1 Module Description

Feasibility Status Monitoring module provides WRD a monitoring tool for entering details of proposed schemes, assessing feasibility of schemes, manage work flow and approval process and the monitoring of such schemes and preparation of the necessary documentation in the work flow.

The overall process flow is described in the following sections.

Module has following facilities

Login Facility by EE,SE,CE, E-In-C, OSD (Officer on Special Duty)

New Proposed Schemes Registration

New Proposed NVDA Schemes Registration

RRR Schemes Registration

Old Surveyed Schemes Registration

Review and Comments by SE/CE/E-In-C on proposed Schemes

Feasibility reports preparation

Analysis Report – As per Analysis Report OSD sanctions particular scheme.

Approval/Sanction Facility by OSD.

Rejection Facility

151 Rejection Form – This form capture reasons to reject any scheme.

Public Report for MPWRD and NVDA Users.

Various reports like feasibility reports for RRR/New Schemes/NVDA/Old Surveyed.

Export /Print facility.

2 Basic Definitions

Pin-Pointed Schemes: Any new schemes to be proposed are a Pin-Pointed Scheme.

RRR Scheme: Completed Schemes which need restructuring repair, renovation works.

Old Surveyed Scheme: A Planned scheme which was surveyed before but not sanctioned due to some reason.

Approve Scheme: Approval is an action which performs on Scheme for sending it to various stages (Pin-Pointed, Feasibility etc.) by OSD (Mantralaya).

Reject Scheme: If Proposed Scheme is not feasible in context of feasibility criteria like CCA, Cost,

Area etc then competent Authority may reject proposal any time. Back to Division: If OSD and E-In-C are not satisfied with the proposed schemes features or CCA,

Cost etc., or if Prepared DPR report is not appropriate according to standards then OSD & E-In-C might take decision to send it back to proposer for improvements suggested by OSD & E-In-C on the basis of Analysis Report results.

4 Module Features

The key features of the modules are listed below:

4.1 Security Feature

The module has login based permissions and access. It means one user can‟t access or remove/update the information created by EIMS user. Also some of the screens or facilities in the modules are extended as per the roles.

Note to the user:

Please do not share your login and passwords with other users. Please update your passwords regularly

4.2 Search

EIMS gives search facilities for retrieval of data. On the search screen the user is required to enter key phrases to enable search. The various search screens available in Feasibility status monitoring modules are as follows:

Search New Scheme details: facility to search New Scheme details

o Scheme Name wise search.

o Office wise Search.

o Scheme Status (Feasibility Approved, DPR Received, Rejected etc.) wise search.

o Search NVDA & Non NVDA Schemes

o Project Category wise search (Major/Medium/Minor)

Search Old Surveyed Scheme details: facility to search Old Surveyed Scheme details.





Search RRR Scheme details: facility to search RRR Scheme details.





4.3 Import/Export Utilities:

EIMS provides facilities for:

Importing scheme data in correct excel format



Note to the user:

For Importing of data please ensure that the excel sheet in required format is used and the data is verified before upload. Wrong data or erroneous entries in the import excel sheet will cause the application to throw an error. In such a case, please ensure correctness of excel fields, excel format.

Exporting data of Feasibility status details to an excel/pdf format

4.4 Hindi/English Support

The module has provision to switch between Hindi and English. For data entry forms, the data entry is possible in English only. The form fields can toggle between Hindi and English.

4.5 View/Update Scheme Details.

This feature allows view and update of scheme Data

4.6 Reporting Feature

4.6.1 Public Reports

These are customized reports and are available publicly (i.e. anybody can access it over internet). The module has the following public reports

Master Report – Master report shows Basin, Circle, Division Wise Approval Status Report,

Sanction Status Report, and DPR Status Report in their hierarchy.

Status Report. - Report shows the Pinpointed, Surveyed and RRR Scheme status.

OSD Approved Report - Report shows Sanction Status Report, DPR Status, Surveyed,

RRR Report etc.

Note to the user:

The reports can be downloaded in pdf/excel format for taking print outs or keeping office records.

6.3 Role Based Screen Access

The roles in EIMS can be any of the following:

Admin role - is for provisioning of basic/master data of an module

Data Entry role – for entering of basic form data

Supervisory role – for review/approval/rejection/modification of data

Decision making role – viewing of report and decision making

6.3.1 Module Admin

The module admin role has access to the following screens:

6.3.1.1 Screen: Remove Scheme and Update Status of Scheme.

Similarly, Old Surveyed and RRR Scheme can be remove and update.

6.3.2 Data Entry User

The following screens are available in the Feasibility Status Monitoring module for making form based data entry:

6.3.3 Office Head or Office-in-Charge (Supervisory Role)

This role is of an reviewing officer (SE, CE and E-In-C) who can:

Review and comment on the data entered in a given Review form.

Forward data for review to his/her higher officer.

7 Case Study

7.1 Steps in Feasibility Status Monitoring (FSM)

Steps to be taken for are:

1. Registration of Scheme

2. Forward for Approval

3. Fill Comments by authority

4. Review By SE or CE or E-In-C

5. Pin-pointed Approval

6. DPR Received Approval

7. Sanction Approval

7.1.1 Register New Scheme

Primary Role/Assigned Role: Executive Engineer

Operations:

1. Login as EE

2. Go to main Menu>Register New Scheme (for new Record)

3. Click on Register New scheme Tab

4. Select Radio button either „Yes‟ or no for NVDA schemes

5. Fill all Mandatory Fields of form and Enter Comments

6. To save the record Click on Submit button, after clicking on Submit Button “Arohi” Scheme is

registered successfully 7. Below Screen Shot are showing Expected Steps-

After submit data, user can search same record by below Screen

7.1.2 Forward Scheme for Approval

For Approval or any review comments from superior authorities, EE may forward created scheme but this is optional

Primary Role/Assigned Role: Executive Engineer

Operations:

1. Login as EE

2. Go to main Menu>New Scheme Monitoring

3. Enter Created Scheme Name “Arohi” in Scheme Name Field

4. Clicks on Forward Button

5. After clicking on Forward Button “Arohi” Scheme will be forwarded to Concern Superintendent

Engineer for Review.

7.1.3 Review/Comment for New/NVDA/Old Surveyed Scheme

Primary Role/Assigned Role: SE/CE/E-In-C

Operations:

1. Login as SE

2. Go to main Menu > New Scheme Monitoring

3. Enter Created Scheme Name “Arohi” in Scheme Name Field

4. Clicks on Search Button

5. Review and fill comments and all mandatory fields against proposal

6. Click on submit Button

7. After filling comments from SE and click on submit button




Note to the user:

After doing above steps, CE, E-In-C will follow same above mentioned process. After completing this process same 7.1.2 section follow by SE/CE/E-In-C

7.1.4 Pin-Pointed Approval

Primary Role: Administrator



Assigned Role: OSD (Office on special Duty)

Operations:

1. Login as OSD

2. Go to main Menu > Approve Pin-Pointed>Approve Pin-Pointed Tab

3. Enter reviewed scheme Name “Arohi” in Scheme Name Field


5. click on check box and select project status as Feasibility Approve

6. Fill mandatory fields like OSD Name, Order number, Remark, Date of approval


After filling all fields click on Submit Button and in this case proposed schemes are Pin-Pointed

7.1.5 Feasibility Approve Schemes for Approval


Assigned Role: E-In-C (Engineer-in-Chief)

Operations:



1. Login as E-In-C

2. Go to main Menu > Approve New-Scheme> Feasibility Approved New Schemes

3. Enter Pin-Pointed approved scheme Name “Arohi” in Scheme Name Field


5. click on check box and select project status as DPR Received

6. Fill mandatory fields like OSD Name, Order number, Remark, Date of approval, upload

Document


After filling all fields click on Submit Button and in this case proposed schemes are Feasibility Approved.

7.1.6 DPR Received and Pending for Approval


Assigned Role: OSD

Operations:

1. Login as OSD

2. Go to main Menu > Approve New-Scheme> DPR Received and Pending for Approval tab



3. Enter Feasibility approved scheme Name “Arohi” in Scheme Name Field


5. click on check box and select project status as Sanctioned

6. Fill mandatory fields like OSD Name, Order number, Remark, Date of approval, upload

Document


After clicking on Submit Button, Scheme is sanctioned successfully

Note to the user:

Same operations can be performed on following schemes:

1. NVDA Scheme 2. Old Surveyed Scheme 3. RRR Scheme

After approval process of New and Old Surveyed Scheme is considered as Asset for MPWRD with On-going Status and this will also Reflects in Asset management module
