Sedalia-Pettis CountyEmergency Management Di-rector Dave Clippert sayswith the arrival of tornadoseason, storm shelters in LaMonte, Smithton, Maplewoodand Hughesville are ready foruse by county residents.Sedalia residents in need
of shelter may use the new fa-cility at Sedalia MiddleSchool –– with a maximumcapacity of 3,000 people ––until work on remaining shel-ters is completed.Clippert said he will work
closely with volunteers, school officials and WeatherService forecasters to deter-mine the best time to open aspecific shelter.“When we go into a watch
we place the shelter onstandby. As we watch thosestorms develop, we will workclosely with the WeatherService to decide which shel-ters will need to be opened,”Clippert said.He said shelters would also
be placed on standby if the
Weather Service determinesthat the area has at least a“moderate risk” for severeweather.“It really just depends on
what is going on and wherethe storm is tracking,” Clip-pert said.Clippert said EMA has agroup of community volun-teers who are able to openshelters after an alert has beenissued, and his office has anumber of radio, televisionand Internet notification sys-tems in place so residents in aparticular area can be notifiedas soon as the decision toopen a particular shelter hasbeen made.Clippert said volunteers,
who will receive some basictraining, will be in charge ofthe shelter while it is open, but would not be required tooperate any equipment. Allsites will be equipped withcall-restricted phones to reachlocal numbers, 911 or 800numbers to contact the Emer-gency Operations Center.

Racism - Was Jesus a Racist? Red Yellow Black or White All are preciousin His sight. Jesus said anyone who is angry with his brother will be judged.Contempt is forbidden. We are angry over offenses to ourselves but could careless about injustice to others. When is the last time you heard this messagefrom your Pulpit..or have you been listening to the latest Obama joke atChurch. When you are repeating something you do not know to be true...allude to shady innuendos or forward slandering e-mails, you are lying. Areyou willing to risk Eternal Life repeating a lie? Revelation 21:8 tells us “liarsshall have their part in the Lake of Fire.” What does this mean? It means wehad better take the 9th Commandment seriously. “Thou shall not bear falsewitness against thy neightbour.” Exodus 20:16 What terrible thing hasPresident Obama done to you? If he were a White Southern Baptist fromVirginia with the same speeches and goals for America, and was a Republican, would you still hate him? “...Thy shalt love thy neighbor as thyself.” Matthew22:37-40 Who is your neighbor? Red, Yellow, Black or White. Every tongue, tribe, people and nation. Are you a Racist?

Taking action to keepvalue inMissouri voteIn 2005, the Mis-
souri GeneralAssembly passedinto law a require-ment that individu-als present photo-graphic identifica-tion when they votein person. This wasin response to thepublic concernabout somethingodd that had hap-pened in St. Louis during the 2004presidential election and in severalother counties — there were more indi-viduals on the registered voting liststhan people who actually lived there. An unfortunate reality of recent
elections is that instances of voter fraudhave continued. As recently as the pastcouple of years, an Illinois man wasprosecuted for voting for president inboth Missouri and Illinois andACORNworkers were charged with electionfraud in Kansas City. Missouri has along history of voter fraud especially inthe urban centers. For a people whocherish the right to vote as much asAmericans, this practice is troubling. When the 2005 Photo ID require-
ment was challenged in court, the Mis-souri Supreme Court said that thisrequirement was unconstitutional understate law because voting is a funda-mental right under our state constitu-tion, and one or two named individualsin the case may have a hard time get-ting the photographic identificationrequired to vote. Voting is a fundamen-tal right. It should be protected to thefullest extent of the law. One way toprotect the right to vote is to make surethat everyone’s vote counts equally. When individuals vote illegally, itreduces the value of the legally castballots — as they literally have lesspower.I have worked on this issue with
others for more than four years. I amthe primary sponsor in the House of aproposed constitutional amendment
known as the “Voter ProtectionAct.”This measure is designed to protectMissourians’ fundamental right to vote. The Missouri Supreme Court still does-n’t agree, so we’re going to poll thepeople. At the next statewide election, you will likely have the opportunity tovote on the Senate’s version of theVoter ProtectionAct, designated asSenate Joint Resolution 2. This is anamendment to our state constitutionthat would also allow early voting, andalso would grant the legislature thepower to specifically require voters topresent photographic identification atthe polls. This important legislation would
require voters to produce a form ofphoto identification when voting tohelp reduce fraud and abuse in ourelections. I believe that in this day andage, requiring photo identification tovote is a common-sense requirement. We all need photo ID to cash a check, rent a movie, buy Sudafed or get on anairplane. To ensure that this measuredoes not discourage voting, we havecreated exemptions for older Missouri-ans (born before 1941), the disabled, and those unable to afford the docu-ments necessary to obtain proper iden-tification.I believe that requiring identification
protects those of us who vote legallyfrom those who don’t. The courts don’tagree. On this issue, you will get todecide — if the Senate finally passesthis legislation prior to the May 13adjournment. If they do, you will havean opportunity next year to protect ourright to vote by amending our constitu-tion to allow us to require photographicidentification for voting.

What Age MeansTo Your Money
by Linda Descano, CFA®(NAPS)—Age is more than just a number when it comes to financial
planning. Starting early can help provide a leg up on a comfortable retire-ment and keep you prepared for life’s curve balls. This is particularlyimportant for women, who live longer than men, are more likely torequire long-term care services and take more time out from work to carefor a loved one. Because of these financial realities, women need to startsaving early, save more as they earn more and plan carefully. Here are afew smart moves:
In Your 20s• Focus on living on a budget and making savings
automatic. Set financial goals and identify what it willtake to achieve them. Consider setting up an automatictransfer from your primary bank account to a dedicatedsavings account each month. Also, don’t miss an oppor-tunity to enroll in your employer’s retirement plan, suchas a 401(k) plan, and take advantage of matching contri-butions.
In Your 30s• Set up an emergency fund to cover at least six
months of living expenses. Identify a financial profes-sional to help you put a comprehensive financial plan in motion.
In Your 40s• Help protect yourself and your family financially through appro-
priate insurance and estate- planning vehicles, including a will, power ofattorney, living will and health care proxy. Consider maximizing retire-ment contributions, with your earnings likely at their peak.
In Your 50s• Create a long-term care strategy and catch up on retirement savings.
At age 50, you become eligible to make “catch-up” or extra contributionsto your IRA, 401(k) or similar retirement plan.In Your 60s
• Know your Social Security benefit options. At age 62, you’re eligibleto start receiving Social Security, but your benefits could be reduced by asmuch as 30 percent if you opt to get Social Security before your full retire-ment age. Manage your expenses and have a plan for how to draw downyour savings. Update your estate plans.Starting a financial plan is smart, but it’s only a first step. Remember toregularly review your financial plan to make adjustments as life transi-tions occur. For more information, go to Women & Co. at www.wome-nandco.com.

Damian Hinckle and SavannahO’Malley thought they were in trou-ble. As it turns out, nothing couldhave been further from the truth.“My mom got the letter and said,
‘What is it now?’ ” Savannah said. And when Damian was asked to
step out of class, his mind raced totry to figure out where he had crossedthe line. What the two Parkview Elemen-
tary School third-graders had donewas land on the winners list for the16th annual Cray-Pas Wonderful,Colorful World Art Contest. Thecompetition, sponsored by art materi-als manufacturer Sakura of America, included about 4,500 pieces of oilpastel artwork by students in kinder-garten through eighth grade fromacross the U.S. and Canada.Damian took first place in the
third- through fifth-grade categorywith his owl piece entitled “Hootie.”Savannah was named one of 150
finalists for her piece, which featureddrawings of deer.Barney Knight, Parkview Elementaryart teacher, said previous experienceindicated Damian’s and Savannah’spieces, as well as those from severalother Parkview students, would be inthe running for high honors.“We have entered (the contest) be-
fore, and we had some luck before,so I knew this year’s work was ontrack to be competitive,” Knight said.It took Damian and Savannah
about five hours each to completetheir pieces. Concerning subject mat-ter, Knight told his students to “dosomething they enjoy, somethingwonderful and colorful.”When asked about the inspiration
for his work, Damian said, “I likeowls, and I like being artistic.”Savannah’s response: “I go hunt-
ing with my grandpa, and deer in-spire me because they are sobeautiful.”
Knight said it is “hard to achievedetail” with the oil pastel process. The students used a wooden stylus todraw through the layers of pastel toreveal different layers of color.Damian etched all the feathers on hisowl, and that detail work was notedby the judges in their comments.Damian’s first-place honors will
bring him a $200 U.S. Savings Bond,an award certificate, a tote bag im-printed with artwork, a large collec-tion of Sakura art materials andproducts and gift certificates fromparticipating sponsors.Savannah will receive an award
certificate, a tote bag with her art-work printed on it and a generousamount of art supplies. Her artworkwill also be included in the annual In-ternational Youth Art Exchange Pro-gram, sponsored by the WorldAwareness Children’s Museum inGlen Falls, N.Y.And Parkview will get prizes as
well, including water colors, gel pensand more.“It’s great stuff that we’ll have fun
wtih next year,” Knight said. While the original pieces are kept
by Sakura, the students were pro-vided with copies of their winningartwork. Those pieces were on dis-play during Monday night’s SedaliaSchool District 200 Board of Educa-tion meeting, where the students re-ceived their award certificates fromKnight.Savannah gave the copy of her art-
work to her grandfather, Harlen Bur-ton, of Sedalia, for his birthday.Damian said he was surprised that
his piece won out over pieces fromall across the United States andCanada. He said this summer, heplans to set one day each week asidejust for art projects.Savannah said she will “be in my
room drawing instead of out swim-ming.”

Once upon a time — and it wasn’tall that long ago — the cost of fuel wasa nonfactor whether I was drivingacross the county line or across stateand even national borders.
Saying that such is no longer thecase is an absurd understatement. Thecurrent and predicted price at the pumphas become the predominant reasonwhere and how I often do anythingrelated to the outdoors.
This is not a good situation for any-one whose primary source of protein isfish and game. It’s far worse for some-one like me who derives an essentialportion of his cash income from writingabout the traditional outdoor sports.
The second half of that economicreality is weighing heavy on my mindright now, because I’m trying to decideif I’ll attend this year’s ProfessionalOutdoor Media Association (POMA)conference in Ogden, Utah.
I could attend the conference on thecheap for about $630. Or I could travelin style for a trifle under $1,300. Or Icould throw in the towel and stayhome.
If my dilemma was unique, itwouldn’t be a big deal to anyone otherthan me. But my situation is anythingbut unique. It’s being played out bymillions of potential travelers all acrossNorth America this summer. That’swhy the owners and employees ofresorts, motels, marinas, restaurantsand gasoline stations both at and enroute to vacation destinations are shak-ing in their boots. And so are the hun-dreds of other companies that supplyproducts or services to businessesdirectly associated with tourism.
For many outdoorsmen, the price ofgas has made staying home a forcedoption not just for vacations but for daytrips as well. Since most of my favoritefishing holes are between 40 and 90miles from my driveway, I feel theirpain.
A professional outdoorsman proba-bly shouldn’t admit this, but I only
went fishing 11 times in Missouri in2010. I’ve been fishing five times sofar in 2011, but my boat has only beenin the water once.
I’m a lot more stubborn about cur-tailing the number of times I go small-game hunting. I spent 20 days huntingrabbits or squirrels in 2010, which wasactually a little better than average, andI went on eight more rabbit huntsbefore the season closed this past Feb-ruary.
I indulged my passion for deer andturkey hunting 16 times in 2010, whichwas significantly below my average forthe past 20 years.
On the other hand, I devoted fourmornings to filling two turkey tags thisspring, which was an above averageamount of time afield in pursuit of gob-blers.
What has changed about my huntingis where I hunt. I used to hunt wherevermy fancy took me.
Nowadays, most of my huntingtakes place within 10 miles of Sedalia.Only occasionally do I venture morethan 20 miles from my front door.
While I refuse to stop feeling sorryfor myself, because I can’t visit my oldhaunts as often, shortening my outdoorhorizons hasn’t been all bad.
I’ve discovered dozens of places tofish and hunt close to home that I’doverlooked before. That’s easy to do inthe central part of the state, but no mat-ter where you live in Missouri, thereare new worlds — most of which areon public land — just waiting to be dis-covered.
