MANOJ SINHA
Manoj Sinha is a minister of communication (independent charge) and minister of state for
railways.He was a very talented student and is a civil engineer. He was a student of IIT-
BHU. He maintains a low-profile image, wears his trademark dhoti and long kurta. Sinha is a
three-time BJP MP in Lok Sabha. He represents Ghazipur in the Lower House. As the junior
minister for railways, Sinha handled key assignments including the task to connect several
cities in eastern Uttar Pradesh. In his last meeting in Varanasi, Prime Minister Narendra
Modi effusively praised Sinha for his work and commitment as the railway minister.
VIPIN TYAGI
BABU NARAYANAN
Vipin is an innovative and business leader from ICT Industry for
over 3 decades. He has developed global business through
companies in India, Japan, Australia, USA and Europe. He has
actively worked towards Research and Development of large
systems, Organizational Development and creation of high
performance teams. In October 2009, Vipin decided to promote
National level R&D and joined C-DOT as Director. He is now
serving the organisation as Executive Director.
He has worked on World’s first VoD System, India’s first
indigenous G-PON Development, C-DOT Exchanges and
Indigenous Message Switching System. He has been involved in
Development of over 35 Products in area of Enterprise and
Telecommunications Industry.
Mr Babu Narayanan K J, Vice Chairman TSDSI is working as
Chief Technologist, Centre of Excellence in Wireless Technology
(CEWiT), a premier wireless R&D organization at Chennai, India.
An M.Tech from IIT – Kanpur, he has over 26 years of R&D experience in
telecommunications.
At CEWiT, Mr Babu has been involved in research, technology
development and standardization. He has been deeply involved
in the projects taken up by CEWiT including one of evaluation of
IMT-Advanced technologies in 2009-10. He was the coordinator
of Broadband Wireless Consortium of India (BWCI), a
collaborative technology platform created by academia and
industry for broadband wireless activities in India, from 2009 to
2014.
Mr Babu has been helping TSDSI right since its inception. The
Governing Council decided to appoint Mr Babu as Honorary
Executive Director (Standards), TSDSI in in its meeting on 17th
Aug 2016. Mr Babu is representing TSDSI in IMT – 2020
meetings of ITU-R and has contributed to the Working
Procedures document of TSDSI in the past.

ROMERO
N. SIVASAILAM
Luis Jorge Romero, Director General of the European
Telecommunications Standards Institute (ETSI), has more than
20-years experience in the telecommunications sector. At ETSI
he initiated a global standardization partnership for Machine to
Machine communications, and has driven the implementation of
the ETSI Long Term Strategy, an ambitious plan to prepare the
institute for the future.
Previously he has held diverse Director positions in Spain,
Morocco and Mexico, predominantly with Telefonica. As Global
Director for International Roaming and Standards, and Director
of Innovation and Standards, he oversaw Telefonica's
participation in global standardization activities, and participated
directly in the work of the Next Generation Mobile Networksv
(NGMN) Alliance and in the GSM Association (GSMA).
Before joining ETSI in July 2011, he held the position of Director
General of Innosoft and was also a partner and board member of
Madrid-based Innology Ventures.
Shri N. Sivasailam is an officer of the 1985 batch of the Indian
Administrative Service allotted to Karnataka Cadre. He
graduated in Mechanical Engineering from University of Delhi.
His last assignment in cadre was at the Department of Public
Enterprises, Government of Karnataka where he served in the
position of Additional Chief Secretary. He has served in the
Departments of Health & Family Welfare and Forest, Ecology &
Environment Departments of the Govt. of Karnataka as Principal
Secretary.
He has served Bangalore Metro Rail Corporation Ltd, the
Karnataka State Beverages Corporation Limited and Rajiv
Gandhi Rural Housing Corporation Ltd. as Managing Director, in
earlier stints in the Cadre besides serving an assignment as
Secretary in the Rural Development & Panchayat Raj
Department of the State Government.
He has been a Member of National Award Winning Teams in
Panchayat Raj Administration and E-governance applications.
Cesare Onestini
R.K. MISHRA
Cesare Onestini is the Deputy Head of the European Union
Delegation to India since August 2014. Cesare joined the
European Commission in 1995. As a European official, Cesare
has worked on a variety of policies including the promotion of
European cooperation in the areas of education and professional
training, the development of European transport networks and
the liberalization of gas and energy markets. More recently,
Cesare has worked for the European Union in the areas of
external relations, international trade, security and crisis
management. From 2008 to 2010, he worked at the EU
Delegation to the United Nations in New York, focusing on
cooperation between the European Union and the United
Nations on peace and security issues. In 2010 he returned to
Brussels for the setting up of the European External Action
Service (EEAS), the diplomatic service of the European Union.
In the EEAS, he took over the position of Head of the Corporate
Board's Secretariat. For the 2013-14 academic year, Cesare was
the European Union Visiting Fellow at the Lee Kuan Yew School
of Public Policy at the National University of Singapore, focusing
his research and teaching on EUASEAN relations

of India. Did Bachelor of Science (B.Sc.) from prestigious
University of Allahabad. Successfully completed Bachelor of
Technology (B.Tech) and is a GOLD Medalist in Masters of
Technology (M.Tech) in the field of Electronics &
Telecommunications from the J.K. Institute, University of
Allahabad. Has done many short-term management and
technical courses from prestigious institutions such as Indian
Institute of Management (IIM), Ahmedabad.
Has joined as Member (Services), Department of
Telecommunications on 4th October 2016. As a full time member
of the Telecom Commission, is responsible for formulating the
policy of Department of Telecommunications and implementation
of Government's policy in all matters concerning
telecommunication. Is also the cadre controlling authority for the
ITS cadre and has successfully completed the cadre review after
a long gap of 28 years. Is in charge of the Telecom Engineering
Centre (TEC) and Telecom Security and is therefore responsible
for the mandatory testing of telecom equipment and cyber
security policies of the country.
Besides, he has an avid interest in Yoga, Vastu, Astrology and
Study of scriptures.
N S KALSI
DR. OMAR ELLOUMI
Shri Nirmaljeet Singh Kalsi IAS (Punjab 1984) is presently
posted as Additional Chief Secretary, Development,
Government of Punjab.
Dr. Nirmaljeet Singh Kalsi holds a Bachelor of Engineering
degree in Electrical Engineering from University of Roorkee, now
IIT Roorkee, Master of Technology in Computer Technology
from IIT Delhi and obtained his Doctorate of Philosophy (Ph.D.)
from Department of Management and Social Sciences, Thapar
University, Patiala. Before joining IAS in 1984 (Punjab cadre), he
served in Indian Railway Service of Electrical Engineers (IRSEE)
(1982-84) and National Thermal Power Corporation (NTPC)
(1981-82)
Dr. Omar Elloumi is Head of M2M and Smart Grid standards
within Alcatel-Lucent CTO. He is also the chair of oneM2M
Technical Plenary after having led the oneM2M Architecture
group delivering the first release of specifications. Omar joined
Alcatel-Lucent in 1999 and held several positions including
research, strategy and system architecture. He holds a Ph.D.
degree in computer science and served on the ATM Forum and
IPSphere Forum Board of Directors. Omar Elloumi is co-editor of
books on M2M communications and Internet of Things published
in 2012. He is also involved in program committees of several
international conferences on M2M and IoT.

Christophe COLINET joined the City of Bordeaux in 2005 as
head of operational maintenance for infrastructure City's servers
before creating, in 2008, a new R&D service dedicated to
innovative technical solutions adapted to the context of the City's
information system, and then in 2012 to take over the digital
territory management.
Since January 2016, teams in charge of digital activities within
the City of Bordeaux and the Bordeaux Urban Community
merged into a single branch in charge of digital for Bordeaux
metropole.
Christophe became the Smart City project manager for this new
directorate, coordinating European projects and more specifically
“Sharing Cities”, a 2015 H2020 SCC1 lighthouse project, for the
metropolis.
He is the EG4U secretary (EG4U: The European non-
governmental organisation (NGO) of Information and
Communication Technology (ICT) Users). This NGO, dedicated
to energy management & waste monitoring, has been created
early December, 2015, by ICT(Information & communications
technologies) users, members of ETSI Industry Specification
Group (ISG) called Operational energy Efficiency for Users
(OEU), based in Sophia Antipolis (France)
Since the 9th June 2016, he chairs an ETSI ATTM SDMC
(Sustainable Digital Multiservice for Cities) working group
dedicated to provide technical specifications for the industry in
accordance with city’s needs.
Before arriving in the city of Bordeaux, Christophe spent five
years as an entrepreneur in an IT company of 5 people, then
another five years as technical director of the Novenci Western
society, SSII of 150 people located in the south of France and
specialized in technical infrastructures integration for SMEs. He
began his career as an engineer at Hewlett Packard presales.
He has an engineering degree issued by the E.S.E.O (Upper
Electronics School from West) in Angers (France).
Aurindam
Bhattacharya
NEERAJ KATARIYA
An Electronics and Communication Engineer of 1987 batch, has
had vast experience in various fields of Computing and
Communications. Worked in ECIL with the Mainframe unit and
also handled the design, testing and deployment aspects of
Strategic Communication Systems for the Defense Sector
specifically Air Force and Army. Thereafter joined C-DOT in
1993 and has handled the computing needs of the Organisation.
Also acted as the solution architect for various projects of C-DOT
like Intelligent Networks, Data Clearing House, OSS and more
recently the critical project having extreme national importance-
CMS (Centralised Monitoring System). Has been instrumental in
bringing out the IPv6 Road map document version 1 and 2 as a
core team member with the NT Cell of DoT and also handling
the role of one of the IPv6 consultants empanelled by DoT. In
the area of M2M Communication coordinating the activities of
Development of the standards compliant Common Services
M2M platform in C-DOT. Has been a key member of the group in
DoT formulating the policy document on M2M Communication.
Also contributed in writing the Technical Reports on Gateway
and Architecture and M2M numbering plan while holding the
position of chairman of Gateway and Architecture Working
Group of TEC. Has been an advocate of standardisation in the
M2M and IOT domain and in this direction have been
participating and contributing actively in the OneM2M-The
international standardisation Body on M2M.
Neeraj has over 15 years of experience in managing large Digital
transformational engagements in multiple domains across
government and private multinational clients in India and Global.
In his current role, he manages delivery of various Smart City
projects and telecom sector intiatives for PwC. Recently he also
led roll out of the largest Fiber network project for India.
ROBERTO GAVAZZI
MARGOT DOR
After completing his Electronical engineering studies at
Politecnico in Turin, Roberto worked for three years in the
aerospatial area where he spent one year in Toulouse designing
and developing SW for manned shuttles and satellites. Since
then, Roberto has spent more than 20 years in Telecom Italia
Laboratories focusing first on Network Management and then on
Telco Services. During his career Roberto was responsible for
the "Service Management" functional unit, for cluster of projects
called Programs (Program Manager) and for Client
Management. In this last period Roberto is managing Projects on
Smart City, Smart Grids and Internet of Things services. Roberto
is working with many Italian and European cities on innovative
Smart City projects. Currently Roberto is also the Project
Manager for the development, deployment and operation of a
Telecom Italia IoT and smart city environment and platform
called Open Air Lab in Torino.
ETSI is a leading ICT standards organization whose mission is
to enable the emergence of global open standards for telecoms,
broadcast and IT. The 700+ member companies design the work
programme with their input and participation to technical
committees. ETSI is located in Sophia Antipolis, France.
After holding various positions in the IT and banking industry,
Margot Dor joined ETSI to launch a market intelligence unit.
Since mid-10, she is working as Director for Partnerships &
European Affairs.
Margot was born and raised in Marseille (France). She
graduated in Political Science and International Public Law and
holds a Post-graduate Degree in strategic marketing.

RAMACHANDRAN
RAJIV SINHA
T.V.Ramachandran, widely known in the telecoms industry as
'TV', has played a key role in Mobile Telecommunications in
India since it was first introduced in 1994. He was the 1st CEO of
one of the earliest cellular ventures in India - Sterling Cellular Ltd
(Essar Cellphone), Delhi from '94 to '97 - and led the
establishment and successful launch of the largest Indian
cellular network of that time. Sterling Cellular was incidentally the
original predecessor of what is today Vodafone Delhi.
TVR was the first Chairman of the India Interest Group of GSM
MoU Association from 1995 to 1998 and has been closely
involved with GSM activities all through the years.
Since Jan 2015, TVR has set up his own Consultancy firm and
advises several firms as well as industry bodies. Also currently,
he is Chairman of the Telecoms Committee of the European
Business Group, Is President of the Broadband India Forum, the
only Indian body exclusively focussed on growth of Broadband,
Member of the Global Advisory Body of the Panel of the
Institution of Engg & Technology, London, on Internet of Things.
Presently working as Deputy Director General ,Networks &
Technologies, Department of Telecommunications, Government
of India since July 2015 primarily having responsibility for
framing policies and guidelines for the new emerging
technologies like M2M, Cloud computing, IPV4 to IPV6 transition
etc. He is also looking into the policy issues related to Net
Neutrality.
Prior to this he was Deputy Director General (TERM) in DoT HQ,
responsible for the enforcement and monitoring of DoT
guidelines related to EMF radiation, Roll-out obligations, Mobile
number portability, subscriber verification etc by all Telecom
Service Providers.
He is an officer of Indian Telecommunication Service (ITS) of the
Department of Telecommunications, Government of India and
has joined the service in the year 1989. He has over 28 years of
experience in various administrative & technical matters related
to the field of telecommunications with specialization in
Transmission technologies. He has played important role in
network planning, project implementation and operations of
various telecom networks namely GSM networks, Transmission
systems and IT systems.
SUSHIL KUMAR
AMIT TALWAR
Mr. Sushil Kumar did his Bachelor of Engineering in Electronics
and Communications in 1987 and Master of Technology in
Computer Science in 1988 from University of Roorkee (presently
known as Indian Institutes of Technology Roorkee). He is from
1987 batch of Indian Telecommunication services and joined
Department of Telecommunications in February 1989.
He has worked in planning, project implementation & operations
of fixed, mobile and optical fibre networks and switches, and
also as the head of a number of business units in DoT / BSNL
for around 22 years.
Since July 2013, he is working as Deputy Director General in
M2M (Machine to Machine) Communication / IoT (Internet of
Things) domain in Telecommunication Engineering Centre. He
chairs National working Group (NWG) -20 to coordinate with
ITU-T SG-20. He has participated in the Study Group (SG)-20
meetings of International Telecom Union (ITU) on IoT and its
applications in Smart cities, held in Singapore and Geneva. He is
also the member in concerned groups in TSDSI and BIS. He has
also participated in more than 25 National conferences as a
speaker.

He joined Punjab Civil Services initially in year October, 1999;
rejoined in year June, 2004. Presently on deputation with

Bipin is an established management and strategy professional
and till recently was at Reliance Jio where he oversaw new
areas in the Enterprise Ecosystem, before which he was
responsible for all Products and Platforms in Jio interfacing with
the core Telecom network. He has also filed 3 patents in mobile
web technologies.
Bipin is the Chair of the Smart City Group for the TEC, DOT,
Ministry of Communication and IT and is a core member of the
National Working Group on International Telecommunication
Union (ITU)'s SG on Smart Sustainable Communities. He is also
an invited expert at TSDSI where until recently he led the group
on Smart Cities.
Academically, Bipin has a dual MBA from Georgetown
University's School of Foreign Service & School of Business and
ESADE Business School and a MSc from University of Wales.
Bipin is a marathon runner and world traveller.
Nagarajan is an IAS Officer with keen interest in technology in
development. He is deputy municipal commissioner of Surat and
also CEO of Surat Smart City.
As a District Development Officer in Sabarkantha District of
Gujarat he was working on various issues related to education
and health. He has made major interventions in health,
education and rural development. He believes that technology
can be a game changer in rural development. He has created
India's first 100% WiFi tribal taluka. He created India's first
Digital Village at Akodara in association with ICICI Bank. His
projects have won major awards that include SKOCH Award of
Excellence, CSI Nihilent Award, Manthan Award, Financial
Inclusion Payment Systems award. He has been chosen as
District Collector Digital Champion 2014 by Digital
Empowerment Foundation. He has extensive experience of
working various government department including Indian
Railways, Indian Audit and Accounts Department and Reserve
Bank of India.
He has a Masters in Public Policy and Masters in Economics. A
bureaucrat by profession he believes that technology is a great
enabler of social change. He has been awarded by Election
Commission of India for Innovative use of Technology in
Elections in the recent Gujarat 2012 elections.
G. NARENDRA
NATH
G.K. UPADHYAY
G.Narendra Nath, is working as Deputy Director General
(Security), Department of Telecommunications, Government of
India since 2nd July 2014 with overall responsibilities for the
policy formulation and implementation and matters pertaining to
Telecom network security of India. Prior to this he was Deputy
Director General (Security Audit) for a year responsible for the
finalization of the processes and procedures for the conduction
of Security Audit of the networks of Telecom Service Providers.
He has over 27 years of telecom including 17 years of senior
management experience in the areas of Telecom network
planning, installation, operation and maintenance, Marketing &
Business Development and Training.
He holds a Masters in Technology from Indian Institute of
Technology, Delhi with specialization in VLSI design. He is
trained as a Lead Auditor for ISO 9001:2008. He is a member of
the National Working Group for ITU-T SG-17 on Security.
He is Member (Technology), Department of Telecommunications
(DoT), Government of India, since September 2016. He joined
DoT in 1980 as an ITS officer (DoT). He has worked in past as
Chief General Manager for Haryana and Maharashtra Circle. He
joined as Advisor Technology DoT in August 2016. He did is
BTech from IIT Roorkee.
V.V.Singh, Wireless Adviser to the Government of India. He did Bachelor of Engineering (BE) in Electronic and Communications Engineering from University of Roorkee during 1980. He did Master of Engineering (ME) in Solid State Electronics from University of Roorkee during 1982. He Joined Wireless Planning and Coordination (WPC) Wing as a Group A officer in 1982 and in July, 2016, he became Wireless Adviser to the Government of India. Some of the Important positions held by him during his tenure are Director, Wireless Monitoring Organisation and Vice Chairman of ITU-R Study Group-1 for two study cycles.
