President’s Message
November’s meeting will cover some upcoming refrigerant changes coming out of the Montreal Protocol. These affect every manufacturer that uses refrigerant in our industry and will be very informative. The latest press release from The Alliance is included in the newsletter and discusses the recent amendment to phase-down HFC’s.
Thank you to all of the annual sponsors for helping with our Research Promotion campaign this year. Please join us at Top Golf Katy on Friday, November 11 from 2:00-6:00 pm. YEA is having their next networking social on November 8 from 5:00-7:30 pm at OKRA Charity Saloon. Registration is open on our website for both events. Please consider helping out our Houston Food Bank this holiday season by donating either food or money in November. We have set up an account with the food bank so you can directly make a contribution to them. If you bring a non-perishable food item to our November meeting you will receive an additional ticket for the door prize drawing. The link for donating online is included further back in the newsletter.
Registration is open for the next Product Directory and Roster. Forms are in the newsletter and are also available on the website here. We have opened registration so you can pay online via credit card or you can mail a check. Details are in the forms. If you are a Platinum or Gold sponsor, you don’t have to pay for this. Deadline for returning forms and payment is November 15, 2016. To help us keep your information current for meeting announcements and the directory, please update your contact info on your ashrae.org profile. Our local member database syncs directly with ASHRAE HQ’s. At each meeting, our Tabletop sponsor will provide a door price to be raffled off to any member who preregisters for the meeting. You can get your ticket from the Tabletop Sponsor and must be present to win at the end of the meeting. Upcoming events: Past presidents night is on Wednesday, January 18, 2016 at the HESS club. Please attend to learn about the future of refrigerants. Prospects for policy and regulatory actions to reduce, restrict, and even eliminate the use of today’s HFC refrigerants continue to exist and grow because of their relatively high global warming potentials (GWPs) and consequent impact on climate. In December 2015, a climate change agreement was completed in Paris
that allows for changes to the Montreal Protocol to reduce the global warming impact of HFCs. Countries, like the US as well as the State of California, have followed suit with proposing plans to reduce impact of high global warming HFCs. On September 26, 2016, the U.S. EPA announced the SNAP (Significant New Alternatives Policy) final ruling that after January 1, 2024 no new chillers (any style/design/compressor/capacity) in the United States shall be sold with HFC refrigerants. These regulations are leading to the development and investigation of a new class of refrigerants with lower GWPs. Trade-offs between, GWP, flammability and specific capacity will need to be made and these trade-offs may result in the need for changes to equipment designs. Some lower GWP refrigerants are begin introduced in many market segments. This seminar will provide an overview of proposed regulations and next generation refrigerant (NGR) technology available or under development and presents the state of understanding and development of these alternative by their environmetal, safety and design tradeoff’s.
Steve Kujak is the director of Next Generation Refrigerants Research for Ingersoll Rand. Over the past 24 years, he has led and been involved in numerous technology and product development projects involving development of new refrigerants, lubricants and compatibility of system materials Steve has been an author or co-author on 14 publications related to refrigerants and has 4 patents related to HVAC products.
Steve is a member of ASHRAE and is involved in numerous refrigerant safety and use standards used globally by the HVACR industry. He is a voting member of ASHRAE Standard 34 “Designation & Safety Classification of Refrigerants”, where he is the chair of the toxicity subcommittee. He is the Chair for T.C 3.1 “Refrigerants and Secondary Coolants” and is a member of Research Administration Committee (RAC). He is also involved with AHRI and is participating in the Alternate Refrigerant Evaluation Program (AREP) and the ARTI Flammability Research Subcommittee. He has a BS in chemistry from the University of Wisconsin-La Crosse and a master’s degree in chemistry from the University of North Dakota.
Sporting Clays Wrap-Up Thank you to all the team participants, sponsors, and volunteers that made our 3rd Annual ASHRAE Sporting Clays Tournament on October 7th a huge success! In a closely contested match that required 2 tiebreakers, Zach Harrison was awarded our Best Shooter. The top 8 individuals were within a mere 3 point of each other! First place team was Sean Goings, Pete Kurtz, Gregory Hewitt, and Sean Griffin. We had several candidates for Needs Improvement, but the award went to ASHRAE Past President Michael Langton. Thank you again to all the shooters, especially those that purchased Mulligans and Raffle tickets. We also had several vendors that provided items that we raffled away. We could not have done this without our sponsors! Lastly, I want to make sure we thank YEA for providing volunteers and especially Rachel Haines that coordinated the whole process. Kyle Cranston, Julie Thomet, Nick Del Villar, Rachel Haines, Lauren Ramos, and Claire Spiering helped with check-in and registration. Aubrey Fulton, Rachel, Lauren, and Julie were in charge of cigars and bar tending. Emily Franco and Bill Chalmers were selling raffle tickets. Bill did a fantastic job taking charge of the raffle ticket operation. Again, thank you so much to our all the volunteers that made this event possible. I sure hope I haven’t forgotten anyone. Food Bank – ASHRAE Helping the Houston Community
Please Consider Helping the Houston Food Bank this Holiday Season
The USDA found that one in six Texans face food insecurity. Even worse, one in four children in southeast Texas don’t know where their next meal will come from. Chances are you know someone who is in need of help to fight hunger. It could be a neighbor, coworker, or the child who sits next to yours in class. As you prepare to chow down on turkey, dressing and mashed potatoes this Thanksgiving, remember that there are a lot of Texans that will not be able to. This November, please join ASHRAE in collecting food and monetary donations for the Houston Food Bank. Especially around the holiday season, they’re in need of proteins like peanut butter, canned tuna, and canned chicken. Other nutritious items they will be in need of include canned green vegetables, canned beans, canned fruits and whole grain pastas.
There are 2 Ways you can help! We are holding a food collection at the ASHRAE November meeting at the Hess Club. Please see the next page for a list of the MOST NEEDED ITEMS and bring your donation to the meeting. Building Energy Assessment Professional (BEAP)
The growing emphasis on energy consumption reduction and cost savings has highlighted the need for credible specialists who assess energy use in buildings. The BEAP certification validates competency to audit, assess and analyze residential, commercial and industrial building energy use and develop and implement recommendations.
The BEAP certification is integral to ASHRAE’s Building Energy Quotient (bEQ) program, as is its BEMP certification.
Together, the programs provide a valuable toolkit when it comes to the evaluation and reduction of building energy use. Two separate Workbooks, As Designed and In Operation, are part of the bEQ program. Submitting both of these Workbooks can earn an As Designed and In Operation building rating. Only those certified as BEAPs, or Professional Engineers licensed in the jurisdiction where a bEQ project is located, may submit the In Operation Workbook. Additionally, only BEAPs (and BEMPs whose certification relates to the As Designed Workbook) may display the bEQ Certified Provider logo with descriptions of their services. Important Industry Alliance Praises Kigali Amendment to Achieve HFC Phase-down
Kigali, Rwanda (October 15, 2016) — The Alliance for Responsible Atmospheric Policy praises the
agreement reached today in Kigali by the Parties to the Montreal Protocol on an historic amendment to
phase down hydrofluorocarbon (HFC) compounds by 85 percent between now and 2047, reducing the
emissions of high global warming potential (GWP) HFCs by more than 70 billion tons of carbon dioxide
equivalent through 2050.
“The Montreal Protocol HFC amendment is a tremendous accomplishment. It continues the treaty’s
unprecedented record of environmental achievement guided by continuous technology and economic
assessment,” said Alliance Chairman John Hurst.
The Alliance is an industry coalition organized in 1980 to address the issue of stratospheric ozone
depletion and the production and use of fluorocarbon compounds. It is the leading voice of
manufacturers, businesses and trade associations who make or use fluorinated gases for the global market.
Today, Alliance member companies are leading the development of safe, efficient, next-generation,
climate- and ozone-friendly technologies and applications.
When ratified and effective, it is projected that the amendment will avoid up to 0.5 degrees Celsius of
atmospheric warming, creating a significant down payment on the Paris climate agreement that came into
effect earlier this month. Alliance member companies and trade associations have played a major role in
the HFC amendment negotiation process. They have worked with governments and industry
organizations throughout the world to understand the technology challenges associated with introducing
new low-GWP technologies that reduce impacts on the climate and stratospheric ozone, while
maintaining an emphasis on health, safety and performance for workers and consumers, including
important issues of energy efficiency. “The long-term schedule provides the most confidence to
businesses that now is the time to invest in the development of environmentally-friendly, efficient, and
high-performance products on a global basis,” added Hurst.
The historic amendment is a major policy step forward in the global effort to reduce greenhouse gas
emissions and the threat of climate change. The amendment sets a gradual phasedown schedule for high-
GWP HFC compounds, which were introduced more than 20 years ago in an effort to speed the protection
of the earth’s ozone layer in both developed and developing countries.
Aside from its technology assessment process and effective financial mechanism, a hallmark of the
Protocol is the long-standing cooperation among industry, environmental NGOs, and governments. The
Kigali amendment, which has been under discussion since 2009, would not have happened without the
far-reaching vision and planning of industry working closely with governments around the world and
prominent environment NGOs. The Alliance expresses its appreciation for the tireless efforts of the many
government delegations who have worked towards today’s achievement, in particular that of the US
under the leadership of EPA Administrator Gina McCarthy and Secretary of State John Kerry.
“Three years ago our industries discussed the challenge and committed to promoting an economically-
sensible long-term solution for the growing HFC emissions,” said Alliance Executive Director Kevin Fay.
Since then, the industry has worked in close cooperation with the US government and others on analyzing
the challenge and developing solutions, including providing significant policy dialogue assistance
between industry and governments around the world. “It has been a demanding process, but we remain
certain that the results of this agreement will be profoundly beneficial to the global environment and
economy,” said Fay.
The Kigali amendment is subject to ratification in the United States, and will formally take affect when 20
member parties to the Montreal Protocol ratify or accept the amendment. The ratification process could
take two years.

$158 billion annually in goods and services to the US economy, and provide employment to more than
700,000 individuals with an industry-wide payroll of more than $32 billion. The Alliance represents

beneficial international and domestic policies regarding fluorinated gases. Alliance member companies,
which represent more than 95 percent of US HFC production and a significant majority of the
manufacturing and other user industries, have pledged their commitment to the research, development and
commercialization of new technologies with low climate impact, and to supporting a global agreement
under the Montreal Protocol to facilitate the orderly transition to such technologies.

They say history repeats itself. In the case of Johnston, LLC you could say there’s some truth in that statement, with a new generation and a dose of modern times. Today, Johnston, LLC brings a collaborative design approach to projects in Houston, Harris County and the surrounding area as an Engineering and Architecture firm.
Before there was Johnston, LLC, there was Johnson, Inc., a full service A&E company formed just after World War II. Located here in
Houston and employing about 500 people, Johnston, Inc. was a company started by Bernard Johnson, an electrical engineer. Fast-forward some 50 plus years and you can see the influence that growing up in the Architectural and Engineering world had on his grandson, Alan Johnston.
A new company, in the same industry, was formed when Alan Johnston and Jim Hostetler partnered up. They offered Civil engineering and MEP services as Hostetler and Johnston until Jim retired in 2007 and the company became Johnston, LLC.
Alan liked the idea of having a full service firm, similar to that of his grandfather’s, so 9 years ago, Architectural services were added to the
company. The addition of these services has allowed Johnston to find success in a niche of the market with the ability to offer a highly collaborative approach to large facility users. Serving both the public and private sectors, they have built relationships with their clients by meeting the client’s needs as a one-stop shop.
Projects that the company gravitates toward tend to be complicated and require complex engineering solutions. Energy Code Corner
How much more does the new energy-code cost? Most contractors are finding themselves facing uncertainty in costs, while dealing with the new energy code. Pacific Northwest National Labs has created a Return-on-investment (ROI) tool to estimate capital cost and ROI on various building types. The calculator compares difference in cost and energy-savings between buildings designed per ASHRAE90.1-2010 and those designed per ASHRAE90.1-2013. Three building-types are shown in the plot below for Texas:
Essentially, a ‘Small Office’ building (shown with green line above) would have an immediate payback when designed prescriptively per 2015 IECC; in fact the building-type saves $0.51/sf in construction cost. This is in large part due to cost-savings in amount of glass. Energy-savings and hence high ROI ($3.94/sf in 30 years) come due to lighting & plug-load controls. A mid-rise apartment would come at a cost-increase of $0.07/sf but have a payback in 1.9 years. An elementary school would come at a cost-increase of $0.82/sf and payback in 6.2 years. On Wednesday, September 28th, the ASHRAE Houston Chapter hosted a technical tour of the Conroe ISD Natatorium for thirty High School students that attend the District’s Academy of Science & Technology. The students were able to tour the entire facility – a 64,000 square foot building that includes a 65-meter main pool with dual movable bulkheads, four (4) 1-meter and two (2) 3-meter diving boards, and a spa/hot tub with capacity for 12 people. Since its’ opening in 2008, this state-of-the-art facility has hosted many local and regional competitions and will be the host site for the NCAA Division III Championships in March 2017.
Architectural and Engineering Professionals from PBK participated in the tour and spoke to the students about the difficulties associated with creating a safe, healthy and comfortable environment given the challenges that indoor pools create. Representatives from Conroe ISD’s Planning and Construction and Maintenance Departments were also on-hand to speak to the students about the sustainable design features that recover energy for space and pool water heating to create a system that operates as efficiently as possible.
The students were eager to learn and asked some incredibly insightful questions about the facility – and the entire tour
group was fortunate to watch Olympic gold medalist Laura Wilkinson in action, who was practicing during the tour!
LAURA WILKINSON is best known for her come-from-behind gold medal performance in
the 2000 Olympic Games in platform diving.

He’s a recap from Bill Chalmers / President-Elect: Making Decisions that Stick Kurt Neubek, FAIA, FHFI, CFM, LEED AP, EDAC Page/ Architects and Engineers October 19, 2016 Page/ Architects and Engineers is one of Texas' largest healthcare design firms. Kurt Neubek leads the Page/ strategic planning group and is on the cutting edge of healthcare design. He has over 30 years of experience, has programmed and planned over ten million square feet of facilities around the world. Kurt shared his experience getting clients to make decisions.
Worst waste is stagnation of decision makers. Facilitators must get decisions made One must understand the psychology of decisions and decision makers. He reviewed decision styles:
• Autocratic • Consulting • Delegating • Group process
Kurt described how people with different personality types make decisions. The Meyers Briggs personality types can be used to understand decision makers: Extroverts vs. Introverts Sensing vs. Intuition Thinking vs Feeling Judging vs perceiving Kurt gave decision making rules:
• Many clients do not know how to read plans. • Provide all information needed to make decisions. • Decisions are fragile • We make decisions with emotions, but justify with facts. Balance qualitative and
quantitative. • Start with big decisions and leave small issues until later. • Go to the site to understand the situation. • Only ask questions you want answered • Don’t ask questions that cannot be answered. i.e. What’s your volume ten years from
now? • Using post it notes on a wall is still effective. • Data is incomprehensible unless presented in a useful form. • Programming, SD, DD and CD process is sequential. Do not allow decisions makers to
back up. • Have clients sign an agreement that decisions will not be undone. • Do not make any building changes for six months after construction. People learn to
like the design. • If someone cannot make a decision, flip a coin and see how it feels.
The approximately 75 attendees enjoyed an entertaining and insightful presentation. Kurt gave a proverb that we should all find helpful when teaching or facilitating: And, as Kurt wound up his presentation he said: Tell me and I’ll forget Show me and I will remember Involve me and I will understand
