global leap results-based financingSUPPORTING DISTRIBUTION OF THE WORLD’S BEST OFF-GRID APPLIANCES
The appliances used with off-grid clean energy systems are essential to off-grid market growth and global clean energy access goals. To reach its full potential, the global off-grid clean energy market needs a complementary market of high-quality, highly energy-efficient off-grid appliances that satisfy consumer needs and aspirations.
The Global LEAP Off-Grid Appliance Procurement Incentives program accelerates the global off-grid appliance market by providing incentives to appliance suppliers and distributors of off-grid solar appliances that partner to distribute large quantities of Winning and Finalist products from the Global LEAP Outstanding Off-Grid Appliance Awards (Global LEAP Awards).
The program’s first round took place in Bangladesh in 2016. The second round opened in October 2017 with an incentive window for off-grid TVs and fans.
EligibilityThe third round will be open to companies that distribute winning and finalist products from the 2019 Global LEAP Awards Off-grid Refrigerator and Solar Water Pump Competitions in Bangladesh, Kenya, Tanzania, Uganda, Rwanda, Zambia (pumps only), and Senegal (pumps only).
Note that this brochure contains a list of products that have successfully passed laboratory testing and are currently undergoing evaluation by an expert panel of judges. Only products that complete the testing and evaluation satisfactorily are eligible for incentives.
All potential participants in the Off-Grid Appliance Procurement Incentives Program should therefore consider this list preliminary. The product performance data included here is the rated data provided by the manufacturers of the nominated products. Global LEAP cannot confirm this performance, nor that the products will be eligible for incentives, until the evaluation process is completed.
TimelineIncentives will be allocated through a reverse auction in which interested Participants will be expected to submit bids for requested incentive funding. A 2nd bid submission will open on September 25th, 2019.
The bid submission window is open for a limited time. Funds are limited and available on a first-come, first-serve basis. Interested companies are encouraged to act fast.

How it Works
Incentive StructureOrder Quantities and Incentive Levels: Incentives will be provided as a percentage of the Free on Board (“FOB”) origin price for eligible products. Participants will specify their requested per-unit incentive levels and procurement volumes as part of their bid submission. However, each bid must include incentive levels and order quantities that fall within the ranges shown in the table below.
Disbursement Recipients and Amounts:The disbursement process is different for products distributed in-house (i.e. distributors who are Global LEAP Awardees and who sell their own Winning and Finalist products to end customers) versus products procured from wholesale suppliers and sold by third-party off-grid solar distributors. A portion of the overall incentive amount for a given incentive claim will be paid out upon completion of each step of the verification process for wholesale claims, while all incentives will be paid out upon completion of the final step of the verification process for in-house claims.

Only companies whose Expression of Interest has been accepted will be invited to participate in the bidding process.

Global LEAP-RBF is implemented through the Efficiency for Access Coalition and managed by CLASP,with support from Power Africa, UK aid, Energising Development, Powering Agriculture, and USAID as part of its commitment to the Scaling Off-Grid Energy Grand Challenge for Development. Global LEAP-RBF Partners include Ideas to Impact, IMC Worldwide, Energy 4 Impact, Acumen, Shell Foundation, and GOGLA.
