1.3 What are the likely impacts of the proposed activity on the existing facilities adjacent to the proposed site?

(Such as open spaces, community facilities, details of the existing landuse, and disturbance to the local ecology).

The land area development would cause following impacts to the existing features:

1) The site is in proximity to river Sirsa. There might be possibility of flood affecting the district jail project. It has been estimated that the project land is below 2.00 to 3.50 m from FFL of the river Sirsa. The project area is not prone to river floods, since the distance from the Sirsa River is about 10 m along its boundary. Besides there is natural drain passing in proximity to the project site that may get over flooded during monsoon season due to storm water flows. Since the nallahs, drains etc. are local, previous records of flood levels are not available. The natural nallahs flows to nearly 35-40 nos. villages in the downstream direction. Hence any uncontrolled discharges might have negative impact in the biochemical properties of natural nallahs ultimately culminating into river Sirsa.

The project proponent has to ensure zero discharge to the natural nallahs through provision of 100 % treatment of domestic and hospital effluent.

2) The site is on proximity to power station. The

shifting of HT LINE passing through layout is required. It should also be ensured that area beneath the HT line to be developed as NTPC bye laws with thick strip of green belt.

More over proposed project will provide value addition to the existing infrastructure facilities.

Further, during the construction as well as operation stage of the project, direct and indirect employment opportunities for a large section of society will generate would be generated. The employment will have positive impact thereby increasing the quality of life.

1.4 Will there be any significant land disturbance resulting in erosion, subsidence & instability?

(Details of soil type, slope analysis, vulnerability to subsidence, seismicity etc may be given).

Erosion / Subsidence: Proper greening & paving of area will not cause any soil erosion problem and subsidence.

Seismicity:

The area under study falls in zone-III, according to the Indian Standard Seismic Map. Suitable seismic coefficients in horizontal and vertical directions respectively, will be adopted while designing the structure.

1.5 Will the proposal involve alteration of natural drainage systems?

(Give details on a contour map showing the natural drainage near the proposed project site)

The proposed project will not cause any alternation of natural drainage system.

1.6 What are the quantities of earthwork involved in the construction activity-cutting, filling, reclamation etc.

(Give details of the quantities of earthwork involved, transport of fill materials from outside the site etc.)

During construction phase, some excavation is envisaged in order to provide foundation. Due to project site's proximity to river Sirsa approximately 579835.00 cum soil has been proposed to be filled. The transport of the filling soil has been proposed through 11.0 Km metalled road to the site ; however 1.0 Km Kuchha / Chak road will be involved in the transportation corridor which would be sprinkled with water for dust settlement.

1.7 Give details regarding water supply, waste handling etc during the construction period.

Water Supply: During Construction stage, water will be sourced through 01 no. bore well. Waste Generation / Handling: Soil excavated will be reused for backfilling and the fertile top soil will be reused for horticultural purpose. Spillage of oil from the machinery or cement residual from concrete mixer plants will be properly collected and reused in construction site. For construction laborers, proper sanitary facilities & wash areas will be constructed and good hygienic conditions will be maintained.

1.8 Will the low lying areas & wetlands get altered? (Provide details of how low lying and wetlands are getting modified from the proposed activity)

No low lying and wetlands area are there in and around the project site.

1.9 Whether construction debris & waste during construction cause health hazard? (Give quantities of various types of wastes generated during construction including the construction labour and the means of disposal)

The construction debris generated from the construction project will be common place in nature and will not cause any health hazard to associate and nearby population. The construction debris will be used for land leveling/ backfilling and landscaping according to its composition. Metal will be recycled. Waste concrete will be reused as aggregate in

construction process.

Approx. 900 labours will be engaged during the construction period. Proper sanitary facilities will be provided to construction labourers. Good hygienic conditions will be maintained.

2. WATER ENVIRONMENT

2.1 Give the total quantity of water requirement for the proposed project with the breakup of requirements for various uses. How will the water requirement met? State the sources & quantities and furnish a water balance statement.

Water The total quantity of water requirement shall be 638.56 KLD.

Source – 12 no. Bore Well

The break up is as follows:

The drinking water requirement shall be met through 200 KLD OHT. For agricultural works 01 by Jal Nigam water supply. Total water demand of the recreational and green areas which includes landscaping and plantation excluding fire fighting water demand and losses is calculated to be 32 KLD. Total treated water from 150KLD STP will be totally utilized for the plantation, landscape area, D.G. set cooling & flushing proposed within the project premises, with Zero Discharge.

2.2 What is the capacity (dependable flow or yield) of the proposed source of water?

The water demand during operation phase will be met through 02 no. of bore well by Jal Nigam water supply. This supply of water will meet the requirement of 638.56 KLD water.

2.3 What is the quality of water required, in case, the supply is not from a municipal source?

Supply of water during operation phase will be through Jal Nigam. The required water quality at the project site will be within prescribed limits of IS:

2.4 How much of the water requirement can be met from the recycling of treated wastewater? (Give the details of quantities, sources and usage)

Total Black & Grey water generation 119.0 KLD, which will be treated in STP of 150 KLD within the premises. Total treated water (107 KLD) from STP will be totally recycled in flushing, DG Set cooling, and gardening & landscaping. 42.5 KLD waste water from laundary and hospital waste will be treated in 50 KLD ETP and 38.0 KLD recycled water will be reused in flushing , Gardening and DG set cooling

Details of 150 KLD STP & 50 KLD ETP is given in Conceptual Plan.

2.5 Will there be diversion of water from other users? (Please assess the impacts of the project on other existing uses and quantities of consumption)

There will not be any substantial effect on water demand of this region .

No diversion of water from other users is anticipated. 2.6 What is the incremental

pollution load from wastewater generated from the proposed activity? (Give details of the quantities and composition of wastewater generated from the proposed activity)

STP & ETP shall be installed within the District Jal for treating the 100% waste water; 100 % of STP & ETP treated waste water shall be reused in the jail premises for flushing, D.G. Set cooling and plantation & landscaping purposes with zero discharge. The total grey and black water generated from domestic sources is estimated to be 119.0 KLD which will be treated in 150 KLD sewage treatment plants, so no excessive pollution load from waste water will be generated and the treated water shall be totally reused with zero discharge. be collected through rainwater down take pipes and connected to the 10 nos. of Rain Water Harvesting Pit. The rain water from open areas shall be considered for rain water recharge only after approval from CGWB. Rainwater Harvesting will recharge the Ground water. For collecting storm water, storm water drainage network has been provided during the design stage as per the guidelines defined by the municipal authorities. In the project design, it shall be ensured that no mixing of the storm water with waste effluent takes place. All the storm water will be diverted to rain water-harvesting network proposed in the complex. The oil grit and silt will be trapped before discharge into the harvesting pits. Rainwater at peak rainfall intensity of 30 mm in the region will be recharged to first aquifer.

2.8 What would be the impact of the land use changes occurring due to the proposed project on the runoff characteristics (quantitative as well as qualitative) of the area in the post construction phase on a long-term basis? Would it aggravate the problems of flooding or water logging in any way?

No impact It will not aggravate the problems of flooding or water logging as the existing drainage slopes will be retained. It is proposed to maintain & utilize the existing course of natural drainage system with only minor re-alignments for the disposal of main storm water runoff from the New District Jail as per site conditions.

2.9 What are the impacts of the proposal on the ground water? (Will there be tapping of ground water; give the details of ground water table, recharging capacity, and approvals obtained from competent authority, if any)

As the proposed project will encourage the recharging of ground water through rain water harvesting, therefore ground water extraction shall be substantiated.

2.10 What precautions/measures are taken to prevent the run-off from construction activities polluting land & aquifers? (Give details of quantities and the measures taken to avoid the adverse impacts)

During the construction phase, runoff from the construction site shall not be allowed into the roadside. Adequate measures shall be taken to channelize such run off and the same shall be disposed off through existing storm water drainage network.

All Strom water drainage has been channelized to Rainwater pit.

2.11 How is the storm water from within the site managed? (State the provisions made to avoid flooding of the area, details of the drainage facilities provided along with a site layout indication contour levels)

The storm water is channelized to ground water through 10 nos. of Rainwater recharge pit after oil & grease trap.

2.12 Will the deployment of construction labourers particularly in the peak period lead to unsanitary conditions around the project site (Justify with proper explanation)

Proper sanitary facilities like temporary toilets etc. will be provided to labourers and treatment will be done using septic tank/ soak pits.

2.13 What on-site facilities are provided for the collection, treatment & safe disposal of sewage? (Give details of the quantities of wastewater generation, treatment capacities with technology & facilities for recycling and disposal)

STP shall be installed within New District Jail for treating the 100% of black & grey water; 100% of STP treated waste water shall be reused within the District Jail for flushing, DG Set cooling and gardening & plantation purposes. The total grey & black water generated from domestic sources is estimated to be 119.0 KLD which will be treated in 150 KLD sewage treatment plants, so no excessive pollution load from waste water will be generated and the treated water shall be reused. All wastewater shall be channelized to S.T.P. based on FAB Technology, where it shall be treated. Sludge from STP shall be used as manure in Garden & the treated water shall be reused in flushing, DG Set Cooling & gardening.

2.14 Give details of dual plumbing system if treated waste used is used for flushing of toilets or any other use.

Dual Plumbing system is being provided the detail have been in the project.

3. VEGETATION

3.1 Is there any threat of the project to the biodiversity? (Give a description of the local ecosystem with it’s unique features, if any)

The whole study area is divided into two parts, one study within the project site & another study within 10 km. Project site / core zone is devoid of any shrub and herb, patches of local grasses and trees are seen. In 10 Km radius trees found are Neem (Azadirachta indica), Aswath (Ficus benganesis), Ber (Zyziphus mauritiana), Amaltash (Cassia fistula), Peepal( Ficus religiosa), Gulmohar(Delonix regia), Siris (Albizia lebbek). The ecology of the study area is not very rich in diversity or high in endemism, which may be primarily accounted for the scattered distribution of poor quality and quantity of fodder. The major mammalian fauna of the project influenced area involve common languor, mongoose (Herpestris edwardii) etc. Avifauna is primarily represented by common crow (Corvus splendens), House Sparrow (Passer domesticus), blue rock pigeon (Columba livia) and finches. Common peacock (Pavo cristatus) is known to be present in the area. Small, reptiles , primarily squamates like lizards, chameleons, poisonous and non- poisonous snakes are also found in the study area. No migratory birds breed in the study area. Except Egrets Sps. Is locally found. However, No Tiger Reserve / turtle breeding place is located within the 10 Km radius of the study area.

3.2 Will the construction involve extensive clearing or modification of vegetation? (Provide a detailed account of the trees & vegetation affected by the project)

Project site is devoid of any shrub and herb. Hence there is no extensive clearing or modification of vegetation. Vegetation provides erosion control, storm water detention, biofilteration, and aesthetic values to a site during and after construction activities.

3.3 What are the measures proposed to be taken to minimize the likely impacts on important site features

(Give details of proposal for tree plantation, landscaping, creation of water bodies etc along with a layout plan to an appropriate scale)

There will not be any kind of impact of this project on site features. The green area will mitigate the adverse impact of pollution. The Landscape area will be as follows:

area does not have any tree, nothing shall be uprooted. Landscape and sps. details are given in Conceptual Plan.

4. FAUNA

4.1 Is there likely to be any displacement of fauna- both terrestrial and aquatic or creation of barriers for their movement? Provide the details.

The proposed site is an open land and this place is not the habitat for local fauna. So, there will not be any type of displacement or any other effect on the local fauna due to proposed project activities.

4.2 Any direct or indirect impacts on the avifauna of the area? Provide details.

Within the proposed project site, proper landscaping has been planned to provide a clean, healthy and beautiful green environment for the population. Common native variety of trees and ornamental flowering species will be planted in the green space. Landscaping can have direct positive impact on the local avifauna, as this will provide shelter to local birds.

4.3 Prescribe measures such as corridors, fish ladders etc to mitigate adverse impacts on fauna

These measures are not applicable for this project.

5. AIR ENVIRONMENT

5.1 Will the project increase atmospheric concentration of gases & result in heat islands?

(Give details of background air quality levels with predicted values based on dispersion models taking into account the increased traffic generation as a result of the proposed constructions)

The project activities are in large area with green spaces therefore no increase in concentration of gases or heat island effect expected.

quality monitoring results and to further understand the chemical reactions that occur in the atmosphere. Dust storms may leads to the build-up of particulate matter in the atmosphere.

5.3 Will the proposal create shortage of parking space for vehicles? Furnish details of the present level of transport infrastructure and measures proposed for improvement including the traffic management at the entry & exit to the project site.

Surface Parking provision have been made within

the project,

Total ECS = 169.25 ECS (Surface Parking) Parking Area= 5170.6 m2 The parking plan for this construction project would follow all the standards and norms as per the residential building plans. The proposed project site is well connected by Bus route, Auto route through National Highway-95.

5.4 Provide details of the movement patterns with internal roads, bicycle tracks, pedestrian pathways, footpaths etc., with areas under each category.

In the proposed project proper arrangement is made for smooth traffic movement. Adequate lightening arrangement tapping will be provided covering all corners.

5.5 Will there be significant increase in traffic noise & vibrations? Give details of the sources and the measures proposed for mitigation of the above.

It is envisaged that the only source of noise pollution is vehicular movement; hence this will not generate significant noise level. Plantation of trees both sides of all roads as well as the green belt shall be developed for noise attenuation.

5.6 What will be the impact of DG sets & other equipment on noise levels & vibration in & ambient air quality around the project site? Provide details.

There would not be any impact on the ambient air quality The noise emission from D.G. Sets (if proposed) will meet the noise level as per CPCB guidelines and only HSD of calorific 0.25 will be used to run these DG Set . Vibrator pads and acoustic enclosure will be used in DG sets to minimize the vibration effects.

6. AESTHETICS

6.1 Will the proposed constructions in any way result in the obstruction of a view, scenic amenity or landscapes?

The development in the entire project influenced area is as per the Development area of Etawah, by Govt. of U.P. hence no adverse impacts are anticipated from new constructions on the existing structures in this area.

6.3 Whether there are any local considerations of urban form & urban design influencing the design criteria? They may be explicitly spelt out.

Are there any anthropological or archaeological sites or artifacts nearby?

State if any other significant features in the vicinity of the proposed site have been considered.

7. SOCIO-ECONOMIC ASPECTS

7.1 Will the proposal result in any changes to the demographic structure of local population? Provide the details.

The operation of the project shall provide value addition to the existing infrastructure with improved living standards. The proposed project will provide indirect job facilities in the form of house keeper & maintenance staff. During construction phase about 900 Nos. of skilled and unskilled work force will be required per day. This workforce will be hired locally, which generate employment to the local people.

7.2 Give details of the existing social infrastructure around the proposed project.

The project site lays just after the National Highway-95 Around the proposed project area is mainly a residential land. Fire station, Police station, Hospital, Institutes and Schools etc. is there within the 10 km radius of the proposed site. The project will be constructed within the designated site as per the defined building by-laws of U.P. government. There is no sacred site or cultural heritage site within the vicinity of the proposed project; hence no adverse impacts are envisaged.

8. BUILDING MATERIALS

8.1 May involve the use of building materials with high-embodied energy.

The major materials required for construction of the proposed project will be steel, cement, bricks, flooring tiles / stones, sanitary and hardware items, electrical fittings, water, etc. Energy efficient process will be used in the proposed project.

8.2 Transport and handling of materials during construction may result in pollution, noise & public nuisance.

What measures are taken to minimize the impacts?

Mitigate Measures for Air Pollution During construction stage: All the loose material either stacked or transported shall be provided with suitable covering such as tarpaulin, etc. Water sprinkling shall be done at the location where dust generation is anticipated. To minimize the occupational health hazard, proper personal protective gears i.e. mask shall be provided to the workers who are engaged in dust generation activity. Mitigate Measures for Noise Pollution during Construction stage: Administrative as well as engineering control of noise will be implemented. Isolation of noise

generation sources and temporal differentiation of noise generating activities will ensure minimum noise at receiver’s end. To prevent any occupational hazard, ear muff/ earplug shall be given to the workers working around of operating plant and machinery emitting high noise levels. Use of such plant of machinery shall not be allowed during night hours. Careful plating of machinery operation and scheduling of operations shall be done to minimize such impact.

8.3 Are recycled materials used in roads and structures?

State the extent of savings achieved?

As there is no availability of recyclable building material in the vicinity of proposed project site so recyclable materials cannot be used in the construction process of the proposed project. If it is made available at reasonable price, it will be definitely used.

8.4 Give details of the methods of collection, segregation & disposal of the garbage generated during the operation phases of the project.

The quantity of Solid Waste Generation during operation phase will be 990.5 kg/day (including floating population). As per the manual of municipal solid waste prescribed in Central Public Health and Environmental Organization (CPHEEO), the solid waste disposal method shall be adopted. The solid waste will comprise of biodegradable waste e.g. domestic waste, food waste, horticultural waste etc. and recyclable waste, like plastic, paper, tin, glass etc. This solid waste would be disposed off as per Municipal solid waste management and handling norms. Municipal Solid Waste Management Plan: In the proposed project, adequate number of collection bins separately for biodegradable and non-biodegradable waste shall be provided as per Municipal Solid Waste (Management and Handling Rules, 2000). Waste from such bin shall be collected separately on daily basis. Separate colored bins will be provided for biodegradable and non-biodegradable wastes. The solid waste will be collected and taken to a separate centralized collection facility. Final segregation of solid waste into biodegradable, non-biodegradable and inert fraction into the centralized collection fraction would be made.

Arrangements will be made with authorized agency, for providing the garbage station or transfer point, where all wastes collected from collection bins shall be disposed off for further disposal by the authorities. Horticulture waste (leaves, grass and vegetation parts) shall be collected at the secured location such that it shall not hinder daily activity schedule or washed away by the surface run off causing choking of drains, etc. and will be separately disposed off along with biodegradable waste.

9. ENERGY CONSERVATION

9.1 Give details of the power requirements, source of supply, backup source etc.

Energy Conservation Measures: In the operational phase, appropriate energy

conservation measures & management plan will be adopted in order to minimize the consumptions of non-renewable fuel. The following measures are suggested to adopt:-

Compact fluorescent lamps will be used in place of incandescent halogen lamps in all common areas and basement parking. Lighting and switching shall be designed by keeping in mind day light integration. After testing the viability, solar energy can also be used to meet electricity requirement as it would reduce dependency on non-renewable sources of energy and make environment cleaner. Using solar photovoltaic cells, which convert solar energy into DC electricity directly, can trap solar energy.

Yes, the layout of buildings has been designed to maximize the potential for solar energy devices. After testing the viability, solar energy will also be used for street lighting, emergency lighting & solar heating.

9.6 Is shading effectively used to reduce cooling/heating loads? What principles have been used to maximize the shading of Walls on the East and the West and the Roof? How much energy saving has been effected?

Passive solar architectural measures have been adopted to provide shading devices for windows and roof, which would effectively reduce heating up of building envelope. Although the project area is not situated in a warm climate, but still the provision of absorbing less heat has been maintained. Roofs will be painted with reflective aluminum based paints with solar reflectance ranging from 0.3-0.6. This will result in less absorption of sunlight causing 40 % back reflection and less heating of building structure during summer season. This will effectively reduce the heat load of the building envelope.

9.7 Do the structures use energy-efficient space conditioning, lighting and mechanical systems? Provide technical details.

The space-heating load will be minimized using passive solar structure and suitable buildings envelop material. Glass with a low emissive coating will be used. Windows manufactured with low –E coating reduce energy loss by as much as 30-50%. Different type of low –E coatings has been designed to allow for higher solar gain, moderate solar gain, or low solar gain. Typical thermal conductivity (U-values) will range between 1.2-1.4 W-m2 –K as compare to 1.5-1.7W-m2-K range for normal glass.

9.12 What is the rate of air infiltration into the building?

10. ENVIRONMENT MANAGEMENT PLAN

10.1 The Environment Management Plan would consist of all mitigation measures for each item wise activity to be undertaken during the construction, operation and the entire life cycle to minimize adverse environmental impacts as a result of the activities of the project. It would also delineate the environmental monitoring plan for compliance of various environmental regulations. It will state the steps to be taken in case of emergency such as accidents at the site including fire.

The Environmental Management Plan consists of the set of mitigation measures, management practices, monitoring and residential measures etc. that are to be taken during implementation and operation phase to eliminate adverse environmental impacts, to offset them or to reduce them to acceptable levels.
