1 DERWENTWISE Monitoring and Evaluation Framework 2015-19 1. Agreeing an Evaluation Framework for DerwentWISE What is success? Evaluation is a measure of success. Achieving this is only possible if we first have an agreed view of what success looks like. How do we know that a project is successful? How do we know if it is not? Clear indicators must be agreed which projects can use to demonstrate success or otherwise. “Evaluation is to determine the importance, effectiveness or worth” www.freedictionary.com Identifying success criteria/indicators. Success indicators must evidence that change has occurred (not just that the project has taken place). For example, a project may deliver 5 training sessions. The indicator of success is not just that 5 sessions have been delivered, more importantly it is that trainees learnt something new and were able to use this new learning. Similarly, creating new access routes is only really successful if there is evidence that more people use the site. Equally, number of hectares of woodland cleared/restored is only a partial measure of success; the true success of the project will be when new ground flora is established and other biodiversity improvements (although this may take longer than the project duration to achieve). This can also be understood as outputs and outcomes (see figure 1 below). Agreed success indicators for the overall DerwentWISE programme and for each project are shown below. Progress against these will be presented in an interim and final report. Monitoring and measuring success. The success of DerwentWISE will be measured using both quantitative and qualitative methods. Quantitative records are already kept by project staff as part of ongoing project monitoring. These records will provide ‘headline’ figures and statistics to inform the evaluation. These records will include number of sites/hectares improved; number of volunteers/participants; number of website hits; quantitative feedback questionnaires; photographic evidence of achievements. Qualitative records will provide evidence that success measures have been achieved (but they will not begin to assess how often this has/has not happened). Qualitative records tell a story. For example, a family that has taken part in an event and then been inspired to feed birds in their own garden, become DWT members and volunteer within their local community is a great success story, even if there is no feedback from other families at the event. Qualitative records could be in the form of anecdotal comments, project staff observations, social media interaction, Tumblr contributions, photography, film etc. Suggested evaluation questions and approaches are appended. These will also be available as a toolkit which can be developed and added to throughout the project. 2. Agreed outcomes and success criteria Overall success criteria and evaluation themes have been identified. These apply to the project as a whole and throughout the evaluation period information will be collected which will evidence these success criteria.

Identifyingsuccesscriteria/indicators.Successindicatorsmustevidencethatchangehasoccurred(notjust

thattheprojecthastakenplace).Forexample,aprojectmaydeliver5trainingsessions.Theindicatorof

successisnotjustthat5sessionshavebeendelivered,moreimportantlyitisthattraineeslearntsomething

newandwereabletousethisnewlearning.Similarly,creatingnewaccessroutesisonlyreallysuccessfulif

thereisevidencethatmorepeopleusethesite.Equally,numberofhectaresofwoodlandcleared/restoredis

onlyapartialmeasureofsuccess;thetruesuccessoftheprojectwillbewhennewgroundfloraisestablished

andotherbiodiversityimprovements(althoughthismaytakelongerthantheprojectdurationtoachieve).

Thiscanalsobeunderstoodasoutputsandoutcomes(seefigure1below).AgreedsuccessindicatorsfortheoverallDerwentWISEprogrammeandforeachprojectareshownbelow.

Progressagainstthesewillbepresentedinaninterimandfinalreport.

Monitoringandmeasuringsuccess.ThesuccessofDerwentWISEwillbemeasuredusingbothquantitative

andqualitativemethods.Quantitativerecordsarealreadykeptbyprojectstaffaspartofongoingprojectmonitoring.Theserecordswill

Suggestedevaluationquestionsandapproachesareappended.Thesewillalsobeavailableasatoolkitwhich

canbedevelopedandaddedtothroughouttheproject.
