Where the background of a participant is necessary for the
exploitation of the results, the contracting authorities shall
enjoy access rights to such background for their own use as
well as the right to grant, or require the participating

Results of the preparatory meeting
Düsseldorf, April 27, 2012
During the 4th Forum of Franco-German research cooperation an expert
group made valuable recommendations in order to give further impetus for
the bilateral cooperation.
Following these recommendations, a working group on “Protection of
Critical Infrastructures” will be implemented.
This working group should give important input for a potential future
bilateral call by the two ministries.
Context and Objectives
The working group will be co-lead by

Mr. Jean-Louis Szabo, Systematic Competitiveness Cluster
The group should be composed of 12-18 participants with expertise
from research side
from industry side
from end user side
and additionally with expertise in economics and normative activities
The list of the participants should be agreed by ANR and BMBF.

The working group should regard all threats and risks in scope that are of
relevance for civil security, e.g. terrorism, organized crime, natural
disasters, and major accidents
Two types of infrastructures should be considered in the working group:
1. Resilience of energy production and networks, focusing on
Vulnerabilities, including risks and threats
Protection of energy production sites, networks of energy, and their
interactions during cross-border black-outs, including managing the
links between the French and German networks
Crisis management and crisis communication
2. Protection of transportation infrastructures, focusing on passenger air
transport, railway transport, and road transport (e.g. tunnel, bridges)
Perimeters – Thematic priorities
Two transversal aspects should be considered :
1. Complex sites and networks, including interactions and cascading
effects.
2. Economic aspects of protecting critical infrastructures.
Hereby, also additional aspects of sites and networks could be
considered for these transversal aspects, for example nearby chemical
plants.

The working group should deliver a comprehensive report (5-10 pages) as
a major input for the BMBF and ANR program committees, having in mind
the Franco-German added value.
The overall objective of the report is to highlight priority areas for research
in the area of “protection for the critical infrastructures” on bilateral and
European level.
Hereunto, the report should answer the following questions:
1. What does exist?
2. What are the end user needs?
3. What are potential markets?
4. Where are the research gaps?
Expected outcomes
• Mapping of European projects: agreement on what is relevant for
our objective and what is not relevant
• Mapping of national projects: German and French sides
• Mapping of existing national initiatives (linked with the objectives)
• Expression of needs from the end-users and potential markets
• Definition of first ideas of research needs (if possible these ideas
should be an end user need as well as a potential market)
