The estimated cost for this work is $60,000 and funds are available through the Sanitary Repair Account 7100-7100-300-304-11-6380-0000. Department, 226 Middle Avenue, Elyria, Ohio for the furnishing of all labor, material and equipment for the Sunset Drive Sanitary Pump Station Replacement in LaGrange Township in accordance with plans and specifications prepared by the office of Ken Carney, Lorain County Sanitary Engineer. The work consists replacing two existing pumps with new submersible chopper pumps as well as some electrical work. The construction cost estimate for the project is $60,000. All interested parties are welcome to attend the bid opening to be held immediately following the deadline, in the Lorain County Commissioners Public Hearing Room-D.

All materials and equipment must meet the plans and specifications as approved by the Lorain County Sanitary Engineer and work performed shall be under the supervision of the Lorain County Sanitary Engineer. All contractors involved with this project will to an extent practicable use Ohio products, materials, services and labor in implementation of this project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123 is required.

Bidders must comply with the prevailing wage rates on Public Improvements in Lorain County, Ohio as determined by the Ohio Department of Commerce, Bureau of Wage and Hour Administration, (614) 644-2239.

Official bid documents and specifications can be obtained at the office of the Lorain County Sanitary Engineer, 247 Hadaway Street, Elyria, Ohio between the hours of 8:00 A.M. and 4:00 P.M., Monday through Friday. Only bids prepared on the official documents obtained by the County Sanitary Engineer will be accepted. A $50.00 non-refundable deposit is required for each set of bidding documents. Commissioner Kokoski said many people that had toured Golden Acres were not aware that this was the old TB Clinic and this is the only levy the county had reduced with no payments. Mr. Cordes said Golden Acres was called the Sanatorium and the TB Clinic was housed were there county health department is, which is being torn down. He stated the TB levy was 10-12 years and it was a risk that worked out to give the clinic to an infectious disease hospital to treat which is Mercy and the cost were reduced significantly. Commissioner Kokoski said by code the Commissioners have to provide TB treatment. Mr. Cordes said yes.

“We have reviewed the bids that were received for the Akins Road Bridge #0010 Replacement project in Columbia Township. The respondents to this bid were:

Senghas Construction $372.271.85Ohio Concrete Paving LLC $436,725.55

Senghas Construction agrees to complete all work by November 1, 2019. They have no substitutions but will utilize American Roadway Logistics, PS Construction Fabrics and J. L. Reichert as subcontractors for this project.

The project consists of removing existing structure and replacing it with a new structure consisting of reinforced concrete abutments and a prestressed concrete box beam. This project is being proposed due to the poor condition of the existing structure.

The estimated construction cost for this project is $402,750. The Ohio Public Works Commission will be providing 89% of the construction costs, up to $364,366 as a grant. The balance of the project funding will be provided by the Lorain County Engineer through the Engineer’s MVGT Bridge account #2580-0000-300-302-04-6100-6105 in the amount of $40,949.91. We recommend that this bid be awarded to Senghas Construction, LaGrange, Ohio in the amount of $372,271.85.

Thank you for your cooperation with this project.”;

NOW, THEREFORE, BE IT RESOLVED by the Board of Lorain County Commissioners, that based upon the recommendation of Lorain County Engineer in letter dated April 4, 2019 we do hereby approve and enter into contract with Senghas Construction, LaGrange, Ohio in an amount not to exceed $372,271.85 for the Akins Road Bridge #0010 project in Columbia Township.

FURTHER BE IT RESOLVED that funding for this contract is being provided by 89% Ohio Public Works Commissioners of the construction costs. The remaining balance will be provided by the Lorain County Engineer, MVGT bridge funds, account #2580-0000-300-302-04-6100-6105 in the amount of $40,949.91.

BE IT FURTHER RESOLVED, that we hereby issue a Notice to Proceed letter effective May 1, 2019 and work will be completed on or before November 1, 2019 for the above noted project.

In the matter of authorizing participation in )ODOT Winter contract (2019-2020) road salt) April 10, 2019

WHEREAS, the Lorain County Engineer, Lorain County (hereinafter referred to as the “Political Subdivision”) hereby submits this written agreement to participate in the Ohio Department of Transportation’s (ODOT) annual winter road salt bid in accordance with Ohio Revised Code 5513.01(B) and hereby agrees to all of the following terms and conditions in its participation of the ODOT winter road salt contract:

a. The Political Subdivision hereby agrees to be bound by all terms and conditions established by ODOT in the winter road salt contract and acknowledges that upon of award of the contract by the Director of ODOT it shall be bound by all such terms and conditions included in the contract; and

b. The Political Subdivision hereby acknowledges that upon the Director of ODOT’s signing of the winter road salt contract, it shall effectively form a contract between the awarded salt supplier and the Political Subdivision; and

c. The Political Subdivision agrees to be solely responsible for resolving all claims or disputes arising out of its participation in the ODOT winter road salt contract and agrees to hold the Department of Transportation harmless for any claims, actions, expenses, or other damages arising out of the Political Subdivision’s participation in the winter road salt contract; and

d. The Political Subdivision electronic order for Sodium Chloride (Road Salt) will be the amount the Political Subdivision agrees to purchase from its awarded salt supplier at the delivered bid price per ton awarded by the Director of ODOT (11,990 TONS); and

e. The Political Subdivision hereby agrees to purchase a minimum of 90% of its electronically submitted salt quantities from its awarded salt supplier during the contract’s effective period; and

f. The Political Subdivision hereby agrees to place orders with and directly pay the awarded salt supplier on a net 30 basis for all road salt it receives pursuant to ODOT winter salt contract; and

g. The Political Subdivision acknowledges that should it wish to rescind this participation agreement it will do so by written, emailed request by no later than Friday, April 19, 2019. The written, emailed request to rescind this participation agreement must be received by the ODOT Office of Contract Sales, Purchasing Section email: [email protected] by the deadline. The Department, upon receipt, will respond that it has received the request and that it has effectively removed the Political Subdivision’s participation request. Furthermore, it is the sole responsibility of the Political Subdivision to ensure ODOT has received this participation agreement as well as the receipt of any request to rescind this participation agreement. The Department shall not be held responsible or liable for failure to receive a Political Subdivision’s participation agreement and/or a Political Subdivision’s request to rescind its participation agreement.

Brandi Schnell, LCSWMD said Commissioner Kokoski, who is chair of Keep Lorain County Beautiful asked her to speak of the upcoming meeting. Mrs. Schnell said May 18 is countywide cleanup. There will be an organizers meeting tomorrow here at 11 am., to see what projects will be done. There are over 200 volunteers cleaning up various areas. Commissioner Kokoski said some entities even provide a pizza party or picnic afterwards. Commissioner Lundy asked if there were t-shirts. Mrs. Schnell said yes, Commissioner Kokoski & Sweda judged the contestants and will present the meeting in May with the winner. Commissioner Lundy said he is amazed that people still throw stuff out of their car windows, there is no reason for it. Mrs. Schnell said their litter program is working because LCCC does an index on litter and it decreases yearly. Commissioner Sweda thanked her and she remembers when they lived on a farm which was on a corner, it would tell the winter story with all that rubbish. Commissioner Kokoski said also why dumped your cigarette butts. Mrs. Schnell said litter collects litter. Commissioner Sweda said Lorain County is beautiful and this is one activity that is free and has immediate results.
