Site Selection Process

Ministry criteria:

Availability of SpaceCommunity NeedStudent AchievementReadiness to ImplementImpact on Child Care

* These criteria were intended as guidelines

Presenter
Presentation Notes
The criteria is a public document and can be found on the PDSB’s web site - Nov. 29, 2009 Report to the Board Useful link – Peel Data Centre’s Service Delivery Areas (link on last page; links) Dufferin Peel used essentially the same criteria, but also included considerations for high-growth/low service areas and areas of significant Catholic presence to arrive at a list of schools with a profile similar to the Peel list. Availability of Space Schools must have available space without requiring capital construction or renovations Community Need Schools must serve low income neighbourhoods (Social Risk Index) Approx. 1/3 of all proposed schools are in low income neighbourhoods. Minimal Impact on Child Care Schools must consider the availability of licensed child care Student Achievement EDI Readiness to Implement Assess level of community and school readiness to support full day early learning

Full-day Early Learning ProgramWhat we know…

Kindergarten is an optional programBoth boards will align Kindergarten registration in FebruaryDifferent models of JK/SK cannot be offered in one schoolThe full-day program will be offered during the core hours of the day e.g.: 9:00 – 3:30 pm during the school yearThat the DPCDSB will hold a lottery, if the demand is too highSpring 2010 – a new full-day early learning curriculum will be announced

What we don’t know…Structure of the day e.g.: who will supervise the children during lunch time, if there is a nap time etc.Care options for children during the summer, school breaks, PA days etc.

Presenter
Presentation Notes
Dufferin Peel will advance registration to Feb. 1 and following to coincide with Upper Grand DSB’s registration dates in our three Orangeville schools. DPCDSB – priority will be given to families within school catchment areas, children with older siblings in the school, and children who are moving from JK to SK. If enrollment exceeds the funded capacity – families who do not meet the board’s criteria will be entered into a lottery. For families who do not secure a full day spot through the lottery will be offered a ½ day kindergarten spot at another school plus transportation. Families who choose ½ day kindergarten are responsible to provide their own transportation. Dec. 2009 – the Ministry presented a proposed curriculum framework for fdl - Every Child, Every Opportunity. Final draft won’t be ready until the spring.

Page 15: Full-day Early Learning - Peel Region...1. Hear the latest updates on implementing Full- day Early Learning for four-and-five year olds 2. Talk about the new Cost Analysis Toolkit

Extended Day ProgramWhat we know…

Boards are expected to provide an extended day program e.g.: 7:30 – 9:00 am and 3:30 – 6:00 pm where there is sufficient enrolment The program will be staffed by ECE’sThe extended day program is:

Optional for familiesPaid for by parent feesSubsidized for some familiesOffered during the school year

What we don’t know…What is sufficient enrolment? How the program will be administeredHow subsidies will be issued Licensing regulationsAdult/child ratiosCost of extended day programHow fees will be collectedCare options for children during the summer, school breaks, PA days etc.

Presenter
Presentation Notes
DPCDSB – 7:30 start time matches the custodial collective agreement. DPCDSB added: We are currently planning extended day programming with the understanding that we are in the midst of a transition to a new model. Our planning is short term at this point (One year) Note to school board partners: Another “what we don’t know” - If the Ministry of Education will allow school boards to contract child care operators to deliver the extended day program. This will probably surface as a question from the operators. Some may also speculate that they’ve heard this and wonder if it is true. It will be added to our ask the Ministry list.

Cost Analysis ToolkitWhat it is…• A workbook to allow you to

begin to look at program options to replace JK/SK programs

• An estimate tool to gauge some potential impacts to your costs and revenue related to JK or SK programs

What it is not…• A comprehensive

financial impact analysis that will determine viability

Page 19: Full-day Early Learning - Peel Region...1. Hear the latest updates on implementing Full- day Early Learning for four-and-five year olds 2. Talk about the new Cost Analysis Toolkit

Presentation Notes
As noted earlier in the presentation, we have the “what we don’t know”. Because of this assumptions needed to be made with the toolkit. Also on this page are resources that will assist you in planning programs. The first resource is provides a visual of the layout for different types of programs and the requirements. The second resource provides the specific details of planning a new program These resources can assist in determining what capital costs you may incur in converting to another program
