1. Situating the Agricultural Statistical System in PSS

The Philippine Agricultural Statistics System (AgStat) exists within the functional and organizational structure of the PSS.

All government instrumentalities that are concerned with generation, analysis and dissemination of statistics on agriculture, fisheries and related fields.

Central to its responsibilities is the provision of information support to the process of development planning, policy formulation and decision making in the agriculture and fisheries sectors.

The two major producers of agricultural data are the BAS and the NSO.

2. Agricultural Statistics Planning Framework

The Philippine Development Plan (PDP)

PDP 2011-2016 is based on the President’s “ social contract with the Filipino people”.

Its over-arching theme is good governance and anti-corruption

its vision is to “achieve inclusive growth, create employment opportunities and reduce poverty.

2. Agricultural Statistics Planning Framework

Development Plan for Agriculture and Fisheries

Agriculture and Fisheries Modernization Plan (AFMP) uses a Strategic Framework called Agrikulturang Pilipino or Agri-Pinoy.

Agri-Pinoy guides the various services and programs of the Department for 2011-2016 and beyond.

Incorporates principles and practices that optimize the development of Philippine resources, natural and human, to achieve Philippine goals in agriculture and fisheries, and contribute to national development.

2 Agricultural Statistics Planning Framework

The Philippine Statistical Development Plan (PSDP) Sets the strategic directions, thrusts and priorities of the PSS for the

medium term.

Defines the priority statistical programs, projects and activities to support the PDP

Promotes efficiency of statistical agencies through optimum use of available resources and adoption of cost –effective measures.

Serves as a tool for integrating and coordinating statistical activities of the PSS towards common goals and vision.

Two (2) volumes - PSDP 2011-2017 (prepared every six (6) years)

Volume 1: Major statistical programs and

Volume 2: Statistical activities of agencies, schedule of implementation and proposed budgets for statistical activities.

31 4.The Bureau of Agricultural Statistics (BAS): Its Mandates

The BAS is a staff bureau under the Department of Agriculture (DA). EO116 issued on 30 January 1987, mandates the BAS to do the following:

1. to collect, compile and release official agricultural statistics;

2. to exercise technical supervision over data collection centers; and

3. to coordinate all agricultural statistics and economic research activities of all bureaus, corporations and offices under the DA.

The Philippine Republic Act No. 8435, AFMA mandates the BAS to do the following:

1. To serve as the central information source and server of the National Information Network (NIN) of the DA; and

2. To provide technical assistance to end-users in accessing and analyzing product and market information and technology.
