Every international transfer of a minor player;
Every first registration of a minor player who is not a national of the country in which he/she wishes to be registered for the first time;
Both male and female players;
Applicable to:
Both professional and amateur players, and association football or futsal.
Definition no. 11 of the Regulations
Minor player: a player who has not yet reached the age of 18
Art. 19 of the Regulations
FIFA does not permit the international transfer of players under 18 or the first registration of a minor in a country of which he/she is not a national
Step 1: International transfer of a minor MAIN PRINCIPLES

The parents of the player moved for reasons not linked to football or the player is moving for humanitarian reasons accompanied by his parents.
The player is over 16 and is moving within the territory of the EU/EEA or between two associations within the same country.
Both player and club are within 50km of their common borders and the distance between the two is less than 100km.
The player is registering for the first time and has lived continuously for the last five years in the country of intended registration prior to this request (“five-year rule”).
The player is an exchange student undertaking an academic programme abroad.
The player is moving for humanitarian reasons without his parents.

Article 2.2: A professional is a player who has a written contract with a club and is paid more for his
footballing activity than the expenses he effectively incurs.
All other players are considered to be amateurs

Confidentiality
• Keep all data obtained based on access to TMS strictly confidential
• Take all reasonable measures and apply highest degree of care in order to guarantee at all times complete confidentiality
• Use confidential information exclusively for the purpose of accomplishing player transactions in which they are directly involved
(art. 3.4.1 of Annexe 3)
Authorised access to TMS
• Only authorized users have access to TMS
• Select, instruct and control the authorized users with the highest possible care
(art. 3.4.2 of Annexe 3)
Liability
• Associations and clubs are liable for the actions and information entered by their TMS Managers
(art. 9.1.3 of Annexe 3)
