Executive Summary

1. Murphy Environmental (a division of Murphy Concrete Manufacturing Ltd.)

operates a restoration and recovery facility for inert waste at its site (a sand and gravel pit) at Sarsfieldstown, Gormanston, Co. Meath, under EPA Licence W0151-01. Restoring the site will serve to return it in line with pre-quarrying conditions and integrate it into the surrounding landscape.

2. Quarter 1, 2018 monitoring of landfill gas was carried out by Patel Tonra Ltd. on the 20th February 2018 as required under Schedule D.2 of Waste Licence W0151-01.

3. Methane did not breach the relevant licence limit at any perimeter monitoring location.

4. Carbon dioxide exceeded the trigger level at 2 No. locations outside of the body of waste (G-12 and G-14). However, none of the locations where elevated CO2 gas concentrations were measured are in any building on or adjacent to the facility.

5. No gas was detected in the site office building (continuous measurement/alarm system in place).

1.0 Introduction

1.1 Background 1.1.1 Murphy Environmental (a division of Murphy Concrete Manufacturing Ltd.)

operates a restoration and recovery facility for inert waste at its site (a sand and gravel pit) at Sarsfieldstown, Gormanston, Co. Meath, under EPA Licence W0151-01. Restoring the site will serve to return it in line with pre-quarrying conditions and integrate it into the surrounding landscape.

1.1.2 The facility is licensed by the Environmental Protection Agency (EPA) and operates

under Waste Licence W0151-01. The licensee (Murphy Environmental) must manage and operate the facility to ensure that the activities do not cause environmental pollution.

1.1.3 Murphy Environmental is required to carry out monitoring of landfill gas in

accordance with Schedule D of Waste Licence W0151-01 (or as may be altered by the EPA).

1.2 Monitoring Locations 1.2.1 The gas monitoring locations as specified in Waste Licence W0151-01 are listed in

Table 1.1 below and are illustrated in Figure 1: Monitoring Locations. 1.2.2 The landfill gas monitoring locations comprise of:

11 locations outside of the body of waste

1.3 Monitoring Frequency 1.3.1 Table D.2.1 of EPA Licence W0151-01 specifies landfill gas monitoring parameters,

frequency and technique. It prescribes quarterly monitoring of landfill gas in gas boreholes/wells and weekly monitoring in the site office.

1.3.2 Adjustments to the monitoring regime were subsequently agreed by the Agency1

such that the frequency of landfill gas monitoring now required is as follows: continuous monitoring within site office, and bi-annual monitoring in gas monitoring boreholes/wells.

2.0 Methodology

2.1 Monitoring Instrumentation 2.1.1 A Geotechnical Instruments GA5000 gas meter was used for landfill gas sampling

and analysis purposes. The calibration certificate is included in Appendix 1. 2.1.2 Methane, carbon dioxide and oxygen concentrations were measured at all

positions outlined in Table 1.1. Temperature and barometric pressure were also recorded.

2.2 Sampling Personnel 2.2.1 Sampling was carried out by Kerstie Flanagan (BSc(Hons), MSc, MCIWM) and

Maria O’Neill (BSc(Hons), MSc) of Patel Tonra Ltd. on the 20th February 2018 under the instruction of Murphy Environmental.

2.3 Monitoring Boreholes 2.3.1 All boreholes were sampled from the built-in taps attached as part of the borehole

installation. The taps remained closed prior to sampling to ensure that any gases that may migrate to the standpipe were collected and not vented directly to atmosphere.

2.3.2 During sampling, the gas analyser inlet tube was attached to the gas tap and the tap

was then opened. Gases within the standpipe were extracted and analysed and all relevant landfill gas concentrations were recorded. Sampling equipment was ‘purged’ between monitoring locations, to ensure no cross-contamination of results.

2.4 Site Buildings 2.4.1 Methane is measured in the site buildings using a fixed gas meter (Type: Gas

Master).

3.0 Results

3.1 Monitoring Results – Monitoring Boreholes 3.1.1 Tables 3.1 and 3.2 below provide results for landfill gas monitoring conducted at

the Gormanston facility on the 20th February 2018 (Quarter 1, 2018).

3.2 Monitoring Results – Site Office 3.2.1 Murphy Environmental confirmed that the continuous gas monitors/alarm in the

site office were serviced by a competent third party during Quarter 2, 2017. A verification inspection by the contractor completed on 29th June 2017 confirmed that all the monitors in the site office were reading zero, as per Appendix 3.

3.3 Historic Monitoring Record 3.3.1 Appendix 4 shows Quarter 1, 2018 landfill gas monitoring results for this quarter

in comparison with historical results for the previous six quarters. Please note that a full record of all previous monitoring results is retained by Murphy Environmental, in the form of the ‘Gas Monitoring Database’, which is updated on a bi-annual basis.

4.0 Conclusion and Recommendations

4.1 Results for Q1, 2018 4.1.1 Full gas monitoring results for Quarter 1, 2018 are included in Chapter 3 and

Appendix 2 of this report. 4.1.2 Methane breached the relevant licence limit4 at 1 No. monitoring location 4.1.3 Carbon dioxide exceeded the trigger level at 2 No. locations outside of the body of

waste (G-12 and G-14). However, none of the locations where elevated CO2 gas concentrations were measured are in any building on or adjacent to the facility.

4.1.4 The continuous gas monitors/alarm in the site office were serviced during Quarter

2, 2017; all the monitors in the site office were reading zero.

4.2 Incident, Q1, 2018 4.2.1 Carbon dioxide exceeded the trigger level at 2 No. locations outside of the body of

waste (G-12 and G-14). However, none of the locations where elevated CO2 gas concentrations were measured are in any building on or adjacent to the facility.

4.2.2 Low levels of CO2 at perimeter monitoring wells, as per monitoring results for

Quarter 1, 2018, do not indicate a significant environmental impact. There is no indication of landfill gas migration from the W0151-01 facility as confirmed by the Landfill Gas Risk Assessment (ref: Landfill Gas Risk Assessment, Risk Screening, in October 2017). No corrective actions are deemed necessary.

4.3 Recommendations 4.3.1 The licensee is required to complete ongoing landfill gas monitoring in line with

licensing requirements.
