With Reference to Letter No. S-18011/5/2017-SBM daled 07.06.2017. the Ministry of Drinking Water and Sanitation (MoDWS), have deployed Six Zila Svvachh Sharat Prerak (ZSBPs) to support the districts in implementation of LSOA in Bihar.

The MoDWS in association witb the Tata Trusts, have recently launched the Zila Swachh Bharat Prerak (ZSBPs). who would be deputed to the districts as a full time dedicated resources to help the Distl"ict to manage and scale up the implementation of Swachh Bharat Mission Gramin.

Considering tbe requirement of the Mission and priority of the district. the Preraks have been allocated the following districts:

As you may be aware, Ministry of Drinking Water and Sanitation, in associa ion with the Tata Trusts, recently launched the Zi la Swachb Bharat Prerak (ZSB P) in itiati \Ie.

The professionals called "Zila Swachh Bharat Preraks (ZSBPs)" would be hired on the payroU of the Tata Trusts and would be deputed in tbe dist'ict '0 SUPP0I1 SBM-G_lSBPs will bring in fre-sh ideas, energy and enthusiasm to the Mission, and help accele -ate the path to an ODF India-_ Some of the key tasks, VI'hich the lSBP is supposed to pertonTI are attached at Annexure 1.

Zilla Swachh Bharat Prerak Job Brief:

The Zilla Swachh Bharat Prerak is a key resource of Ministry of District Water and Sanitation, Government of India, and assigned to District Magistrates to support implementation of Swachh Bharat Mission in the Districts. The Zilta Prerak wiil faci1itate a variety of program management, managerial and administrative tasks towards making the District Ope Defecation Free and to achieve the SBM Objectives. The Zilla Prerak will help the Distric~ administration in planning and organising programs and activities towards improved implemen,ation of S8M. The Zilla Prerak reports to the District Magistrate and has interface with the State Mission Director and S8M Mission Director at the National level.

The Key Result Areas of Zilla Prerak include:

ZiHa Swachhata Plan

Zilla Swachrlata Plan is the Pian of the District prepared in consultatio with key

stakeholders of ti e S8M program in the District taking Into account the resources (natural,

human a d financial) avai,abie and covenng the sectoral activIties and schemes needed to make the district open defecatIon free and to achieve the objectives of S8M in the Dismct

The S8M r,as a prescribed template for developing the Zilla Swachh Sharat Plan.

A good Zilla Swachhata Plan shouid have the following:

• District profi1e- detailing the No of GPs, Villages, Schools and Aanga, wadis etc, ane

the coverage status

• Target date for the District to ~ecome ODF

• Sanitation Coverage Plan

• Village ODF Plan

• Plan for construction of toilets In village institutio ,s- schools. Angamvadis etc

• BCC and Capacity building plan

• Details on IEC spending- w' at as bee. spent and plan for the ,'Ea

• Details of personnel Involved j j pierT,entatlon of S8M J the Distnet

• SLWM Plan

• ODF sustainability Plan

• Toilet Technology promoted in the District

• Details of Swachhagrahis eXisting in the District

• Details of Masons available in the District

• Convergence plan vvith o·her departments

The Zilla Prerak shou'd assess the status of development of Zma Swachhata Plan in the

Dis riet. If prepared, it should be reviewed to see that the pian has all the necessary

information in different sections and presen'S the rea! plan and intent of the District If the

Zilie Swachhata Plan is not prepared, then the ZP will immediately Initiate the process of developing the Zilla Swachhata Plan.

Geo Tagging of Assets Created andeT SBM:

Geo tagging of all assets created under S8M IS mandatory and also a top priority of the

Ministry Geo tagging involves takfng pictures of the toilets built in the viliages along with their latitude and longitude details and uploading It. The Ministry has issued directions to ail

the States and Districts to complete geo tagging of all toilets by 30 th April 2017 The ZP on landing In the District will:

• Assess the status of geo tagging in U-Ie District and identify reasons for lag, if any

• Will prepare a daily schedule for geo tagging ensuring that all the untagged toiiets get

geo lagged by 30m April 2017.

• Will mobilise a team for geo tagging With support from the DM and the Officer of the

Department responsible for implementation in the District

• Will orieGt the team on the geo-tagging process with support from the Officials -of the District involved in Implementation of S8M and responsible for training on geo tagging.

• Ensure that the Team involved in geo tagging has the mobile app that is iJsed for geo tagging

• Monitor the daily target of geo 'agging and inform the OM of any variance from the plan

• Provide regular updates to MoOWS through the Microsite developed for the ZPs

ODF Verification

Nearly 200,000 villages have been declared free from open defecation since the launch of Swachh Bharat Mission. I' is urgent and important that the district has a mechanism and plan for verification of declared ODF Villages. MoDWS has a protocol for verification of ODF Villages (which IS annexed) for verification of ODF Villages The ZP will:

• Take a stock of number of villages declared ODF so far

• Take a stock of the verification mechanism existing in the District

• Will develop a verification plan In consultation with the OM and the Officials working on S8M in the District

• Will organize an orientation on the ODF verification guidelines for people/teams involved in ODF ver"ificatlon

• Will develop a schedule Tor ODF verification and monitor its implementation

• Will put up exception reports every week to the OM for his/her perusal and actioll

• Will support the District Magistrate sign the ODF Declaration Form on the District becoming ODF

Use of Aadhar Card and Direct Benefit Transfer to Users

MODWS has made use of Aadhar Cards and direct benefit transfer mandatory for transfer of incentive money to the Users who have made toilets. Instructions to this effect have been issued by the Ministry to the States and Districts. The ZP will·

• Take a stock on the use of Aadl,ar card and D8T in the District

• Work With the OM and the Department responsible for ;mplementatlon of S8M i, the District to organise orientation program on the use of Adhar card and 08T

• Identify issues with use of Adhar card and DBT in the DiS,rict

• Help the department create checks and balances so that no incentive is processed without use of Adhaar Card and bypassing DBT

Learning and Documentation

Learning and documentation is an essential component of S8M, The ZP is expected to support documentation of best practices and cross learning in the District. The ZP towards learning and documentation will:

• Take stock of the learning and documentation arrangements in the district • Will develop in consultation with the DM and the Department a learning

and documentation agenda for the district

• Support Documentation of best practices using templates in the Swachhata Sangrah and sharing them widely

• Organise periodic reviews, workshops and lear.ning events to review the strategy of the program in the District

• Participate in learning events, after action reviews organised by the MoDWS; State S8M team
