Note: The shuttle will not sit on standby during the any of the pickup points. Upon drop-off and pickup at that site, the driver will proceed to the next transportation point. PreambleThese traffic regulations have been established in an effort to maintain a clearand safe path for all Campus Community members and visitors. The implementa-tion of these regulations by no means is meant to hinder and/or deter parkingon campus. Their purpose is to encourage the safe operation of motor vehicleswhile on campus, to maintain emergency vehicle access, to assist with pedestri-an safety, and to maintain parking consistency.

All WPI faculty, staff, students, conferees, guests, and groups who operateany motor vehicles on campus or other land belonging to the university, arerequired to read, understand, and abide by the traffic rules and regulations asoutlined in this brochure.

Vehicle Registration, Parking DecalsFaculty and StaffAny university employee who operates a vehicle on campus must register thatvehicle with the WPI Police Department, located at Founders Hall, lower level. Thevehicle registration process must be accomplished within seven (7) working daysfrom the effective hiring date. A registration form must be completed and signedby the employee and will be kept on file with WPI Police. Faculty and staff will benotified by WPI Police of the appropriate steps to follow when decals and proce-dures are up for revision.

PARKING ON MAIN CAMPUS WPI faculty and staff who have registeredwith WPI Police and display a maroon decalmay park in any legal spacein following campus lots: Quadrangle, Higgins House, Library, West Street,Stoddard, Ellsworth, Fuller, Founders, and Institute lots. Parking is alsoavailable on the Private Way (old West Street extension) from bothInstitute Road and Salisbury Street sides, and the Boynton service road tothe Library stairwell. No parking is allowed in the Goddard/Olin lot unless ayellow decalis displayed.

Parking rules and regulations will be disseminated to all faculty and staff annually and upon the registration process.

StudentsThe dates for registering vehicles will be announced and decals will be issued to undergraduate studentsat the Campus Center within the first two weeks ofA-term. Additional dates and times will be announced for graduate studentsatthe start of A-term to accommodate evening schedules. All eligible vehicles mustbe registered with the WPI Police Department and must display a current parkingdecal within the first two weeks of A-Term. Parking rules and regulations are pro-vided to all students during the registration process.

Cost for DecalsAll commuter, graduate, and undergraduate students: $100 main campus, $350East Hall garage.

After the first twoweeks, decals will be available for all WPI Community mem-bers, between 8:00am and 2:00pm, Monday through Friday, at the WPI PoliceDepartment, located at Founders Hall, lower level. A valid driver’s license, vehi-cle registration certificate, and student/employee identification card are requiredwhen registering a vehicle.

Additional Campus Parking Areas

Private Way (old West Street Extension)Parking is available to faculty, staff, and commuter students with orangedecals on both sides of the Private Way from Institute Road. A winter parkingban may be necessary on one side of this road when slippery road conditionsexist. Parking is also available on the Private Way from Salisbury Street.

Boynton Service Road to Library StairwayNine designated spaces are clearly marked on one side of the service road thatruns from Boynton Street to the stairway behind the Library for communitymembers with a parking decal for the library lot. During snow removal operations, all service road areas must remain open and clear of parked vehicles.

WPI Snow Removal PolicyService Roads: The service roads at WPI are plowed continuously during thecourse of a snowstorm. Any vehicle (registered or not) found parked on theseservice roads will be towed immediately at the owner’s expense.

Library, Quad, West St, Goddard, Higgins House Lots: These park-ing lots are plowed continuously during a snowstorm. Parking is not allowedalong curbs or outside of lined parking spaces, (unless previously authorized bythe Director of Public Safety or designee). Any vehicle (registered or not) foundparked in those areas will be towed immediately at the owner’s expense.

Parking Lots: The entrances to all parking areas are plowed regularly (complete snow removal effort is coordinated by Facilities).

Authorization of Campus PoliceThe moving or towing of any vehicle on WPI private property shall be author-ized by the Director of Public Safety/Chief of Police or designee.

Fees: All towing and storage of towed vehicles will be at the vehicle owner’sexpense. Towed vehicles may be picked up from the towing contractor uponshowing proper identification and making the required payment. The applicationof towing fees levied shall abide by the laws of the State set forth by Massachu -setts General Laws and shall be managed by the towing contractor.

WPI Police cannot provide transportation to the towing company; it is theresponsibility of the owner or operator of the vehicle to find transportation tothe towing company.

Prohibited Parking AreasThe following parking/traffic regulations delineate the towing of vehiclesparked or standing, in such manner or in such areas as are further described or in any way under the control of Worcester Polytechnic Institute.

• Overnight Parking: Parking between 2:00 and 6:00am is prohibited inall main campus commuter parking areas and any service road, fire lane, oraccess road area.

Resident students may park their properly registered vehicles in their assignedlots. STRICTLY ENFORCED, SUBJECT TO IMMEDIATE TOWING

Extenuating circumstances that dictate any vehicle to be left overnightmust be approved through the WPI Police Department shift supervisor.

• Emergency Access Lanes: Solid yellow lines along curbs mark emer-gency access lanes. They appear in all the parking lots, but are more prominenton service roads. Parking is not allowed in these yellow-lined areas, whichserve as fire lanes and emergency vehicle access lanes. Areas directly in frontof most buildings are also considered fire lanes. STRICTLY ENFORCED, SUBJECT TO IMMEDIATE TOWING

• Loading Zones: Solid yellow lines with cross striping mark loadingzones on campus. Dumpster locations, loading docks, and areas alongsidehandicap spaces are considered loading zones. STRICTLY ENFORCED, SUBJECT TO IMMEDIATE TOWING

• Service Vehicle Only: Signage identifies these spaces. Service vehicleparking spaces are located on service roads and in most parking lots. Parking isprohibited in these areas, which are reserved for WPI vehicles that are requiredto respond to service- and emergency-related calls in various locations on campus. (WPI Police, grounds crew, locksmith, mail van, etc.)

• Reserved Spaces: Signage identifies these spaces. These spacesinclude car pool parking, United Way recipients, president, and provost parking.STRICTLY ENFORCED, SUBJECT TO IMMEDIATE TOWING

• Handicap Parking: Signage/cross-striping/symbol identificationdefine these areas. STRICTLY ENFORCED, SUBJECT TO IMMEDIATETOWING

• Beech Tree Circle: Signage identifies this restricted area. Parking isprohibited on the circle. STRICTLY ENFORCED, SUBJECT TO IMMEDIATETOWING

• John Wing Road: This roadway leading to Higgins House is considered anemergency access road. Parking is not allowed along the roadway or by thehandicap walkway. Limited parking is allowed around the circle in front of HigginsHouse. STRICTLY ENFORCED, SUBJECT TO IMMEDIATE TOWING

• Library Lot: There are five designated spots for Gateway employees whoare visiting the main campus.

• Vehicles subject to towing:• Those that have received five or more parking violations• Those parked in areas designated Tow Zones:• Those parked upon any sidewalk – or upon any crosswalk• Those parked within ten (10) feet of a fire hydrant• Those blocking a driveway• Those obstructing an exit or entrance• Those parked in front of/or the moving of, a barricade temporarily or permanently erected• Those parked on property not designed for vehicular traffic, such as walks,lawns, and open fields• Those parked in front of a gateway, entrance, or other open area

Tow ListAny vehicle with five or more unpaid violations will be placed on the Tow List.When found, these vehicles will be towed under the direction of the WPI PoliceDepartment and will continue to be towed until all fines are rectified by theowner/operator of the vehicle.

Towing PolicyVehicles that have received five or more parking violations are subject to tow-ing, as are vehicles found parked in those areas designated tow zones.Abandoned vehicles will be towed. Towing and storage is at the expense of theowner/operator of the vehicle.

Parking/Traffic Rules• Observe campus speed limit of 15 mph, unless otherwise posted at 10 mph.• Display a current parking decal when using WPI parking lots.• Observe all Stop, Do Not Enter, One-Way Arrows, and all other parking/traffic-related signage etc.• Do not drive or park on walks, paths, or grassy areas.• Park within lined parking spaces.• Do not park camper vehicles on campus unless authorized by the Director ofPublic Safety.• Observe all crosswalk markings by allowing pedestrians the right of way.• Do not repair, wash, or wax vehicles in the Library, Higgins House, West Street,and Quad parking lots.• Do not operate bicycles, skateboards, rollerblades, rollerskates, or any other formof personal transportation for the purposes of performing stunts on WPI-ownedand -leased property (including roadways, tennis courts, athletic fields, basketballcourts, sidewalks, and plaza areas). Stunt activity can prove to be dangerousboth to the individual performing the stunt and to the pedestrian and motorvehicle traffic in the area.

Payment ProceduresUpon receipt of a parking/traffic violation, the owner/operator may pay the finein person at the WPI Police Department. Payment of the fine within 21 days ofthe date of the violation will be considered final disposition of the case. Therewill be a payroll deduction offered to employees. Those employees who choosenot to agree to payroll deduction will not be granted a decal but are free to park atany off-campus site. Payment must be made only by bank check, money order,personal check made out to WPI, credit card, or payroll deduction. Failure to pay or contest the violation within 21 days of the date of the violation will result in an additional $5 fine.

Letter of NotificationUpon accumulating three tickets, students and employees will receive a letterfrom the WPI Police Department advising them of the requirement of payment.Any one vehicle accumulating five tickets or more will be put on the tow list andwill be subject to immediate tow. Students must reconcile all owed violations by the second week of April each

academic year. All violations not rectified will result in students being placed on a hold. Employees’ vehicles will be placed on the tow list and will be subject toimmediate tow until all violations are resolved. Employees must pay all parkingfines within 60 days of date of issue. All unpaid parking fines will result in collec-tion through payroll deduction.

AppealsThe owner/operator may choose to contest the violation. This must be donewithin 21 days from the date of the violation. The applicant may pick up anappeals form at the WPI Police Department, located at Founders Hall, lowerlevel. A photocopy of the ticket must accompany the appeal. Appeals arereviewed once a month. (Note: this process includes a written response andadministrative follow-up). Appeals after the 21-day rule will not be consid-ered for review. All appeal decisions are final. Disciplinary ActionIn addition to fines and holds, other action including but not limited to loss ofparking privileges may be imposed.

EligibilityPermission to operate a vehicle on the WPI campus or other land owned by theuniversity is a discretionary privilege bestowed by the president, through theBoard of Trustees; such privilege may be denied, revoked, suspended, or modi-fied by action of the board or the president and/or designee herein authorized totake such actions.No vehicle shall be registered for operation on the campus or other landowned by WPI unless requesting registration has met the motor vehicle liabilityrequirements for the operation and use of motor vehicles upon the ways of theCommonwealth of Massachusetts.

Decal Registration ExpirationWith the exception of faculty/staff vehicles, registration expires annually on May 31 or under the following conditions:• All registrants: upon revocation, transfer of ownership of the vehicle, orchange of license plate number.• Employees: upon termination of employment at WPI.• Students: upon termination of status as a student at WPI.

Temporary Parking PermitsTemporary parking permits are required for vehicles not permanently registeredwith the WPI Police Department. These permits may be obtained through theWPI Police, located at Founders Hall, lower level.Temporary permits are dated and specify the location where the person isauthorized to park their vehicle. All temporary permits must be displayed in plainview by hanging them on the vehicle’s rearview mirror. Temporary permits arecustomarily designated for short-term stays at the university. Temporary permitsare issued by the WPI Police to the following:• Faculty, staff, or students who find it necessary to drive a different (unregis-tered) vehicle to the campus.• Guest speakers or other invited visitors to campus.• Visiting consultants, contractors, auditors, and vendors.• Guests of student residents.

Temporary Medical PermitsWPI community members temporarily immobilized by injury or sickness mayapply for a medical permit on a provisional basis through the WPI Chief of Police.Detailed information of the impairment must be noted on letterhead by theattending physician. Upon approval, a temporary handicap permit will be issued,with a specific end date, not to exceed thirty (30) calendar days. Individualswho have received a temporary medical permit may park in handicap spacesthrough the time period designated. All medical permits must be displayed inplain view by hanging them on the vehicle’s rearview mirror.

Handicap ParkingSeveral parking spaces have been designated on campus for handicap parking.These spaces have been identified by signs and painted decals within each park-ing space. Motor vehicles displaying a valid handicap license plate or official plac-ard are authorized to park in designated handicapped parking spaces. Placardsmust be displayed in plain view for identification purposes.

Visitor ParkingParking spaces marked “Visitor Parking Only” are reserved for WPI visitors andguests. These spaces are located in the following areas:• 13 visitor spaces in front of Alumni Gymnasium• 5 visitor spaces in the Library lot, near the stairs• 3 visitor spaces on the service road behind Boynton Hall

Admissions Visitor ParkingParking spaces for Admissions visitors are located on the north and south sides ofBartlett Center. Six spaces on each side, identified as “Admissions visitors only,”are monitored by WPI Police and will be strictly enforced.All visitors should obtain a temporary parking permit, which should be dis-played in plain view on the vehicle’s rearview mirror. (The department invitingthe visitor should arrange for a visitor permit ahead of time from WPI Police.)

Motorcycle ParkingOne area on campus (Library lot, near the stairs) is clearly marked for motorcycleparking only. All motorcycles are to be parked in these spaces and must be keptaway from building entrances and sidewalks. Decals are not required for motorcy-cle parking, but all motorcycles must be registered by filling out a registrationform at the WPI Police Department. Other motor vehicles may park in motorcyclespaces ONLY under two conditions: during the winter months and/or by thedirection of a WPI Police officer.

Special Events Parking ProceduresIndividuals and/or groups scheduling an event on campus that will attract visi-tors, especially those using buses, vans, and private automobiles, should notifythe WPI Police Department (attention: Chief of Police) in order to secure assis-tance and plan for providing proper and safe parking.The WPI Police Department will provide individuals/groups with special park-ing instructions regarding parking in designated areas. Organizers of large eventsshould work with WPI Police to arrange for traffic control and safety and parkingaway from heavily used areas of the campus.Temporary permits are not necessary when attending special events (athleticevents, concerts, Commencement, etc.), but visitors may not park in fire lanes,service vehicle spaces, or any area designated as a tow zone.

Abandoned VehiclesIn accordance with Massachusetts General Laws, Chapter 90, Section 22B, anyonewho abandons a motor vehicle—registered or unregistered—upon any public or pri-vate way or upon any property other than his own without the permission of theowner or lessee of said property, shall be fined $250 for the first such abandonmentand $500 for each such abandonment thereafter. A conviction of a violation of this sec-tion shall be reported forthwith by the court to the registrar, who may revoke, for aperiod not exceeding three months, the license of the person so convicted, and if themotor vehicle is registered in his name or was last registered in his name, he shall beprohibited from registering another motor vehicle for one year, and no appeal, motionfor new trial, or exceptions shall operate to stay the revocation of the license or the pro-hibition of registration. In addition thereto said person shall be liable for costs incurredby a city, town, or college in removing or disposing of such motor vehicle, including,but not limited to, towing, storage, processing, and disposal charges.
