OVERVIEW This plan contains harvesting areas for La Crete Sawmills Ltd. / Tolko Industries Ltd. / Norbord Inc. (the Companies) and is in reference 2015-2020 Ponton 5 and Ponton 7 Forest Harvest Plan’s submitted/approved by GoA. Coniferous timber will be manufactured at the Tolko mill located in High Level. The effective date is for November 1, 2015 – April 30th, 2016. All conifer volume produced from this plan will be charged to Tolko Industries Ltd.

INCIDENTAL DECIDUOUS VOLUME Norbord Incorporated has the rights to the deciduous incidental volume within these operating areas. Utilization is dependent on the acceptance of deciduous timber by the deciduous operator. Should the deciduous operator be unable to accept incidental volume, the companies will implement avoidance strategies wherever possible to leave deciduous trees standing. All incidental deciduous volume produced will be charged to the respective company receiving the volume. Incidental deciduous left standing will be charged via the established protocols on the FMA.

REFORESTATION PROGRAM The reforestation program for Ponton 5 and Ponton 7 will follow ‘the Companies’ Annual Silviculture Plan submission for 2015-16. Items described in the plan include the silviculture prescription and silviculture treatment schedule. All blocks planned for scarification are contained in the Operating Schedule and Timber Production table.

The Ponton 5 and Ponton 7 compartment are planned as a 2016 spring tree planting program. Any outstanding areas needed for reforestation will have remaining tree planting commence during the 2017 spring/summer planting program. FIRE CONTROL PLAN Tolko’s final Fire Control Plan for FMA 0200040 was submitted May 29, 2015 and approved June 22, 2015. A Fire Control Plan will be submitted to GoA by Tolko Industries Ltd. again in March 2016 in accordance with the UHROGR’s section 7.3.5.

SCALING METHODOLOGY Tolko Industries Ltd. abides by the scaling methodology set out by the Government of Alberta in the Alberta Scaling Manual – Smalian Scale (section 3.0).

UTILIZATION STANDARDS Ponton 5 & 7 will be cut to length operations with timber being hauled directly to the Tolko High Level mill. Utilization standards set out in the Upper Hay Regional Operating Ground Rules section 4.2.1 will be adhered to in accordance with minimum standards defined under ‘the Companies’ FMA 0200040 timber disposition.

WEED MANAGEMENT Tolko Industries Ltd., Norbord Inc. and La Crete Sawmills (‘the Companies) shall, with respect to the land contained in this timber disposition, prevent the establishment of and control all noxious and restricted weeds to which the Weed Control Act applies, in a manner acceptable to the Minister.

2015-2016 LINE CLEARING The 2016 line clearing program within Ponton 4 & 6 is planned to commence as early as frozen conditions will allow operations to begin, consultation is deemed adequate, and the line clearing AOP is approved by GoA. Tolko Industries Ltd. is striving for an ‘early in early out’ strategy for all lines planned to be cleared within Caribou Zones as well as Key Wildlife Biodiversity Zones to accommodate best practice timelines.

Ponton 4 & 6 compartments are scheduled for line clearing. Further details on the 2016 line clearing program can be referred to in the Caribou Protection Area & Key Wildlife Biodiversity Plan submitted October 21, 2015 and the 2015-2016 Line Clearing AOP.
