Region-wide forecasts suggest2013 will be “the year of thekokanee” in the Inland Northwest.

Dworshak Reservoir in Idaho andLake Koocanusa in Montana areproviding their best fishing in yearsfor kokanee of very pleasing sizes.

Lake Pend Oreille is open forkokanee fishing for the first timesince 1999 and Priest Lake’s fisheryappears to be reviving.

Mountain snowpack is nearnormal or less, indicating that fewerfish than in recent years are likely tobe flushed over dams and out ofreservoirs such as Lake Rooseveltand Dworshak during spring runoff.

That’s just the beginning of thegood news for silver specialists.Here are the details.

Dworshak Reservoir’s kokaneefishery surprised anglers in 2012, asnotoriously small kokanee finallyshowed some size. The fish weregrowing to the 13-inch range inresponse to the nutrientenhancement project Idaho Fishand Game and the Corps ofEngineers have been conductingsince 2007 to make up for the lackof feed in the reservoir’s clearwaters.

This year – depending onoverwinter survival that has yet tobe determined – biologists expecttwice as many 2 year-old fishreaching even heftier sizes.

“The fish anglers are catchingright now are running about 10-11inches long,” Andy Dux, IFGbiologist, said last week. “Theyshould be 12-15 inches long by thissummer and be abundant enough toprovide good catch rates.”

The trick at Dworshak is to followthe fish, which progressively movefarther up the 54-mile reservoirduring summer toward their fallspawning areas, Dux said.

In spring, most anglers launch atBig Eddy near the dam since thefishing is best in the lower reservoirupstream for about 10 miles.

In summer, more anglers willlaunch at Dent Acres recreationfacility 13-miles upstream from thedam to get into the good fishing.

Lake Pend Oreille, suffering adecade of decline, hit an all-timelow in 2007. But the lake’s kokaneepopulation has been steadilyincreasing to a level higher than atthe end of 1999, when kokaneefishing was halted.

With predator fish apparentlyunder control, Idaho officials havereopened kokanee fishing for thefirst time in 12 years. The seasonopened Jan. 1 with limits lower thanat other lakes.

“We haven’t received manyreports yet, but the fishery is thereand we’re glad to see it buildingback,” said Jim Fredericks, IFGregional fisheries manager.

Hayden Lake was stocked with100,000 kokanee two years ago.Anglers are beginning to hook thosefish, and they’re already running12-13 inches and thick at theshoulders. A decent number of thekokanee should hit 14-16 inches thissummer, Fredericks said.

Spirit Lake has an unusually highabundance of smaller kokanee thisyear. Summer anglers will find a lotof 9-10 inchers owing to the lack ofice that prevented winter anglersfrom tapping the fishery.

won’t be quite as large as they’vebeen in some years, but there shouldbe good numbers of pleasing 10-11inchers by midsummer as the fishmove uplake toward Coeur d’Alene.

Priest Lake kokanee have beenmaking a comeback. In the pastdecade, only 2,000-5,000 kokaneewere counted in surveys ofshoreline spawning areas. Thenumber spiked to 27,000 last fall.

“We weren’t able to estimatejuvenile populations so we don’t yetknow whether more fish will beavailable to anglers this summer,”Fredericks said. “But I do know thekokanee were running 12-16 incheslast summer, and more anglers willbe test-driving that fishery thisyear.”

Lake Roosevelt is not plagued bythe deep spring drawdowns ofrecent years and should retain moreof the fin-clipped kokanee stockedby the Spokane Tribe. In addition,more of the naturally producedkokanee should survive owing to theColville Tribe’s netting to reducethe number of walleye ambushingthe young fish on their migrationout the San Poil River.

Lake Koocanusa anglers havebeen catching kokanee ranging 10-14inches this spring, according toreports from Koocanusa Resort.That’s a dramatic improvementfrom the smaller fish of recent years.

At Lake Roosevelt, more kokanee should remain in the reservoir this year.

Steelhead anglers inthe Washington-Idahoregions of the SnakeRiver can expect decentfishing this season,although the earlyforecasts are a mixed bag.

Fisheries managers arepredicting a return of291,000 A-run fish thisyear to the Snake andUpper Columbia, up from192,000 counted atBonneville Dam last year.So fishing’s likely to bebetter than last year, butnot up to the 10-yearaverage of 300,000 fish.

About 50 percent ofthe A-run steelhead thatget counted at Bonnevillegenerally makes it toLower Granite Dam enroute to Idaho waters.

The run of biggerB-run steelhead boundprimarily for theClearwater River appearsto be down for a secondyear. About 22,120B-runners that spend twoto three years in theocean are expected to beheading toward LowerGranite.

“For the people wholike to fish theClearwater, it might be

another lean year,” saidAlan Byrne, Idaho Fishand Game fisheriesbiologist. “But remember,these are just forecasts,they are just paper fish.You have to wait and seewhat comes back.”

The spring chinookrun is expected to bemodest this season, butthe run appears to be lateand early catch rateswere low on the lowerColumbia.

Idaho and Washingtonhave yet to set springerseasons for the lowerSnake, Clearwater orSalmon rivers.

Anglers beware: Newrules start May 1

Sprague Lake is in a transitionthis year as it’s weaned from alunker trout fishery and emergingas a hot spot for bass and panfish.

Bluegills that were in the range of8-9 inches last year are expected toshow up in angler-pleasing sizesthis year with even better bluegillfishing expected down the road afew years, said Chris Donley,Washington Department of Fish andWildlife fisheries manager.

Donley is the biologist whoorchestrated the major rehab of thelake’s fishery in 2007.

“The lake has produced some

huge rainbows, but the plan allalong was to manage Sprague withan intermediate trout fishery on theway to creating a bass and bluegillfishery,” he said.

“It takes quite a few years tobuild a bluegill fishery, even in alake that productive. The fish arethere in some good sizes this year;the big question is how many.

“Adult bluegills tend to be offshore away from where we do ourfall electroshocking, so we don’thave a good idea of how many arein the lake.”

Anglers shouldn’t wait forsomebody else to find out.

“If you don’t catch a lot ofbluegills right off, go for bass,”

Donley said. “The lake has somebeautiful largemouths; lots of in the1-pound range with some up to 4, 5and even 6 pounds.”

The lake also holds channelcatfish and crappie and still gets adose of trout that bulk up quickly.

Anglers can pretty much catch LakeRoosevelt walleyes to their heart’scontent this year under liberalizedregulations designed to bring theirpopulations into balance.

Since April 1, the walleye daily limiton Lake Roosevelt, including the SanPoil and Spokane arms, was doubledfrom eight to 16. The rule is amongdozens adopted by the WashingtonFish and Wildlife Commission inMarch.

In addition, the Spokane Arm hasbeen opened to year-round walleyefishing as the traditional spawningperiod closure was lifted for the firsttime in three decades.

Chris Donley, Washington Fish andWildlife Department lake fisheriesmanager said the changes seek to bringthe walleye population back intobalance with their forage fish.

Eventually the result should belonger, fatter walleye, he said.

“We’re asking anglers to help us outand get walleye numbers reduced,” hesaid. “Catch rates eventually will godown, but quality should go way up.”

Anglers appear willing to comply.The parking lot at the Porcupine Bayboat launch has been very busy.

“It’s not an anti-walleye maneuver;it’s a pro-management maneuver forwalleye,” Donley said.

Is it a cutthroat trout or a cutthroat-rainbow hybrid? To endconfusion, Idaho is classifying all trout with an orange slash underthe jaw as cutthroat trout, which must be released immediately whencaught in the Coeur d’Alene and St. Joe river systems.

Near average snowpackreports indicate InlandNorthwest trout streamsthis season should settleinto the sweet spotbetween prolonged runoffand low flows dangerousto trout survival.

“It should be a goodflow year for fish andfisherman,” said JimFredericks, Idaho Fishand Game Departmentregional fisheriesmanager.

The Coeur d’Alene andSt. Joe rivers continue tohold excellent cutthroattrout populations, he said.

“Cutthroat fishing ispretty straightforward,”said Sean Visintainer ofSilver Bow Fly Shop inSpokane. “Fish the rifflesand drop-offs, the darkgreen emerald pools.

“Every road turnoutalong these two streamsseems to be near a deep,good-looking pool that

obviously holds fish. “But if the river is busy,

Dozens of EasternWashington lakesmanaged for trout willopen to fishing on April27, and one of thestandouts will be aSpokane County lake thatwas totally fishless a fewweeks ago.

Fish Lake off theCheney-Marshall Roadwas rehabilitated last fallbecause of an infestationof smallmouth bass, pikeand who knows what elsethat was gnawing on theplants of Eastern brooktrout and tiger trout.

With the slate clear, thelake, which has no resort,is being restocked withcatchable-size rainbowsand brook trout fry. “Foropening day, we’re puttingin a big dose of about5,000 rainbows includingsome big ones,” saidRandall Osborne,Washington Fish andWildlife district biologist.

“It should be one of thebest openers in years forFish Lake,” said ChrisDonley, state trout lakesmanager. “And next year

should be even betterwhen the brook trout kickin.”

Fishtrap Lake, in itsfourth year after a rehab,also should be very goodfor rainbows, Osbornesaid.

Anglers should expectdecent opening-dayfishing from the other topput-and-take troutproducers including WestMedical.

Williams and Badgerlakes are likely to be under

par because of growingcompetition from otherspecies.

Lake Roosevelt couldprovide excellent troutfishery this year owing toa relatively low springrunoff into the ColumbiaRiver system. Two yearsago, a high percentage ofthe net pen trout wereflushed downstream.

About 750,000rainbows are raised inRoosevelt net pens.They’re released at nearly

6 inches long in May andby June they’re 8 incherspestering anglers. ByAugust they’re a foot longand by fall each trout runs14-15 inches – a whoppingpink-fleshed meal for two.

“I’m optimistic thisshould be a really goodyear for the new crop offish and carryovers,”Donley said. “We kept alot more fish in thereservoir last year. Thewinter fishery was prettydarned good.”

An angler’s boat needseven more attention thanhis tackle box inpreparation for openingday.

Boats that don’t meetbasic requirements aresubject to a fine, whichwould taint even a goodday of fishing.

Boating safety rules varyfrom Spokane County toIdaho. For example, kidsunder 12 must wear lifejackets on boats inWashington, while Idahoenforces the requirementon kids under 14.

Although specifics mustbe checked out for eachcounty, here are guidelinesfor being legal in bothstates:

� Most powerboatswith motors10-horsepower or largermust be registered.

� A life jacket must beeasily available for eachperson aboard a boat.

� All children 14 andunder must wear anapproved life jacket whenin a boat that’s underway.

� Throwable flotationaids are required on boats16 feet and longer andrecommended on all boats.

� Gas-powered boatsmust have approved fireextinguishers and meetspecifications for mufflersand ventilation.

� Whistles or horns arerequired.

� Lights are requiredfor traveling at night.

Spokane County hasseveral specific rules,including a requirementthat all persons must weara personal flotation devicewhile on moving water.

Washington law saysresidents 30 years old oryounger must carry aWashington State BoaterEducation Card whileoperating a powerboat instate waters.

Idaho's invasive speciessticker requirementextends to most vessels,including non-motorizedboats and inflatableslonger than 10 feet.

The sticker comes withIdaho boat registrations,but a separate sticker mustbe purchased if your boatis registered out of state orif you have an unregisterednon-motorized craft. Cost:$22 for power boats, $7 fornonmotorized.
