services forwideusergroupsanddevelopingnewworld-class

researchenvironments,arekeyagentsforadvancingtheproductionandcross-usageofscientificinformation,knowledgeandtechnologies.NosingleRIcancoverallenvironmentalprocesses- eachhasthereforefocusedonasubsetofthewholeEarthSystemforstudy.

à broadinclusionandengagementwithinternationalpartners,informaticsforums,andfundingprograms.COOPEUSrecognizedtheneedtobuildandchangethecultureofsharingdataandinteroperability. COOP+expandedtomultilateralcooperationonGrandChallenges.Currently,CoopEUS(US)andCOOP+(EC)haveajointcommittee,referredtoastheStrategicCollaborationCouncil(SCC).



ENVRITheEuropeanenvironmentaldomainhasself-assembledthroughacommunitycalledENVRI,underpinnedbyprojectsENVRI,ENVRIplus,andENVRIFAIR,builtaroundtheESFRIroadmap,associatede-infrastructures,integratingactivities,andtechnicalspecialistpartners.ENVRIplus aimsto:• favourcross-fertilizationbetweeninfrastructures;• implementinnovativeconceptsanddevicesacrossRIs;and• facilitateenvironmentalresearchandinnovation.

ItisguidedbyaboardofRIleaderscalledBEERi,whichiscurrentlyplanningforitscontinuationbeyondtheENVRIplusproject.



RICOLLABORATION LANDSCAPE

WhilethepotentialforincreasedinternationalcooperationamongGlobalResearchInfrastructures (GRIs)hasbeenrecognized,thereisroomforanenvironmentalbodyinalandscapethatincludes:G7GSO:ministerialleveldiscussionofRIstrategy;acrossalldisciplinesOECDGSF:highlevelstrategy,targetedatscienceingeneralratherthanspecificallyRIs;acrossalldisciplinesENVRI(BEERi):EnvironmentalRIcommunity;EuropeanCOOPEUS/COOP+(SCC):EnvironmentalRIcommunity;beginningofinternationalmembership

PROPOSAL



OPPORTUNITIESThemainobjectiveofFIERI istofacilitatecollaborationandcoordinationamongEnvironmentalRIsworldwide.ThiscommunityofRIsthencan:• reviewtheenvironmentalRIlandscapeforjointstrategic

opportunitiestoleveragestrengths,addressgaps,andshareresources;

• becomeawareandproactivelycontributetothemainRIworldwidepolicies (e.g.,policyfromGSOG8andfromOECD,ESFRI,etc.),initiativesandtrends;

• shareknowledgeandbestpracticesforresearchinfrastructuremanagement,technology,andscience;

• coordinatefundingofdifferentcountries/participantsforstimulatinginternationalcooperationamongRIs.



PROPOSED ORGANISATION

Forum - TheForumisthedecision-makingbodyanditconsistsofonedelegateforeachresearchinfrastructure.Fordecision-makingpurposes,eachdelegateshallhaveonevote.Thedecisionswillbebasedonthemajorityofthevotes.

Secreteriat - consistsofarestrictedteamof3-5personsprovidingoperatingsupporttotheForumanditsmembers

Secretary – leader oftheSecretariat,hasthepowertoconvenetheForum,andmanagesofficialcommunicationfortheForum.



SEED MEMBERSHIPThepreliminarylistofmembersofFIERIcanstartwiththemembersoftheCOOP+/CoopEUS StrategicCollaborationCouncil(SCC).Currentmembersinclude:Ameriflux,EISCAT,EMSO,ESA,ICOS,IMOS,IRIS,LBA,LIFEWATCH,LTAR,LTER,NEON,ONC,OOI,SAEON,TERN,…

TheENVRIplus BEERi couldformtheEuropeancomponentofFIERI.ThelistwillberevisedaftertheofficiallaunchofFIERIandcanbeupdatedatanytime.

PotentialmemberscanindicatetheirinterestinjoiningFIERI bycontactingtheSecretariat,andcompletingasimplenon-bindingLetterofIntent(LoI).
