FEVER Fire departmentunder threat>> Lack of money is theprime cause and staff isfewer than four

THE Umdoni Municipality’s Fire Service,which has responsibilities for fightingfires over an area stretching for about

80 kilometres on a north-south axis along thecoast andup to about 60 kilometres inlandhasan operating staff of four.

In fact, the staff is fewer than four as thisincludes the chief superintendent whoseprimary tasks are primarily administrativeand several of the other members arephysically below requirements.

These facts were disclosed by the head ofemergency services, Superintendent AlanGovender at a portfolio meeting last week.

Lackofmoneyistheprimecausebutthattoohas a history.

Umdoni was induced some years ago toenter a shared service system whereby itprovides a fire service for itself, Ugu,

Umzumbe and Vulamehlo municipalities withthe costs shared between them

The meeting was told that in terms of thisagreement,UguowesR1,3 million fromwhichit is offering to pay about R634 000 while Um-zumbe if offering R600 000 of its R654 000.Taking all debts into consideration CouncillorEdwyn Baptie estimates that Umdoni is facinga shortfall of about R2,5 million.

A promising effort to build up its resourceswith five new trainees has had to be curtailedfrom 31 May because the short-term fundingfrom Cogta is expended.

AsGovenderexplains,thisleavestheserviceincapable of servicing the full area or to meeta significant emergency.

Departmental HOD Lingiwe Shange notedthat thesecircumstanceshavealsodentedstaffmorale. She said the departmentwas attempt-ing tomeet the challenges by foregoing certaincapital items, but this presented some proce-dural problems and was a short-term meas-ure.

It was agreed that efforts must be made toget additional staff, with the trainees as themost logical source. It was also agreed to urgeExco and council to seek a sustainable andadequate service. Baptie suggested Umdonilook at “going it alone”.

SEVENTY-FIVE-YEAR-OLD Jean Munro re-cently survived a terrifying ordeal when shewasrobbedathercottageonanElysiumgatedestate complex.

Living on her own, she had overslept andat about 7am she hurried to let her two dogsout. They ran off into the estate and Jean fol-lowed them to the back to set up the washingmachine.

She returned minutes later and as she en-tered the door, she glimpsed movement fromher bedroom. Before she could respond, twoyouths rushed to her, the one grabbing her bythe throat and waving a knife under her eyeand the other gesturing with a knobkierie.

“They shouted ‘give us cellphones andmoney’.

“I told them Ihadneither althoughmycell-phone was around my neck under my night-gown.”

Jean had a container with cheap sweets inon the counter and the youths found them.

“They couldn’t get them into their pocketsfast enough.”

Thedistractiongaveher agapof hope. Sheknewherbedroomdoorkeywason the insideand gambled on getting there before they did.Bravely, she dashed to it and slammed andlocked the door. She set off the alarm andphoned a neighbour who arrived quickly, bythentheintrudershadfledandherhorrorwasover.

Later, she and the neighbour followed thefootprints and trail of dropped sweets almosttoMtwalume.Shealsofoundthatherbag,con-taining money and documents, was missingfromher bedroom.There had clearly been anaccomplice to whom they had passed the bagthroughawindowbeforeJeanreturned to thehouse. A guard on the beach had spotted themen and chased them and they had droppedthe documents, but kept the money.

Jean commended the Hibberdene policefortheirdedicationintheinvestigationtodate.

“It was an amazing confluence of events. Iwas out of the house for barely five minutesand those guys got across the razor-wiredboundaryfence,spottedmyopendoorandgotin. It just shows that you have to be aware allthe time.”

PADDLE Out for Sharks, a Scottburgh-basedinitiative that began in 2013with the objectiveof bringing together marine life lovers to “pad-dle out” to raise awareness of the plight ofsharks, tookonanewdimension foraToti cou-ple recently.

Paddle Out for Sharks organiser KarenWadsworthhadmorecause to celebrateWorldOcean’s Day on 8 June when her boyfriendStephen Borain, also from Amanzimtoti, pro-posed to her at the end of the Paddle Out forSharks ceremony just off backline at Scott-burgh main beach on 8 June.

Speaking to the Fever,Wadsworth said theproposalwas a completesurprise,butshesaidyes, and is incredibly excitedandexperiencingan indescribable feeling of joy.

“It is special in more ways than one — firstof all he is not a public speaker and herehe went out of his way, in front of everyone, tomake me feel special.

“It was also on our one-year anniversary aswemetat this event last year, andbecause con-servation is close to our hearts, it just makes itso much more special.”

Town, Gansbaai, Hermanus, Mossel Bay,Knysa, Port Elizabeth, Port Alfred, EastLondon, Port St Johns, Shelly Beach, AliwalShoal, Durban and Ponta de Ouro in Mozam-bique.

THE Illovo landfill site, which will cater for the south-ern regions of the city, was unveiled last week.

The site in lower Illovo has been constructed to ac-commodate waste generated by residents and busi-nesses. The site has a footprint of 52 hectares witha buffer of some 190 hectares and has a value ofR17 million.

The new facility, being the first of five landfills theeThekwini Municipality is developing, will be fully so-lar powered and has a water recycling system.

Council speaker Logie Naidoo said that eThekwiniwants to be a leader in eco-friendly waste disposal.

“We want landfill sites to be of an internationalstandard and these landfill sites must be eco-friendly,community and environment friendly and must begreen in nature,” he said.

When the Fever visited the site in November withToti Conservancy chairman Laura Taylor she said thelandfill site is needed and welcome in the area. Theclosest landfill site is in Springfield Park.

UMDONI’S Humberdale site committeehas started the countdown towards theopening of phase 2 in 2018, barely a yearbefore the current phase 1 is scheduled toreach final capacity in July 2019.

Mike Holiday of Andrew Vogt Consult-ing, site manager, points out: “It is a movingtarget and we need to have a meaningfulbuffer for any eventualities. Recycling willbe an integral part of phase 2, addingfurther variances to our calculations.”

R10 million in funding has been securedfrom the Department of EnvironmentalAffairs. Construction is scheduled to startin May 2016 and finish in April 2018, leavingfour monthsforfinalauthorisationofcom-mencement in August 2018.

DISCUSSIONS on specific mu-nicipal development projectsin Umzinto’s CBD were

brought to a halt by the question“should we be developing there atall, given that the area is a floodplain?”

The occasion was an Umdoniportfolio committee meeting onMonday 2 June and the questionwas posed by Umdoni’s municipalhousing manager Sbo Zamisa.

Itwasnot the first time ithasbeenasked.

The previous Umdoni municipalmanager, DD Naidoo, asked thisfollowing the massive damageinflicted by stormwater over a mid-December weekend in 2012 whicheffectively destroyed the vehicle

testing centre and threatened theCBD.

At the time, councillors and sen-ior officials supported the sugges-tion, arguing that the logic andprac-ticality of pursuing such projectsshould seriously be considered.However, the issue became politi-cised, particularly a suggestion thatthe testing centre be relocated out ofUmzinto altogether.

Since then, contracts worthhundreds of thousands of rand have

been awarded and work has beendone to restore those projects inUmzinto’s flood-plain area. Now,Zamisa is questioning it again andsenior councillors agree that theconcept should be explored.

The problem is that the UmzintoCBD, which is best suited for devel-opment, is a proven flood risk.

Zamisa suggested that moving anumber of municipal facilities tohigher areas suchas theFarm Isontiarea would be beneficial from

several points of view, not least itsproximity to sources of labour.

Council opposition leader EdwynBaptieagreedthat“aproperstudyofUmzintoanditsprecinctsneedstobedonerather than focusingour futuredevelopments efforts on the Scott-burgh area”.

He added that Cogta should beconsidered as a possible source offunding. Deputy mayor Oscar Zamaagreed that theconceptbediscussedby Exco.

River bankbecomesdump site

AS if the Amanzimtoti River is notstruggling enough, it came to lightduring the recent river clean-up thatit is being used by certain CBD busi-nesses to dump their rubbish andrubble in.

The owners and members of theCombatCoaching.com gym in theCBD carried out a clean-up in theriver a week ago and conducted asecond clean-up over the weekend.

“This is our town and we have tolook after it. The river is strugglingenough as it is, it doesn’t needthoughtless people to destroy itfurther,” Aileen Swanepoel fromCombatCoaching.com gym said.

TheFever visited the river bank inthe CBD along Commercial Road lastweek and found it to be in a terriblestate.Buildingrubble,whichappearsto originate from renovations insideof one the business premises wasdumped next to the river, with someof it in the water itself.

Uponinspectionoil-soakedcloths,oil filters, old broken windscreens,broken glass and tyres were alsofound.

Cllr André Beetge went to inspectthe area and agreed that businessowners should not be dumping rub-bish there.

“We all have to be responsiblecitizens and responsible businessowners for our town to flourish. Iwant to remind everyone that weneed to work together in order tomake things work in our town— notagainst each other,” Beetge said.

Although most of the rubbish hasbeen cleared, Amanzimtoti businessowners should be aware that if theyarecaughtviolatingthemunicipalby-laws by conducting illegal dumping,they will face hefty fines.

Editorial commentGood, bad and sportyFIRST things first – Father’s Day is upon us andthe Fever wishes all father, grandfathers, step-fathers or men who care for others a happyFather’s Day.

Next is the bad and messing with the envi-ronment as in our river-dumping story falls intothis category. I heard recently of a man whoflicked a cigarette stompie out of his car window

and a huge section of the veld caught alight. Wehave to take care of planet Earth or else it won’ttake care of us as has been seen in the changingweather patterns.

“Victory again for local MMA fighter” entersthe sport category as does the school sportingachievements. Sport brings out the best in a per-son and keeps the youth off the streets.

Ruling party —apathy, nepotism,corruptionDOES anyone else have concerns about the SA justicesystem? It seems to me that if you are a member ofthe ruling party, are a very dodgy character or are wellheeled you can become Teflon-coated.

Remember the Travelgate epic? Did anythinghappen to the guilty MPs and the travel agents? Arethey all still in there jobs?

We had a president’s financial benefactor foundguilty of bribery — now found on a swish golf course.

We have the head of the IEC accused of rentingoffices outside due process. Our police chiefs have ac-quired quite a reputation for having dodgy pals anddoing business while ignoring proper procedures —are any of them in jail I wonder?

The wife of a minister of intelligence was foundguilty of running a drug-import business — withoutsaid ministers knowledge. Hey?

There’s the tubby “tender” lad who is in Parlia-ment even though he doesn’t qualify because heowes Sars a lot of loot.

A minister of something or the other found guiltyof taking her “shoe-buying squeeze” on “iffy” officialtrips. I know she apologised, but nothing resolved.

A past deputy president using SAAF transport togo to Dubai to “look at cranes” over Christmas withfriends and family. Some minor official spent taxpay-ers’ money on vast amounts of fast food and saidshe was entitled. What happened — was anythingrecovered?

And the bloke who built the collapsing mall inTongaat — what’s happening — is the ruling partygoing to stop accepting his contributions?

And so many “crimes” have been perpetratedthrough incompetence, ineptitude, stupidity,neglect, ignorance and greed via the appointmentof “jobs for pals” that it’s a wonder the country is notfinanciallyaswellasmorallybankrupt. Over700cas-es pending for all sorts of fiddles. Strewth.

I’m tired now — the list is endless …If that’s not enough we have had members of the

bench apparently being appointed because of theirpolitical allegiances and/or sympathetic approachto elitism. It does make one wonder if the truth isseen as a “transient and pliable concept”.

And the latest find is that the public prosecutorhas a criminal record — do any of the president’s palshave a clean record?

An acquaintance of mine thought ANC stood forApathy, Nepotism, Corruption. Where he got thatidea from is anyone’s guess. Not from Nelson Mande-la, that’s for sure.

Being rich is also quite an advantage. There’s acourageous, previously admired athlete now beingmentally assessed as to why he shot his girlfriend.So what, he still shot and killed her.

Another rich bloke imported from the UnitedKingdom who is accused of having his wife killedwhile on honeymoon — he is also being mentally as-sessed. Anoperation to crackdownon illegal busi-ness in the Durban CBD was conducted onThursday 5 June as part of the “Clean andMaintainMyCity Initiative”,which isaimedattackling issues including by-law infringe-ments, derelict buildings, litter, pollution andsocial ills. The municipality warns however,businesses inAmanzimtotiwill also be scruti-nised.

The municipality’s head of developmentplanning, environment and managementunit, Musa Mbhele said six owners of illegalpanel-beating businesses were given finalwrittennotices to shut down their operations.

“The business owners were required toproduceevidence that their businessesare le-gal, failingwhichthosebusinesseswillbeshutdown. If theypersist inoperating illegally theycouldbeprosecutedorarrested,”saidMbhele.

Themunicipality also reserves the right topursue an application in the high court interms of an urgent prevention rrder, whichmayresult inheftyfinesissuedtoillegalopera-tors and negligent landlords.

The illegal operations include spray-paint-ing operations, servicing, fitting, panel beat-ing and mechanical repairs.

A penalty in the form of either a fine or im-prisonment for a period not exceeding fiveyears,orbothcouldbehandeddowntooffend-ing operations.

Summons amounting to R5 000 may beserved and this excludes the institution of anillegalratecodeonthepremiseswhichmaybeequivalenttoaratingoffivetimesthestandardrating.

Panel beaters who have been given noticeto shut down have 30 days to make a writtenrepresentation to the municipality on howthey will comply.

It must be noted that panel-beating busi-nesses may only be run in an industrial zoneand themunicipalitywill notacceptanyappli-cations for such in a residential zone.

The municipality’s spokesperson ThaboMofekeng said the operationwill be extendedto other areas within the municipal bounda-ries.

“The “Clean and Maintain My City Initia-tive” will also focus on illegal panel-beatingbusinesses inAmanzimtoti, Pinetown, Isipin-goandotherareasandshutdownshould theybe found to be operating illegally,” Mofekengsaid.

Behind these observations lay asaga of management lapses andoperating deficiencies, many ofwhich surfaced in the finance andadministration reports althoughsome started elsewhere too.

Road repair contracts totallingsome R8 million had been awardedtoonecontractorwhowasseen tobe

literally treating the surface ratherthan the underlying causes.

A proportion of municipalvehicles had non-functioning

odometers — coincidentally orotherwise — and many vehicleswere in a state of disrepair.

A tipper truck, reported to have

used R64 000 of diesel had noodometer while another soaked upR53 000 diesel standing idle in theworkshop.

Ruling party members were alsocritical of failures, including MayorSiyabongaKhwelawhocommented:“Iamreceivingcallsfromallover,be-tween Freedom Park to Mtalume.”Road repairs, street lighting andverge cutting were all cited as areaswhere service delivery was lettingthe side down, often due tosupervisory and managementdeficiencies.”

Suchviewsledthediscussionintothe old argument of preference forin-house staff over outside contrac-tors to deliver the services.

Whileno resolutionwas reached,it appeared that consensus wasswinging towards the in-house staffoption,buteitherway“managementhas tostepupsupervisionandmoni-toring of performance”.

ETHEKWINI mayor James Nxumalorecently returned from a three-daytriptoDurban’ssistercityLibrevilleinGabon.

The mayor was accompanied by,among others, the president of theDurban Chamber of CommerceAkash Singh, Cllr Mthunzi Dlamini,head of international and govern-ment relations Eric Apelgren andother officials.

The trip was a follow-up on thetwinning agreement signed betweenthe two cities when deputy mayorNomvuzoShabalala visitedLibrevillein 2012.

“Our aim was to make the agree-ments reached in 2012 practical andtomakesurethattheyareimplement-ed,” said Nxumalo.

Five areas of co-operation wereidentified, including waste manage-ment and recycling, infrastructureupgrade, especially sewage andstorm-water drainage systems,climate-change adaptation, localeconomic development and townplanning and human settlements.

“The city of Libreville has identi-fied the abovementioned areas asareas theywill want us to assist themwith. They have challenges of ageinginfrastructure and climate-changeadaptation because our cities are allvulnerable to the impactof thechang-ing weather patterns. They’ve heardaboutourwork in thisarea.Theyalsohave a challenge of unemploymentwhich stands at about 30% and theywant to learn fromus how to developthe informal sector as one way offighting poverty,” he said.

“In ourmeetingwith theLibrevillecouncil theyalso invitedotherdistrictmayors and it looks like our twinningagreement with Libreville could endup expanding to othermunicipalitiesin that country.”

Nxumalo said that the DurbanChamber also had discussions withtheir Libreville counterparts wherethey exchanged information on in-vestment opportunities in both cities.

The eThekwini delegation andrepresentatives from other parts ofSouth Africa, also participated in the20 years of democracy and SouthAfrica Week celebrations, organisedby the SA embassy in Gabon.

FRUSTRATED and angered by the“unbelievable saga of incompe-tence” displayed at Ugu’s DolphinDrive sewage pump-station debaclein Pennington, residents are de-manding their road back.

A group, which gathered at thesite on Tuesday 3 June, told theFever: “We’ve givenupon themoverthe pump station, but we want to beable to move around our suburb aswe could until October 2012 whenthey closed the road, ostensibly for10months tobuild thepumpstation.

“We’d also like the foul smell thatwe’re forced to live with removed.

“We were told that things wouldstart to happen after the election.That isalreadyoveramonthagoandthere is nothing to show for it.”

Gary Engelbrecht from OysterRoad calculated roughly that he hasdriven an extra five kilometres a day

since the project started— a total ofabout 2 500 kms.

“And, to what purpose? Theproject not only has not started — itis behind where it was because now

It is celebrated in Canada, the United Kingdom, andthe United States on the third Sunday of June. It is alsoobserved in countries such as Argentina, Canada,France, Greece, India, Ireland, Mexico, Pakistan, Singa-pore, South Africa and Venezuela.

In Australia and New Zealand Father’s Day is on thefirst Sunday in September. In Thailand it is celebratedon December 5, which is the birthday of the country’sking. Brazilian dads are honoured on the second Sun-

day of August.On Father’s Day many people make a special effort

for their fathers or father figures. Some people visittheir fathers, while others give cards, flowers or othergifts, such as clothing or sporting equipment or luxuryfood items.

Father’s Day is a relatively modern holiday, so dif-ferent families have different traditions. Father figures can include fathers, stepfa-thers, fathers-in-law, grandfathers, great-grandfa-thers and even other male relatives.

There is a greater awareness of Father’s Day eventsin metropolitan cities and bigger towns due to thegreater exposure of people to the western cultures inthese areas.

In Mexico Father’s Day is referred to as Día del Pa-dre, where many families get together, prepare mealsand distribute gifts to fathers or father figures. InSouth Africa, many social and cultural societies hostFather’s Day celebrations to stress the important roleof fathers in nurturing children and building strongersociety.

Father’s Day is not a federal holiday in most coun-tries, with exception to Thailand because it falls on thesame day as the King’s birthday, which is a public holi-day.

There are some suggestions that the idea ofFather’s Day may originate in pagan sun worship.

Some branches of paganism see the sun as the fatherof the universe.

The June solstice occurs around the same time ofyear as Father’s Day so some people see a link betweenthe two.

The idea of a special day to honour fathers and cel-ebrate fatherhood was introduced from the UnitedStates. There, a woman called Sonora Smart Doddwas inspired by the American Mother’s Day celebra-tions to plan a day to honour fathers.

In the U.S., Father’s Day has been celebrated in Junesince1910.ThecelebrationsintheUnitedKingdomandother countries are thought to have been inspired bythe American custom of Father’s Day.

This is in contrast to Mother’s Day, which has a verydifferent history in the United States and the UnitedKingdom.

5. Fixed and final date for the annual payment of the Assessment Rates for the 2014/2015financial year is Tuesday, 30th September 2014, after which penalties which shall be cal-culated at the lending rate as at 01 July of each year, will be levied. Winter cyclingdelightSO winter has definitely found us. The Toti cyclistswent out this weekend, braving icy temperatures, butbeautiful clear African skies.

The mountain bikers met at Illovo at 6.30am onSaturday in a very cold wind, but all bodies were warmby the time we reached the top of the first hill. A niceroute along the district road gave us 40-odd kilo-metres of good training.

Sunday was a glorious day of riding at Virginiatrails, where the groups did a nice fast non-stop rideof 45kms on good track. The ride only started at 9am,whichallowedthetemperaturetowarmup.Theriderssat down with coffee and a chat with Pete Stainbank,owner of Virginia farm, after the ride.

The next race that has been earmarked as a clubrace is the Baynesfield race on 15 June. This is lookingto be a great race to enter and hopefully we will see

a large number of orange jerseys on the track.The road guys went out at 5.30am and did the

Bluff route. luckily there were no punctures this week.There are excellent road-training rides that start

at Engen in Rockview Road at 5am, Tuesdays toThursdays, and an easy coffee ride every Friday at thesame time.

The club is holding its annual race “The Toti 69er”on 13 July. Information is on the Toti Cycle Club web-site.

Please could club members make themselvesavailable to marshal this race. It is the knowledge ofthe riders marshalling that makes our race safe.
