• Vision:– A coherent package of assistance is

offered to and implemented in targeted municipalities to realize objectives identified in municipalities’ strategic plans

• Focus on depth versus breadth• Search for balance• Timeframe: December 2008

• Three Components of Vision:– Action Planning– Implementation– Monitoring and Evaluation

• Targeted Pool of 32 Municipalities• Will complete programs already underway• Ideally identify replicable and scalable programs

and roll out to 32 municipalities as needed
