FPT since 01.01.2013 for the residents of Tallinn
Social aspects: guaranteeing mobility for unemployed and low income residents. Using PT facilitates sharing common space for different segments of the society
Economic aspects: increasing labour mobility in the city limits; stimulating consumers activity; savings from public transport are spent for local goods and services
Green aspects: modal shift from cars to PT, cleaner air, less noise, more urban space
Fiscal aspects: strong motivation to register place of residence, thus increasing personal income tax
Registered population grew since April 2012 (after referendum over FPT) by 22 thousand new residents
Which is by 5% in total
The growth continues by ca 3-4 thousand new residents annually
in 2016 Tallinn population would exceed 440 000 mark

10% growth of passengers in 2013 eavened by reconstruction of entire tram network in 2014 and 2015
After full restart of tram network in 2016 <10% increase in total expected
Decrease of the car traffic in the centre as average -6%. Increase of total traffic by ca +4%.

Mixed results in mobility
Extension of FPT to trains All trains became from October 28, 2013 free for
Tallinn residents inside the city limits. Number of trips increased 7X annual extra cost for the city 1,5 mln euros
