Executive Summary and Recommendations H.W Greenham & Sons Pty Ltd (Greenham) are planning to recommence rendering operations at their abattoirs at 2121 Finlay Road, Tongala after ceasing rendering at that location in 2004. The new plant will process animal by-products currently trucked offsite, increasing the sustainability of the business and reducing road traffic. Approvals for the proposed rendering plant will be required from Campaspe Shire Council and the Environment Protection Authority (EPA). Greenham appointed Spence Consulting Group, an independent consultant to manage the community consultation process for the EPA Works Approval Process. A thorough consultation and communication strategy was developed and executed in accordance with the EPA Approvals proposal pathway and utilising the International Association for Public Participation’s (IAP2) Public Participation Spectrum. Feedback received through the communication and consultation process indicated support for the project, with no formal concerns identified or submitted. This report details the process undertaken and feedback received on the proposed rendering plant.

Project Background H.W Greenham & Sons Pty Ltd (Greenham) are planning to recommence rendering operations at their abattoirs at 2121 Finlay Road, Tongala after ceasing rendering at that location in 2004. The new plant will process animal by-products currently trucked offsite, increasing the sustainability of the business and reducing road traffic. The proposed rendering plant will be totally enclosed with roof mounted exhaust fans in a concrete and colorbond® building at the rear of the abattoirs with partial visibility from Finlay & Watsons Road. The closest residence to this facility is approximately 740 metres. The proposed rendering plant will be designed in accordance with best available practice and methods. It will be totally enclosed with roof mounted exhaust fans, with odour from the plant captured through hoods on all odour sources and sent to a bio-filter. The odour from the proposed rendering plant will be less than those from the existing abattoir and waste water treatment ponds. Any noise sources (e.g. from additional machinery and pumps), will be acoustically treated to ensure no off-site noise issues (N.B. Watson Moss Growcott concluded that operation of the proposed facility can comply with the NIRV Recommended Maximum Noise Levels and project design objectives at each of the existing residential noise sensitive receptors during the EPA-defined day, evening and night periods without any additional noise control measures). The proposed rendering plant will reduce the number of current truck movements entering and leaving the premises, from on average 5 daily truck movements associated with the rendering process to 2 truck movements.

EPA Requirements for Community Consultation The community consultation process was undertaken in accordance with the EPA Approvals proposal pathway and utilising the International Association for Public Participation’s (IAP2) Public Participation Spectrum. Based on assessment of the overall impact of the proposed rendering plant, the process undertaken followed the first two steps of the IAP2 Public Participation Spectrum:

Consultation and Communication Strategy In preparation for the EPA Works Approval Application, a consultation and communication strategy was developed to guide the process and ensure stakeholder feedback contributed to the ongoing development of the proposed project. The communication and consultation process undertaken was as follows: A formal community consultation process was undertaken over a period of 28 days, commencing Wednesday 27th February 2019 and concluding Wednesday 27th March 2019. Public notice of the project inviting stakeholder feedback was advertised as follows:

1. Herald Sun – Wednesday 27th February 2019 2. Kyabram Free Press – Wednesday 27th February 2019 3. Echuca Riverine Herald – Wednesday 27th February 2019

The advertisement directed interested parties on how to obtain additional details and provide feedback on the project (refer Appendix 1 for Herald Sun advertisement). Details of the proposed rendering plant, a project factsheet (refer Appendix 2), plans, process for obtaining additional details and providing feedback (feedback form, refer Appendix 3) were uploaded to both the Greenham and Spence Consulting Group websites on Wednesday 27th February 2019. In addition to the public notice, a project factsheet was distributed to all residences in the township of Tongala on Friday March 1st and plans for the project made available for viewing at the Tongala IGA, 31 Mangan St, Tongala (Appendix 4).

Nine local residences within close proximity to the proposed rendering plant were approached directly to provide details on the project and seek feedback on the 18th and 19th February. Refer to Appendix 5 for map of the residences contacted. On March 8th, the three businesses nearest to the proposed plant were also visited seeking feedback on the project. The three businesses approached were Cop Rice, Sltec and Prestige Stainless. A community drop-in session was undertaken at the Tongala Football and Netball Club between 4.00pm and 8.00pm on Wednesday 20th March 2019 as a mechanism to inform and consult the local community on the project and seek feedback.

Feedback Received Feedback received through the communication and consultation process indicated support for the project, with no formal concerns identified or submitted. Three community members attended the community drop-in session on 20th March, each stating that they had attended to hear about the proposal in more detail. Questions in particular were raised in relation to the following aspects of the project:

1. Potential odours from the proposed plant 2. Changes to traffic around the area as a direct consequence of the plant 3. The creation of any new employment opportunities for the local community

Similarly, these items were the primary questions raised through the direct approach to the nine local residences and local businesses in proximity to the proposed plant. On each of the key items identified, stakeholders were advised the following:

Potential odours from the proposed plant The proposed rendering plant will be totally enclosed with roof mounted exhaust fans, with odour from the plant captured through hoods on all odour sources and sent to a bio-filter. The independent Odour Impact Assessment Study undertaken for the proposed project by The Odour Unit, concluded that “the likelihood of adverse odour impacts from the operation of and emissions from the proposed plant is low and satisfies EPA guidelines”. Changes to traffic around the area as a direct consequence of the rendering plant The proposed rendering plant will reduce the number of current truck movements entering and leaving the premises related to the rendering process. Currently on average five daily truck movements associated with the rendering process leave the plant for transport to Laverton North where the rendering process is undertaken. The proposed rendering plant will reduce this to two daily truck movements.

The creation of any new employment opportunities for the local community The proposed rendering plant is expected to create four new employment opportunities at Greenhams Tongala facility.

All those engaged identified that they were satisfied with the information received regarding the proposed facility and that they had no specific concerns with the proposal. The three community members who attended the community drop-in session indicated their support for the project proceeding.

Conclusion A thorough consultation and communication strategy was undertaken in accordance with the EPA Approvals proposal pathway and utilising the International Association for Public Participation’s (IAP2) Public Participation Spectrum. Based upon the consultation undertaken and feedback received, no concerns were identified in relation to the proposed rendering operations at H.W Greenham & Sons Pty Ltd abattoirs at 2121 Finlay Road, Tongala.

HW Greenham & Sons Pty Ltd (Greenham) are planning to recommence rendering operations at their abattoirs at 2121 Finlay Road, Tongala after ceasing rendering in 2004.

What is rendering?

Rendering is a process that involves crushing and 'cooking' animal materials into stable, useable products such as tallow and bone meal that is used in the manufacture of soaps and stock feeds.

The proposed rendering plant will be enclosed, with odour captured at the source and directed to a bio-filter. All stages of processing will strictly comply with EPA Victoria standards.

What will the rendering plant look like?

The proposed rendering plant will be fully enclosed in a concrete and colorbond® shed at the rear of the abattoirs with partial visibility from Finlay & Watsons Road. The closest residence to this facility is approximately 700 metres.

How can I have my say?

Greenham has appointed an independent consultant, Spence Consulting Group, to manage the community consultation and prepare a report for the EPA. The Council planning permit application will be undertaken as a separate process.

Spence Consulting Group is seeking feedback on the proposed rendering plant. Your comments are requested by 27 March 2019.

You're invited to a drop-in session

A drop-in session is planned at the Tongala Football & Netball Club between 4pm and 8pm on Wednesday 20 March 2019. Come down and discuss the proposal at Doug Nicholls Drive, Tongala Vic 3620.
