The principal purpose of Congress in enacting the Foreign Agents Registration Act was to

ensure that the Government and the people of the United States would be informed of the identity of

persons engaging in political activities for or on behalfofforeign governments, foreign political

panies and other foreign principals.

The 1966 amendments to the Foreign Agents Registration Act were designed to strengthen the

basic purpose of the original Act -- i. e., to protect the interests of the United States by requiring

complete public disclosure by persons acting for or in the interests offoreign principals where such

activities are political in nature. The public disclosure required by the Act permits the Government

and the people of the United States to be informed as to the identities and activities ofsuch persons

and to be better able to appraise them and the purposes for which they act. These amendments

arose in connection with hearings held by the Senate Foreign Relations Committee in its examination

of the interrelationships of nondiplomatic agents with the executive and legislative branches of

Government, as well as with our mass media.

Registration under the Act does not imply recognition by the United States Government of the

legitimacy of any particular foreign government or political party. Funhermore, registration does

not indicate approval by the United States Government of the propaganda material disseminated or

of the activities of the registered agent.

Legislative Changes

Congress enacted Public L. 102-395 on October 6, 1992, which authorized the Attorney

General to establish fees to recover the cost of administering the Foreign Agents Registration Act.

$726,162.00 in filing fees was received during the calendar year 1995.

Congress enacted the Lobbying Disclosure Act of1995 on December 19, 1995. That law,

effective January 1, 1996, focuses the Foreign Agents Registration Act more on those who act as

agents offoreign governments or foreign political parties, and requires more frequent reports by this

office to the Congress on administration and enforcement of the Act. To strengthen this change in

focus, the Department intends to transmit to the Congress a bill to further amend the Act to provide

the Attorney General with civil investigative demand (eID) authority and other enhancements needed

to insure compliance with the Act. CID's in aid of investigations under the Act were first requested

in 1991 as part of a bill designed to implement the recommendations of the U. S. General Accounting

Office on strengthening the administration and enforcement of the Act.
