The site is recognised in the City Development Plan as being part of the Housing Land Supply under reference HO15. This site has been part of Glasgow’s established housing land supply for over 10 years with the site sll remaining undeveloped. Extract from the Glasgow City Development Plan Proposals Map (2017) The City Development Plan also supports the remediaon and reuse of vacant and derelict land along the River Clyde Development Corridor. This proposal would ensure that the most recent use of the site as a graving dock would be reinstated. Other Designaons In terms of environmental designaons, the River Clyde to the north is designated as a Site of Importance for Nature Conservaon (SINC). The graving docks are also Category A-listed due to their historical significance. It is this historical significance which would be reinstated by the proposals in a sensive manner by reintroducing ship repair and maintenance to the docks. Current Stage The Proposal of Applicaon Noce (PoAN) associated with the development, was submied to Glasgow City Council in December 2017. Since this me, the design team have been developing the proposals for the site in order to present the latest scheme to the public and key stakeholders. This public consultaon event is part of the statutory pre-applicaon stage and the results of this consultaon will inform the final design soluon submied to Glasgow City Council for planning permission. It is ancipated that a “hybrid” planning applicaon will be submied to the council which will seek Full Planning Permission (FPP) for the works to facilitate the reuse of the graving docks for ship repair and maintenance, and Planning Permission in Principle (PPP) for the wider area around the basin for a mixture of uses. The design team welcome your feedback on the current proposals to inform the eventual planning applicaon. To reinstate the Grade A Listed former dry docks for ship repair and maintenance. The dry docks will provide a facility for Ferguson Marine Engineering Ltd. to maintain and repair ships and boats while the adjacent dal basin site will create the opportunity for a cultural, mixed use development. The former ‘graving’ dry docks are regarded proudly by the people who used to work there and looked upon as a ‘favourite place’ by the local community of Govan. These docks are the last and most complete vesge of Glasgow’s shipbuilding past and this proposal suggests the restoraon and regeneraon of this listed structure with the aim of creang opportunies within the community for future generaons. Jim McColl OBE, CEO of Clyde Blowers Capital, the owners of Ferguson Marine, is a passionate advocate of shipbuilding on the River Clyde. Following the 2014 takeover of Fergusons in Port Glasgow and the connued growth of Ferguson Marine, the company aims to restore the dry docks as a ship repair and maintenance facility fit for the modern age. The proposal will also take into account the current nature of industry on the river, place making within the city and promote the cultural identy of Govan. The overall vision for the dry docks is enhanced by a proposed celebraon of the cultural history of ‘Clyde Built’ in the form of a ‘Marime Museum’ to be situated alongside the dal basin. This will have direct associaons with the working dry docks and offer the people of Glasgow and visitors alike, a tangible link to Glasgow’s world famous shipbuilding heritage. The proposal also suggests the development of live work facilies, potenal for small workshops, creave workspaces, residenal accommodaon, and small shops and cafes to support this, with the aim of promong acvity on the site throughout the day, enhancing the reintegraon of the site into the local economy and local community. The wider context of this proposal aims to create a new desnaon for the city and an enhanced place within Govan. The physical restoraon of the ‘Graving Docks’ also aims to restore the historical and cultural identy associated with Govan and the River Clyde. The proposed enhanced connecons and routes aim to improve and encourage acvity and public engagement along and across the river.
