Welcome

“Raising the bar on patient safety and efficiency” Dear Participant, Welcome to the global GS1 Healthcare Conference in Tokyo, the first one ever in Asia-Pacific. Three days of information exchange, collaboration, networking and sharing of ideas advancing GS1 Standards in the Healthcare supply chain. Security, traceability and efficiency in healthcare are currently at the forefront of government regulations and industry concerns around the world. As a result, numerous, and often irreconcilable solutions are being (or have already been) proposed to the national and international supply chain stakeholders. The cost of diverse government regulations, proprietary service offerings and incompatible solutions to all stakeholders has called for defining and adopting global and open standards. The Japanese Ministry of Health, Labour and Welfare, together with the JFMDA, has published earlier this year a revised bar code guideline for medical devices to bring it fully in line with GS1 Standards. This was another important milestone towards global harmonisation of Healthcare supply chain standards. We also see other promising developments in Asia-Pacific and the rest of the world. The US FDA is for example strongly advocating global standards through the Global Harmonisation Task Force. Opinion leaders and experts from the US FDA, several Japanese ministries and associations, the Chinese Ministry of Health, the Shanghai FDA, the Hong Kong Hospital Authorities, as well as other stakeholders will share their insights on standardisation and global harmonisation for automatic identification, traceability and data synchronisation in Healthcare. The work team sessions will allow you to contribute to the ongoing global standards development process. Special thanks to GS1 Japan for their support in organising this conference. Plenary Speakers

Prof. Masanori AKIYAMA is visiting professor at the Massachusetts Institute of Technology Sloan School of Management and the Tokyo Medical University as well as assistant professor at Keio University School of Medicine and the Hamamatsu University School of Medicine. After his M.D. degree at the university of Tokushima he was working in the fields of urology and pathology before concentrating more on the field of Medical Informatics. From 1999 to 2002 he held a position in the Ministry of Health and Welfare in the Department of National Hospitals policy medical treatment section. Afterwards he joined the National Institute of Public Health as associated professor. Prof. Masanori Akiyama is the director of the Japan association for medical informatics.

Scott CAMERON is Head of the Global Application Solution Center for Sales & Distribution and Supply Chain Management at Novartis Pharmaceuticals AG in Basel Switzerland. Scott has the current responsibility to provide and support the solutions for AutoID and Serialisation. Prior to this position he was the Head of IT for the Pharma Global Supply Chain, and in this role was deeply involved from the beginning with the Novartis Pharma Product Security initiative. With more than 25 years experience in supply chain business processes and IT, Scott sees the benefits of actively driving standardization in the area of AutoID and patient safety. His current role in GS1 Healthcare is a member of the Leadership Team and Co-Chain of the Regulatory Work Group.

Jay CROWLEY is Senior Advisor for Patient Safety in FDA's Center for Devices and Radiological Health. Jay is interested in developing new methods and techniques to identify, analyze, and understand problems occurring from medical device use within the healthcare environment. He has been working at FDA for nearly 20 years in a variety of positions. Jay holds degrees in Risk Analysis and Engineering.

Prof. Yanjie GAO is Deputy Director of Department of Information Technology for Healthcare, Ministry of Health China. Prof. Gao is chairman of the hospital statistics information professional committee of the Chinese hospital association and Vice-President of the Chinese medicine information society. She has been engaged in promoting the work of the National Health Information Management for more than 20 years. She has presided and framed the envelopment planning of Chinese health information system and was responsible health management information systems and card technology. She had been responsible for many national scientific and technological projects and major projects. Prof. Gao was selected Top 10 Excellent Woman in IT application of China and received the John Nuveen Center scholar award, University of Illinois, U.S.A.

Kentaro IWASAKI is Director Deputy President and Executive Officer of Alfresa Corporation. Iwasaki’s career with Alfresa began when he joined Taishodo Co. in 1977. Iwasaki was appointed Director of 1980 and ultimately Chairman in 2005. In 2005, Taishodo Co., Fukujin Co., and AZWELL Inc. merged and formed Alfresa Corporation at which time he was appointed to his current position. In addition to his current position, Mr. Iwasaki is involved with the Federation of Japan Pharmaceutical Wholesalers Association as Executive Director, with Pro-Net, VAN Industry as Chairman and Medicode as Board Member. Kentaro Iwasaki received his bachelor’s degree of Pharmaceutical Science from Tokyo University of Pharmacy Life Science in 1972. He also received his pharmacist license in 1972. In 1974 Iwasaki received his bachelor’s degree of Economic Administration from Aoyama Gakuin University.

Shuro KARASHIMA was appointed as the new President of GS1 Japan as of 6th June 2008. Mr. Karashima served as Vice Chairman and CEO of Japan Automobile Dealers Association for 6 years before joining GS1 Japan. He had worked at MITI (Ministry of International Trade and Industries) for 27years in various bureaus including Natural Resources & Energy Agency and Patent Office after he graduated the University of Tokyo (Faculty of Law) in 1964.

Kenshi KINOSHITA is Director, Economic Affairs Division, Health Policy Bureau, Ministry of Health, Labour and Welfare. He has been working for MHLW for 25 years in various fields such as national health insurance, public pension system, social welfare, etc., since he graduated the faculty of Economics of Hitotsubashi University in 1983.

Yuko KITAYAMA belongs to the Medical Device Safety Division and Medical Safety Information Group in PMDA (Pharmaceuticals and Medical Devices Agency), Japan. Since April 2006, she has specialised in post marketing regulation for medical devices and proper use of pharmaceutical products (in particular, similarity assessment of drug naming and proper indication of drug packaging), working as a Professional Officer in the agency. She has also worked as a hospital pharmacist in the International Medical Center of Japan and other hospitals for ten years. She received a BS degree in Pharmacy from Hoshi University, Tokyo, Japan

Dr. Chikayuki OCHIAI is the Chief Executive of Kanto Medical Center NTT EC in which an electronic medical record (EMR) was introduced in 2000. After graduating from the University of Tokyo, Faculty of Medicine in 1971 he majored in neurosurgery. Before being promoted to his current position in 2002, he held various posts including an instructor of neurosurgery in the University of Tokyo Hospital, an assistant professor of neurosurgery in Dokkyo University School of Medicine, a head of neurosurgery in JR Tokyo General Hospital, and a head of Neurosurgery in Kanto Teishin Hospital (present Kanto Medical Center NTT EC). He experienced more than two thousands surgical cases in his career as a neurological surgeon.

Robyn RICHMOND is Manager of the Strategic Development Branch, Health Corporate Network for the Western Australian Department of Health (WA Health). The Strategic Development Branch has responsibility for procurement reform including system and business process efficiency, procurement information management and contract performance management for the WA Health supply chain. Robyn has worked for WA Health for 20 years including 13 years experience in supply chain management. For the past 3 years Robyn has represented WA Health on the National E-Health Transition Authority (NeHTA) Supply Chain Project Control Group responsible for the Australia National Product Catalogue and developing standards for E-procurement.

Naomi SEKINO is R&D Manager of the System Integration Department at Olympus Medical Systems Corporation, which is a leading manufacturing company of endoscope systems. He has developed many laproscopic instruments and therapautic devices acting as chief product engineer for many years. He is now responsible for the identification pilot of a surgical endoscopic system using 2D bar code and RFID in conjunction with Osaka University Hospital. He has also participated in GS1 Healthcare Conferences and international discussions regarding autoID methods for medical devices with the Work Team of “Instrument and Implant marking” and also with “AIDC” since 2006.

Naoto TAKAHASHI is Director, Distribution and Logistics Policy Division, commerce and Distribution Policy Group, Ministry of Economy, Trade and Industry (METI). He joined METI after graduating the Faculty of Law of Tokyo University in 1988, and has been engaged on policy making tasks in a wide variety of fields including national energy strategy and consumer electronics recycling system. He had served as a Consulate at Consulates General in San Francisco from 2001 through 2004.

Ryoji TAKEKUMA is Manager for Standardisation Promotion Department in Medical Information System Development Center (MEDIS-DC). MEDIS-DC was established as a legally incorporated foundation recognised by the Ministry of Health, Labour and Welfare (MHLW) and by the Ministry of Economy, Trade and Industry (MITI). He is interested in standardisation of terminology and code in Medical Information. For example, he is doing the maintenance of Database of Prescription drugs, Medical devices, Disease, Surgery & treatment and Clinical Laboratory. Mr. Takekuma holds a degree in pharmacy. He has worke at MHLW for 20 years in a variety of position.

Dr. Kazumi TAKI is former associate professor of Operation Theater, Nagoya University Hospital. Dr. Taki has worked in ER, ICU and OT of the Red Cross Hospital and the Citizen Hospital as a clinical anesthetist. Appointed as an associate professor of the OT of Nagoya University Hospital in 1990, he began his career in developing medical devices and hospital facilities. Later he was in charge of design, building and operation of the new OT and the central supply center of the hospital which were completed in December, 2006. Dr. Taki is managing an institution for elderly people’s health since March 2007.

Michael TAMEGGER works as a project manager at the Orthopaedic hospital Speising in Vienna. This hospital is one of seven hospitals of the Vinzenz Group Austria. His responsibilities include all the projects to identify and trace of persons and things in the hospital. Mr. Tamegger completed his degree as an Engineer and started to work at the hospital as a biomedical technician, where he learned a lot about hospital processes. He has also completed a hospital management degree and a Master of Business Administration for Healthcare Management at the Economic University of Vienna. He is currently working on projects for serialisation and traceability of sterilisation trays and containers, patient identification by using RFID technology and optimising the administration of patients by using the GS1 System.

Dr. Takashi TANIGUCHI joined the Ministry of Health, Labor and Welfare in 1984 after graduating at the medical department of Okayama University in 1979. Before being appointed as Assistant Minister for Technical Affairs of Minister’s Secretariat in 2008, he has worked in various positions at the MHLW, including Director of Maternal and Child Health Division, Guidance of Medical Service Division. He has also served in the International Medical Center of Japan as Director General from 2006 through 2007, as well as in the Ministry of Agriculture, Forestry and Fisheries as Deputy Director-General of Minister’s Secretariat from 2007 through 2008.

Michel VAN DER HEIJDEN is President Healthcare at GS1. His other responsibilities include Finance and Administration, Strategic Alliances and New Sectors. Michel brings with him a wealth of global management experience in international business activities, particular in the Healthcare Industry. His professional career spans work and knowledge in international finance, information systems, human resources and turn-around management. Michel spent 20 years with Johnson & Johnson, heading local and regional CFO functions in the companies Pharmaceutical, Consumer Goods and Medical Device units. He also spent 3 years with Novartis (Pharma) in Switzerland as the global CFO for Primary Care and has lived and worked in 6 countries, namely Belgium, the Netherlands, Mexico, US, Greece and Switzerland.

Takashi WACHI is Chairman of Japan Federation of Medical Devices Associations. He joined Terumo Corporation in 1989 after he had worked for Fuji Bank for almost 30 years since his graduation from Yokohama National University. He has been the chairman of the Board of Directors, Terumo Corp. since June 2006. He is also Executive Member of the Board of Directors, Japan Business Federation and Chairman of Japan Medical Devices Manufacturers Association.

Raymond WONG is Head of the Business Support Services at the Hong Kong Hospital Authority Head Office. He is the Senior Executive in charge of procurement, support services and biomedical engineering services and a facility planner in the Hospital Authority. He is presently steering the development and implementation of corporate improvements in procurement and supplies logistics support, together with ERP technology and system applications in supply chain operations. Mr Wong was the General Manager of Queen Mary Hospital between 1991 and 2001. Mr. Wong is also the Chairman of the Society for Promotion of Hospice Care, Member of Board of Governors of the Institute for Health Policy and Systems Research and a volunteer of the Phoenix Clubhouse for psychiatric patients in Hong Kong. He received his M.Sc. degree in Public Sector Management with PSM Prise Award from Aston Business School.

Liang YAN was the Director of International and Legal Affairs of the Shanghai Municipal Food and Drug Administration (SH-FDA). He retired last month and is now a senior consultant of the SH-FDA. He has designed the UDI system in recent years for tracking implantable device in Shanghai. In 1989, he chaired a group for drafting China's first medical devices regulations. Afterwards, he continued to contribute in the China’s regulation project on Medical Device Registration, Classification Rules, and Medical Devices Recall. He was the medical device registration chief in SH-FDA more than 10 years, and he was also chief project organiser for China’s first whole body CT and ultrasound diagnostic set in the 80's.

GS1 Healthcare Work Teams

AIDC Application Standards Work Team The objective of this work team is to develop global standards for the automatic identification and data capture for Healthcare products at all packaging levels. The work team has already developed GTIN Allocation Rules for Healthcare, defined data requirements (including Serialization) and carrier requirements for Automatic Identification. The work team is currently finalising the draft AIDC Application Standards for a majority of product types and packaging levels, which will be further discussed during this conference. Traceability in Healthcare Work Team The objective of this work team is to define the global solution for traceability in Healthcare to ensure that the business needs of the industry are fulfilled, including ensuring global traceability in an efficient, secure and reliable way, addressing restrictive legal requirements, addressing authentication from manufacturer to patient, and achieving cross-industry interoperability. The work team has recently submitted the draft Global Traceability Standard for Healthcare into the GS1 Global Standards Management Process (GSMP). Implementation guidelines, case studies, and best practices are currently being drafted. The Traceability in Healthcare Work Team is co-chaired by Tim Marsh, Pfizer and Frédérique Fremont, Robert Ballanger Hospital. Data Synchronisation & Product Classification Work Team The objective of this work team is to develop a data synchronisation standard, including a classification solution, which will allow the Healthcare industry to use the GS1 GDSN (Global Data Synchronisation Network). The GDSN gap analysis showed that 228 data requirements are supported by the current GDSN standard and 27 new requirements need to be defined and added to the GDSN standard. The classification systems in use across the world have been inventorised: approximately 35 different classification and nomenclature systems are in use in various parts of the world. A global GDSN Pilot was successfully completed earlier this year. The GDSN Extension for Healthcare is planned to be created by Q2 2009. A long term recommendation for product classification is also being developed. The Data Synchronisation Work Team is co-chaired by Joe Pleasant, Premier and Tom Werthwine, Johnson & Johnson.
