- For each country scope is determined after consultation between country, WHO and CDC

- Three-Stage Cluster Design- Stage 1 – primary sampling units (PSU) selected

probability proportional to size

- Stage 2 – selection of Enumeration Area in each selected PSU

- Stage 3 – selection of Households in each selected EA

- ONE ELIGIBLE (15+) SELECTED TO PARTICIPATE FROM EACH HOUSEHOLD
