itwas ascertained that the State Depariznent returned our voucherto the Department of Justice under date of December A, 1947, ad-vising that it would be unnecessary in the future to prepare aForm 1080 voucher to effect payment of our membership fee in thecommission. Instead, the State Department will instruct itsconsul at Geneva, Switzerland to pay the fee and draw a draftagainst the Bureau&#39;s appropriation. This will have the effectof speeding up the payment to the International Criminal PoliceCommission. We will still have to write a letter to the StateDepartment requesting that the payment be made but would not prepareany voucher.

In view of the above facts, the Eachine Accounting Sectionis being instructed to enter in the Voucher Register the amount ofthe fee as an obligation upon the receipt of a copy of our lettato the State Department requesting that the payment be made. Itwill not be entered in the audited or paid voucher register untila copy oi� the draft has been received, indicating that the StateDepartment has been reimbursed for the payment.

For your further information, ityshould be celled toyour attention that a draft, as far as I have been able to ascertain,is in the nature of a counter warrant, which means that it g0B8direct to the Treasury Department for payment and we probably wculdnot get a copy for several months after payment has actually beenmade from our appropriation by the Treasury Department.

Station was requested by the ICPC station in Paris to accept a radio ,_message for relay to Santiago, 0hiJ.e;.&#39; Inasmch as the Santiago Radio 7* tStation which has been mntioned by the ICPC is not presently inoperation, or at least is not in contact with the Bureau, the messagewas not accepted.

A letter from Prague, which does not have a radio station,requested that certain inforn-ition he sent to it �e the ICPC inetwork. Complying with the latter request does not appear to beconsistent with the action taken in connection with �the refusal torelay via cable to Santiago. l

It is noted the Executive Conference mmoranchm for the Directordated August 1.1., 1947, recommended the Bureau afford the services of itsradio to connunicate with Paris and to relay, when necessary, communicationsfrom the Comission to other Western Hemisphere countries when such relaywork was practical; that this nor; be contimed until the volume bee-ate sogreat as to involve necessary additional personnel and expense. Adetermination oi� how far the Bxreau will go in relaying messages to otherlaw enforcement agencies in this and other countries in the ?Testern Hemis-phere appeere necessary. _

REGOLEHEKDATIDH: _

It is recommended that the �ireau accept messages at the Washington/ radio which are to be delivered to law enforcement agencies in the UnitedI States or which are to be relayed to foreign countries having radio stations

Tiith further reference to my letter n° I377 of the 7th Octo-ber inst., I beg to inform you that two new frequencies have justbeen allocated by the International Centre for the radio-electriccommmications between PARIS and HASHIISFGTOII : _

- kilocycles and Q kilocycles.It was speci�ed, however, that the it hwy

should be used by the PARIS transmitting Station, and the K1frequency by the HASHIIHGTOI translitting Station. &#39;

The French technicians consider that the said cies ozbe used during the month of November, between Gm!, although a severance of communications is to be feared inthe middle of the day. -

I therefore request you to be good enough to cause, Iith theabove--mentioned frequencies, new experimente,i entical with thosewhich have already been carried out, to be mde on the days and atthe times which you will fix. -

I would add that more detailed arrangements should be rm-deas soon as the permanent traffic is assured.

Telford, Legal Attache at Paris, France, that theBureau reestablish the radio link between Washington and ICPC at Paris.This radio link was in operation for several weeks but was terminated on

Mr. Telford, in his letter of April 23, points out that the former ICPC-Bureau radio link was the only radio comunication facility between Paris andWashington except the regular commercial French telegraphic and radio serviceuder the control of the Ministry of Post, Telephone and Telegraph; the latter isnow used by all the government agencies in the Embassy including the State Depart-ment, Military Attache, Naval Attache, CIA and Hr. Telford. He further points outthat the Ehbassy has for some time been perfecting plans for evacuatio and

|destruction of records in case of emergency; that the Ambassador is much concernedlest is are overlooking a possibility of oomunication eith.iashington in case of 9292emergency and has requested Telford to call this to the attention of the Director, �since it is felt that in case of an invasion of France the French government radio - ,and telegraphic system will be one of the first ninistries to be taken over, &#39;leaving the Embassy completely out off from the outside. Telford concedes thereis no assurance that the same thing would not happen insofar as the ICPC radiostation is concerned since it is not located at the Embassy for obvious reasons.

The Conference sas unanimously of the opinion that Tel£or��s recommsdaw g,tion so disapproved. It is felt that in the event there is a need for_en emergency �radio station 11-. should be located at the Eknhasey; mt this is the responsibilityof the State Department or C11.
