Delhi State Legal Services Authority in association with High Court of Delhi & Family Courts, Delhi, under the aegis of National Legal Services Authority celebrated Children's th Day on 14 November, 2011 at the lawns of High Court of Delhi. The Programme was addressed by Hon'ble Mr. Justice Altamas Kabir, Judge, Supreme Court of India & Executive Chairman, NALSA, Hon'ble Mr. Justice A.K. Sikri, Acting Chief Justice, High Court of Delhi & Executive Chairman, DSLSA and Hon'ble Ms. Justice Hima Kohli, Judge, High Court of Delhi & Executive Chairperson, Committee of Delhi Family Courts. The programme was commenced with a Painting Competition in which children from various Children Homes/NGOs in Delhi participated, and drew some beautiful paintings. A cultural programme was also organized in which children from various Schools/Observation Homes in Delhi performed Skit and Folk Dances. A Magic Show was also organized in this event. Another programme on the occasion of Children's Day was also organized by Delhi State Legal Services thAuthority in association with Department of Women & Child Development, GNCT of Delhi on 15

November, 2011 at Sewa Kutir, Kingsway Camp, Delhi. The programme was addressed by Hon'ble Mr. Justice Altamas Kabir, Judge, Supreme Court of India & Executive Chairman, DSLSA, Prof. Kiran Walia, Hon'ble Minister of Social Welfare, Women & Child Development and Languages, Govt. of NCT of Delhi and Hon'ble Mr. Justice Sanjay Kishan Kaul, Judge, High Court of Delhi & Chairman, Delhi High Court Legal Services Committee. In the programme, various sports events were organized in which children from Observation Home, Sewa Kutir, Kingsway Camp participated. After the sports events, prizes were distributed among the winners of the event and different cultural programmes were also organized.

OBSERVANCE OF NATIONAL LEGAL SERVICES DAY

Delhi State Legal Services Authority, under the aegis of NALSA, observed National Legal Services Day on th9 November, 2011 at Constitution Club, Rafi Marg, New Delhi. The programme was inaugurated and

addressed by Hon'ble Mr. Justice Altamas Kabir, Judge, Supreme Court of India & Executive Chairman, NALSA, Hon'ble Mr. Justice Dalveeer Bhandari, Judge, Supreme Court of India & Chairman, SCLSC and Hon'ble Mr. Justice A.K. Sikri, Acting Chief Justice, High Court of Delhi & Executive Chairman, DSLSA.

INSPECTION OF CHILDREN HOMES

During the month of August, 2011, the Ld. Member Secretary, the Ld. Project Officer and all the Ld. Secretaries of DLSA's alongwith staff inspected various Homes for children across Delhi and also collected the required information and forwarded the same to NALSA for being placed in a matter pending before the Hon'ble Supreme Court of India titled as "Sampurna Behrua Vs UOI & Ors.".

AWARENESS PROGRAMMES WITH NGO's

07 Legal Awareness and Legal Aid Programmes were organized by DSLSA in partnership with Health Fitness Trust (NGO) from August to November, 2011 at MCD Community Bhawan, Kalkaji, New Delhi. Counsellor from DSLSA addressed the gathering and gave appropriate advice.

TRAINING PROGRAMMES FOR PANEL LAWYERS

A Legal Aid Clinic has been set up in the National Commission for Minorities for providing free legal aid to poor minority members who approach the NCM and it is functioning satisfactorily w.e.f. August, 2011.

thOn 27 November, 2011, another Legal Aid Clinics has been set up in the Zakir Hussain College, University of Delhi for providing free legal aid to those who approach the Clinic. An advocate from DSLSA attends the clinic on every Sunday from 11:00 AM to 2:00 PM.

During the months of August and September, 2011, Counsellor of DSLSA made visits to 06 (Six) Old Age Homes spread across Delhi for spreading legal awareness amongst the Senior Citizens. The inmates were informed about their legal rights to file cases in the Courts/Tribunals and location of Tribunals were also informed to them. Copies of the gist of the Senior Citizenship Act, 2007 alongwith facilities /concessions/benefits available t o s e n i o r c i t i z e n s b y t h e v a r i o u s Departments/Ministries were distributed to all the i n m a t e s o f O l d A g e H o m e s . T h e Pamphlets/Information Booklets of DSLSA were also distributed amongst them so that Legal Services institution can be contacted/approached for any kind of legal help.

stOn 21 October, 2011, Hon'ble the Patron-in-Chief-cum-Executive Chairman, DSLSA and the Hon'ble Judges of Delhi High Court distributed Certificates to all those law students and community workers, who successfully completed the Para Legal Training Programmes. These para legals are now working in community as para legals of DSLSA.

DSLSA has been training its panel lawyers both on the Civil as well as the Criminal Laws. In the month of August, 2011, the training programmes

th th rd thtook place on 16 , 19 , 23 & 26 August, 2011 at various district court complexes. The topics for Criminal Panel Lawyers were Section 482 Cr. P.C., Examination of Victims of Rape, Sentence and for Civil Panel Lawyers were Notices Prior to a Suit and Older I CPC. On 13th October, 2011, the Training Programme for Civil Panel Lawyers of DLSAs was organized. The training was imparted on Order XII R 6 CPC.

MEGA CAMPS AT GRC's

During the period from August - November, 2011, the Ld. Secretaries of DLSAs organized 09 Legal Awareness Programmes at construction sites in their respective Districts and informed the workers of their rights under The Building and Other Construct ion Workers (Regula t ion of Employment and Conditions of Service) Act, 1996 and different provisions of Factories Act, 1948, Contract Labour Act, 1970 and Interstate Migrants Labours Act, 1979. They were informed about their rights of getting minimum wages and also about notification of Govt. of NCT of Delhi dated 26.07.2011 whereby the minimum wages of all the categories of labourers have been increased. They were also informed about the activities of DSLSA and the benefit of free legal aid provided to them under the law.

As per NALSA Scheme, DSLSA had conducted a two days' Para Legal Training programme for the students of Chanderprabhu Jain College of Higher

th stStudies and School of Law, Narela on 20 & 21 October, 2011. After the completion of training, a comprehensive written examination was also taken

thon 30 November, 2011 to test their assimilation of the information given during the Training Sessions.

In the month of August, 2011, 25 students from National Law University, Delhi visited the Central Office of DSLSA to see and understand the legal aid proceedings. A documentary 'Nyaya Ki Aur' was also shown to them.

In the month of October, 2011, 05 Mega Camps were attended by the Ld. Secretaries, DLSAs/Ld. Counsellors at different parts of Delhi, organized by Mission Convergence, a Department of Delhi Govt. During these camps, community people were made aware about the activities and programmes of the DSLSA. The specific problems of the beneficiaries who approached the DSLSA Camp were also dealt with and specific remedy suggested to them.

LOK ADALATS

thOn 5 November, 2011 Ld. Secretary, West DLSA organized an awareness programme at Kalindi College, East Patel Nagar, New Delhi for spreading legal awareness on Anti-Ragging Laws. The Ld. Secretary conducted an interactive session with the authorities regarding existence and functioning of DSLSA and DLSAs. Information Brochures were also distributed among the students regarding legal awareness.

Throughout the months of October and November, 2011, the DSLSA organized 29 Legal Awareness Programmes in Gender Resource Centres (GRCs) established by Delhi Government in each District of Delhi. The programmes were conducted by the Secretaries of the concerned District Legal Services Authorities. In these programmes, the community people were made aware about the functioning of the DSLSA and the availability of free legal aid and assistance to the persons eligible for the same.

11 Judicial Officers from the North-Eastern States and 17 Judicial Officers from the North-Eastern States of Manipur, Mizoram & Meghalaya, who were undergoing training at the Delhi Judicial Academy, visited the Central Office,

th thDSLSA on 10 & 25 August, 2011 respectively for sensitization towards the problems of the poor and to observe the legal aid proceedings.
