Preface

The International Institute of Tropical Agriculture (IITA) was

established in 1967 as an autonomous, non-profit corporation by

decree of the Federal Military Government of Nigeria. It was

initially conceived with the mandate of improving the quantity

and quality of food in the lowland humid tropics. It also

organizes international seminars and conferences that bring

together agricultural workers and researchers from the tropics

for consultation and exchange of information.

The International Development Research Centre (IDRC) is a public

corporation created by an Act of the Canadian Parliament in 1970

to initiate, encourage, support and conduct research into the

problems of the developing regions of the world and into the means

for applying and adapting scientific, technical and other know­

ledge to the economic and social advances of those regions.

In January 1975, IITA and IDRC brought together for the first time

West African librarians and documentalists working in agricultural

institutions. IITA, which hosted the meeting, is the West African

representative of AGLINET, the agricultural libraries network set

up by the UN Food and Agricultu:e Organization (FAO). Participation

in other agricultural information systems, such as the FAO's AGRIS

and CARIS, was discussed in order to focus on increased cooperation

within the region for the future. This report is a summary of those

discussions. Requests for photocopies of the papers presented should

INTRODUCTION

An International meeting of agricultural librarians and documentalists

took place at the International Institute of Tropical Agriculture (IITA),

Ibadan, Nigeria from January 20-22, 1975. The meeting was co-sponsored

by the International Development Research Centre of Canada (IDRC) and

IITA.

Participants came from fourteen countries and represented thirty-two

institutions in Africa. (Names of participants and their addresses are

listed at Appendix I).

Monsieur Philippe Arias had been invited and came as a resource person

in his capacity as the President of the International Association of

Agricultural Librarians and Documentalists (I.A.A.L.D.), and one who has

been intimately involved in the conceptualization and development of

AGRIS and AGLINET.

The primary objective was to stimulate cooperation among agricultural

libraries and documentation centres in West Africa in particular and in

Africa in general. A cooperative agricultural library network (AGLINET)

designed to ensure rapid and sustained exchange of information relevant

to agricultural research and development was to be launched, and ways

of bridging the communication gap among French-speaking and English-speak­

ing agricultural librarians, documentalists and scientists were to be

identified.

The formal opening was by Dr. H.R. Albrecht, Director General of IITA,

and Mr. Jean de Chantal of the IDRC Regional Office in Dakar, Senegal.

Part of the formal opening was covered by television and the meeting as

a whole got excellent radio coverage and some newspaper coverage.

A discussion format was adopted in all the sessions and only two hours

were devoted to presenting summaries of papers contributed by participants

(A list of the papers is shown as Appendix II). Simultaneous interpreta­

tion was provided in all the sessions.

This report presents a summary of the discussions, major decisions

reached and resolutions passed.

Centres

It was agreed that conceptually libraries can be differentiated

from documentation centres but that in practice, it is not useful

to make such a distinction particularly when the documentation

centres concerned also have substantial literature collections.

For this reason, libraries as well as documentation centres will

participate in the West African AGLINET system.

A Country Centre will be a major library or documentation centre in the country which will coordinate activities within that country. Itwas decided that on account of their specialized collections, libraries and documentation centres of regional and international organizations in West Africa should be given special status in the AGLINET system at the level of country centres as shown in the schematic representation.

Specialized Centres nominated were the Organisation pour la Mise en Valeur du Fleuve S~negal (O.M.V.S.) Saint-Louis, S6negal, the Bureau Inter-africain des Sols (B.I.S.) of Bangui, Central African Republic, The Niger River Commission (N.R.C.) of Niamey, Niger, the West Africa Rice Development Association (W.A.R.D.A.) of Monrovia, Liberia, and the International Live­stock Center for Africa (I.L.C.A.) of Addis Ababa, Ethiopia. All accepted to serve but representatives of B.I.S., N.R.C. and W.A.R.D.A. will need to consult with higher officials of their organizations before they can confirm.

Cameroon: Institute of Perennial Crops, Buea. Dahomey: Universit6 du Dahomey/Direction de

l'Enseignement Agricole, Section de Documentation, Porto Novo.

Ghana: Council for Scientific & Industrial Research, Accra.

Ivory Coast: Ministere de la Recherche Scientifique, Abidjan, or ORSTOM

Liberia: University of Liberia Libraries, Monrovia Niger: (An institution will be identified later;

the Niger River Commission, Niamey serves as a Specialized Centre not as a Country Centre).

Nigeria: The Agricultural Research Council of Nigeria, Ibadan.

Senegal: O.M.V.S., Saint-Louis (Will serve in a dual

capacity as Country Centre and as SpecializedCentre pending the organization of a national scientific documentation centre in Dakar).

Sierra Leone: Njala University College, P.M.B. Freetown.

WEST AFRICAN ASSOCIATION OF AGRICULTURAL LIBRARIANS AND DOCUMENTALISTS

The meeting resolved to form a professional society to be known

as the West African Association of Agricultural Librarians and

Documentalists which will be affiliated with the International

Association of Agricultural Librarians and Documentalists. The

objectives of the Association will be :

to improve library and documentation services in the1.

field of agriculture and related sciences;

to assist in improving the professional competences2.

Madame Eldin felt that Monsieur Anibie of Ministere de la Recherche Scientifique, Abidjan, who was not present,might be the appropriate person to serve on the Committee.

The President of the Provisional Executive Committee was requested to seek funds to enable the Executive Committee to meet at an early date.

UNION LIST AND LITERATURE SERVICE

Participants stressed the importance of union lists as bibliogra­phical tools of cooperat:ion. It was unanimously agreed that the efficiency, effectiveness and success of AGLINET will be greatly enhanced by the availability of a union list of scientific and technical periodicals held in Libraries and documentation centers

in West Africa.

Participants resolved that a union list of scientific and technical periodicals for West African be compiled at IITA. It was recognized that such a project could be expensive; IITA was therefore urged to seek on behalf of the West African Association of Agricultural Librarians and Documentalists, the assistance of the IDRC. Country Centres in the AGLINET system were requested to coordinate the compilation of the list for institutions in their own countries. Mr. de Chantal, the IDRC representative, offered to assist countries in the compilation if necessary.

Participants felt that there was a great need for a literature service along the lines of the East African Literature Service. The service involves copying tables of contents of periodicals received in one large library, distributing these to users who indicate articles they need; these papers are then copied and sent to the users at no cost to them. IITA was urged to provide such a service to agricultural workers in West Africa. IITA indicated that very heavy demands were already being made on its xerox copying facilities and that such a service would require

an additional xerox copier. Moreover, the cost of mailing

tables of contents and the papers requested could be quite high.

IITA will however, consider requests for this service from

individual institutions and will provide it to the extent that

its funds and facilities permit.

TRAINING

Both formal and non-formal training needs were discussed.

Opportunities for formal professional training at postgraduate

levels are needed to provide the region with more people able

to play leadership roles. Participants thought that the kind

of short-term training in agricultural librarianship and documenta­

tion offered by the Inter-American Institute of Agricultural

Sciences (IICA), Turrialba, Costa Rica would be extremely helpful

in West Africa. West Africans cannot take advantage of the

Turrialba program because the training is conducted in Spanish

and necessarily geared towards South American conditions.

Similar courses conducted in English and French at a West African

institution are urgently needed. Workshops on specific subjects

(e.g. AGRIS Level One input operations, union list compilations)

would also serve as means of continuing education while meeting

specific needs.

Opportunities for practical training in well-organized libraries

The Internationaland documentation centres were also required.

AGRIS

Participation of West African countries in AGRIS Level One

was discussed. It was noted that only a few countries (notably

Senegal through O.M.V.S.) were already sending inputs into

AGRIS Level One. Participants were informed of the new AGRIS

Unit in Vienna funded by the IDRC to accept inputs on worksheets

from developing countries. This means that a contributing

institution does not need computer facilities and the staff do

not have to have any computer experience in order to participate

effectively in AGRIS Level One.

It was resolved that institutions designated by their countries

as AGRIS Level One centres should take steps to initiate their

participation using the facilities provided by the AGRIS Unit in

Vienna.

Coverage of non-conventional literature in AGRINDEX was discussed.

Participants noted that the kind of materials generally described

as non-conventional or fugitive literature forms an important and

large proportion of the agricultural literature in West Africa and

throughout Africa; they therefore resolved that the AGRIS Coor­

dinating Centre should be urged to ensure the inclusion of non­

conventional literature in AGRINDEX.

There was a brief discussion of AGRIS Level Two pilot projects

particularly AGRIS TROPICAL. Participants would like the AGRIS

Coordinating Centre to keep them informed of progress made and

send them reports of the various study groups.

COMMUNICATION

The meeting resolved that a newsletter be started to provide a

medium of communication among agricultural librarians and docu­

mentalists in West Africa. The newsletter will highlight activities

of AGLINET and of the West African Association of Agricultural

tions of West African Institutions, duplicates for free

distribution or exchange, lists of publications-required by

individual institutions to fill gaps in their collections,

any translations (French to English or English to French) of

scientific publications, bibliographies compiled, and develop­

ments in the field of agricultural librarianship and documenta­

tion.

The newsletter will be in mimeograph form and published

quarterly. Initially, items will be in English or French

according to the language in which they are submitted.

Country Centres of AGLINET will compile materials for their

countries and submit them to IITA; specialized Centres will

also submit materials quarterly to the IITA Library and Docu­

mentation Center for inclusion in the newsletter. Any institu­

tion may also submit materials for the newsletter directly to

IITA.

Preface

L'Institut International d'Agriculture Tropicale, I'IIAT, corporation

souveraine ' but non-lucratif, a ete cr6 en 1967 par un d~cret du gouvernement militaire fed~ral du Nigeria. A 1'origine, cet organisme

s'est vu confier le mandat d'amliorer la qualite et la quantit6 de nourriture dans les basses-terres des tropiques. I1 devait aussi organiser des conferences et des s~minaires internationaux dans le but de reunir les travailleurs agricoles et les chercheurs de ladite region pour consultation et 6change d'information.

D'autre part, le Centre de Recherches pour le D6veloppement International, le CRDI, est une corporation publique cree en 1970 par une loi du Parle­ment canadien pour entreprendre, encourager, soutenir et poursuivre des recherches sur les probl'mes des regions du monde en voie de d6veloppement

et sur les moyens d'application et d'adaptation des connaissances scienti­fiques, techniques et autres au progres 6conomique et social de ces regions.

En janvier 1975, 1'IIAT et le CRDI ont conjointement organis6, pour une premiere, une table-ronde de biblioth6caires et de documentalistes de l'Afrique de l'Ouest travaillant dans des institutions agricoles. L'IIAT, h~te de la conference, est pour l'Afrique de 1'Ouest le repr6sentant

d'AGLINET, r~seau de bibliotheques agricoles 6tabli par la FAO. Afin d'orienter les travaux futurs vers 1'intensification de la coop6ration a 1'int6rieur de la region, les d6bats ont port6 sur la pertinence d'une affiliation ' d'autres syste'mes d'information agricole tels AGRIS et

CARIS de la FAO. Le pr6sent rapport r6sume ces debats.

INTRODUCTION

Un congres international de bibliothfcaires et de documentalistes spicialists

en agriculture s'est tenu AItnstitut International d'Agriculture Tropicale

(IITA) du 20 au 22 janvier 1975 A Ibadan (Nigeria). L'Institut et le Centre

de Recherches pour le Dgveloppement International (CRDI), organisme financg

par le Gouvernement canadien, ont financg conjointement ce congras.

Les participants venaient de quatorze pays et reprfsentaient trente-deux

organismes africains. (On trouvera leurs noms et adresses A l'annexe I).

M. Philippe Arias, Pr6sident de l'International Association of Agricultural

Librarians and Documentalists (IAALD) dtait l'invitf du congras, et y

participait en tant que spfcialiste, en sa qualitg de President de

l'Association des Biblioth6caires et Documentalistes Agricoles, en raison

aussi de sa collaboration A la crgation et au d~veloppement de I'AGRIS et

de I'AGLINET.

L'objet principal de la r~union 6tait de stimuler la collaboration entre

bibliotheques et centres de documentation specialisgs en agriculture en

Afrique Occidentale en particulier et dans l'Afrique toute entiare. II

ftait question d'inaugurer un r6seau coopgratif de bibliothiques agricoles

(AGLINET) qui permettrait un 6change rapide et continu d'informations

sur la recherche et le d~veloppement agricoles et de trouver le moyen

d'6tablir une communication pour le moment inexistante entre francophones

et anglophones parmi les biblioth~caires, documentalistes et scientifiques

du domaine de l'agriculture.

MH. H.R. Albrecht, directeur g6neral de I'IITA et Jean de Chantal, du

bureau regional du CRDI A Dakar, proc~d~rent A l'ouverture officielle du

congr~s. Le debut de la c~r~monie d'ouverture a dt6 t~l~visfe tandis que

la radio et les journaux consacraient de nombreux reportages aux debats.

Dans toutes lee sessions, les exposes ont ftf pr~sent~s selon un schema

accepts d'avance et deux heures seulement ont et6 consacrges aux r~sum~s

des communications prfsentees par lee participants. (Une liste de ces

W assurgedocuments apparatt A l'annexe II). La traduction simultange a

au cours de toutes les sessions.

On trouvera ici un r~sumf des sujets discut~s, des decisions importantes

prises et des resolutions adoptees.

AGLINET

Les participants ont bien accueilli le principe de base de l'AGLINET et ont exprim6 leur d~sir et leur volont6 de collaborer au r~seau propose. lls ont exprimi 'IITA leur satisfaction de le voir prendre en mains les destin~es

du Centre Regional pour l'Afrique Occidentale. L'importance d'AGLINET 6tait

constamment soulign~e : "A quoi peut servir I'AGRIS sans I'AGLINET ?" entendait-on souvent r6p~ter. Ainsi s'exprimait l'opinion suivant laquelle

une bibliographie courante (telle qu'AGRINDEX) ne peut qu'engendrer un sentiment de frustration dans bien des cas s'il n'existe pas un systame tel qu'AGLINET pour assurer que les publications peuvent etre r~ellement obtenues.

La conference a discut6 et accepte un module AGLINET pour l'Afrique Occidentale. On en trouvera ci-dessous une representation sch6matique:

Th~oriquement on peut diff~rencier les biblioth6ques des centres de documen­tation mais, dans la pratique, il n'est pas utile de faire une telle distinc­tion surtout lorsque les centres en question poss~dent d'importantes collec­

tions de livres et de revues. Telles 6taient sur ce sujet les vues communes des participants. Le r~seau AGLINET pour l'Afrique Occidentale comprendra pour cette raison des biblioth~ques aussi bien que des centres de documentation.

Le Centre national, appelg A jouer un r~le de coordonnateur, sera une importante biblioth~que ou un centre de documentation du pays. II a ats dfcid6 qu'en raison des collections sp~cialisees que possident les bibliothaques et les centres de documentation des organisations r~gionales et internationales d'Afrique Occidentale, ces derniers jouiraient d'un statut special au sein du r~seau AGLINET, au niveau des centres nationaux, conme il appara-t dans le schema ci-dessus.

Les centres spicialists qui ont ftg d~signis sont les suivants : l'Organisa­tion pour la Mise en Valeur du Fleuve Sdngal (OMVS) de Saint-Louis, S~nfgal, le Bureau Interafricain des Sols (BIS) de Bangui, R~publique Centrafricaine, la Commission du Fleuve Niger (CFN) de Niamey, Niger, l'Association pour le D~veloppement de la Riziculture en Afrique de l'Ouest (ADRAO) de Monrovia, Liberia et le Cenzre International pour l'Elevage en Afrique (CIPEA) d'Addis Ab~ba, Ethiopie. Tous ont accept6 leur designation, mais les repr~sentants du BIS, de la CFN et de 1'ADRAO devront prendre l'avis de leurs sup~rieurs higrarchiques avant de pouvoir confirmer leur acceptation.

Le congras d~cida la creation d'une Association pour l'Afrique Occidentale

des bibliothAcaires et Documentalistes sp~cialis~s en Agriculture (West

African Association of Agricultural Librarians and Documentalists) qui

sera affilife aI 'International Association of Agricultural Librarians

and Documentalists. Les objectifs de l'Association seront :

I.D'amfliorer les services de biblioth~que et de documentation

dans le domaine de l'agriculture et des sciences apparent~es.

2. D'aider les bibliothfcaires et documentalistes A acqudrir

plus de competence professionnelle.

3. De servir de liaison entre les biblioth6caires et documentalistes

d'Afrique Occidentale et ceux des autres pays et des organismes

internationaux.

4. De promouvoir l'change d'informations et de r~sultats

d'expgriences par le canal de colloques et de publications

techniques.

5. De promouvoir la coopiration et la collaboration entre les

bibliothaques et les centres de documentation et de rem~dier

A l'bsence de communication entre organismes anglophones et

francophones.

Le congres proc~da fgalement A l'6lection d'un Comitg de Direction provisoire

charg& d'6laborer une constitution et des riglements pour l'Association et de

preparer ses programmes. Le Comit6 comprend un president, deux vice-presidents

et quatre membres qui sont les suivants

En l'absence de M. Anibie, du Ministare de la Recherche Scientifique a

Abidjan, Mme Eldin itait d'avis que ce dernier dtait la personne toute

dfsignge pour oeuvrer au sein du Comit6.

Le President du Comit6 de Direction provisoire fut chargg de recueillir

des fonds pour permettre au Comitf de se r~unir sans trop tarder.

CATALOGUES COLLECTIES ET PUBLICATIONS

Les participants ont soulign6 l'importance qu'aurait, du point de vue de

la collaboration A une bibliographie commune, l'existence de catalogues

collectifs. Ils ont 6tf unanimes a d~clarer que l'efficaciti de l'AGLINET,

et partant son succes, dependraient en grande partie de la possibilit6 de

se procurer un catalogue collectif des periodiques scientifiques et

techniques d~tenus par les biblioth4ques et centres de documentation en

Afrique Occidentale.

II a donc 6t6 r~solu par les participants que ladite liste serait

l'oeuvre de l'Institut International d'Agriculture Tropicale. Comme, de

l'avis genral, un tel travail sera couteux, il a 6t6 demande a l'IITA,

l'organisme priciti, de solliciter d'urgence l'aide du OCRDI, pour le

compte de l'Association pour l'Afrique Occidentale des Bibliothacaires et

Documentalistes spicialists en Agriculture. Les centres nationaux qui

font partie de l'AGLINET ont 6t6 prigs de coordonner la compilation de

listes pour les organismes de leur propre pays. M. de Chantal, le

repr~sentant du CRDI, a proposi son aide a cet effet, s'il ftait fait

appel a lui.

Selon les participants, le besoin d'un service de publications sur le

module de l'East African Literature Service se ferait grandement sentir.

Ii s'agit de copier les tables de matiares des pfriodiques regus dans

une grande bibliothaque (adeterminer), de les distribuer aux usagers et

d'envoyer gracieusement a ces derniers copie des articles qu'ils auront

indiquds entre temps. On pressa l'IITA d'assurer ce genre de service au

benffice des agriculteurs de mftier en Afrique Occidentale. L'IITA

repliqua qu'elle avait dejl en commande 6normfment de travaux A exkcuter

au moyen de son photocopieur Xerox et qu'un service de cet ordre nfcessi­

terait l'eploi d'un photocopieur suppl6mentaire de la minme marque.

De plus les frais d'envoi postal des tables des matiares et des articles

pourraient atteindre un montant assez ilevd, de sorte que l'IITA

l'assurerait dansr~serverait ce service A qui en ferait la demande et

la limite des fonds et du materiel disponibles.

FORMATION

On a parl6 au congrgs de formation, et de formation A deux niveaux,

theorique et pratique. II convient de donner A des 6tudiants d~j!

bacheliers la possibilitg de recevoir une formation thgorique afin

que la region possade davantage de personnes capables de jouer un

r le de direction. Les participants fvoquarent la formation de courte

en agricul­duroe en bibliothfconomie et en documentation sp~cialis~es

ture qui est dibpens~e par l'Institut Inter-Am~ricain des Sciences

genre deAgricoles (IICA) a Turrialba (Costa Rica), ajoutant que ce

formation serait extr-mement utile en Afrique Occidentale. Malheureu­

sement les 6tudiants d'Afrique Occidentale ne peuvent b~n~ficier de

nece programme parce que la formation y est dispensge en espagnol et

tient compte que des r~alitis sud-am~ricaines. Il est donc urgent de

donner des cours semblables en anglais et en frangais dans un 6tablisse­

ment d'Afrique Occidentale. Il serait bon 6galevent de tenir des ateliers

sur des sujets particuliers, comme l'entr~e des informations A I'AGRIS,

niveau I, ou fa compilation des catalogues collectifs. Tout en r~pondant

A des besoins sp~cifiques, ces ateliers dispenseraient en fait une sorte

d'ducation permanente.

Pour en venir maintenant A la formation pratique dans des bibliothaques

enet des centres de documentation bien organisgs, les participants

dipartement de biblio­reconnurent la nfcessitf. D6jA l'IITA assiste le

thiconomie de l'Universitg d'Ibadan dans la formation pratique qu'elle

donne A quelques-uns de ses 6tudiants. I'OMVS, le BIS, de m-me que

. meme de donner une formation pratique A des documentalistes,I'ADRAO sont

ils l'ont fait dans le pass6. Enfin l'id~e de procider A des ichangescomme

de personnel a 6t6 jugge bonne car elle permettrait une experience accrue

le cas d'6changes entre anglophones etchez les int~ress~s, et, dans

francophones, leur permettrait d'apprendre l'autre langue.

L'AGRIS

On a parlf au congras de la participation des pays d'Afrique Occidentale

A AGRIS, niveau I. A l'heure actuelle peu de pays alimentent AGRIS A ce

niveau (le Sfnggal le fait par l'intermidiaire de l'OMVS). Les parti­

cipants ont appris itexistence d'un nouveau bureau de l'AGRIS A Vienne,

que le CRDI a financi pour qu'il puisse recevoir les entrees sur feuilles

de travail que lui envoient lea pays en voie de dfveloppement. Ceci montre

qu'un organisme participant n'a pas besoin, pour apporter sa contribution,

d'etre dote d'un ordinateur et que le personnel, pour participer effecti­

vement aux opfrations d'AGRIS niveau I n'a besoin d'aucune expdrience

pr~alable dans le domaine des ordinateurs.

Il a ftf resolu que lea organismes d6signds par leurs pays respectifs

comme centres de l'AGRIS, niveau I, devraient commencer A y participer

en se servant des facilit~s fournies par le bureau de l'AGRIS A Vienne.

Comment AGRINDEX devrait-il traiter les articles autres que lea sujets

classiques ? Les participants ont note que le genre d'articles d~sign~s

g~ndralement comme non classiques ou qui n'ont qu'un int~r-t transitoire

forment une grande, une importante proportion de ce qui s'dcrit dana le

domaine agricole en Afrique Occidentale et meme partout en Afrique. Ils

ont en consequence r~solu que le Centre coordinateur de l'AGRIS devrait

etre invite avec insistance A inclure dans AGRINDEX les articles et

publications "non classiques".

Les participants entendirent un court expose des projets pilote d'AGRIS

niveau II,particuliarement d'AGRIS TROPICAL. Ils aimeraient etre

informfs, par le canal du centre coordinateur de l'AGRIS, de l'fvolution

de la situation et ils aimeraient recevoir lea rapports des divers

groupes d'itude.

COMMUNICATION

communication entre lea bibliothfcaires etEn vue d'Stablir un lien de

documentalistes d'Afrique Occidentale specialists en Agriculture, le

congras a recommand6 la publication d'une circulaire d'information. Cette

circulaire soulignera les activites de l'AGLINET et de l'Association

formie par les biblioth~caires et documentalistes ci-dessus.

Elle annoncera les nouvelles publications des organismes d'Afrique

Occidentale, les reproductions pour distribution gratuite ou 6change,

la liste des publications dont ont besoin certains organismes pour

combler les lacunes de leurs collections, les traductions fventuelles

(frangais-anglais ou anglais-frangais) de publications scientifiques,

les bibliographies compildes et les ricents diveloppements dans le

domaine de la biblioth6conomie et de la documentation spfcialisdes

en agriculture. Cette circulaire trimestrielle sera tap6e au stencil.

Au depart les articles seront en anglais ou en frangais, selon la langue utilis~e par leurs auteurs. Les centres nationaux AGLINET recueil­

leront les mat~riaux pour leurs pays respectifs et les soumettront A

lIITA. Les centres specialists feront de mime, A une cadence trimes­

trielle et soumettront leurs mat~riatx A la Bibliothique de l'IITA et

au centre de documentation pour insertion dans la circulaire. Tout

organisme peut communiquer directement A l'IITA ses 6lments d'information

pour publication dans la circulaire.
