thIndian President Ram Nath Kovind on the 27 December dedicated Andhra Pradesh (AP) Fibre Grid and drone project to the nation. Over one crore households in Andhra Pradesh, 50,000 schools and educational institutions, all government offices in the districts, over 5,000 Government hospitals and health centres and all panchayat offices will get access to high-speed internet and rent-free telephone and cable TV services from 2018 December as part of the AP Fibre Grid Project.The Andhra Pradesh State Fibernet Limited (APSFL), which is implementing the AP Fibre Grid project, will provide the three services at tariffs…… Starting as low as Rs. 149 for 5 GB data at 15 MBPS speed and 250 TV channels and a free telephone connection, another tariff is of Rs. 399 and Rs. 599 for households. For private offices and institutions plan starts at Rs. 999 for 50 GB at 100 MBPS and Rs. 2499 for 250 GB. Under the project, the APSFL, has now become the largest state government-owned telecommunication company in the country
While the first phase targets households, in the second phase the project envisages rolling out the services for all the 9000 gram panchayats from mandal headquarters.
The fibre optic grid is one of the five grids being established by the AP Government; the four others are Water Grid, Gas Grid, Power Grid, and Road Grid.

conducted the maiden flight of its
domestically developed AG600, the
world’s largest amphibious aircraft,
from an airport on the shores of
the South China Sea. This is the
latest step in China’s mil itary
modernisation programme.
Powered by four turboprop engines,
the AG600 can carry 50 people during
maritime search-and-rescue missions,
and can scoop up 12 metric tonnes of
water within 20 seconds for fire-
fighting trips.
The AG600, codenamed Kunlong, can
reach the southernmost edge of
China’s territorial claims in the area.

Pakistan’s Khawaja Asif joined his
counterparts, Wang Yi of China and
Salahuddin Rabbani of Afghanistan in
the first-ever trilateral China-
Afghanistan-Pakistan Foreign
Minister’s Dialogue in Beijing on the
26th of December.
Wang said that Beijing and Islamabad
will look at extending the China-
Pakistan Economic Corridor (CPEC) to
Afghanistan, adding that the $57
billion project could benefit the whole
region and act as an impetus for
development.
Worlds Longest Glass BridgeOpens in China: The world’s longest
glass bridge opened in China to the
public. Though it has a capacity to
hold 2000 people, only 500 would be
allowed at a time. It is located in
Shijiazhuang. The bridge is 488
meters long and two meters wide.
Already, 430 meters long and 6 meters
wide bridge was opened last year in
the Grand Canyon Scenic Area in
Zhangjiajie, China.

Nepal has banned solo cl imbers

The IndianForest (Amendment) Bill, which wasadopted by the Lok Sabha onDecember 20, was passed by a voicevote in the Rajya Sabha.

Lok Sabha passes GST(Compensation to States)
Amendment Bill- 2017: Lok Sabha
on the 27th of December has passed
the Goods and Services Tax
(Compensation to States) Amendment
Bill 2017. The Bill amends the Goods
and Services Tax (Compensation to
States) Act, 2017 and replaces an
Ordinance promulgated in September
2017. The Act allows the central
Government to notify the rate of the
Goods and Services Tax (GST)
Compensation Cess on items such as
pan masala, coal, aerated drinks, and
tobacco, subject to certain caps. The
amount received by levying the GST
Compensation Cess is used to
compensate states for any
loss in revenue following the
implementation of GST.
Fiscal deficit target missed: The
Government has breached its fiscal
deficit target given in the Budget for
2017-18 in November itself. During
the April-November period, the fiscal
deficit was 112 per cent of its Rs. 5.5
lakh crore target for current fiscal
year. This is the highest deviation
from the Budget Estimates (BE)
for fiscal deficit in the first eight
months of a financial year since
2008-09, the year of the global
financial crisis.
This means that the government
needs to have a fiscal surplus in the
next four months combined if it has
to meet its target.
Official data released on the 29th of
December showed that the fiscal
de ficit, the dif ference between
government expenditure and revenue,
for April-November 2017 was Rs 6.12
lakh crore, against a BE of Rs 5.46
lakh crore.
Only 7% of Rs.9,860 cr spent so
far under Smart City Mission.Govt: Out of Rs. 9,860 crore released
to 60 cities under the Smart City
Mission only seven per cent, or about
Rs. 645 crore, has been utilised so
far. Of the Rs. 196 crore released to
each of around 40 cities, Ahmedabad
has spent the maximum amount of
Rs. 80.15 crore, followed by Indore
(Rs. 70.69 crore), Surat (Rs. 43.41
crore) and Bhopal Rs. 42.86 crore,
according to a data of the Housing
and Urban Affairs Ministry.
On the other hand, the data revealed
that of the sanctioned funds
Andaman and Nicobar could utilise
only Rs. 54 lakh, Ranchi 35 lakh, and
Aurangabad Rs. 85 lakh.
Among cities which got around Rs 111
crore each from the Centre, Vodadara
has spent Rs. 20.62 crore, Namchi in
Sikkim spent Rs. 6.80 crore, while
Salem, Vellore and Thanjavur in Tamil
Nadu could utilise only Rs. five lakh,
Rs. six lakh and Rs. 19 lakh,
respectively.

Mumbai Gets India's First Ever AC
Local Train: Mumbai got India's first
ever AC suburban local train as a
Christmas gift. The first service of the
12-coach EMU will commence
between Borivali and Churchgate. The
first and the 12 th coaches from
Churchgate end are earmarked as
ladies coaches. This will be the first
train with automatic doors in the
suburban system. Out of 12 services
of AC Local train, 8 will run fast and
will only halt at major stations. The
services of AC local train will replace
existing 12 Non-sAC services.

route launched: The second India-
Afghanistan air cargo route linking
Kabul to Mumbai was launched on the
27th of December, with officials saying
that it is expected to boost the export
of fresh fruits and medicinal plants
from Afghanistan. The second route
follows the success of the Kabul-New
Delhi air corridor that was
inaugurated by Afghan President
Ashraf Ghani in mid-June.
10,640 tons of fresh produce, fresh
and dried fruits, medicinal plants and
handicrafts worth more than $20
million had been exported to India
since the launch of the first corridor.
The second corridor was inaugurated
by Afghan and Indian officials at the
Hamid Karzai international airport in
Kabul.
Indo-Maldives Joint Exercise
Ekuverin Concludes: The two-week
long eighth edition of the Indo-
Maldives jo int military exercise,
‘Ekuverin’,came to an end at Belagavi,
Karnataka. ‘Ekuverin’ means
‘friends’ in the Maldivian language.
The bilateral annual exercise was a
14-day joint military training
between the Indian Army and the
Maldives National Defence Force
(MNDF). The exercise has been held
alternatively in India and Maldives
since 2009.

first in Mission Antyodaya
baseline survey-2017: Tellapur
Gram Panchayat in Sangareddy
district has set an example for other
villages to follow on more than one
count. Whether it is hygiene,
empowerment of women or economic
development- the village is way ahead
compared to rest of India, as per the
findings of the Mission Antyodaya
baseline survey-2017. The Gram
Panchayat located on the suburbs of
State capital in RC Puram Mandal has
scored 92 out of 100 in the Survey that
was undertaken by the Union
Ministry of Rural Development.
Tellapur ranked the first among the
41,617 Panchayats, wherein the
survey was carried out.
According to the ranks given, 83
Panchayats in the nation were given
1st to 10 ranks. While Tellapur solely
bagged the first rank, four others
Panchayats in Telangana have figured
in top 10 ranks, but they have shared
the ranks with multiple other villages.
Tellapur spread over 2,200 hectares
has a population of 4,621.
Interestingly, the village was having
more women than men. There were
2,397 women against 2,224 men.
The Union Ministry of Rural
Development has created Mission
Antyodaya with an aim to set 50,000
villages free from poverty by October
2, 2019, the 150th birth anniversary
of Mahatma Gandhi.

feature to boast of. A deer park
sprawled across 25 acres is coming
up near the scenic water body and will
be made functional in two months,
said district forest officer T. Ravi
Kiran. District forest officials are
setting up the park at a cost of Rs.
40 lakh in Bussapur village of
Govindaraopet mandal.

January. The WEF considered the
successful conduct of the Global
Entrepreneurship Summit (GES) and
the flow of investments to Telangana,
and invited Rao to the summit. KTR
will participate in the
WEF’s deliberations to take place on
January 23rd to January 26th.
ANDHRA PRADESHANDHRA PRADESHAPSSDC signs agreement withDassault for skill development: As
part of initiative to make students
‘industry ready’, Andhra Pradesh State
Skill Development Corporation
(APSSDC) entered into a Memorandum
of Understanding (MoU) with Dassault
Systems of France in the presence of
Chief Minister N Chandrababu Naidu
to provide training to one lakh
students in three years starting from
2018-19. The training programmes
would enable the students to find jobs
in aerospace, defence, automotive and
ship building sectors.
Dassault Systems(DS) will establish
an Experience Centre (EC) in 5,000
square feet space. According to
APSSDC MD. K. Sambasiva Rao, the
cost of the project is Rs. 309 crores
over a period of three years and AP
Government will provide Rs. 36 crores
in three instalments while the DS will
invest Rs. 273 crores to establish the
Experience Centre and to offer the
product and service at a subsidised
price for the students.
Bharat Dynamics extends supportto skill development programme:The public sector Bharat Dynamics Ltd.
(BDL) has extended its CSR support
for Rs. 50 lakh to Indo-German
Institute of Advanced Technology
(IGIAT) in the Visakhapatnam for the
project “Skill Development Training
Programme” for 200 persons belonging
to SC/ST/OBC/PwD/Women and
EWS of the society.The main objective
of the project is to provide sustainable
livelihood to the unemployed youth
from weaker sections.

Director General of Police (DGP) on
the 31st of December taking the baton
from incumbent N. Sambasiva Rao.
Prakasam Barrage completes 60years: With the historical Prakasam
Barrage completed 60 years, the state
Government celebrated the event on
the 28th of December at Dugra ghat
on a grand scale. Prakasam Barrage
is built across the Krishna River and
is located at the outskirts of
Vijayawada in Krishna District.
Prakasam Barrage is 1223.5 m long
and was completed in the year 1957.

range in Balasore in Odisha. The
Advanced Air Defence missile, built
by Indian scientists and engineers,
can destroy an incoming ballistic
missile at a low altitude.
The missile was intercepted in the
endo-atmospheric region at an
altitude of 15 km. The radar of the
defence system detected the
incoming missile, tracked it and
provided the command to launch the
interceptor missile. This was the
third supersonic interceptor tested
this year. The previous tests were
carried out on March 1st and February
11th.
The interceptor is a 7.5-m-long,
single-stage rocket. The missile,
which weighs around 1.2 tonnes, is
equipped with a navigation system, a
hi-tech computer and an electro-
mechanical activator.

launched a pilot project ‘Blue Flag’ for
its clean-up and development with the
prime objective of enhancing
standards of cleanliness, upkeep and
basic amenities at beaches.

Management’ under National
Adaptation Fund for Climate Change
(NAFCC).
The project
was
approved at
the
meeting of
National
Steering Committee on Climate
Change (NSCCC) held in New Delhi
under the chairmanship of the
Secretary, Environment Ministry.
The project aims to mitigate climate
change impacts and enhance adaptive
capacity and counter adverse
environmental impacts arising from
stubble burning.

Sahitya Akademi, India’s NationalAcademy of Letters, is the centralinstitution for literary dialogue,publication and promotion in thecountry and the only institutionthat undertakes literary activitiesin 24 Indian languages, includingEnglish. The Sahitya Akademi wasformally inaugurated by theGovernment of India on 12 March1954. The Government of IndiaResolution, which set forth theconstitution of the Akademi,described it as a nationalorganisation to work actively forthe development of Indian letters.
5. Context: The United NationsSecurity Council has votedunanimously in favour of newtough sanctions on North Korea
The UN Charter established sixmain organs of the UnitedNations, including the SecurityCouncil. It gives primaryresponsibility for maintaininginternational peace and securityto the Security Council.
6. Context: The government hasbreached its fiscal deficit targetgiven in the Budget for 2017-18 in
November itself. During theApril-November period, the fiscaldeficit was 112 per cent of its Rs5.5 lakh crore target for currentfiscal year.
The difference between totalrevenue and total expenditure ofthe government is termed as fiscaldeficit. It is an indication of thetotal borrowings needed by thegovernment. While calculating thetotal revenue, borrowings are notincluded.
The gross fiscal deficit (GFD) is theexcess of total expenditureincluding loans net of recovery overrevenue receipts (includingexternal grants) and non-debtcapital receipts. The net fiscal deficitis the gross fiscal deficit less netlending of the Central Government.
Generally fiscal deficit takes placeeither due to revenue deficit or amajor hike in capital expenditure.Capital expenditure is incurred tocreate long-term assets such asfactories, buildings and otherdevelopment.
A deficit is usually financed throughborrowing from either the centralbank of the country or raisingmoney from capital markets byissuing different instruments liketreasury bills and bonds.
