ART EXHIBITION (CURATORIAL) GRANT PROGRAM Applicants may submit one (1) Art ExhibiQon Grant applicaQon per fiscal year.

OVERVIEW The Art Exhibi3on (Curatorial) Grant Program (AEG) provides support for the development and public presenta3on of visual art exhibi3ons by District resident curators through grant support and use of CAH’s exhibi3on space within their building lobby or, if the gallery is unavailable due to public health issues, an on-line plaeorm of the curator's choice. Applicants must be individuals with prior curatorial experience and may request up to $25,000. The grant period is from October 1, 2020, to September 30, 2021. Grant funds may not be used for ac3vi3es or expenses that occur outside of the grant period.

One (1) exhibi3on proposal will receive a grant for cura3on and installa3on during FY21 (see schedule below). This grant is compe33ve.

PROGRAM GOALS

• Provide the opportunity for District of Columbia resident curators to develop innova3ve and educa3onal art exhibi3ons for presenta3on in a government facility.

• Provide unique exhibi3ons and related programs for District residents.

ELIGIBILITY REQUIREMENTS Individuals must (at the 3me of applica3on):

• Be an ar3sts or arts-related professional over the age of 18, with prior curatorial experience;

• Provide a valid government-issued iden3fica3on or tax return to demonstrate evidence of legal residency in the District of Columbia of at least one (1) year prior to the applica3on deadline. DC post office boxes are not acceptable as a primary address;

• Maintain residency in the District of Columbia throughout the grant period; and, • Be in good standing with CAH. Applicants with incomplete or delinquent reports

from any prior funding program, as of October 16, 2020 (or otherwise as determined by CAH), are ineligible to receive addi3onal funds from CAH in FY 2021.

Applicants restricted from applying include: • Individuals that require “fiscal agents”; • Non-District residents; • Non-profit organiza3ons; • For-profit (commercial) en33es; • Private founda3ons; • Civic organiza3ons; • Poli3cal organiza3ons; • Foreign governments; • Colleges or universi3es; • District of Columbia Government and Federal Government agencies, including DC

Public Schools; and • Exhibi3ons that are produced in conjunc3on with another project or grant from

CAH.

ALLOWABLE COSTS AND FUNDING RESTRICTIONS As a District of Columbia agency, CAH must ensure that all funds are expended in a fiscally responsible manner. CAH grant-related “allowable costs” are costs that the District government (through its subordinate agency, CAH) has determined, in its sole discre3on, to be valid expenditures.

Examples of Allowable Costs (valid expenditures), not necessarily limited to: • Curatorial fee (not to exceed 20% of budget); • Ar3st fees/ar3s3c personnel. To ensure fair compensa3on, curators can consult

na3onal standard pay schedules for ar3sts and arts professionals. A source to consider for this informa3on is linked here;

• Equipment, technological resources, materials, supplies, and services directly related to the fabrica3on, installa3on and de-installa3on of exhibited artwork;

• Methods of exhibi3on presenta3on (framing, pedestals, wall text and labeling, etc.);

• Delivery and return of artwork (shipping/transporta3on between the CAH gallery and place of origin);

• Programma3c expenses (including prin3ng flyers, ren3ng chairs, compensa3ng speakers for opening recep3on and other programs);

• Insurance cost; • Space rental for storage related to the exhibi3on; • Consultants related to the exhibi3on; • Travel directly related to exhibi3on project implementa3on; and • Documenta3on of the exhibi3on and suppor3ng programming (video, s3ll, printed

catalog).

Examples of Unallowable Costs: • Food and beverages (inclusive of recep3ons and programs);

• Sub-gran3ng or re-gran3ng of funds from CAH; • Tui3on and scholarships; • College tui3on expenses; • Funds provided to universi3es, service organiza3ons, foreign governments or

District of Columbia government agencies, including DC Public Schools; • Costs related to fundraisers and off-site special events; and • Travel or other expenses not directly related to execu3ng the proposed exhibi3on.

All expenses must be iden3fied in the grant applica3on budget. The grantee is required to submit receipts for all eligible costs ater the conclusion of the exhibi3on. The AEG grant program manager reviews and approves all expenses before the final report is accepted. Grantees with ques3ons regarding allowable costs should contact the CAH grant program manager. The grantee will be responsible for demonstra3ng the cash expenses in the final report.

APPLICATION PROCESS Applica3on materials—including exhibi3on proposal, rendering, programming outline, and budget—should take into considera3on the following guidance.

Gallery SpecificaQons CAH recommends visi3ng the gallery space, or viewing gallery images if the gallery is unavailable for in person viewing due to public health issues, to plan the exhibi3on and gain familiarity with the gallery.

• Gallery is approximately 180 linear feet within a public building lobby. • Artwork(s) must load in through the front entrance (site visit recommended to

confirm accessibility). • Artwork(s) greater than 100 lbs will need CAH approval for load-bearing capacity

(for walls and floor). • Curator(s) must u3lize the exhibi3on space in its current state. Addi3onal

construc3on or ligh3ng is not allowed.

Artwork: • Two- and three-dimensional works including, but not limited to:

o prints o drawings o mixed media o pain3ngs o photographs o ceramics o video works o sculptures

• Both pre-exis3ng artworks and commissioned works for this exhibi3on are allowed as the curator(s) deem appropriate.

• Sketches of artworks to be commissioned are required at the 3me of applica3on submission.

• Final artworks that deviate from the original sketch are subject to review and may be disapproved if the difference is deemed substan3ve and deviates from the proposed exhibi3on theme.

• All submived works for the exhibi3on are subject to CAH approval.

InstallaQon and DeinstallaQon: The curator is responsible for coordina3ng the exhibi3on installa3on by an insured professional art handler, installer and/or ar3st(s). A security clearance obtained from CAH is required for access to the gallery for these ac3vi3es.

• All artwork is required to have a label on the back or bovom with the ar3st name, artwork 3tle, and contact informa3on.

• If sculpture requires a pedestal, it is the curator’s responsibility to provide plain white mave pedestal(s) of appropriate size with grant funds.

• CAH is not responsible for any failures of curator’s provided pedestals to adequately support the artwork or any apparatus used for the installa3on.

• Installa3on and de-installa3on must take place during office hours (Monday-Friday, 9:00 am-5:30 pm).

• All artwork installed must be labeled with the ar3st name, artwork 3tle, and date for the exhibi3on.

Gallery Hours for Public Viewing of ExhibiQon: Monday to Friday, 9:00 am– 6:00 pm

ExhibiQon Requirements and Parameters: • Curators shall not include their own artwork in the exhibi3on. • Curators must provide proof of commercial general liability insurance with

minimum limits of $2,000,000 per occurrence, and property insurance with limits equal to the es3mated completed value of the work, to cover any poten3al personal injury or loss/damage of the artwork during the installa3on, exhibi3on, and de-installa3on periods. Applicants should demonstrate research/awareness of insurance costs within the budget por3on of the applica3on.

• Curators are responsible for planning, promo3ng, and hos3ng an opening recep3on and other exhibit-related educa3onal programs, such as ar3st talks and/or closing recep3on, in coordina3on with CAH as necessary for success.

o Plans must be clearly outlined in the proposal. o All ac3vi3es and plans in the gallery during the exhibi3on are subject to

approval by CAH. o Proposals must indicate a preferred 3me for the recep3on(s) or exhibit-

related program(s). o CAH will consider extended gallery hours for exhibit-related educa3onal

programs or recep3ons.

o Programs should account for the possibility of limited gathering size, based on the current public health situa3on.

• CAH will provide curatorial guidance and editorial support to Curator in order to achieve intent of exhibi3on.

• Curators are required to provide, at the 3me of applica3on submission, documenta3on of ar3sts’ consent to par3cipate in the proposed exhibi3on.

• The curator shall write informa3onal wall texts that discuss artwork by each ar3st featured in the exhibi3on.

• Exhibi3on layout, object checklist, artwork labels, wall and catalogue text, marke3ng and promo3onal materials, and program dates and 3mes must be submived for CAH review.

• CAH and Curators are responsible for implemen3ng communica3on strategies for the exhibit. Curators must coordinate with CAH on all public rela3ons, promo3ons, and any media interviews in advance and throughout the exhibi3on.

• Curators shall ensure that CAH has the right to use exhibi3on-related images for any promo3on or archival purpose that it may require. Although images of the artwork and installa3on shots of the exhibi3on are subject to CAH use, images will not be replicated for commercial use.

ApplicaQon Submission: CAH u3lizes an online grant portal to receive grant applica3ons.

1. Read the RFA guidelines (for the desired program) and determine eligibility. 2. Visit www.dcarts.dc.gov and navigate to the “Grants” menu and select the “Grant

Applica3on Portal” to register using the “Sign Up today” link. 3. Once registered, select My Open Applica3ons and click on “New Applica3on” on

the right side of the screen then select “Art Exhibi3on Grant” Program from the program list.

4. Complete the applica3on ques3ons, budget, and budget narra3ve data. 5. Upload all required documents, supplementary material, and work samples.

The following applicaQon documents are mandatory for all submissions: These are in addi3on to the required narra3ve ques3ons within the online applica3on. Documents must be uploaded as PDFs through CAH’s online grant portal prior to the applica3on deadline

A. Exhibi3on proposal with a curatorial statement as it relates to the proposed exhibi3on. The theme of the exhibi3on should be clearly defined, with an explana3on of how each ar3st fits into the exhibi3on concept. Artwork should be of consistent, high quality. (Maximum 500 words.)

B. Rendering of proposed exhibi3on design and layout illustrated to scale, indica3ng the number of proposed artworks, placement of exhibited artworks,

dimensions of each work of art, and technology required to present exhibi3on. (See Addendum A for gallery layout; architectural plan available upon request.)

C. Detailed outline of all programming and events, with a descrip3on of each event, its purpose, target audience(s), and the curator’s plan for audience development and promo3on. If special transporta3on services are required to provide greater accessibility for audiences, the curator must indicate the logis3cal plans and demonstrate steps taken to coordinate such efforts with the necessary service providers. Outline should take into account the gallery open hours (Monday-Friday, 9am-6pm) and note any technology required for programming. Programs should also account for the possibility of limited gathering size, based on the current public health situa3on.

D. Curator and ar3st resumes/CVs, including past curatorial projects (accompanied by clear demonstra3on of fiscal management of prior projects).

E. Wriven lever of consent from each ar3st listed within the exhibi3on proposal, indica3ng agreement to display the works referenced in the proposal.

F. Comprehensive, detailed budget outline describing how grant funds will be u3lized, including: curator fee (not to exceed 20% of budget), ar3st fees, insurance, installa3on, gallery signage, events, chair rental, marke3ng materials, art transport, frames and/or pedestals, and gallery repair.

G. Proposed 3meline of exhibi3on (including installa3on, display, and deinstalla3on dates in addi3on to exhibi3on programming).

H. Ar3st bios (maximum 250 words each).

I. Individual ar3st statements from each par3cipa3ng ar3st proposed for the exhibi3on (maximum 250 words describing their process and the rela3onship between their work and the theme of the exhibi3on).

J. Image list for proposed artwork (including 3tle, date, medium, dimensions, approximate weight if over 10 lbs).

K. Images of each artwork proposed for the exhibi3on. If new works or site-specific installa3ons are being commissioned, a sketch or rendering must be submived, indica3ng dimensions and weight. Files should not exceed 5MB each.

1. Use the Media Viewer to upload images as jpegs. 2. File names must include the ar3st’s last name followed by the artwork

3tle and must correspond in number with the uploaded image list.

L. Background Checks (for programming par3cipants involving youth under 18 years of age)

M. Compliance documents (forms and instruc3ons are available at hvp://dcarts.dc.gov/page/managing-grant-awards). 1. Cer3ficate of Clean Hands (must be dated within thirty 30 days of

applica3on). See: hvps://mytax.dc.gov/_/ 2. Statement of Cer3fica3on (signed at the 3me of applica3on). 3. Signed IRS Form W-9 (Note: Post office boxes are prohibited. The address

on the W-9 must match the address in the grants portal, the DC Government’s PASS system, and the DC Vendor Portal. The October 2018 version of the form must be used and be dated at the 3me of applica3on submission.)

All applicaQons must be submiZed online by 4:00 PM ET on Friday, August 21, 2020. A confirmaQon email generates automaQcally upon submission of the applicaQon. Technical issues or failure to receive a confirmaQon e-mail should be immediately brought to the aZenQon of CAH staff. Incomplete or late applicaQons or applicaQons that do not follow the instrucQons and guidelines are deemed ineligible for review and funding. CAH does not accept mailed, emailed or hand-delivered copies of grant applica3ons and/or the required avachments. CAH will accept reasonable accommoda3on requests from applicants with disabili3es in advance of the applica3on due date to assist them in submiNng grant applica3ons via mail, email or hand-delivery. CAH’s grant applicaQon process is compeQQve and subject to the availability of funds. Applicants may not request or receive funding for the same ac3vi3es through more than one CAH program or grant category. Mul3ple applicants may not apply for funding for the same project, whether through the same or different grant programs. The same project cannot receive mul3ple grants from CAH. Applicants may submit only one applica3on per year for this grant program.

Applicants are fully responsible for the content of their applica3on packages. An automated confirma3on of an applica3on’s submission does not guarantee an applicant’s eligibility or recommenda3on for funding by the advisory review panel. CAH staff is not permived to make correc3ons to applica3ons on behalf of applicants.

The grant period is from October 1, 2020, to September 30, 2021. Grant funds may not be used for ac3vi3es that occur outside of this grant period.

Inclusion, Diversity, Equity, and Access In addi3on to detailed plans for its compliance with the Americans with Disabili3es Act (ADA) (42 U.S.C. §§ 12101 et seq.), each applica3on must demonstrate how the project will be inclusive, diverse, equitable and accessible to all residents throughout the District of Columbia, including those with disabili3es. Successful applica3ons will consider a broad defini3on of “accessibility” by addressing financial, geographic, cultural and developmental access. For more informa3on, see the Americans with Disabili3es Act sec3on of these RFA guidelines, below. Notwithstanding the fact that it has shared hyperlinks avached immediately above and later below, the District government does not represent that shared text of the ADA (or any other text) is the latest version of the subject law.

Americans with DisabiliQes Act CAH is commived to ensuring that all grantees comply with the Americans with Disabili3es Act (ADA) of 1990. The ADA provides civil rights protec3on to individuals with disabili3es in the areas of employment, services rendered by state and local government, places of public accommoda3on, transporta3on, and telecommunica3on services. Organiza3ons funded by CAH must make reasonable accommoda3ons to ensure that people with disabili3es have equal physical and communica3ons access, as defined by federal law.

TECHNICAL ASSISTANCE CAH staff members are available to assist grant applicants with preparing the applica3on through group or individual technical assistance. CAH staff members will not write applica3ons for applicants. CAH staff members are available to review drat applica3ons for thirty (30) minute appointments, on government business days up to one (1) week prior to the grant applica3on deadline.

CAH conducts free workshops for par3cipants to learn useful informa3on about the agency’s funding opportuni3es and how to submit a grant applica3on. All workshops are free and open to the public; however, par3cipants are strongly encouraged to RSVP. Current workshops are scheduled virtually and for the following dates:

APPLICATION REVIEW

All applica3ons are scored according to four categories: Unique and Compelling Concept and Programming; Merit of Ar3s3c Content and Clarity of Layout; Opportunity; and Budget. The evalua3on criteria are specific to each grant program and listed in each grant program’s guidelines.

The applica3on process is compe33ve, and awards are subject to the availability of funds.

CRITERIA Unique, Compelling Concept and Programming 30% Curatorial premise and prospec3ve artwork demonstrate crea3ve and original theories, ideas or percep3ons. Exhibit-related programs included in the proposed 3meline are thougheul, crea3ve, and innova3ve in format.

• Does the concept present challenging ideas or have the poten3al to s3r thought-provoking discussion?

• Is there an educa3onal quality to the exhibi3on and accompanying programming that can engage diverse audiences (cultural, age, physical ability, languages spoken)?

Merit of ArQsQc Content, Clarity of Layout 30% Selected artworks demonstrate ar3s3c excellence and are unmistakably related to the exhibi3on theme or focus. Curators have considered the unique architecture of the gallery space and have responded accordingly with selec3ons of artworks that occupy or ac3vate the space well.

• What is the overall aesthe3c quality of the selected artworks? • Is there a clear explana3on in the curatorial statement of the thema3c premise

SELECTION PROCESS CAH selects individuals who are arts and/or humani3es professionals, independent of CAH, to serve as advisory review panelists for each grant program. The role of a panelist is to review and score an eligible applica3on’s content to the established grant program review criteria. Panelists par3cipate in a group review of CAH grant applica3ons, according to their cohort, to discuss and comment on the merits and deficiencies of applica3ons and finalize their applica3on-related scores in the presence of CAH staff and Commissioner Conveners.

CAH staff, Commissioner Conveners and panelists are to remain impar3al in their review of CAH grant applica3ons. CAH ensures that all involved recuse themselves from review of any applica3on that presents a personal or professional conflict of interest (or the appearance of a conflict of interest).

CAH’s grant applica3on evalua3on process takes into considera3on general standards of decency and respect for the diverse beliefs and values of the American public consistent with The Na3onal Founda3on on the Arts and Humani3es Act, as amended in 1990.

NOTIFICATION AND PAYMENT CAH will no3fy applicants of this grant program as to the results of their applica3on on or about Friday, October 23, 2020, via email with an avached (1) lever of inten3on to award, (2) lever of ineligibility or (3) lever of denial.

For award recipients, the date of CAH grant award payment disbursement(s) is subject to the availability of funds and the processing of required documenta3on. CAH staff will advise grant award recipients on the payment disbursement process. CAH does not disburse grant award payments through its office. However, in collabora3on with other District of Columbia government agencies, CAH processes the grant award payment requests for grantees in a 3mely manner.

Applicants must ensure that all compliance materials are uploaded and that all organizaQonal data is current in the online portal before submigng an invoice.

CONDITIONS OF FUNDING AND CANCELLATIONS CAH reserves the right to rescind any and all grant awards for non-compliance with CAH grant guidelines, policies or regula3ons, at any 3me. FY 2021 grant recipients with unmet repor3ng obliga3ons regarding any CAH funding program as of close of business on Friday, October 16, 2020 are ineligible to receive addi3onal awards from CAH.

Grantee agrees that it will include a CAH logo and a credit line in all of its grant-related announcements and promo3onal materials and that it will make its best efforts to publicly credit CAH’s support for the project in all related public events.

CancellaQons CAH has the right to withhold, reduce or rescind a grant award (or future grant awards) if the involved grant recipient does any of the following:

• Fails to make a deadline for a grant report or fails to produce a grant report • Fails to no3fy CAH of changes in project collaborators or other significant

management changes or changes in the project scope • Fails to comply with the terms of the grant award contract requirements • Fails to demonstrate adequate financial management and oversight of the project;

and/or • Fails to credit CAH’s support publicly in any of the project’s promo3onal or

informa3on materials

REPORTING REQUIREMENTS At the end of the de-installa3on period, grant recipients will receive a final evalua3on of the return of the galleries to their original condi3on. Within thirty (30) days ater acceptance of the return of the galleries to original condi3on, or by October 15, 2021, whichever date comes first, the award recipient must submit a CAH Grant Budget Form and a Final Report through the grants portal to CAH. The CAH Grant Budget Form can be retrieved from www.dcarts.dc.gov (click on the “Grants” tab and selec3ng “Managing Grant Award”). All grant awardees are responsible for demonstra3ng and documen3ng expenditures for the full (100%) grant amount.

Grant recipients who do not complete the CAH Grant Budget Form and Final Report by Friday, October 16, 2020, are ineligible for further CAH funding.

DISTRICT OF COLUMBIA AND FEDERAL COMPLIANCE REQUIREMENTS All applicants must obtain from the District of Columbia a Citywide Clean Hands Cer3fica3on (CCH) and submit this document as part of the applica3on. Please request or update CCH to include with your applica3on. Applica3ons without the cer3ficate will be deemed ineligible. This cer3fica3on is required before any grant-related funding is disbursed, and grantees must remain in compliance throughout the term of the grant.

The CCH website applica3on supports the Citywide “Clean Hands” Cer3fica3on Mandate (D. C. Code § 47-2862) which s3pulates that individuals and businesses are to be denied District goods or services if there is a debt owed to the District of Columbia of more than one hundred dollars ($100.00) for fees, fines, taxes or penal3es. Applicants who are District residents may visit the following site to obtain more CCH informa3on: hvps://mytax.dc.gov/ Non-DC Resident Applicants are s3ll required to obtain a clean hands cer3ficate. CAH recommends applicants who have never applied for a Clean Hands to begin the process immediately, as it may take up to 10 business days to complete.

Legal Compliance Federal and District of Columbia law requires all grant applicants to comply with all applicable laws and regula3ons that regard non-discrimina3on. The list of those laws and regula3ons include: Title VI of the Civil Rights Act of 1964 (which provides that grant recipients must take adequate steps to ensure that people with limited English proficiency receive the language assistance necessary to afford them meaningful access to grant-related programs, ac3vi3es and services); Title VII of the Civil Rights Act of 1964 (P.L. 88-352) (which prohibits discrimina3on on the basis of race, color, or na3onal origin); Title IX of the Educa3on Amendments of 1972, as amended (20 U.S.C. Sec3ons 1681-1686) (which prohibits discrimina3on on the basis of sex); Sec3on 504 of the Rehabilita3on Act of 1973, as amended (29 U.S.C. Sec3on 794); the DC Human Rights Act of 1977; and the Americans with Disabili3es Act of 1990 (42 U.S.C. §§12101 - 12213) (which prohibits discrimina3on on the basis of disabili3es).

Credit/Acknowledgment Grant recipient will enter into an agreement requiring the inclusion of CAH’s logo (or a credit line) in all of its grant-related announcements and promo3onal (or informa3onal) materials and will agree to make best efforts to publicly credit CAH support in any public event that is held and that is related to CAH’s funding of the project.

RISK MANAGEMENT AND PERFORMANCE MONITORING All grant recipients are subject to risk assessments and monitoring requirements, as outlined in the District’s Citywide Grants Manual and Sourcebook (which is primarily managed by the District’s Office of Partnerships and Grant Services). CAH has established standards for grant recipients to ensure compliance with risk assessment monitoring, and those standards are discussed in greater detail in the applicants’ grant agreements with CAH.

Ac3vi3es funded by CAH will be monitored and evaluated by its staff, to assure compliance with all applicable District of Columbia’s statutes, regula3ons, orders and other requirements. This monitoring process may include site visits, an evalua3on of allowable costs, an assessment of efforts to meet projected grant applicant benchmarks, reques3ng proof of expenditures, etc.

Federal and Local Tax ReporQng All grant recipients are responsible for repor3ng their respec3ve grant award(s) as income on federal and local tax returns (in accordance with applicable law) and are strongly encouraged to consult with a tax professional and the United States Internal Revenue Service.

CerQficate of Liability Insurance Grant recipients must provide proof of commercial general liability insurance with minimum limits of $2,000,000 per occurrence, and property insurance with limits equal
