Please do not post any more questions relating to last night's Housing Town
Hall. We are working on answering all questions that were submitted last night

Email Question
Hello I was wondering how does it work as far as housing. I filled out an
application last September but since we are told we are going to go to Fort Bliss
but don't have orders yet I couldn't complete the application process. Once we
receive orders and I can fax them to housing will that back date our application
for housing? This is supposed to be a unit (4-4 ARB) move are there any
priorities for the soldiers with families considering housing.

Balfour Beatty Communities, Fort Bliss We need two things to add
someone to our waitlist, an application and a copy of their
orders. Once we have that, you will be added to the list as of the
departure date from your last duty station.

Why is housing telling family's that they cannot put their names on the list until they are
a month from arrival? That doesn't help getting a house let alone being on the list long
enough to get a house upon arrival.

Balfour Beatty Communities, Fort Bliss There is no policy
about putting names on our list until one month from arrival. We follow the Department of Army policy of Soldiers on our list as of
the departure date from the previous duty station as long as they applied by that date.

If we have more than 2 kids that are all one gender why are we required to put them
in one room vs allowing them to have their own rooms.

Katie Jason Iverson Look up new regs each child up to 4
children are allowed to have their own room. Also if there is an age gap of more than 6yrs each child is to have their own room.

generally have one bedroom per child, when we are able. We can assign home size to allow for children to share a bedroom if it is up
to age five for opposite sex kids and up to age ten for same sex kids.

Why are houses being held for families that are WEEKS out of arriving when there
are families here now that NEED a place to live?

Balfour Beatty Communities, Fort Bliss Our policy is to assign
homes to families beginning at the top of the waiting list. We will
generally hold a home for thirty days after we assign it to allow for
families to terminate leases or to arrive at Fort Bliss. The only
exception to holding homes for longer than 30 days is for soldiers
designated as Key and Essential by the Army.

Why is the cost of having BBC clean quarters when checking out based on
number of rooms and not square footage of the quarters? I live in a bungalow
and my neighbors live in huge red brick houses (Sheridan Road) but because
they are both four bedroom the cost is the same. I already pay more than most
of the people living in the bungalows since we're 0-6 and they are now being
given to 0-4s.

Balfour Beatty Communities, Fort Bliss Our cleaning fees are
based upon the number of bedrooms for a customary home (a fee
for a 2, 3, 4 or 5 bedroom home) and a separate price list for
historic homes (a fee for a 2, 3, 4 or 5 bedroom home). We
recognize that historical homes are usually larger and charge
accordingly.

Hello, I am currently stationed in Afghanistan and will be redeploying
approximately in June. My unit is scheduled to do a BRAC move to Bliss in
November 2011, and one of my many concerns is Housing. I have a large family
of 6, 4 children included, 3 girls and 1 boy. I need to know if you guys offer any
housing on Fort Bliss that is large enough to accommodate families of this size.
How long is the waiting list if you do offer housing as such? And is there a way
to place my name on the waiting list even though I don't have orders as of yet.

Balfour Beatty Communities, Fort Bliss Generally, 4 bedroom
homes are the largest homes we have although we have taken
approximately 25 duplexes and eliminated the dividing wall to
make them one, larger home with five plus bedrooms. They are
only given to soldiers with the largest families and because of their
limited number the wait list for one can be over one year.

Directorate of Family and Morale, Welfare and Recreation, Fort Bliss Ms. Santiago,
A family's address determines their home school. EPISD uses
zoning to help families determine which school their child(ren) will
attend.
In order to determine your home school type in your address at
the EPISD website: http://www.episd.org/_schools/.
If you're address falls outside EPISD boundaries you can use
Region 19
website to determine which district you reside in and which school
will be your home school. You can find this information at:

I know a lot of the bigger parks are very well taken care of, but I have noticed the small
parks in the housing area tend to look really bad. With the wind being so bad is there
any plan in place to keep all the wood chips from blowing away exposing all the rocks
and black liner underneath?

think this is the only forum. There are many. You can visit our

Housing Services Office, Fort Bliss When a Service member lives in a Government Leased House he/she will forfeit their BAH,
rent and utilities are included. Government Leased Housing is for E6 and below.

At our last duty station they had a Lawn Mowing Service that provided free
backyard mowing for families with depolyed Soldier. Is there something
available here as well?

assigned based upon a families position on the waitlist.
Furthermore, their position is based upon their departure date
from the prior duty station.

Kaisa Giambona-Chiappelli Hey, Sarah ..I was told the same..I
know how much Hell it is from moving Overseas..We were in
Germany & got orders saying two weeks to move!..We were stuck
in a Hotel for a month before we were given this" BLaH Blah"
house!..So my Advice is to save some money rent a house off
post, they are better & get on the long waiting list for the New
Houses on Post!

w/ the rapid influx of soldiers the apartment have sky-rocketed in
Price!.. Raises would be good as well But Only The President or
Congress can make that Happen. That's never gonna happen cuz
how it looks now No Military will get Paid next week But they still
have to Work!

Michelle Smith Sarah, if you have request for orders that should
be able to get you started on the waitlist but then you have to
show official orders once you get here. Also, if you look off-base
for housing- make sure to contact the local police department for
statistics (it helps). Good luck :) Let me know if you need some
help!

Sarah Roundtree it wasnt enough Michelle. I know it SHOULD have been but they really were no help at all. I finally got it taken
care of but i have soldiers coming into the unit and i dont want
them facing the same thing we had to. :( Off post housing is usually NOT an option because of how expensive everything is here.

are rumors from multiple sources that 801 is currently under negotiations
between the military and the civilian property owner. If the owner doesn't sign,
will we lose our housing here?

Cindy Hess Holland
My question relates primarily to new construction. As a resident in some of the
newer housing, I am concerned with the quality of the construction. My home is
less than 5 years old and I have had repairs done to peeling linoleum, stains
from plumbers glue coming through the linoleum, shower/tub repairs due to
framing nails pushing through the bottom of the bathtub, water damage to
bathroom walls from poor caulking and fixtures, and my kitchen counters
completely replaced all due to improper installation. This is thousands of dollars
that are being spent in fixing brand new houses. I have photographic evidence
of the absolutely sub-par initial installation of my kitchen counter tops which are
the direct cause of their needed replacement.

Lauren Hipp What is being done to ensure that the contractors
are fulfilling their end of the contract by providing the government
with workmanship that is going to stand the test of time rather
that doing things the cheapest and quickest way possible? It is
frustrating to watch our tax dollars be spent repairing their
carelessness.

upgrades on the gym in paso del norte I think that their is no
supervision by the military-straight civilians taking advantage of very
little oversight to "milk this cow"

concerns are not with regards to me and my residence. My
concerns, as stated, are about oversight, inpsection, quality work, and appropriate spending. With the amount of repairs that I have
heard about and witnessed in my home and others, I find it difficult to believe that this type of carelessness is unique.

Ok...this question doesn't come from me but is a serious question that I have been
asked to pose...Are chickens considered pets? This individual (family) is wanting to
breed chickens as they want to "grow" their own food. Any
assistance here would be greatly appreciated!

ALL Have Lead Paint which is Horrible& Dangerous when you have kids!.. Are
any of the Houses on Pike Rd. Gonna be Torn Down to fix that??

been used in any of these homes for many many years and there is
absolutely no danger in your home.

Balfour Beatty Communities, Fort Bliss Kaisa: The paper you signed was merely making you aware of the possibility of Lead
Paint. In practice, we lead based paint has not been used since 1978.

several times since then. The danger in lead paint is when it flakes off
and is ingested... With the additional coats of paint the lead based paint
is encapsulated.

given 90 days extension while we continue to negotiate to transfer 801 to
the Domestic Lease Program.

2898 to report the problems with the parks. the HSO staff will
submit a service to do repairs

Tawny Gault 801 needs fixed bad.. i got told a year ago when
someone came out to look at it that the play ground was
outddated and needed replaced.. and yeah still a year later its still
there.. why can there be stuff like at kellys park? wish my kids
could engoy it better.. they cant even play when its hot out bc the
metal burns there legs and hands

So, those of us who's husbands/wives are overseas and we are PCSing
immediately after they return will just have to wait? Because of orders? My
husband is with 404th Aviation Support Battalion & we are coming to Bliss, so is
there not some way we can get on the waiting list? Im sorry Im over whelmed.
Cause my husbands unit from what I've been told doesnt have orders yet just
knows who is going. I have 3 boys that Im moving with. It just seems like
SOMETHING could be done. Again, sorry if it sounds out of tone, not trying, just
thinks there should be a way for those of us whos husbands are over seas and
PCSing there should be an exception. Thanks.

Kimmy Humpherys I totally agree, when you call rear D they say
orders will be issued the end of March. Hmmmmm ....... it is April and now we are hearing the end of April first of May. They keep
delaying our orders, and I heard it is hard finding rentals in a
decent area, and schools that are decent. I feel your pain Ashley! I
am hating this move already, and it hasn't even started yet!

20 years and nothing is for sure until you have orders. I really hope you

Dorene Sue Ross Orr Try and stay positive. I don't know why I
said 20 years above, lol, my husband has been in for almost 22
years and he is retiring in June. The army can be very confusing
and hard at times but it has been for the most part good to our
families. I hope the can help you. I've learned it is always hurry up
and wait when the Army is concerned. I'm still a very proud Army

Tina Arnold- Priester I am a bit late getting in on this
discussion, but I have been here in El Paso since 1997 and have
found that areas where you don't think are great are actually very
homey and have good schools. We moved off post back in 2001
and found a wonderful neighborhood in Northeast El Paso. While
the homes are not the greatest, compared to some of the housing
on post...they are worth looking into. There are so many listings
out there and many more that are not advertised due to them
being by owner. Some schools have gotten a bad rap, while others
have earned their nicknames. You would also have to decide how
far you and hubby are willing to drive for him to get to post. We
are located mid way between main post and the East Bliss. So it
takes between 15-20 minutes to get to post. Stay positive as much
as possible, things will eventually work out. I didn't think I would
like El Paso, in fact I made up my within days of getting here. This
place is so different from anywhere else I have lived (FL, IL) but
over the years it has really grown on me and it's my home. I hope
everyone's move goes as smoothly as possible...or at least better
then mine did to here, LOL. Hang in there, soon you will be
sweating in the desert heat!

work. We rent a 3 bedroom house for $875 per month. There are
many military families in this neighborhood, as well as surrounding

It is so much more expensive here than it was at Ft Bragg and I
believe got more BAH back at Bragg. I feel so bad for these
people. And if it is true that some apartment owners are raising
the rent just because they can, that is so wrong.

we go to self help they never have grass seed are they going to get anymore?
and if and when they do decide to do fencing if it happens and I know ya'll are
working on it for us what happens if we have rent a fence will they cut us a deal
or do we have them remove it and ya'll put up the housing one in its place?

back yard. when i called to complain about it i never heard from
housing or maintainance let alone someone come out.

and some streets and sidewalks are absolutely littered with rocks from the

are.

Kimmy Humpherys I have talked to someone from one of the
units (not sure which one) and they say finding housing is a
nightmare!!! We will be moving right at the start of school, so this
is not going to be easy on anyone. The lack of help we are
receiving in regards to housing on or off, and the fact that we can
not even get orders is a little out of hand in my opinion. Why is
BAH so low when rent off post is so high?

done to the BAH, the increas of just $7 to $24 (i belive it was),
was not enough, i was told as soon as the survey comes out to fill
and out an submit it, these surveys are an importand part off how
things like living cost will be determiedn, hope that is comes soon,
so we can get the adjustment done quick, cross your fingers

Liz Thomas I really am an advocate for pro activity , and have encouraged all
the ladies in our group to do so as well; but many have met with a lot of
resistance due to lack of official orders. Even though they have signed
paperwork that will send them to Bliss. What options can I suggest , and take
myself, to make this move a better one for us all. Housing on and off post is
obviously limited, but I really think putting off signing up the families will make
an even bigger problem of influx down the road. Additional , I, too, found our
name(s) removed from the list even though I signed us up the day command
suggested we do so in anticipation of the move.

i live in 801 housing and have noticed when visiting friends in BBC housing that they
have front lawn service- people that rake, pull weeds, spray for ants and in general
keep the area clean; is there a reason that 801 housing does not have this service? We
pay our BAH just as the others do.

Fort Bliss BBC is privatized housing and lawn service is a
component of the partnership agreement. 801 housing is
government operated housing and does not include lawn service

strickly rock front yards. I have three three in my front yard and an
always being threatened with a write up because the pine needles.
I dont like the trees, I dont want the trees but I have to maintain
the trees because 801 does not have the landscaping contract like
other housing areas.

get orders till he comes back from there. And they will move about 30 to 60
days after he comes back. What can his wife do in order to get on the housing

School zones, so that she will see where her kids will go to school
once there are here. She does not put them in a school, just so
that she has to turn around and take them out because there are
moving to a different zoning. And yes she is coming in the middle

build several hundred homes on Far East Bliss. The Commanding
General's initiative includes attracting private developers to build
homes on post just south of 3/1AD complex. Ideally, we would like
to break ground in 12 to 24 months.

wasnt cleaned and they didnt have keys for us. Do we have to do anything
when we move. Because I did not think it was right that they let us move into
the garage and wait for the cleaners to get done and then still have stuff that

We live in the Corregidor housing area and the bus stop has been moved due to
construction to the Corner of Jeb Stewart and another street I am not sure the
name of it, But my concern is that the oncoming traffic and traffic that is on the
other side of the bus stop isn’t stopping while the bus is at a stop. Can we place
have a MP in this area to make sure our kids are safe. My son gets off the bus
at 11:30 and the school zone is flashing at this time as well and many passing
by do not even slow down.

Fort Bliss The bus picks up students that attend Hughey and Ross
from the Corrigador and El Noria housing areas normally at the
corner of Jeb Stuart and Swain. Due to construction, the
temporary pick up location is at the corner of R.E. Lee and
Swain ... Once construction is complete the pick up location will
return to the area by the mail boxes. Soldiers from 2-43 serve as
road guards at the intersection between the hours of 0700-0800
and 1445-1600. As the La Noria area grows, there is a possibility
that additional pick up locations will be added.

I was wondering if anything can be done about the German Bar on post. Since
construction has been going on with the road in front of the Bar people have
decided that it is okay to drive over the side walk in front of our home and thru
the front yard. It looks like a dirt road now. This is dangerous as we have a
bipolar and an autistic child. We have taught them to stay off of the road and to
stay in the yard but what do we do when a Uhaul truck and trailer decides it is
okay to make a U-turn in our front yard. We have at least 15 cars doing this
daily. Not to mention the broken beer bottles, drunk people peeing in our front
yard, and the loud "parties" going on at all hours during the school week.

out and assessed the traffic. good news is that the construction
has been completed near your house and has shifted further to the
west, so that should take care of cars driving onto the yard. I have
added required security checks of the German Club to our patrol
requirements and have tasked them with having a strong presence
out there during high volume and closing times. Please call 568-
2115/6/7 the next time you have a complaint about the club (loud
noise) or its patrons peeing in the front yard) and we will dispatch
a patrol immediately. I will also have our crime prevention officer
meet with the German club management and ensure they

Balfour Beatty Communities, Fort Bliss Since assuming
housing operations on Ft. Bliss in 2005 we have built 1297 new
homes for Junior enlisted, Junior NCO, Senior NCO, Company and Field grade officers.
As part of Grow The Army 1 we are currently building the La Noria
neighborhood consisting of 202 new JE/JNC0 townhomes and
mobility impaired homes.
In order to take care of the housing deficit as more troops arrive
we are in the design and planning stages to build in excess of 900
more new homes. We expect to have Army approval in August
2011.

Ashley Corriveau Dorene Do you think it's that easy to just poof
build enough house to be built for everyone???? Seriously all these
question about not enough housing and bad planning. You can just
throw up 1000 houses in a random location. People needed to be
moved from one entire housing village to other ones so those
home could be knocked down. They also then have to demo those
house. Clean, then permits need to be approved for them to start
building new houses in different locations which I'm sure since
they found out about the troop surge here they have been
applying for all those. People need to remember what goes into
building a house. You can't just will it or snottily demand it where
you want. Building a house nevermind 900 of them takes time!

Ecker I have a few things. 1. Why can't we wash our cars at home? The
sprinklers often over water, so it can't be about conservation.
2. If I put a small garden at the edge of the yard by fence, do I really have to put the
yard back to the condition it is now when I leave?
3. Would it be possible for housing to have some space heaters and portable air
conditioners for when the heating/ air conditioning units do not function
properly, so that it would be more comfortable waiting for the repairs to happen?

and auto repairs often lead to messes and can involve the release
of dangerous or hazardous fluids and oils. You are reponsible to
replace the yard to previous condition. Airconditioning or Heaters
not working are considered an emergency work order and we will
respond quickly.

My husband tried to purchase some and could not find them any of
the places he went. I know it was not the norm, but it would have
made it easier to wait if we had, had at least one way to heat a
room.

I live in Logan Heights I really like my house however it doesn't feel good to
look around at other housing areas and know that you live in one of the most
unsightly neighborhoods. We are surrounded by Lindquist, Hayes, George
Moore, the 108's and Paso Del Norte. They are all beautiful housing areas and it
doesn't feel good to live in "the hood." I don't want to seem ungrateful because
I know that housing is an amenity not an entitlement and I appreciate the home
that I live in, however we are paying the same amount of BAH as other families
who live in a better neighborhood.
What is the plan for Logan Heights? Are they planning to tear it down and build a new
neighborhood? What is the likelihood that housing would allow individual families to
move from Logan Heights, North Main Post and South Main Post into the other housing
neighborhoods?

Balfour Beatty Communities, Fort Bliss The plan to renovate
these homes instead of replacing them was previously agreed to
by the installation command, the Army RCI office and BBC in order
to have enough homes available for soldiers due to BRAC re
stationing and the large number of new soldiers arriving. Even
though we are keeping these homes we went ahead with
completing medium renovations consisting of conversion from
evaporative cooling to refrigerated air, kitchen remodeling, new
kitchen appliances, bathroom upgrades, new interior doors and
carpet and other amenities. Out of the 448 homes we still have
approximately 6 homes to complete by June. Replacement of
Logan Heights will likely not occur for about 10 years, meanwhile
we have initial DA approval to spend approximately $2.5M for
neighborhood enhancements such as fencing, landscaping and
irrigation. We anticipate that work to begin by August.

Sarah Roundtree nothing housing does to place familys is fair
anymore, its first come first serve and if you dont stay ontop of your app you dont get help. I know SEVERAL familys that have been

Liz Thomas I really am an advocate for pro activity , and have
encouraged all the ladies in our group to do so as well; but many
have met with a lot of resistance due to lack of official orders. Even though they have signed paperwork that will send them to
Bliss. What options can I suggest , and take myself, to make this
move a better one for us all. Housing on and off post is obviously
limited, but I really think putting off signing up the families will
make an even bigger problem of influx down the road.

problem. We did not get a retroactive date but the date we
reapplied. The reason we were given was that they contacted us
but we never returned their calls. Hmmm, none of our info
changed...we never got calls or emails. I feel so sorry for folks who
need housing here.

have a sidewalk there but the cost and complexity involved with
engineering the improvements and working with the governmental
agencies to obtain the permits make a project like this difficult to
justify. We are looking at alternatives to try and accomplish the
same thing at a lower cost and with a more manageable process
that would cause the project to be more justifiable.

I arrive at work by 0700 and leave at 1600. I see each day at the corner of Jeb
Stuart and Robert E. Lee much congestion at approximately 1600 due to school
buses unloading children in that area. I see kids running across both Jeb Stuart
and Robert E. Lee after the bus drops them off. This is very dangerous for the
kids and slows traffic to a crawl. The bus drop off points for housing areas in
this location should be looked at and possibly be moved to provide a safer
condition for all.

time to make up for time lost during the freeze, the school zone
lights are not always active during this time. I have sometimes seen an MP stationed there, but only a couple of times.

follow up to questions asked during the town hall. We have been
out to the Jeb/Lee intersection numerous times over the last 4
days assessing and making adjustments. we had an on site
meeting this morning withe housing area sponsor unit, our crime
prevention team, our traffic team and the school liaison officer.
The bus stop has been relocated to Swain Streeet, and the
construction has shifted, so traffic should not be hindered. we
have collected names of children acting inappropriately, witht he
intent of speaking to their parents about their responsibilities.
Finally, we have begun specialized speed enforcement in the
school zone to deter speeding. Our traffic section is also
coordinating work orders with DPW to add signage and crosswalk
indicators. please feel free to contact me if you have any further

BBC. They will make an assessment and come to me for a final
decision. We've normally allowed this in conditions similar to yours.

well as a wait list for E6 and below with the Domestic Lease housing
(DLP). The wait time for DLP is 6 months.

Commander Tina: BEFORE you sign your lease, have our Housing
Service Office look at it to make sure if you do have to break your lease,
you may be covered. I will tell you that most rental
properties have worked with us when leases were broken. That is why we
have to all work together on this.

rough estimate of our wait time. Yes, I know this is hard to predict. However, if
they tell you 3-18 months, how are you supposed to lease something off base.
Why can we not have a closer time frame? I don't want false hope. I just want
to know a closer time frame.

Every post I have been to in the past pretty much has a housing rule of three
strikes you’re out. I am curious as to why that does not happen here.
I live in the Logan Heights Housing Area and a couple on the street behind me
is constantly fighting and the Soldier has even been arrested on numerous
occasions. Others along with me want to know why nothing is being done about
this matter as it has been an ongoing issue for at least 6 months. We don’t feel
safe in this area knowing what is going on in that house. And more importantly
we all worry for our children's safety.

they are still living here. I have filled out numerous police reports,
as well as some of my other neighbors and they still do the same

past summer while I was 8 months pregnant, and when I tried to
call the line was busy. When I finally got thru it was 10 minutes
after 5 and they wanted to charge me $50 dollars. I said keep it. Luckily
one of my neighbors husband got my bathroom window open and
crawled in and unlocked it for me.

Is there a clear difference between the brac movement and a unit move when it comes
to housing? I was under the impression that unit moves require housing to be held for
those that are incoming but the brac movement appears to be the same as a unit move
- is the brac movement terminology being used to bypass any standards you have set
for unit moves

Commander Tiffany: Great question. Although we have not
discussed that with them, that is most likely what will happen.
Since they receive your BAH directly from DFAS, they will just
receive everything you get for BAH in the event it is back
dated/paid.

activities and events for teen age children ranging from 4-H and BGCA curriculum, field trips, computer labs, garage band, and
much more. They are open after school hours, late on Fri and on Sats. One of the centers is on Chaffee, the other just outside the

Fort Bliss Answer provided by BBC: There is no chance for a family to obtain housing by walking in off of the street or not
spending the appropriate time on a wait list, unless they meet one
of the rare reasons for an exception to the wait list requirements.
The two most common reasons for a family to get special
preference on our wait list is if there are returning from a
dependent restricted, foreign tour or if they are enrolled in EFMP
with extremely serious conditions that cannot be treated in a
reasonable manner if they lived elsewhere in the community.

Thank you for providing this opportunity to address our concerns. I am a
resident of Corregidor and would like to ask why the deadbolts on the doors are not
keyed on the outside and request that the post and housing reconsider this practice. I
know this is standard in this neighborhood, but I don’t know if this is the case in any
other neighborhoods on post.
I believe that it’s highly unusual and impractical for the deadbolts not to be
keyed from the outside. The only other place I’ve ever seen this is in a hotel
room. I’d appreciate someone looking into exactly why the locks are done this
way. I also respectfully request that we reconsider this practice and consider
changing the locks on at least one door in each house so we can open the
deadbolt with a key from the outside.

PCS'd from Knox and now I'm curious as our time is coming to PCS in the next
few months and I was curious as to how clearing housing works. I have heard
some off the wall prices for some expenses housing had taken out of soldiers
pay due to floors not being buffed and such. When we moved into our house it
was not shiny clean by no means. In fact our grass was up to our knees.
Curious as to what needs to be done so we don't have to pay people to clean
our house.

Bliss. One is BBC which is housing on government property. The second is the
Domestic Lease Program where there are units available within the city of El
Paso that we lease and you occupy much like paying your BAH to BBC. The third

are responsible for the fenced in backyards and we are responsible

husband's pcs papers, which he hasn't gotten yet. The website says for a 4
bedroom the waitlist is a year. Surrounding rentals are anywhere from $1200-

This is the Army until your husband had PAPER PCS orders
NOTHING Is concrete. Nothing is "we know we are moving there
with another unit". The Army changes it's mind. Housing can't just
put every person who just "knows" they are coming here without
concrete proof. My husband had orders to Korea and those were
squashed and he was sent here instead. Until I had paper orders
housing did not take my application because it could have switched
back to Korea or any place else. These are the rules do you really
think be snotty all over this town hall about them not letting you
put in an application is going to change that?

Why are the soldiers that are coming to Fort Bliss that are coming off an
immediate deployment not given special consideration on the housing lists? I am
comparing Korea soldiers that are unaccompanied get moved up on the housing lists
because they are unaccompanied - well I wasn't allowed to deploy with my husband
either - to me this should warrant special considerations as you do Korea PCS soldiers
and there families.

change that maybe needs to be done for the posts that have off
post housing such as here at fort bliss I am by no means trying to
be rude but most of us military families take what we can get
when it comes to post housing most of us I am sure would have
rather lived in the post housing on base so that we could walk or
have easier access to the commissary and dr. appts but the
majority of us which is the reason I posed the question is because
we live in lower logan, paso del norte, linquite heights area and
unfortunatly have to share a vehicle with our husbands because
we do not make enough money to afford 2 vehicles and alot of
times do not have those we can depend on to get to dr. appts like
we need to or cannot afford the outrageous cab fair to get to and
from the bases. I bring this up because I live in Lower Logan and
because my husband works on East Bliss aka Biggs I go to the new
TMC out there unfortunatly I have to go to the doctor every 30
days due to them constantly switching Blood Pressure Medicine on
me to pre-plan is a must but I have had plenty of times I have had
to cancell due to no way to get there. Maybe this should be looked
into and discussed to see what could be done for spouses like me
and other's who have this same problem.

and yet have no information to assist in this move and the cost of
housing is not covered by our BAH that we qualify for in a safe
neighborhood.

Commander Deana: We have some units coming available at our
La Noria housing area on a monthly basis. There will be a total of
202 homes.

Base Transformation Office, Fort Bliss Our privatized housing
partner (BBC) is currently building 202 new units in the La Noria
housing area for E6 and below. They have opened several units
and will continue to build until complete. As part of Ft. Bliss
growth, BBC also plans to build approximately 900+ more homes
in the near future.

We are PCSing to Fort Bliss in the coming months from Fort Hood with our unit
and have heard housing is very limited and looking on AHRN there are very few
homes that fall within our BAH range. Will there be affordable housing to
accomidate everyone?

Housing Services Office, Fort Bliss We expect to have
sufficient housing to accomodate everyone. Ft. Bliss has received
approval to implement a 60 days TLE which means families now have
more time to seek adequate housing.

Housing Services Office, Fort Bliss Temporary Lodging Expense (TLE) IAW with JFTR 10 days are given to families to
locate housing. Ft. Bliss received approval in March 2010 to extend
TLE from 10 days to 60 days. This assists families in locating
housing without restricting the family to the 10 days.

neighborhoods for incoming families regardless whether they are
coming from a BRAC move or not. All of our neighborhoods are made
available to incoming families either way ...............

Is El Paso ready to handle the considerable amount of traffic growth because of
this expansion. Recently Montana was turned into a six lane thoroughfare. It is
already experiencing bottlenecking to a great degree at peak times before and
after working hours. The 601 spur was a great addition to our highway
system…..already it is experiencing bottlenecking at these same peak hours.
How is the city of El Paso along with TXDOT and the federal government going
to address this issue before we are overwhelmed by this surely foreseeable
dilemma.

I am sure that studies were made on availability of housing for the oncoming
troops.
However, was there any consideration of the massive movement of Mexican
nationals in to all our communities as a result of the violence in Mexico. It is my
understanding that El Paso is already short housing, not taking this fact into
account. Is El Paso ready, along with the Army, to address this issue? And How?

City of El Paso has factored the influx of Mexican Nationals into
their overall housing requirement calculations. The partnership
between El Paso and Ft. Bliss has been spectacular, and we, as a
team, are committed to meeting all incoming Soldier and Family
needs. In fact, El Paso and Ft. Bliss have sponsored three housing
industry forum conferences over the past two years specifically
designed to entice and attract developers to build single family and
multi-family housing in the El Paso community. Additionally, El
Paso city officials have developed numerous financial incentives to
make developing in our city more appealing. And lastly, our
Commanding General directed implementation of an aggressive
and unprecedented on-post housing initiative to have private
developers build hundreds of new homes in the eastern portion of
main post.

months have been hard on our play areas and we have taken
steps to survey them to see what is needed to put new life into
them. The results of those inspections will start taking place near
the end of April.

Why are the Ft Hood soldiers that are currently deployed and forced to move
without the 90 day stabilation not allowed special privileges liked moved up a
year or 6 months on the bluing list - there is no difference between a Agf
deployment and Koran tour- neither may allow family to acccompy them

deployment involving temporary of change of station where as Korea is
considered a Permanent Change of station.
