Page 1 of 62 file://D:\reports\WorkingPapers\wp11.htm 7/13/99 Title: Free trade with Europe - the winners and losers; The results of the SMART simulation Preface This study summarises the findings of the technical assistance provided jointly by UNCTAD and TIPS to the Department of Trade and Industry of South Africa during its negotiations with the European Union for a free trade area agreement. The technical assistance involved preparing and keeping up to date a complete data set of SA-EU trade and tariffs as well as the negotiating proposals in digital format at the tariff line level. This effort was completed by the customisation of the SMART simulation model for the specific purpose of the negotiations. This allowed for the simulation of the impact of the proposed free trade area (FTA) agreement on bilateral trade flows as well as on trade with other commercial partners. Additionally, several relevant indicators of the impact of the FTA, such as the preference margins and product coverage, were elaborated. The authors of the study would like to acknowledge the support of both the UNCTAD Project INT/97/A04 - specifically its sub component for the Countries of the SADC Region, financed by a voluntary contribution of the Government of Italy - and of the Trade and Industrial Policy Secretariat (TIPS). Mr. G. Krasnik of IDC provided the data on South Africa's trade and tariffs, and Mr. Aki Kuwahara of UNCTAD provided the data on the European Union's trade and tariffs from the UNCTAD database "TRAINS".
