W elcome to this issue of Facility Communicator!The HKIFM council was very hard-working in collecting our members’ views and responses to the consultation paper entitled “Licensing of Property Management Companies and Practitioners” The councils generally agreed that the legislation has an important bearing on the future development of local facility management services, and hence a task force was set up to closely monitor the progress of the legislation with our timely involvement into the process. Thanks for our immediate past president, Mr Nelson Ho and our Vice-President, Ms Celine Tam to Co-Chair the task force.HKIFM prepared a written submission and sent to the Legislative Council on 11 February 2011 and our representative, Mr Nelson Ho, had attended the meeting to sound out our concerns to the LegCo. The full paper submission to the LegCo was enclosed for your reference.As part of our communication process to the public, HKIFM conducted a media gathering on 18 February 2011 and the media reported on 19 February 2011 regarding the concerns in connection with the inherent fine technical details of the licensing issues. The summary of the Chinese version disseminated to the media was also enclosed in this issue for your viewing with the newspaper cutting for the featured column for the interview.In the coming months, HKIFM will support and organize a number of CPDs, conferences and seminars. You may notice a short interview article also attached in this issue for my general views of the possible way to achieve the best performance of Professional Facility Managers and the challenges that we have to ride. You are encouraged to partici-pate the functions to strengthen your professional skills in FM. Enjoy Reading!

Dear Chairman,
Panel on Home Affairs – Special Meeting of 18 February 2011
Thank you for inviting the Hong Kong Institute of Facility Management (HKIFM) via your letter
(CB2/PL/HA) of 27 January 2011, to give views on the government’s consultation paper on
regulation of the property management industry.
In response to the consultation paper, the HKIFM had carried out a survey to gather initial
responses from our members. A CPD seminar entitled “Licensing of Property Management
Companies and Practitioners” was also organized on 15 January 2011 with Assistant Director of
Home Affairs, Ms Sharon Ho as our guest speaker and Ms Wong Lai Chun as the Convener. The
CPD seminar was to disseminate a clear picture of the intentions and details of the regulatory
framework to our members as well as to collect views from our members on this issue. Trust
Sharon’s team had already gathered some valuable views from our members individually. We
would like to summarise the major views of the HKIFM members after the seminar for your easy
reference, as follows.
1. Spirit behind the legislation of the Regulatory Framework
The HKIFM in general supported the legislation of a regulatory framework for the property
management industry based on the following rationales:
1.1 to protect the interest of the general public and individual unit owners from malpractice of
property management;
1.2 to effectively utilize statutory control and public money to ensure that the interest of the
public at large and individual owners are being taken care of, and thus commercial interest
should not be the target; and also no duplication of public resource;
1.3 to assist those individual residential properties owners to ensure quality management of
their properties from mis-management of any kind, including management companies or
incorporated owners, as this affects the livelihood of the citizens at large.
(2) Scope of regulation
Based on the spirit above, we opined that the regulation to property management companies
should apply to either multi-owned properties or residential properties which currently are where
the major problems lie.
Single-owned non-residential properties and government buildings should be exempted as
public money should not be used to subsidize the operation of the commercial sector which they

should have their responsibility to engage personnel and companies with competent skills to
manage their properties. Also, government had already deployed funding for government
departments or NGOs to establish professional teams to manage their properties and no need to
double-spent the public money for property management issue. The ones that need government
to help to ensure good management are those individual owners of residential units.
(3) Regulatory Level and Qualification Standards for Companies
We supported a 3-tier regulatory framework based on the complexity of the property ownership
and the exemptions as stipulated in (2) above. The qualifications of the companies should be
appropriately graded to suit the needs of the different categories of properties, namely,
Category 1: Single-block residential building (least requirement)
Category 2: Multi block residential buildings
without non-residential elements (medium requirement)
Category 3: Complex properties with non-residential elements (highest requirement)
Remarks : Residential building shall include carpark.
Non-residential elements shall include club house and shopping centre but
exclude carpark.
(4) Regulatory Level and Qualification Standards for individuals
We opined that regulation of individuals may be good. We propose to use the similar system of
Technical Competent Persons (TCP) used by the Buildings Department (“BD”). Currently, BD
uses T1 – T5 to classify the individuals involving in construction works. This will be good for those
individuals who are not members of recognised professional bodies. Government should also
establish routes for them to be trained, testified and registered in similar arrangements as the
TCP system used by the Buildings Department.
However, those qualified members of professional of bodies, such as the HKIFM, HKIS, HKIE,
RICS and HKIH etc. should be allowed to practice in their relevant expertise areas without the
requirement of an extra license. All these established professional bodies had already installed
their very stringent professional standard and codes of practice to ensure the professional
qualifications of their members to practice in the respective disciplines. There is no need for the
government to spend extra money to duplicate the effort. The HKIFM supported direct
recognition by virtue of membership of these professional bodies to the relevant competency
levels in the future individual licensing system. This will save a lot of public money in testifying
and maintaining the list of individual property management professionals.
(5) Roles of the Proposed Body and Scope of the Regulations
We opined that the proposed regulatory body should be an independent non-government board
or authority with representation from all relevant stakeholders in the field, such as the HKIFM,
HKIS, HKIE, HKIH, RICS, etc. Details of the regulatory body should be further consulted.
(6) Transitional Period
A grace period is necessary, and we opined that it should be at least 3 years from the date of
legislation. Adequate training courses should be arranged to upgrade the current
non-professional practitioners as well as for the small companies to better equip themselves to

meet the requirements in order not to sweep the small companies from the field leading to
monopoly by large companies.
Current members of the Hong Kong Institute of Facility Management have largely been involved
at managerial level and above in the industry for a long time, representing mostly the group of
high end property operators and learned owners. Since Facility Managers are the professionals
taking care of properties in a holistic manner with multi-skill in respect of technical, managerial,
regulatory, financial as well as strategic issues, we trust that our input should be holistic. We are
delighted to offer our contribution towards this issue for the betterment of the livelihood of the
society at large and also for the healthy development of the property management industry. We
sincerely trust that our views will contribute to the formulation of a valued property management
regulatory framework.
Thank you for your kind attention. We are looking forward to further exchange with the
Legislative Council, the Government and other professional institutions in the near future for the
making of a successful and valued property management regulatory framework.

誠邀出席香港設施管理學會傳媒午餐簡佈會 就民政事務署有關「設立物業管理行業的規管架構」 的公眾諮詢文件,香港設施管理學會提出建議報告
支持立法規管 關鍵在於細節 就有關規管架構的諮詢,香港設施管理學會舉辦了會員網上意見調查,以及組
織了一個論壇,邀請了民政事務署助理署長及嘉賓委員出席。香港設施管理學
會藉此收集了會員與相關人士對諮詢文件的意見,基本上可總括為以下幾點:
一. 立法規管的原則
原則上,香港設施管理學會支持設立物業管理行業的規管架構,當中有
三個主要理念: (1) 保障廣大住戶與小業主的利益 (2) 有效地監管和善用資源 (3) 透明及清晰的渠道以提供高質素的物業管理服務
二. 規管範圍
香港設施管理學會認同立法規管多業權的物業,尤其是住宅物業是刻不
容緩的。但在單一業權或非住宅物業,例如政府物業等,則建議可獲豁
免,主因是單一業權或公營機構往往已擁有一支有系統的專業設施和物
業管理團隊,不用浪費公帑,反而可將資源分配至其他有需要的住宅項
目。
三. 立法層次和公司註冊資格
本會支持三個層次的立法規管,主因是不同類型及業權有不同的需要 第一組別: 單幢式住宅 (輕度規管) 第二組別: 多幢式住宅, 但沒有非住宅元素 (中度規管) 第三組別: 複雜的住宅物業及非住宅元素 (高度規管)

四. 個人註冊資歷準則
香港設施管理學會認為類似屋宇署的適任技術人員制度可取,此外專業
的團體包括香港設施管理學會、香港測量師學會、香港工程師學會、特
許測量師學會、香港房屋經理學會等等,現有的專業註冊會員皆具備相
關的工作經驗,應可直接取得註冊資格,不用再考取牌照。
五. 監管機構
監管機構應為非政府的管理局代表不同界別的利益,包括專業學會會
員,例如香港設施管理學會、香港測量師學會、香港工程師學會、特許
測量師學會、香港房屋經理學會等等。
六. 過渡期
不應操之過急,應有足夠的培訓課程,讓各學員提升專業技能及繼續在
物業管理行業發展。因此,具高透明度的諮詢會減低業界與外界的反對
聲音,希望最少有三年的過渡期讓業界適應。
最後,香港設施管理學會現有的會員大部份職位在管理層,代表高技術及高層
次物業的管理,或高階物業的業主,當中尤以公營機構為主,他們配備了各方
面的專業技能、管理、技術、行政和策劃的層面,本會相信適當的立法規管物
業管理,有助提升社會及業界的健康發展,提高生活的質素。藉著規管架構的
諮詢工作,本會希望能夠繼續為相關的立法提出設施管理專業的意見。 如有垂詢,請與本會陸小姐或李小姐聯絡。

Hong Kong Institute of Facility Management: How Facility Managers Can Add Value to the Business
Eric Chan from the Hong Kong Institute of Facility Management, a speaker at the
marcus evans Facilities Management Asia Summit 2011, discusses how facility managers can add value to their core business. Interview with: Eric Chan, President, Hong Kong Institute of Facility Management
FOR IMMEDIATE RELEASE A facility manager can add value to the business by considering five key areas as a whole: Synergy, Structure, System, Serviceability and Sustainability, says Eric Chan, President, Hong Kong Institute of Facility Management (HKIFM). They have to walk on the front line, as facility management is not a passive function in the business. A speaker at the marcus evans Facilities Management Asia Summit 2011, taking place in Macao, China, 28 - 30 March, Chan highlights all that must be taken into account and why integrating Place, Process and People is important. What challenges are facility managers in Asia faced with at the moment? Eric Chan: Facility managers are facing lots of challenges. They have to add value to their business, adopt green initiatives, and meet market and service dynamics. I would suggest the five S solution: Synergy, Structure, System, Serviceability and Sustainability. They need a good facility management plan to develop synergies, have a well prepared structure with the right mix of staff and skills, build the system to handle challenges such as the ISO or any other accreditation system, and balance needs versus risks. Sustainability is also a hot topic and a key task. Some facility managers overlook one or two of these five areas, however it is important to look at all components as a whole. The HKIFM website says it recognises facility management as both a process and discipline. What does this mean? Eric Chan: There are a number of conceptual frameworks for facility managers, one of which we call the three Ps - Place, Process and the configuration of People. Integrating these should be a key consideration. On our website we underline the process and the discipline - some of which are processes to create a workplace for people.
How can environmental initiatives add value to the core business? Eric Chan: It is quite common to look for every opportunity to enhance the product or service delivery. One of these is to use a management system such as ISO 14001, which includes annual targets on energy efficiency and use of certain materials. The success of such initiatives can be measured by looking at productivity levels and the amount of energy saved. How can facility managers reduce costs and increase efficiency? Eric Chan: It is not easy to do both, reduce costs and increase efficiency. From a facility management perspective, we have to look at ways to integrate all the facility features and funds in a way that enhances productivity while reducing facilities operational costs. If it is a small building, one can incorporate innovative features in the design of the facility. Older buildings have certain limitations, but new facilities can have integration solutions in their design. What long-term strategies would you recommend to facility managers? Eric Chan: There are two dimensions to this. Firstly, the HKIFM helps promote the benchmarking of facility management as a service. The other dimension is that facility management has to be a high-level professional service, facility managers have to adopt the Lille management concept and walk on the front line to promote the industry. They need to ensure the service and facility performance meets the client’s expectations. My key message here is that facility managers have to walk on the front line.

For the past 20 years, he has been working with the Hong Kong Housing Department in landscape design for public housing developments,

He also had extensive experience in private residential developments, design and construction of public parks, open space, and theme parks in both Hong Kong and Canada. Evans is currently the President of the Hong Kong Institute of Landscape Architects, he has served as one of the Director for the Professional Green Building Council from 2003-2008. He was the Chairman of the Landscape Architects Registration Board from 1997 to 2001.
The word ‘Greening’ has been labeled by many as ‘Conservation and Protection of the environment’, others treated it as planting more trees and plants. In landscape design, trees are used as one of the design element which is vital to the creation of spirit, or identity of a development. It has the benefit of increasing the aesthetic value of a place, and helps to mitigate environmental issues including reducing ambient temperature (heat island effect in our urban environment), slope protection, slowing down ground surface water run-off, a source of food for human and wildlife, and increase the biodiversity of our ecosystem. This is part of the asset and facilities in our community which needs to be managed in order for them to be sustainable and serve their design intentions. Speaker would like to share with audience the experience of landscape design with tree, their management and maintenance commitments.
