Residents and businesses, alike, will be making sure to keep up their appearances and strive for improvements along the way. The judges will try to come early this year. Last year, district judging took place in April. Claudette expects that the judges may come as early as late February. She reminds everyone that Roundup is not an option. “Use of Roundup-like products can mean disqualification,” LeBlanc warns. The herbicide is not good for the environment, it can easily destroy desirable vegetation and the tell-tale signs of use are unsightly. The time to start is now! Last year’s SBA King Bobby Dunn and Queen Shelly Suire raise the flag over City Hall, officially commencing the Mardi Gras season in Scott on a cold January 6 and resigning their reign to Phil Faul and Suzette Duplantis.

Three-time District 3 winner and two-time State winner of the Louisiana Federated Garden Club title for Cleanest City among contenders within the same population size, Scott has officially registered to contend in 2014. The city bowed out last year due to the significant construction projects, like the LA 93 Roundabout, that would have complicated travel through the city for judges. Happy New Year to Everyone!

With this edition of the City Beat, let’s focus on our current audit report. Every year, as ordered by the State auditors, we have to have the budget of the City reviewed. At the January City Council meeting, Burton Kolder, CPA gave an overview of the City of Scott finances and the audit findings of December 2013. In his presentation, he confirmed that the city currently has a budget surplus of $598,421. The city’s cash assets have increased by nine percent. Also, the city sales tax proceeds have increased by 14 percent. Through efficiencies, we have reduced our overhead costs for services we provide as a city. All of this in a nutshell shows that the City of Scott is in a solid financial position.

Many of you may ask, “How are we having all this growth and doing all these projects throughout the city and our cash surplus is growing?” We have been very fortunate over the past three years in procuring grants for city projects.

One example of this: $700,000 of the improvements at the intersection of Cameron and Westgate were paid for by the Louisiana Department of Transportation & Development.

Another example: an economic development grant for $1 million funded the water sewer and road improvements along the side of the Louisiana Plating & Coatings facilities.

I hope through my office’s aggressive diligence, we can continue to get more grants for our growing community.

Our accurate budget could not have been accomplished without the help of City Clerk Donna Jumonville. She has been doing a great job for the city in this capacity for many years. Also, the Scott City Council representatives need to be thanked for all their assistance in helping to make all this growth possible. It is their vote and cooperation that allow our community success. Thank you.

City Gets A+for Annual AuditAt Scott’s first Council meeting of the New

Year, Burton Kolder, CPA and his son, Brad, of Kolder, Champagne, Slaven & Company, LLC, addressed the chamber with the year’s results of the 2013 accounting audit. This report is presented each year. Actual versus budgeted revenues and expenses are reviewed as well as the general financial health of the City.

Scott had an outstanding report, with revenues on the rise and costs maintained at a level in line or better than expected.

Brad Kolder, who is following his father’s footsteps as a CPA (plus his JD) with the firm, addressed the utilities report. In this report he addressed utilities such as water, sewer, garbage and gas. As in years past, the audit recommends going up on the cost of sewer service but the city, realizing that the actual figures take depreciation into account when tabulating their profits and losses, again stands firm in keeping the city’s charges to its customers steady. Take out the depreciation and the service actually operates in the black.Overall, Scott was issued an unqualified opinion which is what every audited entity hopes to have. The accountant praised the city for its outstanding management and commended the Mayor and City Council for a “very healthy financial position.”

The actual audit is on display so that anyone who wants to look at the 92-page report can do so. Two copies are in the lobby.

Scott pharmacist Larry Hebert was honored at the January Knights of Columbus meeting. Hebert was honored for 32 years of service to the organization as its treasurer. It was a big surprise for “Mr. Larry.” He and his daughter Jo Ann Tanner are pharmacists who own one of the oldest pharmacies in the state. Larry Hebert has been working at Scott Pharmacy since he was a young man and the phar-macist Vianney Mouton inspired him to follow in his footsteps. The old pharmacy once operated under the Rexall Drug umbrella. It is located on the corner of St. Mary Street and the road that parallels the railroad tracks behind the Coffee Depot.

A tourism app, developed by Scott Ferguson, has been applauded by the Scott Historical and Genealogical Society (SHGS). Club president Dennis Carr said, “For a long time, history buffs in Scott have treasured their heritage homes and stories.” He notes that a map that pinpoints Scott landmarks has been posted in a kiosk by the Begnaud House (on Rue Benoit Patin). The app may complete testing as early as February.

The developer’s wife, Pat, helped SHGS complete the Scott edition of Arcadia Publishing’s America Series. The SHGS has announced that they are seriously considering a new book. Carr said of the year ahead, “We will work hard towards … another Scott book and other ideas.” This comment was made in the context of fundraising. Scott’s Boudin Festival Preparations Have Begun!The Boudin committee welcomes sponsors to help

The wintry mix of sleet and rain continued past noon when tempera-tures rose above freezing, then dropped again Friday night into the high 20s. CFMA wonders:Ready to win $50?

Le Chapitre de Lafayette presents a Mardi Gras dance at La Poussiere in Breaux Bridge that is sure to be a lot of fun! On Monday, March 3, for a $10 admission, patrons can hear Donny Broussard and the Louisiana Stars play some toe-tapping music. Hopefully everyone will be dressed for the occasion with a costume contest that pays the $50 to each winner for “The Ugliest,” “The Prettiest,” and “The Most Original” costume. The Cajun French Music Association is the same group that honors young people who master the language, learn and perform the music and continue the traditions of the Cajun Culture. They also hold the Cajun French music awards each year. Scott residents have a strong presence in the group and many have been and still are officers.

Nolan Dugas, Tribute honoree, will sing with “The High Performance Band on March 29.

Look for their 13th Annual Chapitre de Lafayette Tribute to Cajun Musicians Festival on March 29. Nolan Dugas will be honored at the event, finishing out the band set after the awards presentation at 3 p.m. He will sing along with special guests, The High Performance Band.

The Tribute event begins at 10 a.m. First up will be Junior Hebert and the Maurice Playboys from 10:30 until 12:30 p.m., then Ray Abshire and Friends from 1 until 3 p.m. Expect a lot of dancing, fun and food. Of course, there will be a cake walk and 50/50. What’s that? Go and find out! Admission is $8 or $15 per couple. Children ten and under admittance is free at La Poussiere in Breaux Bridge. 2014 MardI Gras royalsThe theme for this year is “Where the West

Begins” – which certainly adds tribute to the City of Scott. Both King Ares XXVI and Queen Athena XXVI have deep roots here!

Saints Peter & Paul School’s principal wears a new hat, or might we say crown! Yes, Dr. Robert Richard reigns as King for the Krewe of Olympus in its 26th year of Mardi Gras. Seems a little bit paradoxical, but he could usher in an even higher bar of honorability to the position of nobility. King Ares XXVI and his wife, Carla, moved to Scott from Breaux Bridge in 2009. His father was Valex, brother to the late JB Richard and Carla’s father was Lee Martin, brother to Noelie Provost who was Scott’s iconic teacher extraordinaire and historian into her 90s. The king has his master’s and doctorate from UL –

Lafayette. He worked within the LSU Cooperative Extension Services for many years, working closely with the Ag Center’s 4H. He became Sts. Peter & Paul School Principal in 2010.

Queen Athena XXVI Melina Marie Mouton teaches third grade students at L Leo Judice School. She actually attended L. Leo Judice as a little girl and was a student teacher, there, while working on her BS in Early Childhood Education at UL- Lafayette. She is the daughter of Robert and Connie Mouton, who joined the Krewe of Olympus last year after she served as a Royal Maid for the Olympus Silver Anniversary, and her best friend, Alayne Hollier, reigns as Queen Athena XXV. Melina said, “She [Alayne] told me I’m not the queen until she gives up her crown.” Melina added, “We’ve been best friends since we were babies in daycare. She’s in Oklahoma now and we stay in touch. She will be coming in for the ball.” That’s when the reign is passed, February 8.

Melanie also attended Westside and graduated from Acadiana High in 2007. She performed on the AHS dance team and was in the Academy of Performing Arts at LJ Alleman. She had been dancing at the age of three at Montez Boudreaux (Prejean’s) school of dance and transferred to Scott Academy of Dance when Montez closed her school. She’s been dancing there ever since and actually teaches at Scott Academy with Marguerite Fontenot. Melanie also was crowned as Miss Scott in 2005!

Krewe of atlantis presentsatlantis’ all-american Bandstand!

Queen Hera XVII, Butchie Arceneaux will be all a-glitter as she presides over the hot spot of the season with the likes of Dick Clark, an American icon. Who will do the honors? Royal Maid Helen Kennedy will represent the 50’s era and the good old days of poodle skirts, bobbie socks, James Dean and local favorites like Rod Bernard. Royal Maid Evette Lantier will be the 60’s girl when Elvis Presley and the Beatles, bellbottoms, and the peace movement were all the rage. Royal Maid Carolyn Cormier Stoute will host in the 70’s era when disco dancing captivated the spotlight and Royal Maid Gwen Hilburn storms the dance hall with the New Wave 80’s. All of this will be coming to Lafayette, live, from the Acadiana Hotel in mid February.

Reigning Queen Butchie Arceneaux describes herself as a home and garden type who loves to play games and have fun with her two grandsons, John Hudson Cullen and Emerson Paul Cullen, ages two and four. She is also member of the Krewe of Oympus with her husband, Frank. The couple has been attending Krewe of Olympus balls from the very beginning. They have clocked in as members for over 10 years.

2014 MardI Gras royalsOne of the first celebrations of the season, Scott’s SBA seems

to be on their game, every year, for Mardi Gras. This 2014 knows no different with King Alexander XVIII Phil Faul and his Queen Olivia XVII Suzette Duplantis. His Majesty Phil Faul is well known for putting Scott on the map for good places to eat when, in 2000, he opened the doors to Fezzo’s in Scott. He and his long-time friend/partner, Pat Borde, moved the Scott restaurant from the building on Benoit Patin to Interstate-10 early in the frontage road’s development. Rochetto’s Pizzaria opened in 2009 on the same stretch of frontage road extended to connect with Mills in 2008. Our king now serves on the Louisiana Tourist Commission and the Louisiana Restaurant Association – Acadiana Chapter. He’s been an active member of the SBA and has recently become a member of the Louisiana Conference and Visitors Commission.

Queen Olivia XVIII Suzette Duplantis makes it a consecutive reign for the Duplantis family sisters. Her parents, Suzette shares, were so overjoyed when her name was submitted – “Mom was beyond excited!” Suzette has a very close family and the thrill of

following immediately in the shoes of her sister? Utterly awesome! Suzette works for Hulco Printers in marketing and sales. Suzette graduated from University of Louisiana – Lafayette in 2001 with her BA in

Criminal Justice. Her plan going in was to complete the four-year program in two years and she did! She had moved to Layette for college and she immediately got a job in communication sales. She’s been in sales for Hulco for over 7 years! An interesting note is that Suzette met Phil through her work and they have been best friends for years! Suzette shares that King Phil gave her the okay to take the lead. With the ball behind us, they both ruled the night royally!

Southern Refrigeration, so he might be a hot pepper but he stays really cool. He has worked there for 20 years, having graduated from the Universal Technical Institute in Houston. Before then, he attended L. Leo Judice, Scott Middle and graduated from Acadiana High. Michele is originally from Mississippi. They have a grown daughter, Kayla Guidry, who has a little girl 3 and a little boy 2. They also have a son, Tyler Primeaux, age 17, who

is in the medical program at Lafayette High. Advey said, “I work a lot, but free time I like to go to the movies and spend time with the family.” He has been in the krewe for five years.

Queen Tee Seur Chaud VII Jackie Richard lives in Scott; she attended Ossun, Scott Middle and Carencro High. She works for Central Truck of Lafayette in their credit and accounting area’s collection division. She has two daughters, Paige 19 and Shelby ten. She commented on the fact that her daughters are being schooled by some of her very same teachers. Her son, Gavin, is six. Jackie likes to cook, ride horses in trailrides and “hang out” with friends and family. She shared that she is a three-year cancer survivor and asked about that, she said that her faith in God helped her through. “It’s hard but you just have to keep going,” Jackie said. “With the children and all, you just have to keep going.”

Jackie and Advey are both looking forward to the ball on February 1 at the Hotel Acadiana. The Queen added, “I love to dance!”

Acadiana Wreckin’ Rams Rack a Third State ChampionshipThe Rams rolled through town victorious on January

5 in frigid temperatures (for Scott) and following more extremely cold days between their win in the Superdome on December 17. The indoor game was a temperate change from the play-off game they won against the Wildcats, 35-7, in the Acadiana High Stadium. What excitement for the fans!

Their strength was confirmed beyond a doubt in the Superdome where the Wreckin’ Rams beat their scoring record and that of the LHSAA championship for points and rushing, downing Bossier City’s Parkway Panthers 77-41. Before the Panthers ever scored, the Rams racked 14 points. The Rams went on to break the half-time scoring record in the first half of the game and a total-score [<fix article and add hyphen] record as well. Additionally, the Rams set an LHSAA championship game all-time rushing record of 634 yards. Four Acadiana High players, brothers De’Edward Cormier #20 (quarterback/defensive free safety) and Edward Cormier #10 (tailback/defensive corner back), Donovan Soloman #28 and Elija LeDay #34 (both tailbacks) all drove over 150 years rushing! Edward Cormier finished the season with the Most Valuable Player award for the championship game.

One thing holds certain in this game and for all teams. No one person could win the game alone. Every member in a sport like football serves a purpose toward each and every goal. Kudos to every man and every coach, every teacher, parent and fan. The City of Scott rallied for a celebration at the Scott Entertainment Center after parading the team and supporters from the school with celebrity fanfare and police escort. The players and coaches were welcomed by the Mayor, Police Chief and other community leaders. School Superintendent Pat Cooper, PhD., also congratulated the school.

A presentation honoring the football team for their invitation into the MaxPrep National Tour of Champions was postponed. The Army National Guard will now visit Acadiana High on Thursday, February 13, to conduct the award.

Cub Scouts of Pack 451, according to City Engineer Mark Savoy, were enlisted by Mayor Morrison “to perform storm drain labeling as an educational tool to remind people about the connection between storm drains and local water bodies.” This will be an ongoing project for the scouts led by Scout Master Jenny Meadows. “This was our first service project for environmental conservation and it opened the door to a different concept of service for our scouts,” Meadows said. “Over half our active scouts participated and we look forward to joining with the City to do this again.”

With their role in the Storm Drain Marking Project, these scouts have earned the Conservation Good Turn BSA Award and were recognized and honored, along with their parent volunteers, at the Scott City Council meeting in December. The group of 22 placed over 100 markers in several Scott neighborhoods.

Dumping into catch basins is an illegal practice under City Ordinance 2007-9 whereby those cited can be fined $250 per day for the first offence up to $500 per day for repeat offences. This applies only to the City charges in addition to charges associated with State and Federal regulations.

Residents are encouraged to keep the basins clear of yard waste, debris and chemicals for the safety and welfare of Scott citizens and others. To learn more about the City’s ordinance, request from Scott City Hall the brochure: Storm Water Ordinance - Illicit Discharge into Storm Drains.

What a wonderful time of the year! Winter is almost over and spring is on the horizon. In the meantime we have the Mardi Gras season to add festivities and remove the gloom.

Our ball was spectacular as the Scott Event Center was transformed into a “MARDI GRAS MASQUERADE.” Our pageantry began with the SBA Board members and past Kings and Queens being presented. Next we recognized this year’s Parade Marshal, Troy Bergeron.

Our Royalty was dressed in their finest as we presented the Royal Court – King Alexander XVII Phil Faul, Queen Olivia XVII Suzette Duplantis, Maid Alexe’ Chiasson (Miss Scott) and Duke Chris Chiasson. Also, Maid Sydney Credeur (Jr. Miss Scott) and Duke Ron Credeur. Jesters were Devyn Chiasson and Sydney Boudreaux.

Now we turn our attention to the Mardi Gras Parade. Registration for the Parade will be held at First Turn from February 10 through 20. For any questions, please contact Mary Hebert at 984-7502.

The parade will be held on Sunday, February 23 at 1 p.m. This is a great time to bring the family to Scott for a family-oriented event. The committee works hard to make this parade one for the children in attendance as well as FUN FOR THE WHOLE FAMILY.

Soon we will be accepting applications for the SBA Scholarships to deserving High School Seniors in our community so be on the look out for this.

Looking back at the SBA Mardi Gras Evolution

The Centennial Celebration of Scott seemed to elevate the city in many ways. In preparing for the Centennial, the Scott Business Association (SBA) Mardi Gras made a step up in the regalia for the 2006 celebration Kenny Suire (husband of last year’s SBA queen and Queen Olivia XVIII’s brother-in-law) and Marlene Duhon reigned as the king and queen. The Centennial Committee leaders Donald and Bonnie Roger reigned in 2007. In 2008, the SBA held its first real Mardi Gras Ball when Carolyn Stoute and Russ Gun-ther reigned as the king and queen. Then in 2009, subsequent to all that historical research that ensued as a result of the Centennial, the SBA adopted the grand titles of King Alexandre and Queen Olivia for Alexandre and Olivia Delhomme, a historical couple emerging from founding fathers of the city. Scott’s only festival used to be the Founder’s Day Festival that was organized and sponsored by the local Knights of Columbus.

Students sang a tree song, made edible trees, did leaf and bark rubbings, read a story and discussed the importance of trees.

Atmos Energy Updates Gas MetersNew “Smart Point” transmitters are

to be installed in all Atmos gas meters throughout the State of Louisiana.

Technician Brent Somme shows how switching to the new technology only takes about 15 minutes. Somme said, “The new meters will send usage information directly to the Atmos offices.” This is accomplished through a licensed fixed-base radio network. With the change, we are less likely to see Atmos or any other personnel coming to our gas meters unless a problem is reported.

Somme said that approximately 300 meters are being switched out daily with the dispatch of nine Atmos fleet trucks. When he was approached, four trucks were making their way along a road in Scott.

chief'S DiSpatchFROM POlICE ChIEF ChAd lEgER – There were approximately 6,150,598 larceny thefts reported nationwide in 2012, 1,009 reported in Lafayette Parish and 177 reported to the Scott Police Department. Many of these thefts could have been prevented by simply locking the doors to your vehicle. Yes, I know, you feel safe at home and you should, but there is always a thief out there depending on your false sense of safety and that you don’t secure your vehicles, even in the daytime, but especially at night.

The point is, protect your belongings and avoid the hassle of canceling credit cards, getting a new driver’s license and all the other consequences of most thefts. Please take the time to lock your vehicles every time you leave them unattended at your residence or away. As an extra precaution, it might be wise to remove any valuables from the vehicle if they are visible from the outside; this could prevent a thief from breaking a window to take your belongings.

Do you know what to do if you see and/or hear an emergency vehicle approaching? LA RS 32:125 states the following:

Upon the immediate approach of an authorized emergency vehicle making use of audible or visual signals, or of a police vehicle properly and lawfully making use of an audible signal only, the driver of every other vehicle shall yield the right-of-way and shall immediately drive to a position parallel to, and as close as possible to, the right-hand edge or curb of the highway clear of any intersection, and shall stop and remain in such position

FROM FIRE ChIEF ChAd SONNIER – The Jason Simon Memorial Competitive Drills is held annually to encourage firefighter fitness and demonstrate the profession’s rigorous tasks preformed to protect the public. Competitors race head-to-head, wearing “full bunker gear” as they simulate

the physical demands of real-life firefighting. They perform a linked series of five tasks hoisting hoses, chopping, dragging hoses and rescuing a life-size, 175-pound “victim” as they race against themselves, their opponent and the clock.

The event will be held at Paragon Casino Resort, in Marksville, on April 12 at 9 a.m.
