Welcome APWA Members and Guests!

I hope you are as excited as I am to attend our 59th Annual Conference here in histor-ic Concord! Our Conference Chair and APWA-NC President Elect, Barry Lowry, has put together an outstanding program. The conference is June 15th through 17th and is packed with educational and networking opportunities with public works leaders from

around our state and nation.

This year’s conference theme is Connecting, Leading, and Prospering in Changing Times. The conference has many topics that cover leadership as well as technical sessions for solid waste, fleet management, streets maintenance and improvement,

stormwater management and disaster recovery.

If you need PDH’s or CEU’s, you can receive up to 14 hours at this year’s conference by attending a combination of joint sessions, general sessions and our new Exhibitor Solutions Theatres. While on the exhibitor floor for the theatre, please do not miss the opportunity to visit our conference partners and see some of the most innovative solu-

tions available in our industry today.

Wednesday evening has a great networking opportunity with the Young Professional’s sponsored event at the National Whitewater Center and Thursday night is our Past Presidents Reception and Dinner. Hopefully you brought your family with you as there are many nearby attractions- Charlotte Motor Speedway, Great Wolf Lodge, historic downtown Concord, and the Concord Mills shopping center. Don’t forget to bring your family Wednesday night to the Whitewater Center and there is also a spouse/family trip

to Carowinds on Thursday.

This conference will serve to kick off a year-long celebration of our chapter’s 60th anni-

versary, which will culminate with our conference next year in Greenville!

Wednesday Session Descriptions Weathering the Storm (8:30—9:30 am)

Former Air Force Pilot, Captain Butch Ransom

This session will focus on managing difficult situations, and how to navigate through those diffi-culties. Learn how to shape your decision making process in the future by evaluating the situa-

tion, improving the learning environment, and motivating your employees.

Fleet Management: Level One Maintenance - The Point of the Spear (11:00—12:00 pm)

Daniel Nuckolls, Fleet Services Director, City of Concord

No fleet maintenance program is complete without participation at every level. Drivers, opera-tors, and supervisors need to be engaged in the basic maintenance of their equipment to ensure the lowest possible cost, and the highest possible vehicle availability and safety rating needed for

an effective, efficient, and safe fleet operation.

Advocacy and Media at the Chapter Level—Get Involved (1:00—2:30 pm)

Advocacy and Media are two critically important tools each APWA Chapter needs to utilize. As the best messengers for the public works profession, APWA Chapters cannot afford to be com-placent. Come learn the “why” and the “how” of engaging with elected officials and the media to ensure the North Carolina Chapter can increase its effectiveness and serve as a go-to resource

to the local communities, policymakers and news outlets.

Developing Relationships- Understanding Intergovernmental and Private/Public Partner-

ships (2:00—3:00 pm)

Kristy Ratchford Krisp, Economic Development Coordinator/Business Service Manager, City of Gastonia

Investment in large-scale economic development drivers can be an obstacle for local government when costs, community perception and market buy-in can be limiting factors. This presentation will highlight two successful projects in Gastonia showing the benefits to developing partnerships

for implementation of economic development projects.

Thursday Session Descriptions Developing a Multi-year Bond with Stakeholder Engagement (8:00-9:00 am)

Chuck Hansen, City of Hickory and Morgan McIIwain, Freese and Nichols

The economic downturn between 2000 and 2012 left the City of Hickory with over 45,000 jobs lost and 25% of its residents ages 20-44 moving away. This presentation will show how the City of Hickory created a shared vision and brought the community together in an engaging and exciting way. With the use of staff augmentation, innovative workshops and meetings were held with stakeholders to help facilitate excitement, participation, buy-in and a focus on the shared vision.

Coordinating Municipalities and Landfill Partnerships (8:00-9:00 am)

C.Tyrus Clayton, Jr. Draper Aden Associates, and C.Gordon Dively, Orange County Solid Waste

The successful operation of collection centers for recyclables and waste depends heavily on the location, collection mechanism and customer base. Understanding your customers’ habits, desires, and limitations when planning for a new program and being willing to change and update the operations as the program grows and expands is critical to the success of collection centers. This presentation will look specifically at electronic waste collections/recycling in North Carolina as well as other recyclables that municipalities and counties are forced to collect and address.

12 Lessons (9:00-10:30 am)

Lance Drummond, Retired TD Canada Trust

A discussion of 12 leadership lessons learned through personal practice, observation, and various readings and study. This session will include a discussion on whether leaders are born or cultivated, required leader-ship skills, and how to respond to specific leadership challenges.

Using Social Media: How it Benefits Public Works (11:00-12:00)

Ran Northam, Town of Chapel Hill

In this session, participants will learn how to correspond with the public, describe expected/current/past conditions, share reasonable expectations, and guide the public to all sources of available information.

Building from Within- Training and Promoting (2:00-3:00 pm)

Virginia Jones, HR Director, Town of Wake Forest

Developmental assignments provide an excellent way for employees to advance careers or expand personal professional growth in a field/area of interest. It also provides a cost effective form of training and it can help shape and improve corporate communications.

Local Government Retirement System (3:00-4:00 pm)

Gerald Leaphart, Benefits Counselor

This session will present an overview of benefits for members of the Local Governmental Employees’ Retire-ment System (LGERS). Presentation will include a discussion of criteria for retirement, an explanation of how the monthly retirement benefit is calculated and what payment options are available, an outline of additional benefits, and an explanation of the application process.

Using Drones in Public Works (4:00-5:00 pm)

Kyle Snyer, ITRE, NC State University

Unmanned Aircraft Systems, aka “drones,” have tremendous potential to make aviation a daily experience for a much larger segment of our population. This presentation will discuss safe airspace integration, agriculture operations, small area surveys, and emergency response. We will also discuss state and federal legislation regarding UAS operations and restrictions as they relate to using UAS for public works applications. The audience will receive guidance about how to establish a responsible drone operations program while also learning about the latest uses and capabilities of the technologies.

Friday Session Descriptions

Building and Training Successful Teams (8:30-10:00 am)

Na'imah Humphrey, Training Specialist, City of Charlotte

This program will review the four stages of team development (forming, storming, norming, and performing) to help determine a team’s current stage. Different techniques will be discussed to help build a team to progress into a more effective level. Group activities and scenarios will be used to help identify where different teams are in their development. Training and development

best practices and initiatives will be shared to help build a team’s foundation.

Disaster Recovery (10:00-11:00 am)

Josh Kellen, Disaster Recovery Engineer, NCDOT

This session will cover the role of the North Carolina Department of Transportation throughout disaster relief and recovery operations; including policies and procedures, scope of work, part-

nering opportunities, lessons learned, and alternative perspectives on the impacts of disasters.

Sustainable Impacts of LED Street Lighting (11:00-12:00 pm)

Greg Starken, Jim Edmonds, Duke Energy Progress

This session will educate the audience on lighting technologies, with an emphasis on LED light-ing. This program will contrast LED to other HID technologies by examining expected product life, maintenance requirements, lumen depreciation, color rendition and other key factors. We will discuss target or “delivered lumens” vs. “”raw lumens” from HID technologies, explain the energy savings inherent in LED over HID Lighting Technologies (Mercury Vapor, Metal Halide & HighPressure Sodium), learn about the LED change-outs already made in DEP & DEC territo-ries, and discuss cost differences between LED and HID lighting technologies in both DEP and

DEC territories.
