Support for Parkinson’s Disease One of the diseases which receives very little recognition or financial support is Parkinson’s. A number of individuals and their families are impacted by this condition. One way that we as a community can assist is to return black five inch plastic pots to Lifestyle Gardens in Gilbert Street, Latrobe.

The pots are then sent to the Royal Botanical Gardens where they are planted with bulbs and sold with all funds raised going to Parkinson’s Tasmania. Your support for this very worthwhile fundraiser would be greatly appreciated and it’s a very long term, sustainable project. A reminder that only five inch black plastic pots are appropriate. For further enquiries please contact Mayor Mike Gaffney.

Devonport Poultry Club There are many breeds of ducks, bantams and fowl in Tasmania. In fact many families have “chooks” of all different shapes colours and sizes. The Devonport Poultry Club is coordinating a program which assists with the purchase of show quality stock for new breeders from Grade 1 – 10. The Devonport Poultry Club members have special pure bred fowl which are not only good egg layers but are also very good for showing. Many breeders enter their birds in local shows and you are able to win certificates, ribbons and prizes. If you are interested in learning more, owning or perhaps even showing “chooks” then feel free to contact President, Mr Lionel Shepheard (64262934) or Mayor Mike Gaffney (64261797).

Taroona Street by removing weeds and replanting with attractive local native plants.

Prickly gorse bushes are spreading insidiously along some of the tracks in the Squeaking Point area. RCLC has applied to the Cradle Coast NRM for a grant to maintain the walking track network and control the gorse before it gets out of hand.

The Media – It’s Time to have Your Say In the 2010 Older People Speak Out (OPSO) People’s Choice Media Awards, we are asking You to nominate any media item, good or bad, which features Seniors and to say in no more than 50 words why you think this item deserves an award. Media stories on seniors, whether print, electronic or photographic, whether political, business, social or intergenerational help to inform the public and break down negative stereotypes about older people. Equally important, such stories and photos are changing the way we seniors regard ourselves and are bringing to many a new self-image.

Significantly, they emphasise the realisation that there never really is a need to “retire”.

There are 4 categories; photo, print, radio or TV, and senior’s website, and entries close on 15 September 2010. You can enter as many times as you like. All winners will be flown to Brisbane, accommodated overnight at a 41/2 star hotel and invited to the Awards Ceremony in Brisbane on 25 October 2010 when you will be presented with a prize.

Weed Detection & Control on Small Farms Latrobe Council has received a quantity of the publication “Weed Detection & Control on Small Farms”.

Interested? Pop in to the council office and pick up a copy. Numbers are limited.

Wildlife Care & Rescue Update This year the swallows decided to stay instead of flying north, and are already re-

feathering old nests. They do a wonderful job eating mozzies and flies and it is exciting

to watch the chicks grow up and learn to fly. Place a kitty litter tray under the nest to cope with the inevitable mess.

Small birds suffer concussion from flying into windows, and are best picked up quickly and placed in a cardboard box. Give them a couple of hours to recover and then release them. If the bird is still unwell, please ring CNWCR for advice or take it to your local vet.

Plovers have nested early this year and have begun their protective behaviours. Please support these plucky little parents in their battle to raise their chicks. Kookaburras, hawks, cats, dogs, cars, stormwater grates and humans all take a terrible toll and each pair is lucky to raise one chick a year. For advice or help please ring 0409978064.

encourages rural women’s contribution to primary industries, resource development and rural Australia. “The RIRDC Rural Women’s Award is a life changing opportunity that opens up a positive and powerful network of like-minded rural women and influential people from across primary industries”

That’s the view of Australian RIRDC Rural Women’s Award 2010 Winner, Sue Middleton, who is encouraging women from throughout the country to give it a go and enter the 2011 Award.

Tasmanian State Coordinator Sally Smith said that the RIRDC Rural Women’s Award has helped rural women take their vision for their business, industry or community to the next level, and in so doing, implement positive change in rural Australia. "It's not about being the best rural woman - it is about identifying a learning opportunity that you believe will benefit you and your industry. The prize money is designed to help build your skills so that you can bring that knowledge back home to your business and your industry" Ms Smith said. Who can enter? The Award is open to all women involved in primary industries, including broad-acre farming, intensive livestock, cropping, horticulture, fisheries, forestry, new and emerging plant and animal enterprises, Indigenous rural enterprises, natural resource management and related service industries. What do you win? The 2011 Award provides a Bursary of $10,000 for each state and territory winner to support their professional development and contribution to primary industries. Tasmania also provides an Encouragement Award which recognises commitment to your industry. RIRDC Rural Women’s Award Winner and Runner-Up are then selected to represent the Award, RIRDC and rural women on a national platform. When can I enter? Applications are open NOW! The Award opened on 1 August 2010 and closes on World Rural Women’s Day 15 October 2010. Rural women are being encouraged to enter themselves or you can nominate someone you think is ready for a new challenge. The Award is an initiative of RIRDC in partnership with the Department of Primary Industries, Parks, Water and Environment. This year’s sponsors are Westpac Banking Corporation, ABC Radio and Rural Press Ltd.

Find out more: Application forms are available from Sally Smith, Rural Women’s Award State Coordinator on 6336 5418 or email [email protected] or at Westpac branches. Applications can be also downloaded from the website: www.ruralwomensaward.gov.au

Tourism Digital Coach Program A second round of the Tourism Tasmania/Events Tasmania, popular Digital Coach Program, is due to start in early September. Over 160 operators, including event organisers and organisations, have so far participated in Round One of this innovative program.

There is no doubt that if your event is not online with a website incorporating registration, ticketing, merchandising and accommodation links, amongst other capabilities, you are missing out on a huge potential customer market that lives 24/7 in the online space. If you're not there when people want to access your information then the odds are many do not even know you exist.

The program is for event organisers and other tourism operators who want to learn more about getting online. Tourism Tasmania has engaged six experts who make getting online easy by sharing advice on the Tas e-connect forum and providing phone assistance, small group and one-on-one support for operators who want to expand their business by getting online.

It doesn't matter if you are an existing community based, volunteer organisation, a start-up group planning an event or an experienced event looking to improve your online capability. The program is hands on and is tailored to suit you and your staff, regardless of whether you know a little or a lot.

This coaching service is FREE, but you must OPT IN. For all those interested in continuing, or joining for the first time, contact the TAS e-Connect Help Desk on 1300 303 259 or email [email protected]

Naming of New Streets It is Council’s responsibility to assign names to new streets and cul-de-sacs etc. constructed within the boundaries of the settlement areas within its jurisdiction. It is Latrobe Council’s policy to request the developer of the new street to propose a maximum of two names for that street for consideration by Council. When a new street name is assigned the Council has a statutory responsibility to notify the Nomenclature Board of the assignment within forty days.

It is the Nomenclature Board, who actually names all new streets in Tasmania and this organisation has issued

Page 7: Full Banking Service in Port Sorell

www.latrobe.tas.gov.au Council, Coast and Country Sept 6, 2010 - 7

a set of guiding principles that must be followed to assist developers and Council in their decision-making.

These principles state that where no previous names exist, primary consideration should be given to a name:

In keeping with the character and tradition of the area;

Recognising historical or local significance;

Being suggestive of any peculiarity of a topographical feature; or

Being of aboriginal derivation, and having an appropriate meaning.

The Nomenclature Board’s guidelines state that:

Personal names are not acceptable unless it is in the public interest to honour a person by applying his/her name to an appropriate geographical feature. The application of a personal name during the lifetime of the person concerned is made only in exceptional circumstances where:

It can be shown that a person's name has been in general use for a significant period; or

Where it commemorates exploration or a particular feat by that person; and

Where the Board is satisfied that approval of the name will not be beneficial to the person in the public sphere, and does not contravene other guidelines and principles.

Council has recently given the new cul-de-sac off Alexander Street in Shearwater the name “Banksia Rise”.

National Carer’s Week Carers continuously and selflessly give their time and energy to provide love, care and support to those in need.

National Carers Week is designed to highlight the contributions made by those exceptional people.

This year National Carers Week will run from the 17th to 24th October for more information visit www.carersaustralia.com.au.

Noise Nuisances Ensuring that your noise emissions do not unreasonably interfere with other people will help make your

neighbourhood a more enjoyable place to live.

Noise and the Law Noise should not create a nuisance for other people. Hence, noise should not unreasonably interfere with a person’s

enjoyment of their environment with regard to volume, intensity or duration. You should also consider the time of day and your location. If the noise can be heard in a habitable room of another residence, it may be considered to be unreasonable.

If you are going to create noise, you should make sure that you do not breach the requirements of the Environmental Management and Pollution Control (Miscellaneous Noise) Regulations 2004 and the Environmental Management and Pollution Control Act 1994 (EMPCA).

Noise from Building/Construction Sites A Council permit may be required to carry out building work. Noise control may be a condition of the permit to protect the general amenity of the area. However noise from small power tools is permitted during the times listed over the page. Excessive use of power tools would need to be assessed for ‘reasonableness’ by an authorised officer.

Noise from Loud Music Noise from stereos after hours should be directed to the police. For noise that is emitted during the day, or is an on-going problem, Council’s Environmental Health Officers may be able to assist. Remember to consider your neighbours.

Noise from Animals If the noise is from a barking dog, you should contact the Council’s Animal Control Officer (phone: 64214650). Noise from other animals may be dealt with by Council’s Environmental Health Officers.

Regional Planning Project Council is continuing to participate in the State Government’s Regional Planning Initiative. The Cradle Coast project comprises representation from the nine councils in this region, which includes West Coast, Circular Head, Wynyard/Waratah, King Island, Burnie, Central Coast, Devonport and of course Latrobe.

Planners from each Council are meeting on a regular basis to work on transposing their Planning Schemes into a prescribed format and structure that gives recognition to the Regional Land Use Strategy, which was the initial focus of the project, and a high focus towards commonality.

It is the intent to have completed this transposition by the end of 2010, with Interim Planning Schemes for each council being introduced early next year.

The Latrobe Planning Scheme No 1 of 1994 has been in place since 1994 and has undergone many amendments to meet the needs of our municipal area, as it has changed and grown. However, it is recognised by Council that the current planning scheme may not, in its present state, adequately reflect the Regional Land Use Strategy and be capable of delivering the desired outcomes with regard to use and development in our local government area.

Council has invested considerable resource into developing land use strategies for the Latrobe Township and the settlement areas of Port Sorell, Shearwater, Hawley and Squeaking Point and their surrounds. These strategies will also be reflected in the new planning scheme, to ensure future use and development in those areas will be in accordance with the desired outcomes set out in both plans, which were determined through a highly consultative public process.

Signage Council continues to pursue the issue of non-compliant signage in the municipality. The general public may be unaware that there are specific provisions that must be complied with in order to develop and display signage on privately owned land and road and other public reserves. These provisions can be found in the Latrobe Planning Scheme No 1 of 1994. The Planning Scheme can be viewed on Council’s website at www.latrobe.tas.gov.au.

Most signage requires application to Council for assessment against the Planning Scheme provisions and issue of a permit where appropriate.

Freestanding signage is not permitted in road reservations and only signage pertaining to a use or development on a particular title is permitted on that title.

Part 6 of the Planning Scheme sets out the provisions for signage; the various types of signs and their status within each zone, and those signs which are exempt from application to Council.

All signage in the Heritage Overlay Area, which comprises all properties in the Latrobe Commercial Centre and surrounding areas is required to be in accordance with Clause S11.4.8 of the Planning Scheme , which can be found in Schedule 11 and sets out the provisions for development in that area. This Clause includes diagrams to illustrate the types of signs allowed.

Consideration must also be given to the colours chosen for any sign.

Should you wish to make application for signage Council requires a completed and signed application form, a site plan showing the location of the proposed sign, detail in regard to the type, size, and method of fixation and height above ground, where necessary, font and wording.

Section 64 of the Land Use Planning and Approvals Act 1993 gives Council the means to deal with non-compliant signage.

Please contact Council’s Planning Officers should you require any further information on the matter.

Butt Out If you choose to smoke, make the effort to find a bin. Carry a personal ashtray. Be aware it’s illegal to litter butts and you can be fined. Young children tend to put cigarette butts they find in streets, parks or at beaches in their mouths. Butts are easily washed from streets into drains– one in ten

end up in beaches, rivers and creeks. Butts have even caused fires when thrown from car windows. Next time you Butt it, please bin it.

Home Energy Audit Kit Would you like to know how you can reduce your household’s energy costs and save money on your energy bills?

HEAT allows households to undertake home energy audits in their own time and space and provides practical and affordable suggestions on how to save energy and dollars on energy bills.

HEAT information sheets have been specially developed for Tasmanian households and conditions and compliments other home energy audit services and programs.

HEAT will allow households to gain a deeper understanding of how their homes use energy that can lead to lasting behaviour change and real savings.

Latrobe Council now has HEAT kits available to hire for free for residents within our municipality. To reserve a kit please phone Council on 6421 4650.

Concord Masonic Lodge Well it's almost twelve months since Latrobe’s Concord Masonic Lodge changed addresses, and they are gradually settling in. A few members could not adjust to the move and have drawn a clearance. Some older member’s have re-affiliated and also some Masons that were past members of other Lodges, join us. The net result is that we are two members extra after our move. Sadly we notice that our past home of well over a hundred years has not had its new fate yet decided. However the funds received from the sale of the building

Page 10: Full Banking Service in Port Sorell

have been put to good use. The many repairs and renovations required at the Devonport Lodge rooms have been attended to.

Although not all of them have yet been addressed, it has certainly made a great improvement and increased the comfort. We are still finding it difficult to fill the offices due to the age of our members, and although we have recruited some younger members it will be a few years before they are ready to take office. Another reason we are getting reduced numbers is that driving at night and the cold air affects our older members. Our current programme is the preparation of our second change-over which takes place in November; it looks as if we will fill the vacancies, mainly through recycling the older members, for another term of office. If there are any men who are looking for a worthwhile pastime and interesting hobby we will be only too pleased to accommodate you. It does not cost anything to make an enquiry and I can assure you it puts you in touch with a lot of interesting and worthy people, who will warmly and sincerely welcome you. Also if you require any help with any persons who have been past members of Concord, we will be only too pleased to give you any information we have. During our move one person discovered a photograph of a long ago relative and we were only too pleased to let him have it and see it go to a good home. The people to contact are Roy Smith 64244794 or Neil Cameron 64261063.

Latrobe Apex Club You may have heard a rumour that the Latrobe Apex Club was folding. Well, that's all it was, a rumour! Things couldn’t be looking better for

the club! With another successful 'Annual Art exhibition' behind us, the club is looking forward to the induction of three new members at the up and coming 'change-over dinner', to be held later this month, not to mention their 'Truly Tasmanian' craft exhibition, to be held in November.

If you enjoy good company, a friendly atmosphere, and having fun! (And yes Latrobe Apex does have fun!), why not give Tammy Walters a call on 0417132687 or Ellen Bourke on 0419981600, and maybe go along to their next meeting, you will be made very welcome.

TVIN Conference The Tasmanian Visitor Information Centre Network (TVIN) recently held an annual conference on the East Coast of Tasmania. Staff and representatives from 21 TVIN’s attended information packed sessions.

Management, Marketing and Code of Practice

The Tasmanian Visitor Information Centre Network is a network of Visitor Information Centres strategically located throughout Tasmania to provide quality service for visitors to a national standard, which are identified by the trademark and are registered as members of the TVIN.

The network is taking a new approach to both management and marketing into the future. With a complete revision of the Code of Practice, completed and adopted at the meeting on August 12, 2010, the Code of Practice provides guidelines and benchmarks for service delivery,

presentation and provides members with a framework of standards to attain and maintain.

The TVIN Marketing and Action Plan by Sarah Lebski and Associates, Tourism Consultants has been developed as a strategic way forward for the newly independent network.

The TVIN Brand Strategy by, Phil Fitzpatrick, Hierophant Communications is aiming to reposition and strengthen the image and capacity of the TVIN, and Phil presented some exciting concepts with a creative and motivational “look and feel” around all TVIN publicity, and emphasizes differentiation and benefits, for the network.

Latrobe Council continues to support and enhance economic growth within the tourism sector through provision of our TVIN. For more information, contact Latrobe TVIN 03 6421 4650 or email [email protected]

Australian Regional Tourism Convention

The Australian Regional Tourism Network (ARTN) is the peak national body representing regional tourism practitioners across Australia. The ARTN recently held its annual convention in Yarra Valley & the Dandenong Region during August 2010.

The convention focused on the building of partnerships to compliment and accentuate the offerings of the area, which recently experienced devastating Black Saturday Bushfires.

The subsequent recovery of the Bushfires provided an incredible time of learning and an evolution of key skills for the region, which has assisted in ensuring the region becomes more ready, resilient and robust, to contribute to a brighter and more secure future for regional tourism.

Sharing this information with colleagues at the convention has also provided us with the opportunity to learn and develop skills that are immediately transferable in making day to day operations more effective, efficient and enjoyable.

A full report on learnings will be presented to members of our Local Tourism Association at our AGM scheduled to be held on Tuesday 12th October 2010. For more information contact Suzy 03 6421 4650 or email [email protected]

Planning Ramps Up for Second

Shorebird Count Cradle Coast bird enthusiasts and beach lovers will be surveying the coastline between 9 October and 6 November for the second count of resident shorebirds between Narawntapu National Park and Stanley. The mass count by more than 70 volunteers is helping to compile baseline numbers of resident shorebirds, the results of which will enable monitoring of species’ trends, early identification of population problems, and increased public awareness of resident shorebird’s nesting periods and habitats. The count was initiated in March by Cradle Coast Natural Resource Management (NRM) and leading local Ornithologist, Hazel Britton, and will continue twice a year to establish a reliable snapshot of the numbers of Red‐capped Plover, Hooded Plover, Sooty Oystercatcher and other local species. The March count identified

Page 11: Full Banking Service in Port Sorell

www.latrobe.tas.gov.au Council, Coast and Country Sept 6, 2010 - 11

1,953 resident shorebirds; the most abundant being the Masked Plover and Australian Pied Oystercatcher. The count also included the endangered Little and Fairy Terns and although no sightings were recorded, organisers are hopeful of a different outcome in the spring survey period which falls near the start of the shorebird breeding season. The breeding season typically runs from early September until late April and during this time it is particularly important for beach‐goers to walk on the wet sand so as to minimise disturbance to nests above the high tide line. To raise the profile of shorebird species with Cradle Coast community members and to provide volunteers with the necessary monitoring skills, a free resident shorebird awareness and identification workshop is being held to kick‐off the count period. The workshop will take place at the Devonport Entertainment and Convention Centre on Saturday 9 October from 11am to 4pm and includes a field trip to the beach at Moorland Point where participants will be introduced to resident shorebird identification techniques in the field. “We had a great response to the same workshop when it was run in March,” said Cradle Coast Facilitator, Dionna Newton. “So this time we’ve arranged a bigger venue and are encouraging anyone to come along, even if they’re unable to take part in the count. Participants in the workshop can still learn about the resident shorebirds on their beaches and how they can help to protect these vulnerable birds. There’s something in it for everyone, even if you’re not a bird watcher and have no experience.” “It’s amazing where these birds nest on our beaches – usually just a simple scrape in the sand. Learning about our resident shorebirds can really increase your appreciation of our beautiful beaches and our wildlife that depend on them for survival,” Ms Newton said. Registrations are required by 18 September to attend the free workshop and can be made by calling Hazel Britton on 6425 2785 or by email to [email protected]. Lunch is provided.
