These guidelines will follow those already written and adopted by the Wisconsin Medical Examining Board (MEB) and are a result of Wisconsin State Assembly Rep. John Nygren’s HOPE legislative package, 2015 Act 269. This statute allows the BON, the MEB, the Podiatry-affiliated Credentialing Board, the Dentistry Examining Board and the Optometry Examining Board to issue guidelines regarding best practices in prescribing controlled substances. Miller reported these guidelines will follow closely those recommended by the Centers for Disease Control and Prevention (CDC) as well as those recently created by the MEB. In another move by state government to address Wisconsin’s heroin and opioid abuse epidemic, Gov. Scott Walker has created the Governor’s Task Force on Opioid Abuse. In an announcement from the Governor’s office September 22, Gov. Walker named WHA as a member of the task force, along with co-chairs Rep. John Nygren and Lieutenant Gov. Rebecca Kleefisch. Walker also named Attorney General Brad Schimel and a bipartisan group of state lawmakers to the Task Force.

Conduit Contributions Heat Up—Disburse Funds by November 8Is your name on the contributor list?

The Wisconsin Hospitals State PAC & Conduit campaign continues to make progress on raising $300,000 in 2016, but with the November 8 election less than two months away, disbursing those dollars now to candidates for state office who value hospitals and health systems is extremely important.

“We are seeing Wisconsin Hospitals Conduit account holders send thousands of dollars every week to candidate campaigns,” said Nora Statsick, WHA political consultant. “With the election only seven weeks away, now is the time to release your funds and direct them to candidates who value Wisconsin hospitals and health systems.”

As a reminder, individuals who contribute to the Wisconsin Hospitals Conduit retain full control over their funds. Once deposited, conduit funds remain until the account holder authorizes the release of those dollars to candidates or party committees of their choosing.

In terms of raising dollars, the Wisconsin Hospitals State PAC & Conduit campaign is at over $242,000, putting the campaign at 81 percent of its aggressive $300,000 goal. Contribute today in order to disburse conduit funds in time for the November 8 elections. Better candidates lead to better legislators who craft better laws.

November 15 WCMEW Summit to Focus on GMEOn November 15, the Wisconsin Council on Medical Education and Workforce (WCMEW) and the Wisconsin Collaborative for Rural GME (WCRGME) will offer the one-day event, “Wisconsin GME Summit: Celebrating Successes and Exploring Opportunities” at the Best Western Premier Park Hotel in Madison. This one-day Summit will highlight the challenges and opportunities in expanding graduate medical education (GME) programs in Wisconsin. The agenda will include an examination of Wisconsin’s current GME efforts, as well as two panel discussions focused on Wisconsin’s state-funded GME grant programs, one including grantees who have started new programs and the other with those who have expanded existing programs. Using small group discussion format, the afternoon will focus on the topics of garnering broad community support for a GME program, effectively using technology to deliver GME training and support, and developing GME partnerships for efficiency.

This event is jointly presented by WCMEW and WCRGME. WCMEW is a multi-stakeholder organization whose purpose is to facilitate strategies to ensure an adequate supply of health care providers to meet the needs of Wisconsin citizens today and into the future. WCRGME was established to address the shortage of rural primary care physicians through the expansion of GME. It is a network of organizations developing and maintaining rural residency rotations, rural training track residency programs and rural fellowships.

MEB Work on Telemedicine Rules Nears CompletionThe Wisconsin Medical Examining Board (MEB) presented their most recent, and likely final, draft of MED 24, the rule being promulgated that will define and regulate the use of telemedicine by Wisconsin licensed physicians and physician assistants.

The telemedicine subcommittee of the MEB reviewed comments presented by a few stakeholders at their September 21 meeting. WHA has been actively involved in this rule making process and the details of this rule have been carefully examined and vetted by the WHA Telemedicine Task Force over the past 10 months. The current draft is a streamlined version of the original version presented in January, and more closely aligns with the recommendations put forth by the WHA Telemedicine Task Force. At the September 21 meeting, Steven Rush, WHA vice president, workforce and clinical practice, thanked the MEB for their continued collaboration with stakeholders.

“WHA appreciates the opportunity to work with the MEB on this and other important issues that directly impact the high-quality care our member hospitals provide each and every day. The end result of this process in particular represents what is possible when stakeholder involvement is encouraged and valued,” said Rush.

Sen. Ringhand Joins Hospital Leaders in Janesville for WHA HEAT RoundtableHospital leaders from southern Wisconsin joined Sen. Janis Ringhand during a WHA HEAT Roundtable discussion hosted by Kerry Swanson at SSM Health-St. Mary’s Janesville Hospital September 22. Sen. Ringhand opened up the conversation by talking about the importance of providing coverage to those individuals who cannot afford access to care, especially for those living at or near the poverty line. WHA members talked about the benefits of coverage expansion in Wisconsin, which has resulted in lower charity care and bad

debt, but has also resulted in additional Medicaid losses for Wisconsin hospitals and an even larger hidden health care tax on Wisconsin employers. Hospital leaders encouraged Ringhand to look at ways to increase Medicaid reimbursement for Wisconsin’s hospitals and physicians.

Hospital leaders also discussed the importance of training, recruiting and retaining high-quality health care providers in Wisconsin—especially through investments in residency training for physicians. Members thanked Ringhand for her support of the Interstate Medical Licensure Compact and gave examples of inefficiencies in the current licensing process that have caused delays for physicians who have been successfully recruited to Wisconsin from another state. In many instances, the Compact will help expedite the licensure process for physicians looking to practice in Wisconsin from another Compact state.

Ringhand also heard from several WHA members who expressed concerns with the idea of the state pursuing a self-funded arrangement for state employee health insurance coverage.
